Health status in selected post-communist European countries: a comparative study between Poland and Albania.

The aim of this analysis was to compare selected health status indicators of the Albanian and Polish populations, pertinent to two former communist countries in Central and Eastern Europe (CEE). This analysis was based on the estimates related to the Global Burden of Disease (GBD) 2019 study, reported by the Institute for Health Metrics and Evaluation (IHME). For Poland, IHME uses data mainly from the Central Statistical Office of Poland, whereas for Albania the information is based on the reports from the National Institute of Statistics. In 2019, life expectancy at birth was slightly higher in Albania compared to Poland (78.5 years vs. 78.1 years, respectively). Mortality rate from noncommunicable diseases was similar in both countries (about 520 deaths per 100,000 population). In 2019, the main risk factor for the overall mortality in both countries was the high systolic blood pressure. In Albania, high systolic blood pressure accounted for almost 32% of deaths from all causes, whereas in Poland it accounted for only 21% of all deaths. The second main risk factor in Albania concerned the dietary factors which were responsible for almost one in four deaths. In Poland, the second main risk factor for all-cause mortality concerned tobacco which was responsible for one in five deaths. The third leading risk factor in Albania was tobacco (responsible for one in five deaths), whereas in Poland it concerned the dietary risks (responsible for about 19% of the all-cause mortality). This analysis provides useful information about the current health status of two populations pertinent to the former Communist Bloc in CEE. While health indicators can provide important information about the differences in health status between populations, it is important to interpret these indicators in the context of the specific challenges and limitations facing each country.

The cultural sector in Polish economy in the regional approach

Motivation: In recent years, the impact of cultural factors on the economic development has been analysed. This research concerns the impact of culture on the labour market, the growth of innovation and creativity, participation in creating added value of GDP, stimulating exports, although the cultural sector also affects the development of tourism, entertainment and improvement in the quality of life of residents. Currently, the cultural sector is treated as a long-term economic investment affecting the development of the country.Aim: The goal of the article is to evaluate the functioning of the cultural sector in Poland. This assessment has been made on a regional basis.Results: To achieve the purpose, data of the GUS (Central Statistical Office in Poland) were analysed. The data concerned expenses allocated to culture and national heritage — they included individual types of cultural institutions and number of cultural sector entities in 2018–2021. The results of the analysis of the cultural sector have been presented in tables and diagrams. Using an agglomeration method, the Polish provinces were grouped according to values of the analysed categories of expenses allocated to culture and national heritage in the provinces in year 2021. It was noticed that the development of the cultural sector in Poland is uneven, concentrated in the country’s capital, which is typical for less developed countries. Therefore, main barriers to the development of the cultural sector in Poland were identified. The most important obstacles were: underfunding, lack of systemic solutions to support the demand for cultural goods, unfavourable legal and financial conditions for creators of culture, lack of support for cooperation between public and private cultural sector, dependence of the development of the cultural sector on politics, as well as lack of social acceptance of the cultural policy. Culture is also negatively affected by the processes of globalization, commercialization and recently the Covid 19 pandemic.

Development of green infrastructure as a trend in climate transformation - challenges for Polish cities

The aim of this paper is to characterize the shaping of green infrastructure for the 12 largest Polish cities in 2005-2021. The research was performed using the data from the Central Statistical Office of Poland (GUS). The outline of the research supports the conclusion that large Polish cities should make changes to increase the area of functional green spaces. In line with global and European trends, investments in the development of green infrastructure should be a priority in the development strategies of Polish cities. The development of functional green spaces should make them more biophilic according to the good practices of the greenest cities in Europe and the world.

Provisions For Liabilities in Polish Business Entities In 2017-2021

The provisions created for future liabilities are the subject of this paper. The research was conducted on the basis of reports prepared by the Central Statistical Office in Poland in individual years from the period 2017-2021 and regarding the balance sheet results of business entities.

Environmental and socioeconomic determinants of heart failure.

