Citizenship education plays an essential role in developing children's character, in line with moral, character and character education. This program aims to produce good citizens based on the values ??of Pancasila, which is the culture of the Indonesian nation. Building environmental awareness through citizenship education in elementary schools is very important, because it helps students understand their responsibilities towards the environment. The five principles of Pancasila are basic values ??that have developed into instrumental and rational values, creating a generation that cares about others and preserving nature. This research method uses a qualitative approach with literature study, collecting data from various relevant literature such as books, journals and official documents related to education citizenship in Indonesia. The data collection process began with a literature review through academic databases such as Google Scholar and JSTOR, followed by literature selection based on inclusion and exclusion criteria. The data is then categorized according to themes to produce an in-depth understanding of this topic. Civic education lessons have an important role in building environmental awareness by introducing the concepts of citizens' rights and obligations and environmental protection. Although there are challenges in integrating environmental education, there are opportunities to develop environmentally caring characters in students. Therefore, it is important to instill environmental awareness from an early age in everyday life, both at school and outside school.

RECRUITMENT POLICY OF CIVIL SERVANT CANDIDATES OF THE MINISTRY OF EDUCATION, CULTURE, RESEARCH, AND TECHNOLOGY FOR DIASPORA APPLICANTS WITH INDONESIAN CITIZENSHIP

In this study, researchers used the Yuridis-Normative legal research and writing methodology by using 3 (three) approaches, including conceptual approaches, statutory approaches, and comparative approaches. This research discusses the opportunities for Diaspora with Indonesian citizenship in the recruitment of Civil Servant Candidates for the Ministry of Education, Culture, Research and Technology. The legal issues raised in this research are as Diaspora with Indonesian citizenship are part of Indonesian citizens who are constitutionally valid so that their rights and obligations apply absolutely based on the 1945 Constitution of the Republic of Indonesia. The issues discussed are the recruitment mechanism to accommodate the participation of Indonesian Diaspora who apply in the general formation and the continuation of studies for Diaspora who have passed the CPNS recruitment. Moreover, in this case, the Diaspora is not regulated in general formations, but special formations.

IMPLEMENTATION OF THE GRANTING OF LAND OWNERSHIP RIGHTS BY THE STATE FOR FOREIGN CITIZENS UNDER ARTICLE 21 PARAGRAPH 3 OF THE BASIC AGRARIAN LAW

Land or land rights can be obtained by someone as an heir, either a biological child or a living spouse, either individually or jointly between the biological child and the living spouse. The acquisition of property rights over land occurs through inheritance, which is the transfer of land rights due to the death of a person or heir who holds land rights. The objective of this research is to identify and analyze the regulation of land ownership rights for foreign nationals according to Article 21 Paragraph 3 of the Basic Agrarian Law (UUPA) and to identify and comprehend the implementation of land ownership rights by the State for foreign nationals at the Badung Regency Land Office. This research applies empirical legal research method with statutory approach, legal concept analysis and factual approach. The results of this research indicate that the regulation of the acquisition of property rights to land for foreign nationals according to Article 21 Paragraph 3 of the Basic Agrarian Law is that heirs with foreign citizenship are obliged to relinquish the right within a period of 1 year since the loss of Indonesian citizenship. The implementation of the granting of land ownership rights by the State for foreign nationals in the Badung Regency Land Office is that a foreign national may receive inheritance of land and/or buildings with property rights status (such as a house). However, within one year, the foreign national must transfer his/her rights to the land and/or building to another person.

Juridical Study of Inheritance Rights for Children of Foreign Citizens who Become Heirs of the Inheritance of Indonesian Citizenship Heirs in the Form of Land Rights

The issue of citizenship is an important issue, especially when it relates to the inheritance rights of people who have changed citizenship to become foreigners. This research aims to examine the legal rules for inheritance rights for children with foreign citizenship who become heirs to the inheritance of Indonesian citizen heirs in the form of land rights, as well as the legal implications of inheritance rights for heirs with foreign citizenship. The legal research method uses doctrinal research methods with statutory regulations and legal writings as legal material. Data analysis uses qualitative. The results of this research are: first, inheritance law in Indonesia in principle regulates that all heirs are entitled to an equal share of inheritance, without distinguishing between the gender or nationality of the heirs, but rather based on blood and marriage relations. So even though the heir is a foreign citizen (WNA), the heir still has the right to receive an inheritance from an heir who is an Indonesian citizen (WNI). However, if the heir's inheritance is in the form of land rights with ownership rights linked to the principle of nationality, then based on Article 21 paragraph (3) UUPA, foreigners who obtain rights to land with ownership rights due to inheritance are required to release these rights to other parties in a period of 1 (one) year, otherwise the right to the land will be forfeited and transferred to the State. Second, the legal implications for inheritance rights for heirs who are foreign citizens if the heir's inheritance is in the form of land rights, that is, if the land rights have the status of Ownership Rights, then the heirs are still entitled to their inheritance rights, but because foreigners cannot have rights property, heirs who are foreign citizens must reduce their rights to land certificates in accordance with the UUPA, namely to use rights, or sell the land so that they get cash from the sale in order to continue receiving their rights as heirs.

