Law enforcement perceptions of job stress and barriers to supportive resources when working child sexual abuse cases in the southern United States

PurposeThe purpose of this paper was to examine law enforcement officers' perspectives on job stress and barriers to supportive resources when working child sexual abuse cases in a large southern state. It is well documented in the literature that professionals who work in healthcare, emergency services and law enforcement face tremendous amounts of stress and consequences to their physical and mental health. Little research has been done to examine how child sexual abuse investigations impact law enforcement, and how these specialized officers perceive access to supportive resources.Design/methodology/approachThis qualitative study was part of a larger quantitative study and included 20 law enforcement officers who participated in anonymous, semi-structured phone interviews.FindingsFindings included (1) child sexual abuse cases are difficult, specialized and disturbing (2) barriers to supportive resources include law enforcement culture, the stigma of asking for help, awareness and accessibility of resources and leadership as gatekeeper to the resources and (3) officers perceive both formal and informal resources to be helpful and at best should be proactively available to all officers in the state. A model of the findings was developed to illustrate the implications for practitioners and scholars.Research limitations/implicationsThis study was not without weaknesses, specifically the small number of participants, volunteer sampling does not represent the general population and the sampling technique means some demographics may have been missed by researchers.Practical implicationsThis study adds to the literature on law enforcement mental health, occupational health and mental health resources. It confirms established research in the literature and provides insight into officer perspectives about barriers that prevent access to informal and formal supports that could improve their emotional well-being.Originality/valueThis study is the first of its kind, to our knowledge, that asks detectives and investigators of child abuse cases about mental health resources. These law enforcement officers are at high-risk for traumatic stress, compassion fatigue and burnout due to the specialized cases they investigate.

How we can protect the protectors: learning from police officers and staff involved in child sexual abuse and exploitation investigations.

Police officers and staff who work in child sexual abuse and exploitation (CSAE) investigations are routinely exposed to traumatic materials and situations. Despite support services, working in this space can have negative impacts on wellbeing. This paper explores the experiences and perceptions held by police officers and staff involved in CSAE investigations in the United Kingdom, regarding work-related wellbeing support and barriers to accessing such support. A sample of 661 serving police officers and staff working in CSAE investigations participated in a United Kingdom-wide 'Protecting the Protectors' survey. We analysed quantitative and qualitative responses relating to participants' experiences and perceptions regarding three main areas: (1) availability, usage and helpfulness of existing work-based well-being support; (2) barriers to accessing support; and (3) desired support services. Five interconnected themes emerged from the qualitative data that represented participants' experiences and views of work-based wellbeing support and the barriers to accessing it. These were 'Lack of trust', 'Stigma', 'Organisational approaches to wellbeing', 'Support services', and 'Internalised barriers'. The findings suggest that whilst respondents were aware of work-based support, they indicated most frequently that they 'never or almost never' used them. Respondents also identified barriers to accessing support, which related to a perception of a critical or judgmental workplace culture and indicating a lack of trust in their organisations. Stigma regarding mental ill health has a pervasive and harmful impact on emotional health and wellbeing of police officers and staff involved in CSAE investigations, which creates a sense of lack of emotional safety. Therefore, eliminating stigma and creating a workplace culture that explicitly values and prioritises the emotional health and wellbeing of the workforce would improve the wellbeing of officers and staff. Police organisations could further improve CSAE teams' wellbeing by developing a continuum of care which is available to workers from recruitment to the end of the role, training managers and supervisors to better support CSAE teams, improving workplace practices, and ensuring high quality, specialist support services are readily and consistently available across forces.

Motivational interviewing in child sexual abuse investigations: Approaches shown to increase suspect engagement and information gathering during police interviews

