Carbon storage in a bamboo (Bambusa vulgaris) plantation in the degraded tropical forests: Implications for policy development

Tropical forests potentially contribute to global climate change mitigation through carbon sequestration, hence a global carbon pool. In order to mitigate the global climate change impact, the Kyoto protocol developed the clean development mechanism (CDM) which supports carbon credits for plantation activities in developing countries. Unfortunately, none of the CDM forestry projects included bamboo as a carbon reservoir. Although bamboo is an integrating part of tropical forest ecosystems, it was overlooked in the initial negotiating process. The present study, therefore, investigated the carbon storage potential of a common bamboo species, Bambusa vulgaris at Lawachara forest reserve of Bangladesh. Results showed that five-year-old B. vulgaris stand stored in total 77.67tCha−1 of which 50.44tCha−1 were stored in the above ground biomass (culms, branches and leaves), 2.52tCha−1 in the below ground biomass and 24.71tCha−1 in the soils. This amount of carbon storage is much more promising than the carbon storage of many other tree species considered in the CDM projects. These findings demonstrate the potential of B. vulgaris to be considered in CDM projects as a plantation species and thereby mitigate climate change impact more efficiently.

Contribution of Homestead Forests to Rural Economy and Climate Change Mitigation: A Study from the Ecologically Critical Area of Cox’s Bazar—Teknaf Peninsula, Bangladesh

Homestead forests in the Teknaf Peninsula ecologically critical area of Cox’s Bazar in Bangladesh have not been widely studied. This paper explores floristic diversity of homestead forests together with their contribution to the household economy and climate change mitigation. Data were collected from a survey of 140 households and a vegetation survey of 70 homesteads in three sites. Villagers allocated 70 % of their homestead area for homestead forestry and altogether 73 plant species were recorded from the study sites. The average density was 4,000 plants/ha. The above-ground biomass was estimated 235.45 Mg/ha, equivalent to 117.73 Mg C/ha. Villagers maintain sustainability of homestead forests by planting seedlings every year and thus ensure several diameter and height classes. Homestead forests contribute substantially to household income, provide fuelwood and timber for own consumption and sale, and protect villagers during cyclones. Homestead forests thus meet the conditions to be a clean development mechanism forestry project which would provide a win–win strategy for involving small-scale farmers in climate change mitigation and adaptation initiatives, and biodiversity conservation.

Integrating ecological restoration into CDM forestry projects

Abstract The Clean Development Mechanism (CDM) is proposed to reduce greenhouse gas emissions and promote sustainable development. CDM forestry projects should contribute to mitigation of climate change through afforestation and reforestation (A/R) activities on degraded land in developing countries. However, like other types of CDM projects, the forestry projects have encountered a number of concerns and critiques. Appropriate approaches and concrete aims to achieve long-term sustainability have been lacking, and reforms have therefore been called for. The aims of this paper are to examine the published information relevant to these concerns, and frame appropriate approaches for a more sustainable CDM. In this review, as a first step to tackle some of these issues, ecological restoration is suggested for integration into the CDM framework. Essentially, this involves the restoration of ecosystem supporting service (soil restoration), upon which forests regenerate naturally rather than establishing monoculture plantations. In this way, forestry projects would bring cost-effective opportunities for multiple ecosystem services. Potential approaches, necessary additions to the monitoring plans, and social impacts of ecological restoration in CDM projects are discussed.

An Optimization Model of Carbon Sinks in CDM Forestry Projects Based on Interval Linear Programming

This study describes the first general optimization model for complex systems with uncertain parameters and decision variables represented as intervals in CDM forestry projects. We work through a specific example of the optimization method developed for a Clean Development Mechanism (CDM) forestry project in Inner Mongolia, China. This model is designed to optimize the carbon sink capacity of the new forests, and can deal with uncertainties in the carbon sink capacity, average annual rainfall, ecological parameters, and biological characteristics of tree species. The uncertain inputs are presented in the form of intervals, as are several of the optimized output variables. Compared with the project’s originally recommended scheme, the optimized model will absorb and fix between 1,142 and 885,762 tonnes of extra carbon dioxide. Moreover, the ecological and environmental benefits of the project are also raised to various extents.

