Kuzbass: Change of Development Paradigm and Structural Transformation

The article deals with the problem of structural transformation of the economy of the Kemerovo region – Kuzbass in the context of adaptation of this coal mining area to new conditions. The export-oriented coal industry as the core of the Kuzbass economy has recently become a challenge to sustainable development region. The reason is, first of all, the change in the priorities of state energy policies in many countries of the world: now the goals of decarbonization and statements about the rejection of fossil fuels for environmental reasons are paradoxically combined with the need for states to solve the tasks of ensuring their own energy security against the background of the deglobalization of the world economy. All this creates uncertainty about the future of coal and forces Kuzbass to look for new ways of development. But over the past twenty years, attempts to reduce dependence on the coal industry have not bring the desired result. The reason, according to the authors of the article, is, among other things, the region’s lack of a clear structural policy. To date, a whole range of challenges and threats has formed around and within Russia, which radically change the principles of development of Kuzbass in terms of openness to external markets for raw materials, capital, equipment and innovations, prospects for cooperation and creation of value chains, thereby creating prerequisites for destabilizing the economic systems of the Kemerovo region. The authors of the article consider three scenarios for the development of coal mining in Kuzbass and, in order to solve the above problems, they propose to focus on the use of two basic tools for the structural transformation of its economy: restructuring of coal industry and diversification with the predominant development of new economy sectors.

Integrated Evaluation of Financial Risk in Coal Industry Restructuring: A Model of Linear Regression and PCA.

Aiming at the integrated evaluation problem of financial risk in coal industry restructuring, a model of linear regression and PCA is put forward. This paper studies the univariate correlation and multivariable mixed correlation between the main business income and the book value of fixed assets and nonfixed assets in the statements of coal listed companies and gives the correlation function between the variables by using a variety of univariate linear, univariate nonlinear, and binary linear regression methods. It also points out that the coal enterprises in China are basically in the stage of increasing scale income at the present stage and can continue to achieve rapid increase in profits through mergers and acquisitions and other expansion methods. At the same time, it is also concluded that nonfixed assets, namely, intangible assets and human capital, contribute more to the main business income of coal enterprises in China, which objectively proves the correctness of our thinking of developing knowledge economy.

ДЕРЖАВНА ПОЛІТИКА СТРУКТУРНОЇ ТРАНСФОРМАЦІЇ ЕКОНОМІКИ СТАРОПРОМИСЛОВИХ РЕГІОНІВ УКРАЇНИ В ПЕРІОД ПОВОЄННОГО ВІДНОВЛЕННЯ

Проблема розвитку регіонів, які в умовах втрати ваги індустріальних чинників економічного зростання потерпають від економічного спаду, є в полі уваги сучасної регіональної політики на світовому, зокрема європейському, рівні. Структурні трансформації у таких регіонах відбуваються з урахуванням вимог постіндустріального суспільства за рахунок комплексного застосування інструментів регіональної, структурної та промислової політики. Для України вирішення проблем розвитку таких регіонів потребує оновлення концепту державної політики, заснованого на врахуванні глобальних економічних тенденцій зміни принципів розміщення продуктивних сил; посиленні інституційного впливу на специфічні властивості регіонів (ендогенну депресивність, структурну і соціальну інертність); підвищенні ступеня інклюзивності регіональних ринків праці, забезпеченні вбудовування регіональних економік у світові ланцюжки доданої вартості на засадах неоіндустріалізації. Упровадження оновленого концепту структурних трансформацій старопромислових регіонів є важливим у межах реалізації загального Плану післявоєнного відновлення економіки України. Сформовані рекомендації із забезпечення ефективних структурних змін у старопромислових регіонах України на підставі оновленого концепту державної політики стосуються усунення проблемних моментів державної регіональної та галузевої політик і покращення їх скоординованості між собою. Основними шляхами модернізації економіки регіонів на засадах запропонованого концептуального підходу визначено вдосконалення вітчизняного інституційного забезпечення регіонального розвитку; подолання недосконалості та нестабільності галузевого законодавства (зокрема, у сфері реструктуризації вугільної галузі); урахування особливостей структурної трансформації старопромислових регіонів у політиці післявоєнної відбудови економіки України.