Over 1.5 million people in Poland suffer from heart failure (HF). The risk of hospitalization is related to environmental and socioeconomic factors and the organization of the healthcare system. The study aimed to assess the influence of environmental and socioeconomic factors on the prevalence of hospitalization for HF. The impact of environmental and socioeconomic factors on HF hospitalizations in Poland in 2012-2019 based on data from the National Institute of Public Health and Central Statistical Office in Poland was estimated by panel data regression techniques. There were 1 618 734 HF-related hospitalizations (51.3% male; 82.6% aged >65 years). An increase in the number of physicians by 10/10 000 population and healthcare expenditure of 100 PLN per capita resulted in 3.5% (-0.035; 95% confidence interval [CI], -0.06 to -0.01; P = 0.002) and 3% (-0.029; 95% CI, -0.04 to -0.013; P <0.001) decrease in hospitalizations, respectively. For each new outpatient healthcare facility per 10 000 population, there was a 3% (-0.031; 95% CI, -0.048 to -0.014; P <0.001) decrease in hospitalizations. One percentage point increase in the proportion of green areas resulted in a 2.7% (-0.027; 95% CI, -0.042 to -0.01; P = 0.049) decrease in hospitalizations. However, an increase in cars by 1000 inhabitants and a 1 percentage point increase in the unemployment rate were associated with a 6% increase in HF hospitalizations (0.064; 95% CI, 0.008-0.121; P = 0.026). The number of HF-related hospitalizations has been increasing in the last decade. This trend is most noticeable in regions with low socioeconomic development and poor medical facilities. Our study indicates that health policy measures including environmental and socioeconomic instruments may result in positive health outcomes. Additional analyses are needed to compare the impact of socioeconomic and environmental factors against the impact of healthcare alone.

1351. A Retrospective Database Study of Lyme Borreliosis Incidence and Distribution in Poland from 2015 to 2019

Abstract Background Lyme borreliosis (LB), a tick-borne disease caused by Borrelia burgdorferi sensu lato, has been subject to mandatory public health surveillance since 1996 in Poland. Here, the incidence, temporal trends, and geographical distribution of LB and its manifestations in Poland are described for the period 2015-2019. Methods This retrospective incidence study of LB and its manifestations in Poland was based on the data sent to the National Institute of Public Health (NIPH-NIH–NRI) by district sanitary-epidemiological stations using the electronic Epidemiological Records Registration System and data from the National Database on Hospitalization. LB and its manifestations were reported in two categories- probable and confirmed (through laboratory tests). Incidence rates were calculated using the population data from the Central Statistical Office of Poland. Results In Poland, a total of 94,715 cases of LB with an overall mean incidence of 49.3 cases per 100,000 population were reported between 2015-2019. Cases increased from 2015 (11,945) to 2016 (20,857), and then remained stable through 2019. LB was more common among women (55.7%). The highest incidence rates occurred among &amp;gt;50-year-olds, with a peak in 65-69-year-olds. 48,717 persons with LB were hospitalized in the 5-year period, with higher number of hospitalizations in age groups 55-69 years old. Erythema migrans and Lyme arthritis were the most common manifestations of LB with incidence rates of 36.2 and 15.8 per 100,000 population, respectively. EM accounted for approximately 74% of all manifestations of LB. The highest number of cases were recorded in the 3rd and 4th quarters of the year (July – December). Incidence rates in the East and Northeastern regions (Podlaskie, Lubelskie, and Warmińsko-Mazurskie voivodeships) of the country were higher than the national average. These regions correspond to greater forest cover and/or agricultural areas. Time trend of LB cases and incidence in Poland, 2015-2019. Conclusion LB is endemic in all regions of Poland, and many regions reported high incidence rates. LB is reported year-round in Poland. Thus, large variations in temporal and spatially granular incidence rates highlight the need for targeted prevention strategies, such as vaccines. ‘No poverty’ - sustainable development goals in the light of Polish statistics and social policy activities