The role of forestry projects in the clean development mechanism

Abstract Land use, Land-use change and Forestry (LULUCF) has been a controversial subject in the climate negotiations. The inclusion of LULUCF in the clean development mechanism (CDM) and the rules and modalities for such an inclusion belong to the most complicated and technical negotiation issues in the history of the Kyoto Protocol. This paper examines in detail the implications of different policy decisions concerning the inclusion of CDM forestry projects in the first commitment period of the climate regime (2008–2012). The analysis is based on the development of marginal carbon sequestration cost curves which are implemented into the carbon market model CERT. The latter is a partial equilibrium model of the international market for emissions permits under the Kyoto Protocol. The scenario analysis sheds light on the role of CDM forestry projects in the climate regime, the effect of different policy scenarios on the permit price as well as the distribution of benefits and losses between countries. The results suggest that the role of forestry projects in the CDM in the first commitment period will be rather small. The countries mainly benefiting from the introduction of forestry in the CDM are the Annex B countries as a whole, as well as the Latin-American and African countries. In spite of the benefits to Annex B as a whole, the hot air holding countries lose, while in the group of the Non-Annex B countries, China is the biggest loser from an introduction of LULUCF in the CDM. The comparison of benefits and losses of countries with their respective negotiating position on the issue shows that economic reasons can explain country negotiating positions partly. In some cases, however, country positions are driven by reasons other than economic interest.

Accounting methods for carbon credits: impacts on the minimum area of forestry projects under the Clean Development Mechanism

The Ninth Conference of the Parties (COP-9) decided to adopt an accounting system based on expiring carbon credits to address the problem of non-permanent carbon storage in forests established under the Clean Development Mechanism (CDM). This article reviews and discusses carbon accounting methods that were under consideration before COP-9 and presents a model which calculates the minimum area that forest plantation projects should reach to be able to compensate CDM transaction costs with the revenues from carbon credits. The model compares different accounting methods under various sets of parameters on project management, transaction costs, and carbon prices. Model results show that under current carbon price and average transaction costs, projects with an area of less than 500 ha are excluded from the CDM, whatever accounting method is used. Temporary crediting appears to be the most favorable approach to account for non-permanent carbon removal in forests and also for the feasibility of smaller projects. However, lower prices for credits with finite lifetimes may prevent the establishment of CDM forestry projects. Also, plantation projects with low risk of unexpected carbon loss and sufficient capacity for insuring or buffering the risk of carbon re-emission would benefit from equivalence-adjusted average carbon storage accounting rather than from temporary crediting.

Harnessing carbon markets for tropical forest conservation: towards a more realistic assessment

The proposed Clean Development Mechanism (CDM) of the Kyoto Protocol paves the way for financial and technological transfers to support forestry projects that sequester carbon or protect carbon stocks. From its inception, the concept has been highly controversial. It has been enthusiastically supported by those who believe that conservation of tropical forests will be difficult unless forest owners and managers are compensated for the environmental services of their forests. Others believe that financial transfers supporting ‘carbon farming’ would ignore social concerns and the full range of goods and services of forests. This paper examines the implications of CDM for forest conservation and sustainable use, by drawing on recent literature and the results of a policy dialogue with CDM stakeholders. We conclude that initial estimates of the contribution tropical forestry could make to both climate change mitigation and to forest conservation need to be scaled down. CDM payments for tropical forestry are likely to be received in a far more limited area than initially expected. The cost-effectiveness of forestry projects relative to projects in the energy sector may have been overestimated. In particular few estimates have adequately accounted for the likelihood that the duration of CDM forestry projects is unlikely to be as long as the residency time of carbon in the atmosphere. Also political realities and investor priorities may not have been sufficiently understood. CDM funding for forestry may also decline in future as economically viable clean technologies are increasingly developed in the energy sector. Tropical forests are likely to be an intermediate climate change mitigation strategy for buying time, until more permanent options become available. The most important justification for including forests in CDM may lie in the contribution CDM could potentially make to forest conservation and sustainable use. An analysis of the implications of CDM for forests reveals the importance of involving forest stakeholders more closely in the CDM debate. To prevent perverse outcomes and reduce the risk of ‘leakage’ of emission reduction to areas outside project boundaries, CDM projects may need to be limited to niches which meet certain political and institutional preconditions and where sufficient understanding of local decision-making and the broader context is available. CDM may be more effective if used to remove non-economic impediments to forestry activities that are economically viable and meet local needs. Lessons from the forestry sector in relation to plantations, natural forest management, forest conser- vation and non-timber forest products are discussed to illustrate the dangers of misusing CDM and also to give examples of how CDM could be harnessed for better use of forests. CDM should be seen as one more tool for enhancing the effectiveness of more conventional ways of promoting forest conservation and sustainable use.
