Business accounting and information support through the QR- coding system

Introduction. Enhancing the technology of accounting and business management information provision necessitates a review of the fundamental principles of electronic data generation and transmission by information processing systems. Significant importance is attributed to automating the primary recording of accounting information using modern encoding systems. QR encoding is crucial in implementing such tasks. Purpose. The aim of the article is to determine the prospects of comprehensive QR encoding utilization for electronic data registration regarding the presence and movement of inventory, electronic documentation, and document circulation in establishing relationships with counterparties and in the field of accounting management. Methods. The study employs methods of scientific abstraction, comparative analysis, bibliographic, statistical, and logical. Results. Within the research framework, the possibilities of utilizing barcode technology for information exchange needs are explored. The rationale for applying QR encoding technology for business information provision is substantiated, and its advantages and organizational methods are outlined. New avenues for barcode application for accounting purposes are proposed, including the registration of inventory movement, establishment of relationships among economic entities, and document exchange. Possible formats for utilizing QR encoding in electronic documentation and document circulation are presented. Perspectives. Further research is required for the electronic documentation and document circulation procedure using QR encoding systems and other technologies.

Utilization of technology-enhance learning tools among vocational and technical education teachers in Nigerian tertiary institutions

The study determined training needs of teachers and issues in the utilization of Technology-enhanced Learning tools in Vocational and Technical Education in Nigerian tertiary institutions. Five research questions and one hypothesis guided the study. The sample for the study is 318 teachers from six tertiary institutions that offer majority of Vocational and Technical Education programmes in Nigeria. Instrument for data collection was developed by the researchers and was validated by five experts in Vocational and Technical Education. The overall reliability index of the instrument is 0.81. Results from collected data revealed that the teachers require training to enable them use Technology-enhanced Learning tools for instructional delivery; the current mode of instructional delivery in institutions is face-to-face approach; many institutions have Information and Communication Technology center and institution wide internet which are not effectively utilized for instructional delivery, among numerous other findings. Among the recommendations is that teachers should be given access to the available Technology-enhanced Learning facilities in their institutions to enable them learn how to use them at their own free times. It was concluded that most VTE teachers are eager to deploy Technology-enhanced Learning tools for instructional delivery but some institutional supports they need, especially trainings are inadequate.

Information System Strategic Planning To Improve UINSU Medan Service Performance

Facing increasingly rapid technological developments, UINSU Medan's efforts must be supported by developing existing information systems to meet the needs of the community and community. Currently, even though it has implemented an Information System in its activities, UINSU Medan does not yet have an Information System plan for the next 5 (five) years (2023-2027). It is hoped that this SI strategic planning will be able to improve the performance of UINSU services related to the Tri Dharma of Higher Education. The method used in this research is a qualitative survey. Data collection was carried out by observation, interviews, and literature review. The research informants are the managers of the UINSU Information Technology and Database Center (PUSTIPADA), and employees involved in the Information Systems section as well as service users such as students and lecturers. The stages of this research use Anita Cassidy's approach which consists of the visioning phase, analysis phase, direction phase, and recommendation phase. The data obtained was then analyzed using Value Chain analysis, SWOT, Porte's Five Forces, and other supports which were then confirmed by Focus Group Discussion with competent parties. This research recommends an Information Systems roadmap for UINSU Medan consisting of 34 integrated applications to be developed within 5 (five) years from 2023-2027.

Monitoring of national projects in Russia and risks associated with their implementation

National projects developed in accordance with the national development goals of Russia allow us to implement key tasks for socio-economic development of the country, as well as welfare of its population. Evaluation of performance indicators and control points at all stages of national projects functioning allows to determine the need for operational management decisions at local, regional, and federal levels. In the conducted research, the monitoring implementation of national projects in Russian system has been considered. The assessment of key risks and possible threats to national projects implementation has been performed out, as well as possible ways to solve problems proposed. The main documents that regulate national projects execution, the mechanism and structure of national projects monitoring have also been studied. Traditional theoretical research methods were used in the article, including system analysis and synthesis, as well as inductive and deductive approaches that made it possible to evaluate the “Electronic Budget” – a unified state integrated information system for public finance management of Russia, as well as a separately functioning system based on the “Center for Information Technology and Systems of Executive Authorities named after A.V. Starovoitov” called “Information system for monitoring national projects and programmes in the social sphere”. The analysis results obtained allowed us to conclude the key problems and errors in the process of monitoring national projects implementation in Russia and to make suggestions for their elimination.