On average, more than 200 child sex offences were recorded by UK police every day in 2020, and investigations for offences including rape, online grooming and sexual assault against children in the United Kingdom (UK) increased by 57% from 2014/15 to 2019/20. The interview process is central to information gathering, but empirical research regarding the obtention of information through child sexual abuse (CSA) suspect interviewing is still limited. The current study analyses 45 hours of interviews with CSA suspects focusing on behaviours consistent (and inconsistent) with motivational interviewing (MI) using the Observing Rapport-Based Interpersonal Techniques coding manual. In line with previous research demonstrating the efficacy of MI with terrorist suspects, this article focuses on the same four key interviewer skills identified in the therapeutic literature (reflective listening, summarising, rolling with resistance and developing discrepancies). It looks at their effects on information yield (information of intelligence value) and suspect engagement. Results revealed that the four MI-consistent behaviours increased information gain. Also, approaches antithetical to MI (including assumptive questioning, judgemental summaries, fighting resistance and accusatory challenges) had a significant negative impact on suspect engagement and, by extension, reduced yield – potentially by creating suspect reactance (where the individual is motivated to regain a freedom they feel is being threatened). Hence, MI approaches are efficacious for information-gathering efforts, and using an approach antithetical to the spirit of motivational interviewing (like pressuring, confronting and judging) with CSA suspects will always make things worse.

Improving professional practice in the investigation and management of intrafamilial child sexual abuse: Qualitative analysis of serious child protection reviews

BackgroundLocal multi-agency case reviews are regularly held in England when children have suffered significant harm from abuse or neglect, including from child sexual abuse (CSA). Most CSA takes place within families, is common but under-reported and can cause long-term harm. ObjectiveThe aim was to analyse English child protection reviews relating to intrafamilial CSA to identify improvements for professional practice. Participants and settingLocal Child Safeguarding Practice Reviews (LCSPRs) and Serious Case Reviews (SCRs) relating to serious incidents of intrafamilial CSA occurring between 01 April 2017 and 31 March 2020. MethodsLCSPRs and SCRs were obtained from the National Case Review Repository and thematically analysed. ResultsThere were 243 reviews, of which 25 featured intrafamilial CSA. The main themes related to perpetrators, vulnerable families, and professional practice. Half of perpetrators were known by services to have previously abused children, but issues with professional practice enabled them to continue. Most children did not disclose CSA verbally showing challenging or sexualised behaviour; but professionals lacked knowledge and confidence on how to intervene without verbal disclosure, which limited safeguarding actions. Non-engagement by families with services was common, with some non-abusing parents complicit in abuse and deception. Significant neglect occurred in half the families, which diverted professional attention away from CSA. ConclusionCSA is deliberate abuse of children involving considerable deception by perpetrators in contrast to some other types of child abuse. This difference in abuser behaviour makes child protection more difficult, particularly when professionals do not recognise and respond to children's non-verbal disclosures.

The Demise of Religion offers scholars of new religious movements a theoretical toolbox for analyzing the nexus of factors that contribute to the decline and end of these groups. Drawing critical attention to an understudied aspect of new religions’ lifecycles, the volume’s contributors reflect on internal difficulties and external oppositions that are faced while raising questions of legacy and persistence.Sidestepping debates regarding religion’s demise, the volume focuses on individual religious organizations to demonstrate demise’s frequency as “part of ordinary religious history” (4). To conceptualize such occurrences, the editors present nine analytical categories in which decline can occur, including endogenous issues (such as failed prophecy) and exogenous factors (such as government policy). The book’s contributors efficiently demonstrate how these forces impact and exacerbate one another, coalescing to catalyze demise. Even seemingly straightforward ends are revealed as multifaceted processes of internal difficulty and external pressure. Erica Baffelli’s chapter on Aum Shinrikyō’s termination following the group’s 1995 attacks on Tokyo subways, for instance, places the attacks in a trajectory of declining membership, police raids, absentee leadership, government legislation, and doctrinal/ritual dysfunction.There is some predictability to the religions examined and the conceptual categories applied. The predictability of topics like the Family International’s struggles in the wake of child sexual abuse investigations, however, does nothing to diminish the contributors’ deft analyses and insightful findings. In fact, it seems that the most challenging question to answer is not how or why new religious movements end, but when it is appropriate to label one as having ended. Joel Robbins begins his chapter on indigenous Urapmin religion in Papua New Guinea by asking “How do we know when it makes sense to declare a religion officially dead,” and his query echoes throughout the book (31).Contributors repeatedly refer to organizational schisms, theological adaptations, and renovations of religious function when plotting end dates of new religious chronologies, complexifying demise. Alastair Lockhart explains that the trust of the Panacea Society continues applying the group’s resources to philanthropic ends even though the Society’s final member died in 2012. Eileen Barker aptly demonstrates the Family International’s steep decline but notes that the group persists as an online community. Michael Stausberg’s chapter on Rajneesh’s seemingly unequivocal closure of Rajneeshpuram in 1985 concludes with a coda: Rajneesh—re-branded as Osho—re-opened his ashram at Poona in 1989. Only groups referenced as ending by “direct actions of the state” and “mass murder, mass suicide, or a combination of both” escape the slipperiness of ascertaining expired status (170, 176).These persisting traces of ostensibly defunct new religions showcase The Demise of Religion as a tool for interrogating the ways that these groups respond to contextual pressures utilizing an ever-changing pool of political/cultural mechanisms and sentiments. The Family International’s retreat to online existence, the Panacea Society’s afterlife as philanthropic trust, and Rajneesh’s revival as Osho all demonstrate the creative adaptations that comprise new religious existence. In this sense, the book investigates the mechanics of new religious change in addition to decline.The Demise of Religion is a robust contribution to new religions studies. The book effectively deploys a broadly applicable set of analytical categories to examine how these movements end without encouraging single-variable analyses or creating formulaic depictions. Moreover, the array of organizations covered speaks to this approach’s versatility. Beyond elucidating specific groups’ terminations, each case study showcases and broadens the editors’ arsenal of endogenous and exogenous factors that contribute to decline. In doing so, the volume establishes a theoretical foundation for normalizing new religious decline and fall, pointing the way for future studies of new religious demise.