Content analysis of Pancasila and Civic Education curriculum at the junior high school level in Indonesia: Philosophical perspectives in affirming civic identity

This article examines the Pancasila and Civic education curriculum at the Junior High School level in Indonesia using a philosophical approach. It analyzes the curriculum's goals, values, and principles to affirm students' civic identity. The study uses a literature analysis of scientific journals, articles, books, research reports, news, and government policies. Findings include the success of curriculum implementation, areas for improvement, and differences in approaches across schools. The authors compare teaching strategies and assessment approaches using a philosophical perspective. The quality of sources is evaluated for reliability, accuracy, objectivity, and relevance. The article recommends future research to strengthen students' understanding and appreciation of Pancasila values and affirm their Indonesian citizenship identity.

Social Rehabilitation as Legal Policy Protection for Women Victims of Terrorist Cyber Indoctrination

Introduction: It is noted that 513 women with Indonesian citizenship traveled to Iraq and Syria after being impacted by cyber indoctrination. Among these women, there are those with a manus minustra (victim) status. Some are trapped in Iraq and Syria overseas as they were brought there by their families when they were still young or were babies. Methods: This research employed the classical dogmatic juridical method with a literary approach. This research was conducted to find the best solution for women as victims of terrorists’ indoctrination who have not committed terror acts or women who migrated to Iraq and Syria when they were still young or were babies. Results and Discussion: Social rehabilitation is only given to indoctrination victims who have not committed terror, as well as women who were trapped in Iraq and Syria because they were brought over by their families when they were still young/babies, thus requiring identification. Social rehabilitation is crucial to prevent equal punishments between victims and offenders. Some countries apply social rehabilitation with various methods and requirements, such as Uzbekistan, Germany, and the United States. Conclusion: Rehabilitation is possible as the providing institutions are experienced in giving social rehabilitation to children of terrorism perpetrators. Social rehabilitation in these three countries was successful with various degrees of success. It is deemed as more successful than punishments as the former prevents victims from obtaining further indoctrination in jails

Implementation Dynamics of Passport Service Policy for Dual Nationality Child Subjects in Indonesia

Abstract 
 This article is a study of the implementation of passport service policies for children with dual citizenship in Indonesia. The implementation of this policy is the implementation of Permenkumham Number 18 of 2022, one of the points of which regulates the application of passport validity periods for children with dual citizenship. Regulations regarding the validity period of passports for children with dual citizenship are a form of policy that is in direct contact with Government Regulation Number 21 of 2022, although in its application to passport services at the Immigration Office, sometimes there is still no continuity between the two regulations. This then results in an analysis of the implementation of the passport service policy for children with dual citizenship which boils down to 3 decisions, namely first, namely providing a passport with a validity period up to the age limit for choosing the nationality of the passport applicant, postponing the passport application until the passport applicant completes the process of filing his/her citizenship selection, or refusing passport application because the passport applicant cannot complete the documents verifying the validity of his or her citizenship status by the previously determined time limit. The analysis used in this research uses Public Policy theory with the concept of Open Government and Public Policy Implementation in government institutions in Indonesia. It is hoped that this research will be able to provide an overview of the implementation of passport services for children with dual citizenship and provide the best solution for implementing this policy in the future.

Building Nationalities within Christians Virtues

Background. Reflecting Pancasila in research world not necessarily discussing Indonesian citizenship as a civil society, these discourses widened to theological settings, particularly scriptural texts that are often used as sermons in pulpits. Indonesian ideological issues encountering Christianity have flowed and led to the entanglement of structural issues. Purpose. The aim of research was to explore the threads of nationalism in Pancasila, specifically crossing over with Christian values. Method. Based on qualitative research, researchers searched data through previous writings relevant to Pancasila, education, scriptural texts and their history. Results. Results showed that Christianity has brought goodness news not just limited to Christians, but also brought light for the world as reflections of socialist human beings. It must be understood that Indonesian nationalism is nationalism that rejects all forms of discrimination, oppression, injustice, and denial of divine values, as contained in Pancasila. Conclusion. Citizens have four main roles in the nation and state, namely as iron stock, social by control, agent of change, and also moral force. Those four main roles in running the life of the state are certainly not at all contradictory to Christianity. By performing these four roles, Christians show the quality of their Christian faith by becoming good citizens.