CHINA AND EUROPE: INFORMATION GEOPOLITICS IN THE ERA OF NEW MEDIA

The article is devoted to the (geo-)political strategies of the EU and China in the modern communication space mediated by Internet technologies. As the main features of this space, the authors highlight the presence of a single and indivisible offline and online society; the permanent and progressive nature of communication; the use of new information exchange technologies; the introduction of new communicators into the environment through manipulation and influence techniques; the development of free exchange of ideas and information, regardless of borders. The authors note that political communication today directly expresses the essence of the information society and thus - both its new opportunities and risks for the promotion of ideological meanings and the realization of power goals. In recent years, the unconditional hegemony of the West in the global communication space has been replaced by sharp competition with China. At the same time, the participants of this competition seek to restrict access to their spaces of information sources from the competitor. The authors show how this works using the example of European and Chinese media. Separately, the article analyzes the emerging turn towards a new global communication subject to Chinese influence. In a comparative perspective, the key features of the European communicative space in modern political realities are indicated. Further, the article shows that the creation of its own social network in China (WeChat), as well as the improvement of the interaction process within the Chinese community (the opening of blogging sites, etc.), led to the spread of internal ideologically significant networks outside the PRC. This attracted representatives of other regions and states to the cultural environment of this country. The authors conclude that due to this process, there is not only competition for dominance in the global communication space, but also a tendency to improve the interaction of countries in all spheres of life.

Node fault diagnosis algorithm for wireless sensor networks based on BN and WSN

Wireless sensor networks, as an emerging information exchange technology, have been widely applied in many fields. However, nodes tend to become damaged in harsh and complex environmental conditions. In order to effectively diagnose node faults, a Bayesian model-based node fault diagnosis model was proposed. Firstly, a comprehensive analysis was conducted into the operative principles of wireless sensor systems, whereby fault-related features were then extrapolated. A Bayesian diagnostic model was constructed using the maximum likelihood method with sufficient sample features, and a joint tree model was introduced for node diagnosis. Due to the insufficient accuracy of Bayesian models in processing small sample data, a constrained maximum entropy method was proposed as the prediction module of the model. The use of small sample data to obtain the initial model parameters leads to improved performance and accuracy of the model. During parameter learning tests, the limited maximum entropy model outperformed the other two learning models on a smaller dataset of 35 with a distance value of 2.65. In node fault diagnosis, the diagnostic time of the three models was compared, and the average diagnostic time of the proposed diagnostic model was 41.2 seconds. In the node diagnosis accuracy test, the proposed model has the highest node fault diagnosis accuracy, with an average diagnosis accuracy of 0.946, which is superior to the other two models. In summary, the node fault diagnosis model based on Bayesian model proposed in this study has important research significance and practical application value in wireless sensor networks. By improving the reliability and maintenance efficiency of the network, this model provides strong support for the development and application of wireless sensor networks.

From randomised controlled trials to real-world data: Clinical evidence to guide management of diabetic macular oedema.

Randomised clinical trials (RCTs) are generally considered the gold-standard for providing scientific evidence for treatments' effectiveness and safety but their findings may not always be generalisable to the broader population treated in routine clinical practice. RCTs include highly selected patient populations that fit specific inclusion and exclusion criteria. Although they may have a lower level of certainty than RCTs on the evidence hierarchy, real-world data (RWD), such as observational studies, registries and databases, provide real-world evidence (RWE) that can complement RCTs. For example, RWE may help satisfy requirements for a new indication of an already approved drug and help us better understand long-term treatment effectiveness, safety and patterns of use in clinical practice. Many countries have set up registries, observational studies and databases containing information on patients with retinal diseases, such as diabetic macular oedema (DMO). These DMO RWD have produced significant clinical evidence in the past decade that has changed the management of DMO. RWD and medico-administrative databases are a useful resource to identify low frequency safety signals. They often have long-term follow-up with a large number of patients and minimal exclusion criteria. We will discuss improvements in healthcare information exchange technologies, such as blockchain technology and FHIR (Fast Healthcare Interoperability Resources), which will connect and extend databases already available. These registries can be linked with existing or emerging retinal imaging modalities using artificial intelligence to aid diagnosis, treatment decisions and provide prognostic information. The results of RCTs and RWE are combined to provide evidence-based guidelines.

