Using English to Realize “the Chinese dream”: the political-economic ideology of language planning in China

ABSTRACT This paper examines how “the Chinese Dream of the great rejuvenation of the Chinese nation” as a state’s ideology has influenced the global spread of English in China and how the political economy of this ideology has affected the state’s foreign language planning. To do so, it investigates two recently promulgated foreign language education policy documents, namely, the 2017 version of the English Curriculum Standards at the senior secondary education level and the 2022 version of the English Curriculum Standards at the compulsory education level. These documents were drafted, implemented and revised over the past decade, along with the advocacy of the fulfilment of the Chinese Dream. Through the lens of the global political economy and drawing upon the perspective of the modern world system, this paper uncovers the different layers of this state ideology towards global English and English learning over the past decade in relation to the evolving political and economic contexts of China on the international stage. It will also reveal, more broadly, how state ideologies towards English may evolve in contestations for economic and political power in the modern world system and how they could affect language planning.

A study of Pathlight: literary cultural diplomacy in China today

ABSTRACT This article examines nine years of Pathlight: New Chinese Writing (2011–2018), the English edition of the Chinese literary magazine, People’s Literature, as one of the recent instruments developed by the Chinese government to build soft power and tell the world the Chinese story. It focuses on the narratives being selected, translated, and exported into English-speaking countries via Pathlight, compares this effort at cultural diplomacy to earlier such projects in China, and sets Pathlight into President Xi’s ideological focus of ‘the Chinese Dream.’

The new arms race: analyzing Sino-US geo-strategic dynamics and implications for global security

ABSTRACT The term ‘Arms Race’ describes the Cold War’s intricate geostrategic landscape, wherein the United States and Soviet Union were the principal contenders. The New Arms Race, in which China and the USA are major players, demonstrates the shifting dynamics of the global geostrategic landscape and symbolizes the current global geostrategic environment. This study, therefore, investigates the intricacies of the emerging Sino-U.S. arms race and how Xi Jinping's foreign policy and the Chinese dream of national rejuvenation influence China's military modernization. Considering China's recent military modernization, how has the US adapted its military modernization and strategic outlook to contain China? Furthermore, this study assesses President Trump's and Biden's diverse strategic outlooks in their approaches to China's military advancement and the geopolitical implications of the Sino-US Arms Race for global security and strategic stability. Moreover, this study highlights that a new bipolar world order analogous to the Cold War is emerging. The escalating New Arms Race will not only alter the regional balance of power but also encourage higher defense spending and strategic partnerships among like-minded nations, with consequences for the global arms control architecture.

From Family to Community: A Preliminary Discussion on Strengthening the Sence of the Chinese National Community through the Integration of Family and Country

The Chinese nation shares the same culture and ancestry, and the traditional values of the unity and homogeneity of the family and the country in Chinese civilization indicate the development prospects and process of various ethnic groups on the road of rejuvenation, which is characterized by unity and solidarity, and has become an endogenous driving force for strengthening the sense of community of the Chinese nation. At a new historical starting point, with the focus and support on the unity of family and country, we aim to strengthen the sense of community among the Chinese nation, providing important value guidance and spiritual support for consolidating the shared spiritual home of the Chinese nation and consolidating its centripetal force. Research on Promoting the Spirit of Scientists among Normal University Students under the Background of New Liberal Arts—A Case Study of Educational Technology