Abstract The purpose of this research is to examine the poverty phenomenon indicators in Poland through the prism of sustainable development. The subject of poverty and its consequences is often omitted in the discussion of sustainable development, or simplified only to social issues, yet it is an important aspect of economic development and implementation of Sustainable Development Goals (SDGs). The study will cover the problem of poverty in Poland, together with the assessment of the potential of implementation of sustainable development goals in terms of poverty eradication, as well as the issue of the impact of social policy activities on SDGs (named as ‘no poverty’) and household finances, both closely related to the risk of poverty. To achieve the aim of the study the authors use statistical data describing the issues of poverty and changes in this area in the period between 2010 and 2020 (or the most up-to-date data available) based on data from the Central Statistical Office in Poland.

Multidimensional assessment of the financial position of polish households and its regional diversity

The article aims to present a multidimensional assessment of Polish households' financial position and its regional diversity in 2018. In the first stage of the assessment, the financial position was compared between voivodships in a one-dimensional approach, taking into account the level of equivalent disposable income and total expenditure, the savings rate, the shares of food, and housing expenditures. In the second stage, a multidimensional assessment of the financial position was performed, based on the value of the synthetic indicator constructed with the TOPSIS method. Additionally, TOPSIS-based typological classes helped account for determinants of the financial position and subjective evaluation of households in each voivodship. The article drew on unpublished individual data from the Household Budget Survey conducted by the Central Statistical Office of Poland in 2018. Analyses from both stages showed that the households in Mazowieckie and Dolnośląskie voivodships enjoyed the best financial position, followed by Śląskie and Opolskie, while in Podkarpackie, Podlaskie, Warmińsko-Mazurskie, and Świętokrzyskie -- the worst. With regards to Zachodniopomorskie and Wielkopolskie voivodships, the financial position of their households was similar to the national average. The reasons for these disparities are social, economic, and demographic and include professional activity (being unemployed), the level of education of household head, location, and meeting debt obligations.

Photovoltaic microgeneration (RES) in selected major cities in Silesian Voivodeship

The impact of climate change on the economy and environment humans live in has increased, leading to a relatively quick intensification of the effort to reduce the environmental footprint of the civilisation. The push to establish a sustainable energy economy has become one of the primary challenges today. A sustainable energy economy should ensure energy security, reduce energy poverty, and contribute to lower greenhouse gas emissions. Poland is facing considerable challenges relevant to the objectives of EU policy, particularly the Fit for 55 package, which cannot be achieved without renewable energy sources. The most popular renewable energy source in Poland is solar energy. Apart from its obvious advantages, the use of distributed photovoltaic generation (including microgeneration) entails the need for transmission grid upgrades. The paper’s objective was to assess the RES potential of Poland through an analysis of the steps the state took and the progress of its targets. The empirical part focuses on the assessment of the use of the solar energy potential (in photovoltaic microgeneration) in cities with district rights in Silesian Voivodeship, Poland, from 2014 to 2020. The study employs selected cartographic representation, comparative analysis, in-depth case study, and spatial analysis methods. The calculations involved data from Tauron Dystrybucja SA on the number of microgeneration systems in the cities, Database of Topographic Objects, Local Data Bank of the Central Statistical Office of Poland and Eurostat.

Trends in premature cerebrovascular disease mortality in the Polish population aged 25-64 years, 2000-2016.