Successes and Barriers of Health Information Exchange Participation Across Hospitals in South Carolina From 2014 to 2020: Longitudinal Observational Study.

The 2009 Health Information Technology for Economic and Clinical Health Act sets three stages of Meaningful Use requirements for the electronic health records incentive program. Health information exchange (HIE) technologies are critical in the meaningful use of electronic health records to support patient care coordination. However, HIE use trends and barriers remain unclear across hospitals in South Carolina (SC), a state with the earliest HIE implementation. This study aims to explore changes in the proportion of HIE participation and factors associated with HIE participation, and barriers to exchange and interoperability across SC hospitals. This study derived data from a longitudinal data set of the 2014-2020 American Hospital Association Information Technology Supplement for 69 SC hospitals. The primary outcome was whether a hospital participated in HIE in a year. A cross-sectional multivariable logistic regression model, clustered at the hospital level and weighted by bed size, was used to identify factors associated with HIE participation. The second outcome was barriers to sending, receiving, or finding patient health information to or from other organizations or hospital systems. The frequency of hospitals reporting each barrier related to exchange and interoperability were then calculated. Hospitals in SC have been increasingly participating in HIE, improving from 43% (24/56) in 2014 to 82% (54/66) in 2020. After controlling for other hospital factors, teaching hospitals (adjusted odds ratio [AOR] 3.7, 95% CI 1.0-13.3), system-affiliated hospitals (AOR 6.6, 95% CI 3.2-13.7), and rural referral hospitals (AOR 8.0, 95% CI 1.2-53.4) had higher odds to participate in HIE than their counterparts, whereas critical access hospitals (AOR 0.1, 95% CI 0.02-0.6) were less likely to participate in HIE than their counterparts reimbursed by the prospective payment system. Hospitals with greater ratios of Medicare or Medicaid inpatient days to total inpatient days also reported higher odds of HIE participation. Despite the majority of hospitals reporting HIE participation in 2020, barriers to exchange and interoperability remained, including lack of provider contacts (27/40, 68%), difficulty in finding patient health information (27/40, 68%), adapting different vendor platforms (26/40, 65%), difficulty matching or identifying same patients between systems (23/40, 58%), and providers that do not typically exchange patient data (23/40, 58%). HIE participation has been widely adopted in SC hospitals. Our findings highlight the need to incentivize optimization of HIE and seamless information exchange by facilitating and implementing standardization of health information across various HIE systems and by addressing other technical issues, including providing providers' addresses and training HIE stakeholders to find relevant information. Policies and efforts should include more collaboration with vendors to reduce platform compatibility issues and more user engagement and technical training and support to facilitate effective, accurate, and efficient exchange of provider contacts and patient health information.

The Current Status of the Use of Internet Hospitals for Outpatients With Pain: Retrospective Study.

