The nearby age has been truly term as a “Communication age”. Communication plays an enormous value in our civilization. Communication has turn out to be a vital part of our daily life. Now people want sufficient and valid information as early as achievable. The mass media namely newspaper, radio and television are taking important part in this important necessitate of people. Communication is the middle activity human connection in general and growth as well as development in particular. A man can stay alive only in society and the continued existence in society is likely with communication. Communication and Development have existed side by side since the sunrise of civilization. Both have gone through lots of changes since they have been connected with each and every feature of human growth, progress and development. The main center of attention of this paper is to examine the level of communication that has contributed for India’s rural development. The other cause is to check the success and act up of the special tools of communication in the rural development passage where many are aggressive and stressing on improving the eminence of rural life. Communication plays an important role in achieving various objectives of the rural development programs i.e. MGNREGA, PMAY-G, and PMGSY etc.

ICT Application in Transforming Agricultural Extension Information Service Delivery in Tana River County, Kenya

Agricultural Extension includes dissemination of information on farming to farmers in order to help them improve agricultural productivity. A premise exists that if extension programmes are well planned and delivered, they will enhance farming efficiency and output by providing farmers with agricultural information that will help them to utilize their limited production resources. This paper examines how ICT application could help transform public extension service delivery and improve the skills of public agricultural extension service providers and in so doing increase small farmers’ access to agricultural information. This study is set in the Tana River County in Kenya, considered agricultural sector growth and development as vital to the County’s economic stability and community progress. However, while determined efforts in uplifting extension, and firming up their linkage with other actors in agricultural value chains were recognized as important to the future of agricultural development in the county, there is still a lack of evidence of a clear relationship between agricultural productivity and extension services. There was also no clear evidence that small farmers in the county were receiving sufficient extension services to sustainably undertake farming for improved productivity and food safety. While the application of ICTs in agricultural extension was found to be limited, the research acknowledged its important role in facilitating access to agricultural information by providing farmers with timely and relevant agricultural information. The study considered the necessary requirements for setting up an effective agricultural extension information system and it is assumed that this will add credibility to the policy agenda for agricultural extension and communication for rural development.

Impact of E-Communication on Agriculture Development Through CSR in Agri-Farmer in Rajapalayam Taluk

The research first evaluates applied impact of internet based agro-communication on Agriculture development through CSR and concerning the utilisation of CSR by agriculture farms to promote sustainable rural development. Then empirical data from 120 agriculture farmers starting a variety of farming, sizes, and Agriculture is analysed to determine the type of farming who is involved in rural development and the kind of activities they position. The inclusion of private firms is a key component to encourage fatherland improvement procedures on agriculture. Organisations taking an interest in incorporated worth chains are relied upon to go about as a vital accomplice giving agribusiness sector chances to rustic makers, just as sharing innovation, aptitudes, and information important with them. The advantages for farms fit in consistent supply of their items; stimulating of their inventory network; positive market acknowledgement; access to explicit market specialities, and improvement of their situation to deal with the dangers associated with the procedure. The paper makes an attempt to explore farmers using internet based agro-communication on Agriculture development through corporate social responsibility (CSR). The research question examine whether these farmer used for internet communication in rural development, if it is so what kind of CSR initiative were undertaken by them for development in rural areas and how does the corporate implement their CSR programme as a part of their production perspectives.

Energy Perspective of Climate Change: The Case of Bangladesh

Previous efforts on modeling energy, the environment, and climate change perspectives are critically examined, and the structure of energy and an environment system model is described. Focus is on sustainable development using Bangladesh as an illustrative example. The model projects energy supply and demand and its contribution to global warming. Simulated results show that the demand for electric energy is increasing, and there is a shortage of electric power. Electricity generation capacity can increase by either transition to nuclear or renewable energy resources or both. However, generation capacity needs to be increased for sustainable development, with gradual transition to renewable energy resources. Mini-grids are advocated for supply of energy, information and communication for rural development and economic growth in isolated areas such as islands. Bangladesh is responsible for a small fraction of the total anthropogenic contribution of CO2 but could be seriously affected by climatic change. Energy security aspects are also addressed. Regional economic cooperation and sustainable peaceful resolution of long-standing disputes may help the regional entities to enhance their individual and collective energy security.

Citizen Participation in Local Government: The Importance of Effective Communication in Rural Development

In societies around the world there is a concern over the plight of poverty. In South Africa, years of active discrimination policy making and neglect have resulted in high levels of inequality characterized by extreme wealth on one hand and desperate poverty on the other. These activities left rural areas, mostly occupied by blacks in underdeveloped state while the urban areas, mostly occupied by whites are developed. This situation alienated poor communities to take active role in matters of governance and their development. The dawn of democracy in 1994 saw the inclusive democratic government having to strengthen communication between government institution and its communities and also to harness community participation. A qualitative study was conducted in Mutale local municipality, Vhembe district in Limpopo Province of South Africa where unstructured interviews were conducted to focus groups including ward committee members, traditional leadership and management. The study revealed that despite a number of communication mechanism and models implemented by Government, there is communication gap between government institutions and communities they serve. This demands for a new model of communication aimed at community participation and rural development. This communication gap makes the community members feel alienated from government initiatives and projects in general. They therefore do not feel they are part of government and do not take active role in matters of governance and those that are aimed at improving their living conditions. This continues to hinder rural development and the objectives of developmental rural government; that of the government that seek to empower communities through harnessing their full participation.

Information and Communication for Rural Innovation and Development: Context, Quality and Priorities in Southeast Uganda

Purpose: To examine the status and priorities for agricultural information generation, dissemination and utilization in the context of agricultural innovation systems in southeast Uganda. Design/Methodology/Approach: Group discussions were conducted with six communities in Kamuli district, southeast Uganda. The focus was on information sources and linkages, reliability, applicability and gaps. Data were analyzed with NVIVO software. Findings: Rural community members access information from a variety of sources but its reliability and application varies according to the nature of relations with and level of trust in the various sources. Further, community members lack means and capacity to hold accountable providers of low quality information. Information linkages among actors (farmers, extension, private sector and local leaders) were also minimal. Practical Implications: Establishment of feedback loops and partnerships among actors is necessary to ensure improvements in information generation and dissemination for rural development. Originality/Value: This study demonstrates the need for efforts to improve information and communication for rural development in developing countries. Trustworthiness of information sources, strengthening partnerships among actors, continuously reviewing approaches, and addressing emerging information gaps are key priorities. In agricultural innovation systems, involvement of multiple actors in information generation and dissemination is essential.