Many scientific reports have shown a decrease in total cerebrovascular disease (CeVD) mortality over the past few decades, but too little attention has been paid to premature mortality. CeVD accounted for 22.5% and 17.8% of premature cardiovascular disease deaths in Poland, in 2000 and 2016, respectively. The aim of the study was to analyse premature CeVD mortality in the Polish population in the recent years, the dynamics of its changes and the potential factors that may have contributed to the decline in mortality. The main goal of the study was to overview the levels and trends in premature CeVD mortality with an emphasis on haemorrhagic, ischaemic and unspecified (not specified as haemorrhagic or ischaemic) stroke. The analysis was based on a database of the Central Statistical Office of Poland and included data from 2000-2016 on premature cerebrovascular deaths occurring between 25 and 64 years of age (N=104,786). CeVD and haemorrhagic, ischaemic or unspecified stroke were coded with ICD-10 codes I60-I69, I61-I62, I63 and I64, respectively. The analysis included assessment of CeVD deaths distribution and evaluation of age-specific mortality rates in 10-year age groups and age-standardised mortality rates (SMR) in the age group 25-64 years, separately for men and women. Trends in SMRs have been studied in the period 2000-2016. The number of CeVD deaths decreased by 32.8% in men and 48.8% in women. There was a two-fold decline in CeVD mortality: from 59 to 29 male and from 30 to 12 female per 100,000. In addition, a 2-year increase in the median age of CeVD death was observed (Men: 56.4 to 58.4 years, Women: 56.4 to 58.7 years, p<0.001). A statistically significant decline in mortality (per 100,000) was also noticed for haemorrhagic stroke (Men: 18.7 to 10.4; Women: 9.6 to 3.8), ischaemic stroke (Men: 11.8 to 8.4; Women: 4.7 to 3.0) and unspecified stroke (Men: 19.7 to 3.5; Women: 9.1 to 1.3). A substantial decline in premature CeVD mortality was observed in the period 2000-2016. Additionally, the number of deaths that could not be classified as haemorrhagic or ischaemic stroke death decreased significantly. The increasingly widespread use of new post-stroke therapies and their availability make it possible to expect a further decrease in CeVD mortality. However, the necessary actions should be taken to compensate for the disparities in CeVD mortality between men and women.

Awareness of Linked Open Data Among the Employees of Polish Libraries, Archives, and Museums

Purpose/Thesis: This article presents the results of a survey conducted in January 2021 among employees of Polish libraries, museums, and archives, examining their awareness of open linked data technologies. The research had a pilot character and its results will be used to improve the questionnaire and to conduct research on a wider scale.&#x0D; Approach/Methods: The survey method was used in the study.&#x0D; Results and conclusions: On the basis of answers received, it can be concluded that open linked data is not yet very well-known among employees of Polish libraries, museums, and archives. Those most aware of technologies allowing for machine understanding of content shared on the Web are doctorate degree-holders employed in research libraries. Furthermore, awareness of the projects using LOD technologies does not correlate with awareness of these technological solutions.&#x0D; Research limitations: The number of respondents (415) constitutes 1% of all the people employed in libraries, archives, and museums in Poland (based on data provided by the Central Statistical Office of Poland). This is not a large number, but considering the variety among the respondents, the sample can be considered representative.&#x0D; Originality/Value: The awareness of Linked Open Data among employees of Polish libraries, archives, and museums has not been the subject of any study so far. In fact, this type of research has not been conducted in other countries either.

Sources and techniques of domestic heating within TRITIA region

The paper presents the balance of energy consumption for domestic heating in Opole and Silesian Voivodship (Poland), divided into various media. The report was based on an analysis of approximately 250 documents containing low-carbon economy plans for individual municipalities (gminas). The authors compared the current situation in these voivodships and their districts with the structure of the heating system in Poland as a whole, based on data from the Central Statistical Office of Poland. The data demonstrate that the use of coal-based energy media has not changed significantly over the years and around 55-60% of households with individual heating systems use this type of media. A much more favourable trend is found in large urban centres, where there is a high proportion of district heating. The most common of the lower-emitting fuels (LPG, natural gas, electricity, heat pumps) is natural gas, and the share of the remaining sources within this group are barely significant.

