A Case Study of Local Community Development and Citizen Participation in Cuba: A Comprehensive Neighbourhood Transformation Approach

The comprehensive neighbourhood transformation approach of planning in the Havana Historian's Office is a case study of local community development in the capital of Cuba. The study is justified by its relevance and timeliness of the issues found in community development and its implications in people and place wellbeing, especially in the most disadvantaged sectors of Cuban society. It seeks to analyse the improvement of life conditions in achieving social inclusion, citizen participation in community. A theoretical analysis of community development and local development within a community capital approach is provided. The experiences of the comprehensive neighbourhood transformation workshops constitute an important contribution to the local/community development process. The use of endogenous resources for managing human, social, political, natural and cultural capital ensures sustainable community development and innovative methodologies for community planning.

PARTISIPASI MASYARAKAT DALAM PENGELOLAAN HUTAN BERSAMA MASYARAKAT Studi Kasus Di Kecamatan Karanggayam, Kebumen

This qualitative descriptive research aims to understand citizen participation in Community Based Forest Management (PHBM) case study in Karanggayam, Kebumen. Participation media consists of Lembaga Masyarakat Desa Hutan (LMDH), Communication Forum, Non-governmental organization, and others. Citizen participation in planning process is scarce in grass root level. Communication Forum is the media in which PHBM stakeholders can have deliberative dialogue but the forum is not implemented as expected. Meanwhile, people participate in PHBM implementation as they charge responsibility to manage and maintain forest safety. They also support the program by providing labors and cooperating with Perhutani such as making communal farm and making land rent contract. Citizen participation also includes sharing profit and benefits of PHBM. The obstacles of participation is ineffective stakeholders‟ dialogue, dependent civil society, and Perhutani‟s domination over other stakeholders.Keywords: citizen participation, PHBM

The remediation policy and citizen participation: the An-Shun Plant case

The purpose of this article was to study the remediation policy and community citizen participation for the An-Shun Plant case. Important policy stakeholders, including community leaders, bureaucrats, the environmentalist and related scholars were interviewed. It was found that community citizens were not asked to participate in the remediation policymaking. Community citizens were able to participate because governments were under pressure of the environmentalist, media and community leaders. In addition, community citizens were not fully informed of the environmental pollution. And there was only remediation instead of remediation policy formed in the process of policymaking. Different government departments were not well integrated in the remediation project. It was suggested that both city and central government should encourage citizen participation and/or build the mechanism of community citizen participation including creating incentives for community participation. Policy networking among policy stakeholders was suggested in order to implement the remediation policy smoothly.