THE PREMISES OF COAL INDUSTRY RESTRUCTURING PROCESS IN POLAND

Many years of coal industry restructuring in Poland gave no expected results. Many countries in the world face problems with the coal industry. Due to its complexity and different conditions there is not known the universal standard of restructuration standard which could be implemented into Polish conditions and needs. There are many analysis on enterprise restructuring, also in coal mine industry. The following analysis tries to find the premises of success of restructuring processes of coal mine industry in Poland. To find the answer the analysis of problem was done on the basis of domestic and foreign publications. Conclusions of the text are the results of observation done by the author with the observation of the mentioned population from inside. The consideration was initiated with introduction to the enterprise restructuring process description. Next the essence, meaning and goals of the process were mentioned with determinants and conditions having influence to the restructuring process together with premises of the coal industry restructuring process in Poland. The final conclusions concern the discussed scientific problem.

The Analysis of Conditions of Hydraulic Backhoes Use in the Coal-Bearing Zones at Kuzbass Open Pits

The period of open pit mining development in Kuzbass (Western Siberia, Russia) until the mid-1990s was characterized by the application of rope and hydraulic shovels in coal-bearing zones, the work of which is not effective enough due to a decrease in productivity in mining operations, high losses and dilution of coal. The supply of this type of excavators was fully provided by Russian excavators' manufacturers. With the transition to market relations since the early 90's, in the coal industry of the Kuzbass two interrelated phenomena have occurred. First, the restructuring of coal industry and the massive privatization of licensed development of explored deposits forced a sharp increase in the open pit construction (from 24 in the early 1990's to 62 now). Secondly, the bankruptcy of excavators' manufacturers led to a reduction in the volume of production of domestic rope shovels. So the problem of defining the conditions of hydraulic backhoes use in the coal-bearing zones became very important.

Safety, Media Coverage and Provincial SOEs: Explaining Ownership Variation in Chinese Coal-Industry Restructuring

This paper looks at regional variation in industrial restructuring and ownership change in China’s coal industry. A growing literature exists on Chinese industrial policy, state efforts to carry out industrial restructuring, and “Chinese state capitalism”. Coal mining presents an interesting case for this research agenda. Contrary to what the literature would suggest, the industry has undergone extensive and from the Center’s perspective, successful, state-led restructuring and has also seen large-scale changes to ownership structures, at least in some provinces. I argue that three variables are key to explaining these changes. Two – geology and path-dependent legacies qua presence or absence of provincial-owned SOEs – are unsurprising. The third – political pressure over mining accidents and the Chinese media’s role in generating this pressure – is unexpected. Restructuring only happened after extensive media coverage of mining accidents converted the industry’s structural problems from a technical, industrial-policy problem into a political problem of wider significance, and restructuring went furthest and ownership changes were most drastic and conflictual where media coverage of accidents and thus political pressure thereover was greatest. In the rest of this paper I first look at the question of restructuring and private ownership in China’s strategic industries. Secondly, I lay out the structural changes coal mining underwent in the past 20 years and lay out the provincial variation. Third, I discuss the interests of local (subprovincial) governments that have led them to take a fairly protective stance towards the private mines. Fourth, I explain how media pressure over accidents reshaped these interests in the 2000s. Fifth, I lay out how these pressures and interests led to varying restructuring patterns in different provinces.

Effects of Economic and Environmental Reform on the Diffusion of Cleaner Coal Technology in China

Despite the urgent need to address severe air pollution problems caused by China's coal consumption, diffusion of cleaner coal technologies (CCTs) has been slow. This contribution utilizes the fragmented authoritarianism model to explain this slow diffusion by examining the structure of bureaucratic decision making and changes in incentives that have accompanied fiscal decentralization and enterprise deregulation. Case studies on the diffusion of two CCTs — flue gas desulphurization (FGD) and coal washing — highlight challenges of environmental policy design and implementation during the economic reforms of the past decade. Enterprises had little incentive to adopt FGD when central government agencies disagreed on promoting the technology and local agencies did not rigorously enforce national air pollution control policies. For washed coal, production slowed when coal pricing reform and coal industry restructuring were not co-ordinated with environmental policies. Further promotion of CCTs in China requires changes in incentive structures for local governments and enterprises, as well as enhanced policy co-ordination among central government agencies.