Modification of the Lee-Carter mortality model and its application in the pension scheme

In this paper, a new approach to mortality forecasting is proposed based on an improved model of the Lee-Carter type. The standard Lee-Carter model and its modified version were introduced and compared using mortality data for Poland and some other European countries. Forecasts of log-central age-specific death rates were then derived and used to predict death probabilities and life expectancies for males and females in Poland, which are the main parameters of the so-called dynamic life tables (also known as mortality tables). The application of the proposed methodology in calculations of the present values of future pension annuities is presented in the article. Scenarios of monthly pensions obtained with the use of dynamic life tables were considered and compared with analogous scenarios based on the static (period) life tables published every year by the Central Statistical Office of Poland.

Household income inequality in Poland between 2005 and 2019: A decomposition of the Gini coefficient by income sources

The aim of this paper is the empirical analysis of the Gini coefficient decomposition by income sources in Poland between 2005 and 2013. The decomposition was used to assess the contribution of income components to the overall income inequality in Poland. The empirical analysis was based on non-identifiable, individual household budget survey data collected by the Central Statistical Office of Poland. The method of decomposition by income components applied in this study was the approach of Lerman and Yitzhaki (1985). The study revealed that employment income contributed to the greatest extent to overall income inequality in Poland during the analysis period. At the same time, this income source showed a significant increase in explaining inequality, reaching almost 64% in 2019. Apart from employment, among all of the income sources analysed, only the contribution of social security benefits to income disparities changed significantly, dropping from almost 19% in 2005 to 7% in 2019. Income from self-employment explained about 15% of inequality in Poland throughout the analysed period. The contribution of the rest of income sources to income inequality was also relatively stable, though less significant. The only income category that contributed negatively to inequality was the other social benefits component. The largest impact of a marginal change in income components on overall inequality was due to income from employment (positive effect) and social security benefits (negative effect). A negative impact of a marginal change in specific income sources on inequality was observed in the case of social security benefits, other social benefits, and other income.

The Resilience of Urban Retail System in the Face of the COVID-19 Pandemic. The Case Study of Poland

Urban retail systems in Poland have been changing constantly during the last 30 years. When it seemed that the consumption lifestyle of Poles became stable, and likewise the relations within the urban retail system, it was placed under the strain of the shock of the pandemic. The aim of the study is to discuss challenges that the urban retail systems face as a consequence of the COVID-19 pandemic, how the relationships within those systems have changed and how the resilience of entities that create urban retail systems has changed. The article focuses on the case study of Poland, the largest and the fastest growing country in Central and Eastern Europe. To achieve the research goal, a broad and detailed critical literature review was used: literature, scientific articles, reports and daily press with a business profile were analyzed. Complementary to a qualitative approach was an analysis of quantitative data from the Central Statistical Office of Poland and Eurostat regarding the period from 2007 to 2021. The COVID-19 pandemic constitutes a unique occasion in which to conduct a stress-test of the concept of retail resilience in the lively organism of a city; it also delivers a useful framework for analyzing processes occurring in the Polish retail trade. The undertaken research contributes to these concepts by indicating how the shock of COVID-19 could affect components of the urban retail system in ambivalent ways as they express different levels of resilience. Some elements of the system had no problems with adjustments to the shock of the pandemic, whereas others with more rigid structures had problems with adaptation.

Evaluating the use of the landslide database in spatial planning in mountain communes (the Polish Carpathians)

Landslide hazards and risk assessment should be a basic tool in risk management, as well as an integral part of spatial planning, especially in mountain areas The study addresses the problem of inappropriate allocation of land for residential and economic functions in terms of landslide hazard. The research covered the area of the Polish Carpathians within voivodships of Małopolskie and Podkarpackie, in which there are 201 communes. The occurrence of landslides in relation to existing and potential residential areas was examined in detail for 14 selected communes. This area due to their geological structure and relief is prone to landslides in inhabited areas. The current vector databases of landslides (the Landslide Counteracting System-LCS, SOPO Polish acronym), data on planning coverage in communes (Ministry of Development and Central Statistical Office of Poland), location of existing buildings (Database of Topographic Objects, BDOT, Polish acronym), and range and purpose of local spatial development plan (LSDP; Geo-System) were used. A high natural hazard of landslides in the 14 analysed communes in the Polish Carpathians (1–23% of the communes area) was demonstrated, as well as faulty spatial planning related to the designation of land for development in local plans (up to 11% on landslides). Dissemination of knowledge about landslide locations and threats and proper spatial planning is the most effective form of reducing the risk of landslide losses. Landslide data and maps should be made widely available to local communities, along with information on planned land use. It is necessary to raise landslide awareness among local communities with information campaigns and to consider scientific arguments in the elaboration process of the LSDP, and while accelerating the process of updating them.