The national "Internet +" policies and the emergence of internet hospitals have created a new direction for the management of pain outside of the hospital. Nevertheless, there are no consolidated studies conducted by pain physicians on the current state of internet hospital-based online medical services used by patients with pain outside of a hospital setting. In this retrospective study, we aimed to examine the status of the use of internet hospitals by patients who experience pain. Moreover, we identified the factors that influenced patients' decisions to make an online visit through the internet hospital. Detailed information was collected online and offline from outpatients with pain at the information technology center of West China Hospital of Sichuan University from February 2020 to April 2022. Binary logistic regression analysis was conducted to identify the determinants that influenced patients' decisions to make an online visit to the internet hospital. Over a 2-year period, 85,266 pain-related clinic visits were recorded. Ultimately, 39,260 patients were enrolled for the analysis, with 12.9% (5088/39,260) having online visits. Both online and offline clinics had a greater number of visits by women than men. The average age of patients attending the online clinic was 46.85 (SD 16.56) years, whereas the average age of patients attending the offline clinic was 51.48 (SD 16.12) years. The majority of online clinic visitors (3059/5088, 60.1%) were employed, and one of the most common occupations was farming (721/5088, 14.2%). In addition, 51.8% (2635/5088) of patients who participated in the online clinics lived outside the hospital vicinity. Young (odds ratio [OR] 1.35, 95% CI 1.01-1.81; P=.045) and middle-aged (OR 1.98, 95% CI 1.81-2.16; P<.001) patients, employed patients (OR 1.11, 95% CI 1.04-1.18; P=.002), nonlocal patients (OR 1.57, 95% CI 1.48-1.67; P<.001), and the ordinary staff (OR 1.19, 95%CI 1.01-1.39; P=.03) were more likely to have the intention to choose online visits through the internet hospitals. Internet hospitals are flourishing as a more efficient and promising method of pain management and follow-up for patients with pain outside the hospital. People with pain who are young, working, and not in the vicinity of hospitals are more likely to visit internet hospitals.

Development of Physics Pocketbook Mobile on Android (Phy-pockemon) to Address Scientific Literacy on Energy Source Concepts

This study aimed to determine the feasibility of developing a physics pocketbook mobile on Android (Phy-pockemon) to address scientific literacy skills in energy source material. The research method used is Research and Development (RD) with the ADDIE development model (Analysis, Design, Development, Implementation, Evaluation). The result of the developed media is the Phy-Pckemon application. Through expert validation referring to the educational information and communication technology center, subject matter expert validation carried out by three validators obtained a percentage value of 95% with a very feasible category. Media expert validation received a percentage value of 94% with a possible category, while based on trials limited to the Technological Acceptance Model (TAM) evaluation, which was conducted on 20 class XII students at one of the Islamic senior high school in Indonesia, an average response percentage of 93% was obtained with a very decent category. The results show that using Phy-Pockemon to address scientific literacy skills in energy sources is appropriate for use in learning.

Securing Medical Information Transmission Between IoT Devices: An Innovative Hybrid Encryption Scheme Based on Quantum Walk, DNA Encoding, and Chaos

The healthcare industry has undergone a transformation due to the widespread use of advanced communication technologies and wireless sensor networks such as the Internet of Medical Things (IoMT), Health Information Exchange Technology (HIET), Internet of Healthcare Things (IoHT) and Health IoT (HIoT). These technologies have led to an increase in the transmission of medical data, particularly medical imaging data, over various wireless communication channels. However, transmitting high-quality color medical images over insecure internet channels like the Internet and communication networks like 5G presents significant security risks that could threaten patients’ data privacy. Furthermore, this process can also burden the limited bandwidth of the communication channel, leading to delayed data transmission. To address security concerns in healthcare data, researchers have focused a lot of attention on medical image encryption as a means of protecting patient data. This paper presents a color image encryption scheme that integrates multiple encryption techniques, including alternate quantum random walks, controlled Rubik’s Cube transformations, and the integration of the Elliptic Curve Cryptosystem with Hill Cipher (ECCHC). The proposed scheme divides various plaintext images by creating a regular cube by layering planes of a fixed size. Each plane is rotated in an anticlockwise direction, followed by row, column and face swapping, and then DNA encoding is performed. The image cube encoded with DNA is combined with the chaotic cube through DNA addition, and a couple of random DNA sequences are chosen for DNA mutation. After undergoing DNA mutation, the encoded cube is then decoded using DNA. The proposed method has the theoretical capability of encrypting 2D images of unlimited size and number by utilizing an infinitely large cube. The proposed image encryption scheme has been rigorously tested through various experimental simulations and cyberattack analysis, which shows the efficiency and reliability of the proposed encryption scheme.