Swedish and Norwegian Police Interviewers' Goals, Tactics, and Emotions When Interviewing Suspects of Child Sexual Abuse.

As the suspect interview is one of the key elements of a police investigation, it has received a great deal of merited attention from the scientific community. However, suspect interviews in child sexual abuse (CSA) investigations is an understudied research area. In the present mixed-methods study, we examine Swedish (n = 126) and Norwegian (n = 52) police interviewers' self-reported goals, tactics, and emotional experiences when conducting interviews with suspected CSA offenders. The quantitative analyses found associations between the interviewers' self-reported goals, tactics, and emotions during these types of suspect interviews. Interviewers who reported experiencing more negative emotions were more likely to employ confrontational tactics. Specifically, anger was positively associated with the goal of obtaining a confession and with aggressive tactics like raising one's voice and emphasizing the seriousness of the crime. Frustration and disgust displayed similar patterns. Somewhat contrasting these quantitative results, the thematic analysis identified a strong consensus that emotions should not and do not affect the police interviewers' work. Furthermore, the police interviewers described a range of strategies for managing emotions during the interview and for processing their emotional reactions afterwards. The present findings highlight the relevance of emotional processes in CSA suspect interviews and provide an initial exploration of the potentially complex relationship between the goals, tactics, and emotional experiences of police interviewers who question CSA suspects.

Weighing Ethical Considerations in Proposed Non-recent Child Sexual Abuse Investigations: A Response to Maslen and Paine’s Oxford CSA Framework

Questions about when it is right for police forces to investigate alleged offences committed in the more or less distant past have become increasingly pressing. Recent widely publicized cases of child sexual abuse (CSA) and exploitation, sometimes involving high profile individuals, have illustrated the ethical, psychological, and forensic complexities of investigating non-recent child sexual abuse. Hannah Maslen and Colin Paine have developed the Oxford CSA Framework to assist police to weigh the various ethical considerations that militate for and against initiating a CSA investigation. While such a tool is to be welcomed, and while there is much that is helpful in Maslen and Paine's approach, we suggest that the Oxford CSA framework could be strengthened. Our first suggestion is to abandon a proposed distinction between a set of considerations that is said to generate a “presumption” in favor of investigation and other considerations that may supplement or oppose this presumption. Our second suggestion is to review the weightings applied to the considerations within the model, which lack clear justification and create problematic effects. Finally, we suggest that referring the Oxford CSA Framework to a panel with lived and professional experience of CSA could serve important procedural justice goals and enhance the Framework's recommendations.