Optimisation of structural parameters of the industry by the criterion of product innovation

Abstract The industrial sector of the Polish economy plays an important role in ensuring the socio-economic development of the country. The Polish industry accounts for 24.1 % of the country’s employed population and 25.1 % of the GVA. The article aims to model the structural parameters of the Polish industrial sector according to the criterion of increasing product innovation level based on a comprehensive assessment of the Polish industry performance in the regional context. The offered method focuses on estimating the industrial sector at the macro and meso levels using a set of indicators for investment, innovation, labour activity, and profitability. Correlation-regression analysis methods were used to prove hypotheses about the impact of product innovation on employment and wages in the industry. To optimise the structure of the Polish industrial sector, an economic-mathematical model was developed, which was solved using the linear programming method. The target functionality of this model is the level of product innovation, at which the gross average monthly wage of Polish industry workers will double (to the EU average). The simulation results, which was based on data from the Central Statistical Office of Poland, provide an analytical basis for selecting industrial policy benchmarks for Poland.

Impact of Social, Economic, and Healthcare Factors on the Regional Structure of Antibiotic Consumption in Primary Care in Poland (2013-2017).

Antibiotic resistance is one of the most important public health threats worldwide. Antimicrobial misuse and overuse are well-recognized risk factors for the resistance emergence and spread. Monitoring of antibiotic consumption (AC) is an important element in strategies to combat antibiotic resistance. As a result of AC surveillance in Poland, regional differences in AC levels were observed. This study aimed to characterize the regional AC in the period 2013–2017 in primary care in Poland and to assess the possible determinants that influence the AC at the regional level. The study analyzed relationships between AC and its factors (grouped in three different categories: demographic, economic, and related to the organization of healthcare). Data covered AC in primary care in 5 years period (2013–2017) from all 16 Polish voivodeships. The AC primary care data were sales data, expressed in defined daily doses (DDD) according to the WHO methodology. The yearly data on demographic, economic, and related healthcare factors were downloaded from the Central Statistical Office of Poland. Standard statistical parameters were used to characterize the AC. Non-standardized regression coefficients were used to estimate the quantitative dependence of variables. The strongest correlation was demonstrated with factors related to employment, female reproductive activity, mobility of the population, the number of outpatient consultations, and the number of dentists. A correlation was also found between population mobility and density. Recognized risk factors for increased AC should be a priority for interventions implementing and disseminating rational antibiotic policy.

The aim of the article is to assess the costs and benefits of enterprises situated in urban sprawl areas in Poland. The main hypothesis is that urban sprawl is beneficial for the businesses located within the urban sprawl area. The synthetic control method used is based on the results of surveys and financial data provided by the Central Statistical Office in Poland for the enterprises located within the urban sprawl area. The object of the research is therefore the finances of those enterprises that are based around the largest Polish cities. The main hypothesis was positively verified. The results of the investigation indicate that lower wage costs are not more significant compared to those of the economic entities in the control group. The benefits for enterprises located in the urban sprawl zone were also diagnosed, including lower burdens resulted from real-estate taxes, energy, foreign services. The added value of the research is also the indication of the financial mechanism of benefits from the location of business entities in the urban sprawl zone. This mechanism is based on the reduction of spatial costs, more efficient use of fixed assets and more intensive use of production factors.
