Quality of e-government services at the population and civil registration office Biak Numfor District

This study aims to examine the quality of e-government services provided by the Population and Civil Registration Office of Biak Numfor Regency. This research is expected to provide valuable input for local governments and can be used as a basis for improving and optimizing services. This research was conducted at the Population and Civil Registration Office of Biak Numfor Regency. The type of research used in this study is qualitative research with a descriptive approach. Data sources in this study are primary data sources and secondary data sources. The informants in this study were service users from the Population and Civil Registration Office of Biak Numfor Regency. Informants from the Population and Civil Registration Office of Biak Numfor Regency were chosen because they had an important role in the service process. As for community informants, service users are chosen because they have information that is about the research topic and can provide more accurate ones. The selection of informants is carried out through purposive sampling techniques.

Strategy for Empowering Indigenous Papuan Fishermen in the Implementation of Papua's Special Autonomy Law

This research was conducted at the Marine and Fisheries Service of Biak Numfor Regency. This research uses qualitative research methods with a case study approach. The techniques used in collecting this research data through observation and interviews. To obtain truly valid data, the data is tested by triangulation. The results showed that the empowerment of indigenous Papuan fishing communities in the implementation of the Papua Special Autonomy Law carried out by the government through the Marine and Fisheries Service of Biak Numfor district, including; provision of training on catch processing skills, provision of home industry facilities and infrastructure, and formation of indigenous Papuan fishermen groups. conclusion is the government's efforts to encourage active participation of indigenous Papuan fishing communities in the process of developing the fisheries sector, so as to strengthen relations between the government and the community and increase public trust and support for development efforts in their own regions.

IMPLEMENTASI KEBIJAKAN MEMENUHI KETERWAKILAN PEREMPUAN PADA PEMILIHAN UMUM LEGISLATIF TAHUN 2019 DI KABUPATEN BIAK NUMFOR

The purpose of this study is to describe and find out the implementation of policies to fulfill women's representation in the 2019 legislative general election in Biak Numfor Regency and also to find out the level of supporters and obstacles in fulfilling women's representation in Biak Regency. The type of research used in this study is descriptive qualitative. Data collection techniques used in collecting research data are in-depth interviews, observation, and document studies. The results of the research on Policy Implementation meet the representation of women in the Biak Numfor district. The implementation of the policy on the placement or implementation of women's representation in the general election of the legislature requires the need for gender justice in party management and implementing a 30% quota policy for women's representation in the list of legislative candidates. Power interests and strategies involved in policy implementation. It is also necessary to take into account the strengths of the actors involved to facilitate a policy. Mapping the Malaria Receptivity Area in Biak Regency, Papua Province

Malaria is an infectious disease caused by the protozoan parasite of the genus Plasmodium. This disease is transmitted through the bite of the Anopheles mosquito. Malaria is found in almost all parts of the world,According to data from the Ministry of Health, the incidence of malaria in Papua is 64,030 per 1,000 population. The purpose of this study was to determine the malaria receptive area in Biak Regency. The working area of the Bosnik Health Center and the Marauw Health Center. The material used in this study is the Larvae Entomology Survey Kit, the method used in this study is the Observational Survey of Anopheles Sp. The results of this study were from 8 breeding place points conducted by a larval survey, 2 positive points of Anopheles Sp larvae were found which were located in 2 villages, namely Orwer Village and Marauw Saba Village, Biak Regency, Papua Province. Anopheles Sp larvae were still found in Orwer and Saba villages and were included in the Malaria Receptive Area Category.It is necessary to prevent and control malaria vectors in the work area of the Biak Numfor District Health Office, both physically (pond stockpiling/sanitation engineering), chemical (insecticide and larvicide administration) and biologically (sowing fish as natural predators of Anopheles Sp larvae).

