Conceptual Aspects of State Support for the Commercialization of FSTDP Results

It has been established that the commercialization of innovative products in the agro-industrial complex is associated with new scientific research results and innovations of industry universities and scientific organizations. The enhancement of commercialization depends on the effectiveness of government support. The study of the results of state support allows us to identify additional opportunities for organizational development and find the mechanisms for managing commercialization, taking into account the strategies of agricultural enterprises.

COMMERCIALIZATION OF INNOVATIVE ACTIVITIES AS A STRATEGICALLY IMPORTANT PROCESS FOR THE ECONOMY OF UKRAINE AND ITS BUSINESS SUBJECTS

The article examines the theoretical approaches of scientists to the definition of the concept of "commercialization of innovations" by individual scientists and researchers. It has been established that a single approach to the interpretation of the concept of "commercialization of innovations" has not yet been formed in the scientific literature, therefore this problem has not lost its relevance and as of today requires research and generalization. The fact that the commercialization of innovative products is one of the most important stages of innovative activity is emphasized, as due to the competent commercialization the innovations enter the market. It is emphasized that the commercialization of innovations acts as an important "intermediary" between scientific and technical development and the object of purchase and sale and is an effective lever with assistance of which the newly created innovative development brings the profit. Therefore, the commercialization of innovations is a kind of intermediary activity that connects scientific and technical and commercial activities. Despite the fact that the commercialization of innovative products is a complex and time-consuming process, its main advantage is the fact that it brings significant profits to the enterprise and improves its competitive capabilities. On the basis of the analyzed works, the factors that directly affect the commercialization of innovations are identified, namely: factors of direct influence (legislative changes; changes that occurred in the tax or budget systems; the growth of corruption, etc.); mediated factors (aggravation of political or military situations; environmental and natural disasters, etc.). Based on the conducted research, the following was confirmed: the commercialization of innovations is the most important element of the innovation process, as it represents the process of transforming the results of scientific and technical activities into products and their further effective implementation on an industrial scale. It has been established that commercialization takes the form of a kind of intermediary activity that connects scientific, technical and commercial activities and ensures the development of market relations and reflects their state as a catalyst. It was concluded that despite the significant complications of domestic economic development, the commercialization of innovations is able to provide the outlined tasks regarding the course of Ukraine to participate in the highly competitive environment of the European Union and other countries of the world.

Social Innovation in Olive Oil Cooperatives: A Case Study in Southern Spain

Recent years have witnessed a notable increase in the implementation of social innovation strategies for creating products with major social impact. Despite the lack of conceptual clarity still surrounding the term, social innovation, as a participatory research method, is finding scope for growth in agricultural cooperatives, whether in the areas of R&D and knowledge transfer, or in the commercialization of innovative products. Society has underscored the need for change in the environment and the implementation of new projects that help improve socioeconomic living conditions, promoting territorial development through social transformation. In the case of cooperativism in the olive oil industry in southern Spain, cooperatives are responsible for 70% of the oil produced there. As such, the actions carried out under their influence have a huge impact on the population and serve as tools that anchor people to their municipalities. This article analyses a case study from an olive oil cooperative, exploring the development of a social innovation project involving knowledge transfer and public awareness-raising through the label of an early harvest olive oil called “Primer Día de Cosecha” (First Day of Harvest). It also assesses the impact of the project on the population of the Andalusian municipality of Bailén (Jaén).