Global Diversity Character Development Strategy at the Center for Indonesian Citizenship Education Klang Malaysia

The issue of global diversity is an interesting one and must be introduced to native Indonesian students studying in Malaysia, one of whom is the Klang Malaysia Indonesian Citizen Education Center (PPWNI). The last study showed that seventh-grade students at PPWNI Klang, Malaysia, did not yet understand the meaning of global diversity. This study aims to describe the strategies of school principals and teachers to shape the character of global diversity in citizenship education and find out what diversity values are implemented in students. The research method used is descriptive-qualitative, with data collection through observation, interviews, and documentation. The analysis of research on students at the Indonesian Citizenship Education Center (PPWNI) in Klang, Malaysia, shows that the level of understanding of students still does not understand the meaning of global diversity. The activities carried out by school principals, teachers, and researchers in developing an attitude of global diversity in students by doing habituation at school, such as providing reading material on multicultural education, providing an understanding through Pancasila Education and Citizenship, and providing an understanding of global diversity through the media of global diversity posters. The implications of this research can make it easier for students to learn and understand individual differences and develop a tolerant attitude towards different people. Some of the results of the above activities that are most effective in providing students with an understanding of global diversity are achieved by using poster media, which can facilitate students' understanding of learning about differences and developing an attitude of empathy towards different people.

Studi Komparasi Pendidikan Kewarganegaraan pada Anak Usia Dini di Negara Indonesia dengan Negara Arab

Early childhood citizenship education in Indonesia with Arab countries in the background of state and citizen challenges globalization affects the growth, physical and spiritual development of children such as norms, behaviours and life values have an impact on the progress of the country. Research is used to improve the life of the Indonesian state while Arab countries master 21st-century skills. The research method uses literature studies with the aim of exploring early childhood citizenship education in the two countries. The results of the study stated that the country's vision and mission have a golden Indonesia target in 2045, while the Arab country has a target of superior education services in 2030. Education uses the independent learning curriculum and the student profile of Pancasila, the country of Indonesia.In contrast, the Arab country uses superior services equitable and inclusive quality education to increase lifelong learning opportunities. The focus of achieving early childhood development in Indonesia includes religion and morals, Pancasila, physical motor, cognitive, language, and social-emotional, while the Arab country achieves standards: knowledge, behaviour, skills, making citizens suitable, productive, and effective—Indonesian citizenship education, consisting of Pancasila values and Pancasila student profiles. While Arab citizenship education contains citizenship, national identity and culture, exploration of the interaction between the state and society makes a good citizen. In conclusion, the education of early childhood citizenship of the Indonesian state with Arabs can make citizens of character and citizenship.

The Dilemma of Dual Citizenship Plan in Indonesia: An Overview of Politics and Human Rights

The development of globalization has had an impact on the perspectives of Indonesian citizens, especially diaspora groups who wish to apply a dual citizenship legal status, because it is considered to have a positive impact on their lives. Pressure from diaspora groups has received various rejections from nationalist groups who view the implementation of dual citizenship as a potential threat to security and political instability in Indonesia. The method used in this study is a library method that uses various previous studies as a research data base. This study uses the political theory of citizenship initiated by Stokke, that citizenship has four dimensions, namely legal status, rights, membership, and participation related to the plan to implement dual citizenship in Indonesia, especially from a political and human rights perspective. The results of the study show that empirically dual citizenship prioritizes aspects of human rights, especially state protection for diaspora groups and returning the rights of citizens who were exiled due to politics in the New Order era. However, the application of dual citizenship also requires special studies, especially regarding political rights, because it involves various fundamental issues within the Indonesian state, such as getting the opportunity to vote and be elected in general elections. The basic problem is also related to the clarity of the ideology of dual citizenship, because only Indonesia implements Pancasila as the state ideology. The conclusion of the research results shows that political and human rights views have become a debate used by groups that oppose or support the plan to implement dual citizenship in Indonesia.