PERAN KELOMPOK USAHA NELAYAN DALAM MENINGKATKAN PENDAPATAN NELAYAN DI DESA ADOKI DISTRIK YENDIDORI KABUPATEN BIAK NUMFOR

The purpose of this research is to find out 1). efforts made by fishermen in increasing their income 2). the role of government in increasing fishermen's income, and 3). the obstacles faced by fishermen in increasing their income in Adoki Village, Yendidori District, Biak Numfor Regency. The method used in this research is descriptive analysis. The results of the study show that efforts to increase fishermen's income are through fishing community empowerment programs such as procuring fishing gear for fishermen and work accident insurance assistance at sea and on land provided by the Biak Numfor District Fisheries and Capture Service. While efforts to increase income as an additional addition to the profession as a fisherman, are carried out in several ways as follows: gardening, selling at kiosks, selling cakes, selling areca nut, selling vegetables, selling spices and selling diluted gasoline. Furthermore, the government's efforts to increase fishermen's income are; 1). Fish processing training, 2). capital assistance and fishing gear. 3). Socialization 4). Provision of assistance facilities. The Implementation of Government Regulation Policy Number 19 of 2008 About Sub-District in Biak Numfor District, Papua Province

The elite cadre in society through the instruments of political parties and other social institutions seems to have stalled, even running without an adequate process. Therefore, this study aims to determine the implementation of Government Regulation Policy Number 19 of 2008 in Biak Numfor Regency and the inhibiting factors for the Implementation of Government Regulation Policy Number 19 of 2008 in Biak Numfor Regency. This study uses a descriptive research method with a qualitative approach. The reason for using a qualitative approach as a research approach is because researchers see the nature of the problem being studied can develop naturally according to the conditions and situations in the field. Persepsi Masyarakat Lokal Terhadap Pengembangan Hutan Mangrove Sebagai Kawasan Ekowisata Di Kampung Ruar Distrik Biak Timur Kabupaten Biak Numfor

The mangrove forest area of ​​Kampung Ruar, East Biak District, is an area that has traditionally been a place for fishing and lime-making efforts by the community who have been hereditary. This condition raises questions from various parties whether this location is suitable to be developed as a mangrove ecotourism destination. Development of Mangrove Ecotourism by the Papua Provincial Forestry Service as a tourist attraction by utilizing local natural potential and supporting tourism policies in Biak Numfor Regency. This study aims to see the socio-cultural conditions of local communities in the Mangrove Forest Area of ​​Kampung Ruar, Biak Timur District, Biak Numfor Regency as an ecotourism area and to assess the local community's perceptions of the development of ecotourism areas in providing benefits to the community both economically and socio-culture in Kampung Ruar Distik Biak Regency. The study hasli revealed that the perception of local communities about ecotourism (60%), community knowledge about resources (70%) and understanding of community knowledge about forest damage and aspects of forest protection are very good (67), most (49%) people who understand that the potential for ecotourism development has future prospects. The four alternative strategies for mangrove ecotourism in Kampung Ruar, Biak Timur District, Biak Numfor District in Kampung Ruar are as follows: (a) Development of a Tour Package between Mangrove Ecotourism and TBTA Biak; (b) Increase Knowledge and Community Empowerment; (c) Mangrove Rehabilitation and Community Empowerment; and (d) Mentoring and involvement of local communities in management.

Sustainability Level of Aquaculture Utilization and Its Management Strategy In Conservation Areas Regional Water (KKPD) Biak Numfor District, Papua

One of the uses that can be pursued in marine conservation areas (KKPD) is aquaculture. This is because aquaculture is one of the leading sectors and is the basis of Indonesian marine and fisheries production. The purpose of this study was to determine the level of sustainability of aquaculture utilization in the Biak Numfor District Marine Conservation Area (KKPD). The data analysis method uses the approach of sustainability analysis carried out by the MDS method (Multi Dimensional Scaling) with the help of Rapfish software. Rapfish (Rapid Appraisal for Fisheries). The results showed that the analysis of Rapfish for the direction of the utilization of aquaculture obtained an ordination value of 44.80% or classified as less sustainable. Analysis results leverage for the direction of the utilization of aquaculture, it is found that there are 3 (three) attributes which are the most important indicators of sustainability from various other attributes, namely; cultivation technology (RMS = 8.81), number of business units (RMS = 7.00%), fish species and species (RMS = 6.85). The status of unsustainable aquaculture development in the KKPD is still ecologically profitable, However, economically, the contribution of the aquaculture sector has not been felt by the community.