Commercialization of innovative products: international and national experience

Introduction. In modern highly competitive, dynamic and unstable conditions enterprises are able to function successfully in the marketplace and occupy leadership positions in large part due to developing, implementation and realisation of innovations. A high level of an innovative activity of enterprises creates preconditions for forming new competitive benefits, an increase of investment attractiveness, broadens possibilities of passage to new marketplaces, is an impulse for providing a progressive development. As practice shows, only a small part of innovations transforms in goods and services and is successfully commercialized due to its promotion in interested groups of consumers. That's why the problem of commercialization of innovative goods and services should be in field of view of society, government, private business, scientists because decision of this problem improves a competitive ability of goods and finely a level of population's life. The purpose of paper is an exploration of commercialization properties of innovative goods and services in foreign countries, detection of reasons of low level of commercialization of innovative goods and services by domestic enterprises. Results. It is considered a domestic and a worldwide experience of commercialization of high-tech goods and services of industrial enterprises in the context of Asian, American and European models of innovative development. It is particularly set that there in the USA, Europe and Asia the key role in development and implementation of high-tech goods and services play multinational companies, which quite often create venture companies in their structures. Besides, it is set that a venture capital is often concentrated in science parks, technopoles, business incubators and other innovative structures. It is proved that in the process of commercialization of high-tech goods and services is a governmental support of state, first of all, from positions of longevity of preferences, which are offered to subjects of innovative structures. It's also set that such kind of commercialization is successful when local properties of demand for new goods and services are taken into account. Regarding a domestic experience of commercialization of innovative goods and services, they should state that it has a quite low development. Conclusion. In this way, generalisation of domestic and foreign experience of commercialization of innovative goods and services shows that directions and ways of such commercialization are different and can have a different shape that is defined by local historical circumstances, traditions and national innovative politics in general.

DEVELOPMENT OF INNOVATIVE INFRASTRUCTURE IN THE CONTEXT NEOINDUSTRIALIZATIONS OF UKRAINE AND ITS REGIONS

Introduction. The cataclysms of market changes in the industry of Ukraine and its regions require their accelerated neo-industrialization based on Industry 4.0. Of course, the latest industry based on cyber-physical systems and Internet technologies, in principle, can not develop without creating a modern innovation infrastructure. Formulation of the problem. In this context, the role of theoretical generalizations on the innovative development of industry and specific studies of the relationship between the stages of the innovation cycle and subsystems of the innovation infrastructure are increasing. Purpose: to outline the basic theories and concepts of innovative industrial development and features of the development of innovative infrastructure (by stages of the innovation process) in the conditions of neo-industrialization of Ukraine and its regions. The presentation of the material of the article. The article analyzes the theories and concepts of innovative development of industrial production based on the ideas of J. Schumpeter. The theory (model) of the triple helix is considered, which is one of the modern variants of the innovative theory of economic growth, and also its related concepts: entrepreneurial university, innovative ecosystems, open innovation platforms, smart specializations and clusters. It is noted that the formation of innovative ecosystems in Ukraine and its regions is impossible without the creation of such an important component as innovative infrastructure. Accordingly, the problems, features and prospects of its development at all stages of the innovation process are considered, namely: initiation and marketing of innovations; basic and applied research; research and development; transfer and commercialization of innovative products; production of innovative products; sale of innovative products. The specifics of organizational, institutional, financial and human resources for the development of innovative infrastructure are also covered. Results and Discussion. Taking into account foreign experience, in particular the USA and EU countries, the possibilities of practical application of the theories and concepts on which the development of innovative infrastructure is based in Ukraine have been identified. It is shown that the development of innovative infrastructure can accelerate the neo-industrialization of Ukraine and its regions based on Industry 4.0. Conclusions. In the conditions of neo-industrialization of Ukraine and its regions, the theories and concepts of development of innovative infrastructure come to the fore. On this basis, all subsystems of innovation infrastructure can be built in Ukraine and its regions according to the stages of the innovation process. It will not be superfluous to consider foreign experience. Adaptation of high-tech knowledge-intensive enterprises to the challenges of industry 4.0