Responding to a Coalfield Closure: Old Issues for a New Regional Development Agency?

This paper examines the response of a new Regional Development Agency, Yorkshire Forward, to the sudden announcement that the Selby coalfield in North Yorkshire would close with the potential loss of 4000 regional jobs. Once the ‘jewel in the crown’ of the UK coal industry, its demise has repercussions beyond the Selby district. Following an examination of coal industry restructuring, previous regeneration efforts and issues, the paper considers the impact of closure. It is argued that by rapid analysis of the situation and by leading a Task Force to engage a range of interested parties and experts, the RDA has demonstrated a coordinated sectoral and spatial response to crisis management.

Reactivation of subsidence zones due to coal-mine closure in Donbass

Many mines in the Ukraine are in the process of being closed as part of the coal industry restructuring programme. The termination of pumping operations results in the flooding of abandoned mine workings. This causes changes in the hydrogeological characteristics and geomechanical stability of the rock mass. There is no reliable method for predicting the effect of these processes. In the Central Donbass Basin, if only one mine horizon is flooded, surface subsidence of up to 500 mm can occur when the mine is abandoned. The period required for the stabilization of areas liable to subsidence after the mines are closed can be as long as 10 years.The mechanical properties of caved rock can change significantly during the long-term operation of coal mines in the Central Regions of Donbass. The permeability of the strata overlying working faces is increased by numerous thirls, crosscuts and zones of cracks to heights of 10 to 40 times the thickness of the worked seam. The mechanical properties of the rock can also change during flooding. The rock can compress and reduce in thickness. The plasticity of the rock can increase also. It is therefore necessary to study the physical-mechanical properties of the caved strata when they are saturated during the flooding of abandoned workings. Research into methods of estimating the amount of additional surface subsidence caused by the reactivation of the geomechanical caving processes during flooding is reported.

For many years, coal formed the backbone of Japan's economic development, but the dangers and costs of mining became increasingly expensive for the industry and government. Global changes in coal production and exchange finally prompted Japan's decision in 1986 to shut down nearly all domestic coal mines in favour of coal imports. Japan's policy for industry restructuring had been applauded as one of the most comprehensive in addressing the needs of the industry, the workers and the community. At micro-level, however, the people in the community most affected by the policy decision have been excluded from the process. This text reveals the stratified effects, as well as compensation, for the different groups in Yubari City, Hokkaido. Although the policy settlement package goes to the coal miners, community redevelopment ignores their needs, prompting them to leave the city and benefiting instead land owners and public employees. Revealed as well are the ways in which Japan's cultural values, particularly the vertical social structure as it affects decision making, status, occupations and company organization and the importance of maintaining the family system, figure in the policy process and its consequences.

Crunch Mining: The Logistics of Western Canadian Export Coal Supply

Since its revitalization in 1968 the Western Canadian bituminous coal industry has operated almost exclusively in export markets. As a result, coal sales have been subject to external demand and pricing forces beyond the control of Canadian companies and governments. The recession that affected all industrialized nations in the early 1980s compounded by the world oil price collapse of 1986 initiated a period of low coal prices, intensified competition among producers and oversupply of internationally traded coal. The attritional effects of this adverse marketing regime became serious for Western Canadian metallurgical coal producers after 1989 and reached crisis proportions in 1992. Major coal industry restructuring involving corporate consolidation and substantial write-downs of financial assets quickly followed. Four companies emerged from the restructuring process with 90–95% of potentially reduced regional production capacity and appear to be in reasonably solid positions to compete viably under current marketing conditions. The next major crunch for the industry looms in 1998 when initial 15 year contracts come up for renewal at several mines and serious concerns arise over their ability to operate economically beyond then.