A retrospective approach to examining child abuse disclosure

BackgroundOften times, a child’s disclosure is the only forensic evidence available in child abuse cases. Therefore, understanding disclosure patterns of suspected child abuse victims plays a critical role in the forensic investigations of both child physical abuse (CPA) and child sexual abuse (CSA) cases. ObjectiveTo explore adults’ retrospective reports about childhood disclosure of CPA and CSA. Participants and settingCollege students (N = 907) were screened for reported histories of CSA (n = 94) or CPA (n = 109). MethodsThrough an online survey, participants provided anonymous information regarding CSA and CPA experiences along with information about any disclosure events or opportunities that they have encountered since the abuse. ResultsAmong the adults reporting CSA histories, 50 % indicated disclosing the abuse during childhood; 80 % indicated any lifetime disclosure. Among the adults indicating CPA histories, 32 % reportedly disclosed the abuse to someone during childhood with 52 % reporting any lifetime disclosure. For both groups, length of delay until disclosure was bimodal with many individuals reporting immediately and many waiting considerable time. Among adults reporting CSA, a minority (16 %) indicated the abuse came to the attention of authorities, with even fewer CPA cases (8%) reporting authorities were aware of their abuse. Denial and recantation in a formal setting was infrequent regardless of abuse type reported. ConclusionsGiven that participants experiencing CSA and CPA both reported low levels of denial and recantation, forensic investigators and practitioners may benefit from considering consistent interviewing approaches and protocols, regardless of the type of abuse suspected.

An examination of trends in child sexual abuse investigations in Ontario over time

Child sexual abuse (CSA) rates have been declining since the 1990s (Dunne et al., 2003; Finkelhor & Jones, 2004, 2012; Jones et al., 2001). Discrepancies in contexts and measures complicate comparing CSA rates across jurisdictions and studies, and there is limited literature about trends in CSA in Canada. Using data from the Ontario Incidence Study of Reported Child Abuse and Neglect (OIS), the only source of provincially aggregated data in Ontario, Canada, that describes child welfare investigations, this paper provides information on reported and investigated CSA over the past 20 years. The OIS uses a file review methodology; information is collected directly from investigating child welfare workers. A sample of child welfare agencies is selected for the study, and data are collected over a three-month period. Weights are applied to produce annual provincial estimates. The rates of investigated CSA in Ontario decreased between 1993 and 2013, from 5.20 (95% CI [3.94, 6.47]) to 1.81 (95% CI [0.97, 2.66]) children per 1000. During this time, the rate of all child maltreatment-related investigations doubled, from 21.41 (95% CI [18.38, 24.42]) to 53.32 ([29.61, 77.03]) children per 1000. Unlike other forms of child maltreatment, the incidence of investigated CSA in Ontario declined since 1993. Substantiation rates for CSA investigations decreased more dramatically than the rate of all CSA investigations, which could indicate a true decline in rate or an inability to accurately identify cases of CSA.

Considerations for Pursuing Multiple Session Forensic Interviews in Child Sexual Abuse Investigations

ABSTRACTMultiple session forensic interviews (MSFI) are a useful tool in the field of child sexual abuse forensic interviewing given the complexity of disclosures and the variety of child-centered needs observed in practice. This paper focuses on the Children’s Advocacy Centers of Texas (CACTX) model for conducting MSFIs, illustrated by a description of the statewide training models offered to member centers and enumeration of the MSFI protocol guidelines implemented by one center. A brief history and review of the single session forensic interview (SSFI) is provided followed by considerations for MSFIs in order to establish the development of current and new practices. Clarification of terms are outlined with examples of cases to distinguish between multiple sessions and subsequent sessions. The MSFI guidelines presented demonstrate how an MSFI can fit with the SSFI model.

Legal decision–making in child sexual abuse investigations: A mixed–methods study of factors that influence prosecution

Prosecution of child sexual abuse cases is an important aspect of a community's response for holding perpetrators accountable and protecting children. Differences in charging rates across jurisdictions may reflect considerations made in prosecutors' decision–making process. This mixed–methods, multiphase study used data from a Children's Advocacy Center in a suburban county in the Southern United States to explore the factors associated with child sexual abuse cases that are accepted for prosecution and the process followed by prosecutors. Data were sequentially linked in three phases (qualitative-quantitative-qualitative), incorporating 1) prosecutor perceptions about what case characteristics affect charging potential, 2) 100 case records and forensic interviews, and 3) in–depth reviews of cases prosecuted. Content analysis was used to identify influential case elements, logistic regression modeling was used to determine factors associated with a decision to prosecute, and framework analysis was used to further confirm and expand upon case factors. Overall, findings indicate that prosecution is most strongly predicted by caregiver support and the availability of other evidence. The decision to prosecute was found to include a process of ongoing evaluation of the evidence and determination of a balanced approach to justice. The decision to prosecute a case can be influenced by strong and supportive investigative practices. An important implication is that interaction among multidisciplinary professionals promotes communication and efforts, further enhancing discretion about potential legal actions.