In order to succeed in a competitive environment, enterprises and organizations must quickly respond to external influences, such as digitalization, expansion of information exchange, and challenges caused by Industry 4.0. High-tech knowledge-intensive enterprises that develop and commercialize their original innovative products and technologies as well as provide intellectual services in the field of high technologies are the first to respond to such challenges. A number of works on how the digitalization in economy impacts organizational and managerial activities of enterprises, their R&D, and creation, production and commercialization of innovative products are analyzed. As the results of the study, a number of properties and patterns that determine the successful adaptation of innovative enterprises to the challenges of Industry 4.0 wereidentified. Among them there are material resources, including technology and equipment, scientific and technological achievements, financial, personnel and information support and adaptive organizational and economic capabilities. It is shown that in order to adapt to the challenges of Industry 4.0, enterprises must match capabilities of the digital economy with their material, intellectual and production resources using innovative potential as a measurement tool. It is determined that the procedures for assessing the innovative potential of enterprises can become an effective tool for assessing both quantitative/qualitative indicators of enterprises and degree of their adaptation to the challenges of Industry 4.0. The proposed methodology for a comprehensive assessment of industrial enterprises’ innovative potential as the degree of their adaptation to the challenges of Industry 4.0 was implemented at the high-tech knowledge-intensive enterprises “Shtorm” and “Tekhnotron”. Both of them are well known for their innovative developments in the field of welding production. It was demonstrated that the proposed methodology allows not just assessing the degree of adaptation to the digital economy and the challenges of Industry 4.0, but also assessing the impact of planned activities on innovations and determine methods and means of responding to the changes in external and internal environment of enterprises.

Optimization of the System of Monitoring the Effectiveness of Venture Investments

The paper discusses real examples of venture capital firms that have reached a high level, as well as start-ups that have not yet managed to become mature companies. The paper presents statistical data on venture investments in the form of tables and graphs for clarity and simplification of the perception of numerical data. The process of evaluating venture capital enterprises is described, which allows you to decide to invest money in a project or abandon such a decision. In the course of the research, scientific, comprehensive literature, periodical informational publications, and Internet resources of various types were used: websites of venture funds, Internet blogs of famous business angels, research articles on venture investment. The choice of diverse literature made it possible to approach the questions of research critically, which helped to ensure an independent assessment. Besides, scientific calculations were used from related fields - marketing, economic psychology, management, which allowed us to consider the topic from different angles, illuminating the subject and object of research from new perspectives. The economic and mathematical model for assessing the impact of venture network actors on the commercialization of innovative products at the regional level consists of the following indicators: advanced manufacturing technologies used; volume of innovative goods, works, services; the number of personnel engaged in research and development; grant of patents; amount of investment; domestic current expenditure on research and development; share of investments in 1 private equity and venture capital fund; share of expenses of the first organization for research and development.

Cooperation on Parity Basis in Innovative Development of the Agrarian Sector of the Republic of Crimea

The article studies the essence and role of innovations in the development of society together with the stages and directions of scientific research of the economy innovative development. The author presents the importance of innovative economy at different levels of administration as well. The paper considers the prospects of innovative activity in regional and sectoral aspect on the basis of the priority of developing industries forming the state budget, which are economically and socially significant. The author defines that the innovative character of agrarian business is determined not only by general trends of scientific and technical progress of economy but also by the necessity of providing growing food requirements of the population. The object of the conducted research is the development, theoretical and methodical justification of creating a territory of innovative development within the agrarian sector of the Republic of Crimea. The research evaluates social and economic indicators of the agrarian sector in the Republic of Crimea; identifies problematic issues of its subjects’ activity; and determines the main ways of solving them in the frame of creating an innovative and effective territory according to the principles of parity cooperation. In this context the innovative territory is understood as an open system operating in a specific external environment caused by certain factors which represent a part of the social, economic and national innovative systems. The coordination of integrity of all subjects’ activities has to become a distinctive feature of a system positively affecting management at the regional level. The effectiveness of innovative territory functioning is expected to be determined by a set of indicators of the qualitative creation of innovative infrastructure including informational, organizational, marketing, educational and other institutes which ensure practical implementation and commercialization of innovative products. Public and private partnership in the form of establishing specialized financial institutions providing their interaction with scientific and production organizations has to become a conceptual basis of state regulation in this direction.