Strategi Pengembangan Sumber Daya Manusia Aparatur pada Pemerintah Daerah Kabupaten Biak Numfor

Apparatus resource development has a very important role in the organization. This study aims to determine the apparatus resource development strategy in the local government of Biak Numfor Regency. The research method used is a qualitative approach. Data collection was carried out through Focus Group Discussions (FGD, observation and interviews, researchers also conducted document analysis and review of documentation. The results showed that the apparatus human resource development strategy in the Regional Government of Biak Numfor Regency was prepared carefully and was based on scientific methods and guided by the on the skills needed by the organization, as for the human resource development strategy of the apparatus of the Biak Numfor district government, namely, job rotation, education and training. Development aims to improve the technical, theoretical, conceptual and moral capabilities of human resources so that their work performance is good and achieves results.

Analisis Efektivitas Birokrasi dalam Pelayanan Publik (Studi Kasus Pemerintah Kabupaten Biak Numfor)

The existence of bureaucracy is a logical consequence of the main task of the state (government) to organize social welfare. The state is required to be involved in producing goods and services needed by its people (public goods and services), either directly or indirectly. This study aims to determine the effectiveness of the related bureaucracy in public services in the Biak Numfor district government. This study uses the "triangulation" method, which combines qualitative and quantitative methods with data collection techniques by means of interviews, documentation, and questionnaires. This research shows that the local government, in this case the Department of Population and Civil Registry, in the service of making electronic identity cards has been effective. This can be seen from Actors, Interdependency and Frame getting a score of 2.05 (high), Interaction and Complexity getting a score of 1.35 (moderate), Institutional Features getting a score of 1.55 (moderate), and Network Management getting a score of 2.3 (high). Whereas the Regional Revenue Agency in making NPWPD services and tax payments which are divided into two types of services namely offline and online have been very effective where Actors, Interdependency and Frame get a score of 2.1 (high), Interaction and Complexity get a score of 2.3 (high) Institutional Features scored 2.05 (high), and Network Management scored 2.5 (high).

Legal Protection of Land Right Holders Against The Establishment of The Rechtsverwerking Institution

The purpose of this research is to investigate the implementation of rechtsverwerking (waiver of right) institution and to investigate the legal protection for land rights holders because of the implementation of the rechtsverwerking institution. The current research approach is a normative-empirical juridical approach. This type of research is live case study research (especially the implementation of rechtsverwerking legal institutions in Biak Numfor District), implementing normative legal provisions that refers to certain legal events occurring in a society. The data collection technique carried out by studying literatures with respect to various regulations and other related documents for this current research. Qualitative analysis is employed in analyzing the existing data. The research findings demonstrated that Biak’s Regional Land Agency has not fully implemented Law No 5/1960 concerning Basic Agrarian Regulations and Government Regulation No. 24/1997 concerning Land Registration. In addition, some land disputes (customary land) are resolved through traditional law (adat law), holding traditional rituals to honor the ancestors. Traditional dispute resolution is represented to Rechtsverwerking institution.

Factors Affecting the Performance of State Civil Apparatus at the Department of Population and Civil Registration of Biak Numfor Regency

Employee performance is inseparable from the principles that must be met in realizing service. This study aims to analyze the factors that affect the performance of the State Civil Apparatus in the Biak Numfor district civil registration and population service. The research method used is a qualitative approach. Data collection was carried out through observation and interviews. In addition, the researcher also conducted document analysis and documentation review. The data analysis technique used descriptive qualitative data analysis techniques. The results showed that the factors that affect the performance of the State Civil Apparatus in the population and civil registration services of Biak Numfor district as seen from individual factors, leadership factors, and teamwork factors affect employee performance which ultimately plays a role in improving organizational performance. In addition, the work system for employees at Disdukcapil of Biak Numfor Regency follows the work system established by the central government.