The spirit of scientists is the precious spiritual wealth accumulated by scientific and technological workers in the long-term scientific practice, and it is an important driving force to promote national development and progress. Normal university students are the promising youth who forge ahead and also are the future educators, who are responsible for the inheritance and dissemination of knowledge and spiritual civilization. Only by cultivating the spirit of scientists can normal university students promote the spirit of scientists better, which is profit for the younger generation to cultivate patriotic feelings and strengthen patriotic belief. It is also profit for cultivating the innovative and practical consciousness and gathering strength of enriching the people and strengthening the country. Moreover, it is profit for stimulating the spirit of dedication and coordination of the students, gathering strength for realizing the Chinese dream of national rejuvenation. Only in this way can the spiritual connotation of scientists be sown more deeply and widely in people’s hearts. The new liberal arts initiates that colleges and universities should break barriers between disciplines, deepen interdisciplinary integration, and integrate into modern educational technology. Normal colleges and universities should strengthen science education, improve the scientific literacy of normal university students constantly, promote the spirit of scientists throughout the whole process of education. They can break barriers between disciplines in the context of new liberal arts, so that normal university students establish ideals and beliefs, strengthen their convictions, and promote the spirit of scientists better. Educational technology, as a normal major, is an emerging discipline that integrates contemporary educational science and information technology science. It contains both theory and technology and aims to improve learners’ information technology literacy and scientific literacy. Advanced information technology is not only an important factor to promote the further development of humanities and social sciences, but also an important tool of spreading the spirit of scientists. Similarly, the development of educational technology disciplines requires the support of the new liberal arts to avoid falling into the misunderstandings of technology-only theory and application-only theory. This paper takes educational technology, which is a typical interdisciplinary subject of arts and sciences, as an example to explore the path of integrating the spirit of scientists into normal university students’ spiritual blood under the background of new liberal arts.

Analysis of health related event detection in big data for physical education training movement detection.

Physical education and training are essential ways to improve the physical quality of the nation, and China has incorporated "building a healthy China" and "fitness for all" into its national development strategy, integrating a strong sports nation into the Chinese dream. The study of digital recording and automated training in sports is of profound value. Motion capture technology can digitally record the training process in a digital physical education training system. At the same time, accurate modeling and calculation can analyze the training effects and give appropriate guidance and feedback. This study develops a new and improved hierarchical K-means algorithm by combining the known classification algorithm K-means with a hierarchical algorithm. The performance of the old and new algorithms are compared and then applied to physical education training data to produce clustering results and analysis to reduce the model, which is used to reduce the number of parameters in the model and improve the recognition speed. The experimental results demonstrate that the relevant models proposed in this study achieve an average accuracy of 91.27% and 92.26%, respectively, which is better than a single network model and can effectively use big data for health event detection. The empirical results show that the improved model algorithm outperforms the single network model and can detect health events using big data.

A brief analysis of the crime constitution of disabled youth committing property offenses

Disabled adolescents, compared to healthy adolescents and adults, are a vulnerable group and are also part of the youth team; they are the future builders and enjoyers of the nation's development and prosperity. Since the enactment and implementation of the "Law of the People's Republic of China on the Protection of Persons with Disabilities," it has played an important role in promoting the development of the cause of disabled persons and protecting their legal rights and interests. However, with the development of society and economy, new issues and situations have arisen in the protection of the rights and interests of persons with disabilities, among which the property offenses committed by disabled adolescents are quite prominent and have their own unique characteristics of crime composition. By studying the crime composition of property offenses committed by disabled adolescents, exploring the problems and challenges faced in the process of protecting the rights and interests of disabled adolescents, and reducing the re-occurrence of such crimes, we can thus contribute to maintaining a harmonious and legal Chinese Dream.

Política Exterior de China: del ascenso pacífico al sueño chino - implicaciones para el análisis de las relaciones internacionales

This article aims to examine the evolution of China’s foreign policy from the adoption of the “peaceful rise” policy to the present one which stems from the concept of the “Chinese dream” presented by Xi Jinping. The analysis is carried out in the light of major traditional international relations theories and introduces the doctrine underpinning the “Chinese dream” known as Tianxia. It finds that western traditional doctrine lacks rigorous consideration of Asian historical and cultural singularities that prevent them from fully explaining the international actions of the People’s Republic of China. In particular, China’s increasing assertiveness in its international relations along with its economic, military and technological advances, as well as the military conflicts in Ukraine and Israel, have exacerbated differences with the West. It is imperative to provide diplomacy with tools to assess the international context and the opposing positions of the West and the PRC that considers a theoretical framework that incorporates elements such as Tianxia, not as a substitute for Western tradition frameworks of analysis, but to enrich them. This is particularly true for the defense and projection of the interests of developing countries, which will require extensive diplomatic skills to navigate this complex context effectively as proactive players rather than bystanders in the international arena.