Invoking International Human Rights Law To Prevent Statelessness Of International Refugee Children Born In Indonesia

The right to a nationality is an essential human right. The importance of having a nationality lies in the fact that it is a necessary condition for the protection and enjoyment of certain basic human rights. Consequently, the failure to fulfil the right of a child to get citizenship will have an impact on the fulfillment of their basic rights. This study explores the urgency of granting citizenship status for the statelessness of international refugee children born in Indonesia, and Indonesia’s responsibility to fulfill the right to a nationality for International Refugee children born in Indonesia under International Human Rights Law. This type of research is normative research using statutory and conceptual approaches. The results of this study indicate that, under international human rights law, everyone has the right to have citizenship and be recognized by their nationality from birth, including children born to refugees. Citizenship status in a person has become a practical prerequisite to be able to obtain respect, protection, and optimal fulfillment of human rights. Indonesian laws and regulations provide two approaches to obtaining citizenship status for refugee children born in Indonesia. The first solution is to prevent citizenship through positive law, and the second solution is to provide citizenship through naturalization. It is hoped that the Indonesian government will be proactive in fulfilling its obligation to provide Indonesian citizenship rights in refugee children’s best interests, and the Indonesian government is expected to ratify the 1954 and 1961 Refugee Conventions.

Forming Students with Superior Character in the 21st Century for the Future of Indonesian Citizenship

Purpose: Building 21st century character skills is not easy. Industrial revolution 5.0. brought major changes to the industrial world, which then influenced the way of life, way of thinking, way of working, and so on. The goal is to cultivate knowledge, attitudes and sensitivity in the practice of life values needed to build superior national character skills in the 21st century.
 Design/methodology/approach: Qualitative methods are grounded approach types, namely observation, literature study, and interviews: namely interviews with various stakeholders such as professors, lecturers, teachers, education experts, business people, experts, students, from July 8-11 2022, attended by 112 resource persons consisting of lecturers and students, and attended by 53 universities.
 Findings: The results of his research through four elements, namely; First, the character habituation of Pancasila values, religious values, and cultural values; Second, habituation of understanding the latest technology; Third, habituation of developing interpersonal skills; Fourth, Habituation of active participation. This is currently typical of Indonesia, superior character skills based on the 21st century revolution 5.0 as the vision and mission of Citizenship Education for the Republic of Indonesia in the future.

STRATEGI PEMERINTAH DALAM MENEKAN WANPRESTASI DALAM PENGADAAN KAPAL

The sale and purchase of ships carried out by institutions with Indonesian citizenship and foreign countries must pay attention to various basic principles regulated by the government. These basic principles are used and must be established for the preparation of a contract so that the parties avoid things that can harm both the seller and the buyer in terms of administration in government. The administration of buying and selling ships is included in the class of buying and selling goods whose legality of ownership must be in accordance with the standards set by the government. When buying and selling or procurement contracts are regulated based on international private law which contains several theories related to the preparation of an agreement or contract. If a ship purchase agreement does not fulfill one of the administrative elements set by the government, the agreement is considered invalid or canceled. The validity of an agreement that has been made by the parties according to Gunawan Wijaja, namely the agreement must contain validity, both the validity of which is questioned by one of the parties or other matters. In implementing the sale and purchase agreement of ships between Indonesia and foreign countries, it must be by the provisions of the sale and purchase agreement that has been determined, which can refer to agreements in international private law. It is hoped that the government of both Indonesia and foreign countries can make a wise decision in determining the cancellation of an agreement by examining or exploring further the causes of the cancellation of the sale and purchase agreement.

POLITIK HUKUM KEWARGANEGARAAN INDONESIA: STUDI TERHADAP STATUS WARGANEGARA YANG MENJADI FOREIGN TERORIST FIGHTERS (FTF) ISIS

Government policy reflects the extent to which Indonesian citizenship law accommodates the issue of Foreign Terrorist Fighter (FTF)s, as well as future projections of what can be done against FTF based on related laws and regulations, especially those related to citizenship laws. The method used in this study is normative juridical, with data collection through literature study. The results showed that the citizenship status of Foreign Terrorist Fighters from Indonesia based on a human rights perspective, the state can only revoke a person's citizenship based on a court decision. A person's citizenship status is a fundamental right, and a precious right, therefore, the rights of every citizen must be recognized, respected, protected, facilitated, and fulfilled by the state. In solving the problem of citizenship status of former FTF from Indonesia, it is necessary to improve performance and cooperation in the deradicalization process by all elements of the Government and Law Enforcement Officers commanded by the National Counterterrorism Agency and the development of sterile area infrastructure with a high security system to carry out the deradicalization process while carrying out the FTF citizenship status determination trial process.