Исследование структуры источников финансирования инновационной деятельности организаций государственного и частного секторов Российской Федерации

The need to support the innovation development model is becoming of issue to maintain the competitiveness of Russian companies both in the domestic and international markets. The currently existing conditions in the Russian Federation are characterized by a decline of innovative activities of national companies. The development, creation and commercialization of innovative products by companies prompt the latter to search for financing sources. The modern state of innovation activities conducted by enterprises is analyzed. Approaches to classifying the sources financing the innovative activities of Russian enterprises are considered, and the structure of these sources is analyzed. The study results have revealed that the share of expenditures for research and development carried out in the private sector from the companies’ own funds is essentially lower than it is in the developed countries around the world. Low accessibility of bank loans results in that it is more profitable for companies to buy finished innovative products than to develop their own ones. Alternative kinds of financing sources available under the present-day conditions are studied. Key problems that hinder the financing of innovative activities of companies are revealed, and recommendations for intensifying innovative activities are elaborated. The analysis of sources for financing innovative activities of an enterprise made it possible to draw a conclusion about the need to change the structure of financing sources in favor to the private sector. The solution of this problem lies primarily in stimulating the innovative activities by means of market mechanisms. Special attention should be paid not only to widening the accessibility of bank loans, but also to developing of alternative financing sources.

Regulations in Commercialization

The study examines the problems faced by businesses when innovating and then commercializing their innovation. It is particularly focused on the role of standards, regulations and intellectual property rights in the commercialization of innovative products and services. The analysis has been conducted based on data from the Flash Eurobarometer 394 survey. We analyse the factors affecting the likelihood of a company having problems with the cost or complexity of standards, lack of standards or problems related to intellectual property rights. The actual effects of each potential problem on the commercialization of innovative products are examined using logit and ordered logit regressions. On the one hand, costly or complex standards seem to be a deterrent to the commercialisation of innovation. This is especially evident in Portugal, Italy, Poland and France. On the other hand, a lack of standards may harm the commercial success of innovation measured by the share of turnover due to innovation. Financial or non-financial government or administrative support may be an effective way to promote the commercialisation of innovation in the case of intellectual property rights. This problem is particularly significant in the fields of information and communication, manufacturing, real estate, as well as in science and technology companies.

ИССЛЕДОВАНИЕ ДИНАМИКИ СПРОСА ИННОВАЦИОННОГО ТОВАРА В КОНТЕКСТЕ ТЕОРИИ РАСПРОСТРАНЕНИЯ ИНФОРМАЦИИ

The studies on the dynamics of demand for innovative products are at the junction of the diffusion theory, product life cycle theory, theory of information distribution and sales management. The paper deals with studies within the first two theories. It’s shown that the examined studies are essential for a better understanding of dissemination of innovations at the stage of its commercialization, but they don’t sufficiently take into account its features. Thereby, conceptual provisions of control over the commercialization of innovative products are proposed and substantiated. The selection of stages of innovative products realization according to submitting information to potential buyers underlies these provisions. At the first stage a potential buyer gets information about the innovative product either by the media or interpersonal communication. At the second stage a potential buyer evaluates a buying opportunity depending on his ability to pay. At the third stage a potential buyer decides to purchase a product which depends on his psychological type. At the fourth stage a potential buyer gets an innovative product. The methodological approach to forecasting the dynamics of innovative products implementation taking into account the stages of making a decision about the purchase by a potential buyer, caused by peculiarities of the commercialization of innovations, is proposed. The methodological approach to calculation of the market capacity (number of potential buyers) of an innovative product, depending on the dynamics of its price change and taking into account the stage of making a decision about the purchase by potential buyers, is offered. The method of determining the demand for innovative goods in accordance with information support of potential buyers is developed. The proposed methodological tools for forecasting the dynamics of demand for innovative products makes it possible to reduce an error of forecasting the dynamics of the innovative products sales volume and, consequently, reduce the costs associated with revaluation or underestimation of demand.