Gentrification of Taste and Lifestyle: Shanghai as an Instagrammable Wanghong City

Gentrification parallels with massive demolition and displacement in Chinese cities in the post‐Reform era. The article studies the ways in which gentrification of cultural taste and lifestyle is played into state‐sponsored neoliberal space and class making. Focusing on Shanghai—China's gateway to modernity and leading Instagrammable Internet‐famous (wanghong) city—the article examines how the new Shanghai middle class becomes the patron of gentrification and how spatial consumption in the age of social media produces new forms of urban inauthenticity and social distinction. Through case studies of the transformation of two major historic Shanghai architectural forms—vernacular alleyway (longtang) houses and Western‐style garden villas (laoyangfang)—into wanghong scenes, the article argues that by “wanghongnizing” cities like Shanghai and gentrifying ordinary people's everyday life, the Chinese state strategically replaces collective memories of radical urbanism and displacement with propagation of an aestheticized middle‐class xiaokang society and romanticized “Chinese Dream.”

Opportunities and Challenges of China’s Economic and Political Development Under the Third Term of Xi Leadership: A Viewpoint of Vietnam

The 20th National Congress of the Communist Party of China (CPC) signifies a pivotal juncture in China’s political evolution, with Xi Jinping becoming the first leader since Deng Xiaoping to extend his leadership beyond two terms. This development heralds significant shifts in China’s foreign and domestic policy landscape. This scholarly work is structured into four segments. It first examines the strategic framework of Xi Jinping’s third term, emphasizing both national and global aspirations amid the backdrop of comprehensive Sino-American competition. Following this, the analysis delineates the uniform perception across Vietnam’s leadership, civil society, and market sectors regarding China’s ambitions and the “Chinese Dream” during Xi’s third tenure. Next, building on these perceptions, the paper identifies the potential opportunities and challenges confronting Vietnam in this new era. Lastly, it articulates Vietnam’s strategic political and economic responses to leverage the opportunities presented by China while addressing the challenges that arise.

Opportunities and Challenges of China’s Economic and Political Development Under the Third Term of Xi Leadership: A Viewpoint of Thailand

This article aims to look into Thai-Chinese relations during Xi Jinping’s third term in office, focusing on political and economic dynamics within the framework of geopolitics and geo-economics amidst international tensions, especially between China and the United States. These tensions present both challenges and opportunities to Thailand in its relations with China. Thailand acknowledges security challenges posed by China, particularly in nontraditional security realms such as grey capital (shady business). Despite these challenges, both the Thai government and its populace, including merchants and businessmen, view cooperation with China in positive light. The collaboration between the two nations under various initiatives like the Belt and Road Initiative (BRI), ASEAN + 1, GMS, and ACMECS underscores a strategic shift toward prioritizing shared interests and regional cooperation. The historical relationship between Thailand and China, at both governmental and regional levels, remained pivotal in fostering bilateral ties. Additionally, Thailand not sharing borders with China minimizes conflict compared to neighboring ASEAN countries with territorial disputes with China, particularly in the South China Sea. In the context of Xi Jinping’s Chinese Dream and Thailand’s strategic choices, actions are taken by the Thai Government to maintain balance between global superpowers, capitalizing on economic opportunities while mitigating security risks. Thailand’s security posture, especially in nontraditional realms, and cooperation across various sectors are expected to deepen in the future, driven by mutual interests within the framework of regional geopolitics and geo-economics.

To construct Chinese hematology community

The development of hematology in China has gradually begun since the 1950s. After several generations of hard work, it has grown into a young but vibrant discipline. The development of Chinese hematology has experienced rapid rise and steady growth, but there is still a gap with the international level of hematology development. Only by constructing a Chinese community of hematology and forming a joint force to promote the development of hematology can we better realize the Chinese Dream in the field of hematology.