Applying a Research-Based Assessment Model to Child Sexual Abuse Investigations: Model and Case Descriptions of an Expert Center

ABSTRACTThe aims of this study were twofold: First, to describe a comprehensive assessment model utilized in a center specializing in child sexual abuse (CSA) investigations, and second, to describe the nature and characteristics of the families and allegations assessed, and analyze how case characteristics are related to the assessment outcomes of the CSA allegations. The sample consisted of 145 children who participated in a forensic CSA investigation between 2006 and 2011 at the Forensic Psychology Center in Helsinki University Central Hospital. Variables related to family characteristics and the alleged CSA were assessed. In the majority of the cases, the allegation was not substantiated, while a quarter of the allegations remained inconclusive. CSA was confirmed in 17% of the cases. Most of the investigated children and their families had several psychosocial risk factors in their background. The children and families involved in CSA investigations seemed to be a high-risk group in terms of psychiatric symptoms and multiple family background adversities. These were, however, unrelated to the assessment outcome. The importance of using a hypothesis testing approach is discussed, as well as how this can be done in practice.

Challenges of protecting children from sexual abuse and exploitation on the internet: the case of Kosovo

ABSTRACTThis study includes a vertical analysis of the legal framework regarding the sexual abuse and exploitation of children on the internet. It starts with the examination of the international legal instruments for then continuing with the legislation of Kosovo by evaluating its compliance with these international legal standards in the fight against online sexual exploitation of children while trying to draw recommendations for future development. Finally, the paper includes an empirical part based on interviews with law enforcement. Detecting sexual exploitation of children on the internet is not as easy as detecting offline sexual exploitation. There are no available statistics on the scale of online child sexual abuse in Kosovo, but it is well-known among law-enforcement agents that a large gap exists between the number of reported cases and the actual cases. This discrepancy happens for various reasons and factors which will be further explained in this paper through the analyses of the interviews conducted with the prosecutors and investigators of Kosovo in charge of the investigation of child sexual abuse and sexual exploitation cases.

A Bayesian Decision-Support Tool for Child Sexual Abuse Assessment and Investigation.

In assessments of child sexual abuse (CSA) allegations, informative background information is often overlooked or not used properly. We therefore created and tested an instrument that uses accessible background information to calculate the probability of a child being a CSA victim that can be used as a starting point in the following investigation. Studying 903 demographic and socioeconomic variables from over 11,000 Finnish children, we identified 42 features related to CSA. Using Bayesian logic to calculate the probability of abuse, our instrument-the Finnish Investigative Instrument of Child Sexual Abuse (FICSA)-has two separate profiles for boys and girls. A cross-validation procedure suggested excellent diagnostic utility (area under the curve [AUC] = 0.97 for boys and AUC = 0.88 for girls). We conclude that the presented method can be useful in forensic assessments of CSA allegations by adding a reliable statistical approach to considering background information, and to support clinical decision making and guide investigative efforts.

Self-Reported Current Practices in Child Forensic Interviewing: Training, Tools, and Pre-Interview Preparation.

In child sexual abuse investigations, forensic interviewers within the Child Advocacy Center (CAC) model serve as neutral fact-finders for a team of professionals tasked with investigating and intervening in cases of alleged child sexual abuse. Although empirical evidence has led to the development of best-practice techniques and protocols, there is currently no universally adopted protocol in the field. The present research gathered detailed information from a national sample of real-world child forensic interviewers about their training and current practices, with a specific focus on assessing the information interviewers typically review prior to conducting child forensic interviews. Most notably, the survey revealed a lack of uniformity in interviewing protocols adopted and pre-interview preparation practices. Although rare, some interviewers reported using an allegation-blind interviewing approach, highlighting the need for future research on this and other under-studied techniques. Is There Consensus About Children's Memory and Suggestibility?