<p>The goal of tourism development is basically to improve the status of tourism from the development sub-sector to the mainstay development sector that is able to activate the economy and other related sectors. This study aims to determine the Government's Role in the Development of Yendi Beach Tourism Object in Yendidori Village, Yendidori District, Biak Numfor District. Data collection techniques used such as; observation, interview, and documentation. The analytical method used is qualitative analysis. The results showed that the role of the Tourism Office in the Development of Yendi Beach Tourism Potential Yendindori Village in Biak Numfor Regency was dominant as a motivator where the Tourism Office as a tourism stakeholder in Biak Numfor District needed its role in motivating the community, investors and tourism entrepreneurs.</p><p> </p><p> </p><p> </p>

The Government’s Role in the Development of Yendi Beach Tourism Destinations in Biak Numfor Regency

Tourism is a magnet of a region to realise a developing area. This study aims to clarify the role of the Government in the Development of Yendi Beach Tourist Attraction in Biak Numfor Regency. This research uses a descriptive qualitative approach. Data collection techniques are done through observation, interviews, literature studies, and documentation. The results showed that the role of the Tourism Office in developing Yendi Beach's tourism potential in Biak Numfor District was dominant as a Motivator compared to other roles, namely as a Facilitator and a Dynamicsator. This role as a facilitator is seen mainly in the form of: provision of facilities and infrastructure for tourist attraction objects, which are still largely borne by the Department of Tourism as the leading sector, facilitation in channelling stimulant financial assistance for people who want to develop tourism attractions, promotion of attraction objects tourism, as well as facilitation to third parties, such as investors and tourism entrepreneurs to develop Yendi Beach tourism business in Biak Numfor Regency.

Improving The Use of Frans Kaisiepo Airport Through Alternative Election Development of Regional Potentials of Biak Numfor Regency (Case Study: Biak Numfor District, Papua)

Frans Kaisiepo Airport is the airport with the first international status in the Papua region with the airport managing agency PT. Angkasa Pura I (Persero) and has runway specifications and airport facilities that are fairly good and complete. The airport is located in the Biak Numfor-Papua district, where the district has regional potential that can be developed to increase the utilization of the Frans Kaisiepo airport such as tourism, fisheries, industry and Biak Numfor as a place / space research facility. In this research, it is intended to choose alternative potential of the Biak Numfor district area to be developed in order to improve the utilization of the Frans Kaisiepo Biak Numforairport. In this study, the Analytical Hierarchy Process (AHP) method is used to choose the best alternative potential for the region from the existing potential areas, with the steps in the AHP are (1) Problem decomposition (2) Matrix preparation (3) Assessment /weighting for compare elements (4) Normalization (synstesis) of priorities and consistency tests and (5) Decision making / decision making. Then given suggestions for efforts to develop the potential of selected areas using SWOT analysis. The results of the priority assessment in this study, the final results for the selection of alternative potential areas that are expected to increase the use of Frans Kaisiepo airport are tourism potentials that have the highest priority weight of 0.379, followed by fisheries potential with a priority weight of 0.318. Next, the third and fourth priority sequentially are industry potential and space research facilities with a weight of 0.169 and 0.132. From the results of the SWOT analysis, several efforts that can be made to develop the tourism potential of Biak Numfor Regency are as follows: (1) Optimizing management of tourism potential (2) Increasing tourism promotion efforts in Biak Numfor district (3) Increasing professional human resources to improve the tourism performance of the Biak Numfor district area.