The main aspects of the general task of integrating an aviation engine (AE) with a turbofan additional unit (TAU) of a multi-mode aircraft are the selection of the scheme and design parameters of the AE with the TAU (including parameters of the work process), as well as methods and means of automatic control of the AE with the TAU for better matching its characteristics with certain flight modes. These two tasks are closely interrelated: on the one hand, when determining the appearance of the aircraft and its power plant (PP), it is necessary to consider what means will ensure the adaptation of its characteristics to the variable flight mode, and on the other hand, the purpose of the aircraft, its parameters and parameters of the PP, and the flight modes mostly determine the choice of control laws. The subject of the research is the formation of the laws of control of the aviation gas turbine engine with TAU. The goal is to improve the dynamic characteristics of the aviation gas turbine engine by applying adaptive control of the gas turbine engine with the use of wireless information exchange technologies. Objectives: to generalize the concept of adaptive control at the stage of determining the appearance of an engine with TAU; to determine the methods of regulating the GTE with TAU and their influence on the speed characteristics; to describe the process of formation of the laws governing AE with TAU; to investigate thermal processes in order to find functional dependencies in the optimal control of gas turbines with TAU. Research methods: system analysis, mathematical and computer modeling were used in the formation of control laws; the methods of philosophical knowledge were used to build an approach to the design of adaptive control systems of gas turbines with TAU. The theory of aircraft engines, the theory of differential equations, difference grids, and numerical methods were used to optimize the control of gas turbines with TAU. Results: methods of regulating the GTE with TAU and their influence on the speed characteristics of the aviation engine; formulas for researching the thermal processes of the working blades of the GTE with TAU in order to form the influence of the regulator on the executive mechanisms. Scientific and practical novelty: formation of a paradigm for the development of models of adaptive control of GTE with TAU, considering different flight modes of the aircraft and engine operation modes. The selection of control laws using multi-parameter optimization methods for finding the relationship between structural and component schemes of the gas generator and turbofan additional unit. The character of the engine thrust change depending on the input temperature is shown, which in turn, will allow to increase the efficiency of the fan and obtain a thrust reserve. The research directions of the temperature field and stress field were formed.

Using an Efficient Detection Method to Prevent Personal Data Leakage for Web-Based Smart City Platforms

Many Internet of Things and information exchange technologies bring convenience, cost-efficiency, and sustainability to smart city solutions. These changes have improved our day-to-day quality of life, with impacts on: (a) lifestyle (e.g., automation and robotic reaction), (b) infrastructure (efficient energy consumption), and (c) data-driven management (data sensing, collection, and investigation). It is common to integrate Web-based interfaces and such solutions for developing platforms. When software and hardware components store, retrieve, and transfer such information, people may suffer from personal data leakage. This paper introduces a privacy information detection method, using a data weighting mechanism to save time and cost in finding personal information leaks over Web services. According to an initial evaluation, the proposed method can reduce time by 62.19% when processing 8,000 crawled files, and roll-back verification shows that it maintains 90.08% accuracy for finding marked content.

Popular diffusion as an instrument for overcoming barriers to digital health in Iran: the critical role of the pandemic

PurposeThe importance of champion leaders including tech-savvy leaders to digital government has been highlighted in the literature. Meanwhile, what was in the authors’ interest to explore was the role of business-savvy leaders or non-governmental digital champions as units of analysis, those who mobilized people's interest in digitalization and bypassed governmental barriers through this popular mobilization. They could be considered policy entrepreneurs for understanding policy change in the digitalization of the health sector. This study sought to shed light on the barriers and drivers of digital health in Iran.Design/methodology/approachThe researchers conducted interviews with actors of digital health businesses in Iran, including the Health Information Technology Center affiliated to the Ministry of Health and Medical Education (MOHME) administrative body and authorities, private companies active in digital health and health service providers. The purposive sampling method was applied, and 15 experts with relevant and valuable experiences as well as maximum variation to obtain representativeness and rich data were interviewed. Trustworthiness criteria were also used to assure the quality of the results. The data were analyzed based on directed content analysis using the MAXQDA10 software.FindingsIt was found out how popular diffusion was effective to overcome barriers to health digitalization. Access to the internet and diffusion of information technology helped the net-enabled businesses to connect directly to people and provide services to them. Diffusion of these services forced the public sector to adjust itself, and thus MOHME banned digital consultation services because of the so-called “insecure and unknown physicians”, following the increased popularity of digital services diffusion, but they were not able to resist popular diffusion of new technology. Hence, it was allowed to work. The main barriers to telemedicine spreading in Iran have been divided into five main categories including government incapacity for digital health governance, conflict of interest, professional obligations for information transparency, protection of patients' rights and data security and privacy.Originality/valueAs a game changer in digital health governance in Iran, popular diffusion will determine the future of digital health. To the best of the authors’ knowledge, this study is among the first ones to explore digital health governance in relation to the private digital health business in Iran with a public policy approach.

