Concept of information resources management in 4P-environment

The main modern problem of projects and programs portfolios management in enterprises is where to get timely, high-quality, complete information for the successful implementation of projects. Based on this, in the paper is proposed to apply an approach to the management of information resources in 4P-environment. The essence of using this approach for information resources management is that the creation and use of such a resource is considered as a component of the functional add-in, which concentrates the information flows of the project / program / portfolio management tools and enterprises (in terms of project activities) with all the attributes of implementation and control system components. The purpose of the work is a description of the information resources management concept in 4P - environment of enterprise. The classification of information resources was carried out in accordance with the proposed features: by place in the information space of the project-oriented enterprise, by the form of use of information resources, by shift of information resources, by the source of information, by place in information processes. The distribution of information resources classes across three levels of the organization is considered, and a structure is proposed that allows one to formally operate with information resources management processes: from outside the enterprise, from the enterprise, from projects and programs, from project portfolios. Consider the functions of information resources management in the context of the presented classes. It is necessary that these models of management to enter in the functional add-in and increase the level of automation in the 4P environment. It was determined that the system of functions of the add-in in part of information resources management should be quite complex, multidimensional, based on a powerful methodological basis to meet the needs of the 4P-environment for managing information resources. It was concluded that for this, first of all, it is necessary to “algorithmize” each information resources management function and highlight common procedures in them, and will form the basis of the management subsystem of the functional superstructure, is a direction for further research.

КОНЦЕПЦИЯ ОРГАНИЗАЦИОННОГО ПОСТРОЕНИЯ ЗАЩИЩЕННОЙ ИНФОРМАЦИОННОЙ СИСТЕМЫ ТОРГОВОГО ПРЕДПРИЯТИЯ

The article discusses the concept of organizational formation of the protected information system of a commercial enterprise. The content and classification of information resources, subject to the characteristics of the trading activities, information about customers, employees, communicative, general, financial and legal data have been given; the level of importance has been revealed. The basic principles of creating the protected information system in terms of specificity of a commercial enterprise (continuity, integrity, systemacy, legitimacy) have been formulated. Taking into account the specified principles, the thematic content of requirements to the protected information system has been determined: centralization, planning, preciseness, purposefulness, activity, reliability, flexibility, originality, openness, economic efficiency. There are given recommendations to building a secure information system, which include easy maintenance and transparency for users of the mechanisms of the information system protection; a minimum set of privileges for users; ability to disable the security mechanisms of information system in the critical circumstances; independence of protection mechanisms from the information system; assumptions about the worst intentions and potential users’ errors; minimization of information about existing mechanisms of information system protection. It has been determined that the information system protection includes two components: organizational and administrative (including the internal documents regulating the issues of protection) and technical (including the subsystems of anti-virus protection, back up and archiving, email security, intrusion detection, protection of data transmission channels, identification and authentication of users); their functional purpose being analyzed. The purpose and content of security policy of information system were determined as a theoretical basis of organizational and administrative components of the protection system. It has been inferred about the universality of the presented method providing secure communication for the users of a business.

Effect of Information Communications Technology on Cataloguing and Classification of Information Resources: A Case Study of Nigerian University Libraries

The work was on effect of information communications technology in cataloguing and classification of information resources. Survey research design method was used for the study. The populations of the study were professional librarians and para - professional librarians in the li braries. Data was collected through the use of questionnaire designed for the study. Libraries involved in the study were Kenneth Dike Library (U.I), Hezekiah Oluwasanmi Library (O.A.U) and University of Lagos, main library. Result of the study showed that ICT facilitates easy storage and retrieval of information materials in the library (88.1%); allows a user to check his/her work at anytime and from any terminal and expect the computer to react and reply immediately. ICT also helps to conserve library spa ce (85.7%) ; allows quick decision to be made as regards< information on the same physical location in the library; reduces manual system of work and facilitates easy processing of large amount of information resources (85.7%) . Study also showed that other classification schemes like University of Yale Library; Bookwhere and Database of the National Medical Library (U.S.A) exists apart from the prominent ones like Library of Congress, Dewey Decimal, Universal Decimal and Colon Classification Schemes. ICT also facilitates exchange of information resources between librarie s (7.1%) ; encourages use of virtual software and MARC 21 cataloguing ( 42%); it also facilitates subject heading determination for original cataloguing and makes automatic creation of online catalogues possible (14.3%). 온라인 과학기술정보자원의 분류체계에 대한 실천적 구성방안

The advent of the internet has caused a number of changes in production and dissemination of science and technology information(STI). STI was mainly produced in the form of publication before the advent of the internet. The popularization of the internet, however, has induced the mass production and distribution of STI through the internet. In consequence, the importance and usefulness of on-line STI have become on a level with those of published STI. The rapid growth of quantity and quality of on-line STI forces information service organizations try their best for improving the service satisfaction. In an effort to improve the satisfaction, researchers on information management examined the classification of information resources by exploring the counterparts of bibliography and/or web information service. We examined the national standard of the classification related to science and technology and proposed a practical scheme for the classification of on-line STI resources.