The modern scientific study of children's eyewitness memory was initially motivated, in important part, by the sensational preschool investigations and prosecutions of the 1980s and 1990s (e.g., the McMartin case, the Kelly Michaels case, the Country Walk case). These cases form the centerpiece of Professor Cheit's scholarly book, The Witch-Hunt Narrative. In recent years, researchers have made great strides in helping the legal system tackle some of the complex issues involved in child sexual abuse investigations. While commenting on Professor Cheit's book, we review areas of consensus regarding child forensic interviewing, areas of disconnect between scientific laboratory studies and needs of the legal system, and the potential effects of bias on the scientific enterprise relevant to Professor Cheit's treatise. Although we find that there is consensus in the field regarding a set of general principles, there is often room for disagreement in evaluating a particular case, and there is still much to be learned about how best to interview children when allegations of sexual abuse arise.

Credibility assessment in child sexual abuse investigations: A descriptive analysis

A major challenge in cases of child sexual abuse (CSA) is determining the credibility of children's reports. Consequently cases may be misclassified as false or deemed ‘no judgment possible’. Based on a large national sample of reports of CSA made in Israel in 2014, the study examines child and event characteristics contributing to the probability that reports of abuse would be judged credible. National data files of all children aged 3–14, who were referred for investigation following suspected victimization of sexual abuse, and had disclosed sexual abuse, were analyzed. Cases were classified as either ‘credible’ or ‘no judgment possible’. The probability of reaching a ‘credible’ judgment was examined in relation to characteristics of the child (age, gender, cognitive delay, marital status of the parents,) and of the abusive event (abuse severity, frequency, perpetrator–victim relationship, perpetrator's use of grooming, and perpetrator's use of coercion), controlling for investigator's identity at the cluster level of the analysis. Of 1563 cases analyzed, 57.9% were assessed as credible. The most powerful predictors of a credible judgment were older age and absence of a cognitive delay. Reports of children to married parents, who experienced a single abusive event that involved perpetrator's use of grooming, were also more likely to be judged as credible. Rates of credible judgments found are lower than expected suggesting under-identification of truthful reports of CSA. In particular, those cases of severe and multiple abuse involving younger and cognitively delayed children are the ones with the lowest chances of being assessed as credible.

The Continuum of Disclosure: Exploring Factors Predicting Tentative Disclosure of Child Sexual Abuse Allegations During Forensic Interviews and the Implications for Practice, Policy, and Future Research

ABSTRACTWhen a child sexual abuse investigation ensues, many children do not disclose readily to professionals. Defining disclosure beyond the disclosure versus nondisclosure dichotomy is essential, yet little research exists on factors associated with a continuum of disclosure, including active and tentative disclosure. Through the coding of 196 forensic interviews using content analysis and subsequent regression analysis, findings suggest that children of color, children abused by adults, unintentional initial disclosure, and those lacking family support were more likely to tentatively disclose in this study. Implications include a need to understand tentative disclosure as part of a normal continuum of disclosure within court proceedings and investigations of abuse allegations.

Lessons Learned: Conducting Research With Victims Portrayed in Sexual Abuse Images and Their Parents.

Victims portrayed in sexual abuse images may be resistant to participate in research because of embarrassment or shame due to the sensitive nature and potential permanency of images. No studies we are aware of explore reactions to participating in research after this type of crime. Telephone interviews were conducted with convenience samples of parents ( n = 46) and adolescents who were victims of child sexual abuse ( n = 11; some of whom were portrayed in sexual abuse images), and online surveys were completed by adult survivors depicted in abuse images ( N = 133). The first lesson was that few agencies tracked this type of crime. This lack of tracking raises the question as to what types of data should be collected and tracked as part of an investigation. The second lesson was that few victims at the two participating agencies had been portrayed in sexual abuse images (4%-5%). The third lesson was that once possible cases were identified, we found relatively high percentages of consent to contact and interview completions. This implies that researchers and service providers should not be hesitant about conducting research after an investigation of child sexual abuse. The fourth lesson was that the vast majority of participants reported not being upset by the questions. We hope that the data presented here will encourage agencies to reconsider the types of data being tracked and will encourage researchers to conduct in-depth research with populations that are often difficult to reach to continue improving the professional response to child victimization.