One of the most problematic obstacles against IT centers every day is IT centers' computers which are fundamental tools in many disciplines of study and work. In many cases, they are offered to users inside an open room to be used freely for their needs. ITCGh (Information Technology Center Ghor ) is one example. During my year at the university, it was possible to observe the technological dependence of a tool used to deploy OS all along with the computers. Kickstart is a well defined program we can work with this in the form of Command-line (CLI) and Graphical User Interface (GUI). It response the queries while OS installation. Finally, DHCP, TFTP, FTP, xinetd, and syslinux are the protocols that we need to configure in our Server System.

Forecasting Models for Thailand’s Electrical Appliances Export Values

This research aimed to study forecasting models for Thailand’s electrical appliances export values. Thailand’s monthly electrical appliances export values were gathered from the Information Technology and Communication Center, Ministry of Commerce, from January 2006 to November 2022. The data from January 2006 to December 2021 were used to construct and select the forecasting models, and the remaining were used for measuring the model’s accuracy. Since the electrical appliances export values showed trends and seasonal variation, the researcher selected the Holt-Winters method with various initial settings, the Box-Jenkins method, and Long Short-Term Memory Neural Networks (LSTM) for constructing models. The forecasting models were chosen by minimum Root Mean Square Error (RMSE) as a criterion. Mean Absolute Percentage Error (MAPE) was employed to measure the accuracy of the forecasting model. The study revealed that the Box-Jenkins model gave the appropriate forecasting model for Thailand’s electrical appliances export values and gained a MAPE of 8.0%.

As a global event, ICECT main focus on electronics communication technologies. Over the last three years, the conference successfully held in Nagoya (2019), and held online (2020-2021) for Covid 19.The three-day conference provided a forum for discussion of electronics communication technologies and address the unique challenges of these fields. Submitted papers were received and sent for preliminary and peer review conducted by the technical committees. Professional comments are given according to the aspects of originality, innovation, applicability, technical merit, organizing and writing, relevance to conference. After several rounds of review procedure, 18 excellent papers have been received to get published in the conference proceedings. The article presents information about the modern trends in architecture of information technology centers.Design: The article describes the main solutions for the place of IT centers in the urban environment and their functional and architectural planning features.Practical implications: The information technology potential is identified, which is being rapidly developed. The constant growth of Internet users creates an increased demand for various information products. Utilization of "Learning House" as A Technology-Based Media for Technology-Based Indonesian Learning

The role of technology is very important in the field of education today. In addition, teacher creativity is needed to create interesting learning media and facilities. The research method used in This research is descriptive. Data collection is done by reviewing the results of similar studies' pre-existing learning media and examining learning media Indonesian-based technology. Results show that One of the learning media that students guided by the teacher can use is the "Learning House" application. The learning house is one of the contents created by the Education and Culture Information Technology and Data Center (PUSDATIN) of the Ministry of Education and Culture (Kemendikbud). The conclusion from the study is that Learning House contains learning material content that can be utilized by educators and Early Childhood Education (PAUD) students, Elementary Schools (SD), to High/Vocational High Schools (SMA/SMK) as sources of learning media. An information system or e-office application is one of the applications developed with the aim of helping office administration management to be more effective and efficient. As one of the UPT (Technical Implementation Units) within the Maluku Provincial Government, the Education Information and Communication Technology Center develops e-office applications as a form of electronic data management. The system development method used in this study is the Waterfall Model and was developed using the Laravel Framework and MySQL database. This research was conducted with the aim of implementing an e-office application at the Tekkom Office of the Maluku Province Education Office with guest/visitor book features, incoming mail filing, letter disposition, guest/visitor book reports and incoming mail reports. With this application, office administration management such as guest book data and incoming mail can be managed electronically so that it becomes more effective and efficient.