Human development in China: cultural and value aspect

Anthropologism as a universal characteristic of modern philosophical knowledge puts man at the center of multilateral socio-cultural transformations as their goal, driving force and primary condition. The modern anthropological crisis calls for the search for new value foundations for human potential development and actualizes the study of cultural regional and country specifics of its implementation practices. The successes of the People's Republic of China largely determine a new vision of the place and role of man in socio-cultural transformations. Human potential forms a dynamic, rapidly changing image of the socio-cultural environment in China, determining the speed and direction of internal and external modernization processes. The development of human potential in China is becoming a priority. It is associated with the main goal – to achieve the level of "average prosperity" (小康), and it logically fits into the cultural and value paradigm of the "Chinese dream" (中国梦). Acting as a key component of the "scientific concept of development" (科学观) in the form of a value setting "man is at the core" (以人为本), human potential is becoming one of the leading factors in the socio-cultural modernization of the People's Republic of China. A systematic approach in the research contributed to the analysis of the human potential development strategy of the People's Republic of China as an integral system of conceptual provisions and practices; an axiological approach helped to identify the value content of the strategy of the "power of human potential" of the People's Republic of China; the method of hermeneutic reconstruction contributed to the construction of a value model of a "comprehensive harmonious person" within the framework of the implementation of this strategy. The scientific novelty of this work consists in identifying the cultural and value components of the formation and development of human potential in China. The following results were developed by the author of the article : 1.The ideas of Chinese scientists about human development were made within the framework of cultural philosophy, social philosophy, economic theory, modernization and transnationalization theory. 2.The cultural and value component in the structure of human potential is revealed in the article , the characteristics of its individual elements are presented. 3.Based on the analysis of authentic sources, a hermeneutic reconstruction of the innovative axiological model of the "all-round harmonious person" in the context of building a "power of human potential" in the People's Republic of China was carried out. 4.The regional socio-cultural practices of the implementation of the concept of human development of the People's Republic of China, including comprehensive multi-level programs implemented at the national and supranational levels, are analyzed.

China’s Assertive Foreign Policy and Global Visions Under Xi Jinping

China, which has made a major economic breakthrough, has become one of the most important actors in international politics by increasing its military power in recent years. China's increasing power and influence in the international arena arouses increasing curiosity about the country's foreign policy. With Xi Jinping becoming president, China began to display a more assertive attitude or behavior on many issues. This study basically seeks an answer to the question of what differences Xi Jinping brought to Chinese foreign policy. What kind of changes do these differences lead to in Chinese foreign policy? In this study, the general tendencies and directions of Chinese foreign policy during the Xi Jinping period are discussed. The assertive foreign policy approach that Xi Jinping is trying to implement is analyzed. In this context, the visions of "Chinese dream", "new type of great power relations", "new type of international relations", “Belt and Road Initiative" and "a community with a common future for humanity", which reflect Xi's assertive foreign policy approach, are examined. At the same time, challenges to the assertive foreign policy implemented under Xi Jinping are discussed. The study mainly questions the extent to which Xi Jinping's assertive foreign policy approach is successful. The study concludes that Xi Jinping's active foreign policy approach has not increased China's sphere of influence in the international arena to the extent expected. As China becomes more visible in the international arena, the country's foreign policy challenges seem to be increasing.

When digital money meets relational surveillance: overseeing and reshaping people’s ordinary lives, emotions, and social relations in small towns and villages through Alipay

This study situates Alipay, China’s biggest financial platform, at the convergence of a communication medium that conveys symbolic messages, including the state’s political campaigns of the Chinese Dream and shared meanings of positive emotions, and a cultural technology that aims to improve, train, and monitor Chinese citizen subjects through a set of surveillance practices. I coin the term relational surveillance to broaden our understanding of how surveillance practices incorporate emotional differentials and power dynamics inherent in economic interactions, and how the characteristics of these interactions matter for the ways through which surveillance practices affect people’s social lives in small towns and villages. I suggest that everyday surveillance practices serve to establish, maintain, and reconfigure social relationships among users as borrowers, financial platforms as lenders, and local governors as facilitators and regulators. These practices involve the management of emotional connections toward economic well-being and the ritualization of self-monitoring, self-tracking, and self-disclosure as a special form of bookkeeping and record-keeping.

The “Sinicization” of Religion: Culture as Political Rhetoric

Abstract The “Sinicization of religion” policy launched in 2015 marked a turn in the Communist Party’s approach to religious governance, opening a new era of strict control over religion in post-reform China. This article first analyzes this policy in the context of the evolution of the CCP’s attitudes to religion over the past century. It then explores the elaboration process and its implications for related official discourse and follows with an examination of the promotion and implementation of this policy. The authors argue that the new conceptual design of “Sinicization” was aimed initially at exogenous religions but later became a general policy applied to all religions, as the central power of the Party realized its utility for subtly achieving absolute authority. Such a “Sinicization” is a projection of Xi Jinping’s “Chinese Dream” in the field of religious affairs, a dream of the Party’s permanent domination under the mantle of nationalism.