CHARACTERISTICS OF PIG FARMING SYSTEM IN THE BRUYADORI DISTRICT BIAK NUMFOR REGENCY

Bruyadori District Biak Numfor Regency is one of areas that supply pigs to several regions in Papua. One of the regions supplied is Nabire Regency. Pigs have a high economic value in Papuan society, because pigs can be used as savings, are very useful in customs events in Papua (paying fines, dowry) and demand for pork increases at ecclesiastical events (Christmas and Easter). This research is expected to provide an overview of the characteristics of pig farming systems in Bruyadori District, Biak Numfor District. The research method used is descriptive research method with case study techniques, the case in this study was farmers. There were 30 respondents who were taken to get data. Pig farmers in Bruyadori District are 100% Biak or Papuan indigenous tribes, and judging from their education background, it is still very low mostly only have elementary and junior high school diploma but the experience of breeding is very good, about 20 - 40 years, whereas the purpose of raising livestock as a side business, farmers have a main job as farmers and fishermen so the number of livestock ownership is still less than 1-5 pigs because the number of livestock is influenced by the number of litter size and farowing rate which is very low every year, about 1-5 pigs and the number of sow that is productive is only 1 sow. Farmers in the Bruyadori District provide feed still from the garden and household waste or food scraps from the kitchen. Mangrove Diversity and Distribution Based on Substrates Type in Coastal Coast of Syoribo Village East Numfor District Biak Numfor District Papua Province

One of the mangrove forest area in Numfor Island is the Syoribo Coastal Coast currently the destruction of mangrove ecosystems is increasingly widespread due to the opening of land to be used as residential and development areas so that there is a reduction in the area of mangrove forests. The research was conducted in April 2018 at the Syoribo Village Coastal Coast of East Numfor District of Biak Numfor District of Papua Province. This study aims to analyze the types and distribution of mangroves, Analyze the composition of species and structure of mangrove vegetation (density, frequency, and dominance), Analyze the mangrove habitat is environmental condition affecting mangrove growth, Analyze texture of substrate which is overgrown by mangrove, Analyze the linkage between mangrove density and substrate texture found. The method used in this study is by combination between path method and line method then substrate analysis was conducted in laboratory. The results showed that in the four observation transects in 7 mangroves species were Sonneratia alba, Rhizophora mucronata, Rhizophora apiculata, Bruguiera gymnorrhiza, Bruguiera cylindrica, Avicennia alba, and Xylocarpus granatum. The highest value index for tree, sapling and seedlings is the highest Bruguiera gymnorrhiza (197,82%), (160,71%), and (166,36%). Environmental conditions that affect mangrove growth are average temperature (27,6 0C – 29,4 0C), Salinity (6 ‰ – 24,3 ‰), Density (0,004 – 0,014), pH (7,12 – 7,57). The texture of the substrate overgrown by mangroves on the Syoribo, East Numfor have substrate criteria are dust silty clay loam, Silt Loam and sandy loam. Modeling the relationship between the density of tree level, spling, and seedling mangroves with substrate using multiple regression shows a close relationship between the two variables.

Peranan Guru Dalam Proses Pembelajaran Bahasa Indonesia Di SD Inpres Komboi Kabupaten Biak Numfor

The purpose of this study is to know and describe the role of teachers in the learning process in Primary School of Indonesia Inpres Komboi Biak Numfor District. This research uses qualitative research methods with the process of collecting data using interviews, observation and questionnaires. The place of this research is SD Inpres Komboi Biak Numfor District. The sample of this study amounted to 36 people consisting of 30 students and 6 teachers. For sample student researcher use random sampling technique (random). The results of this study indicate that in general teachers who teach in elementary school Inpres Komboi, already carry out their duties and roles well but the obstacles that exist in elementary school Inpres Komboi still less support books books such as packages in the process of learning Indonesian.

Analisa Faktor-Faktor yang Mempengaruhi Proses Belajar Guru-Guru Sekolah Dasar

<p>The purpose of this research is to know and describe factors influencing elementary school teachers in Biak Numfor District, and efforts made by elementary school teachers of Biak and suggestions for the development of education especially in Biak Numfor District. The method used in this research is descriptive. The research subjects were elementary school teachers in Biak Numfor District. Data obtained by distributing instrument in the form of Questionnaire. The results of a questionnaire that was distributed to 31 elementary school teachers in Biak Numfor district showed that many of the obstacles experienced by teachers. Obstacles experienced by elementary school teachers in Biak Numfor district are teachers experiencing obstacles in preparing the lesson, teachers experience barriers in determining methods and media used in learning, teachers experience barriers in determining the evaluation used in learning. Efforts by teachers to overcome these obstacles are many students who do not have a handbook then the teachers, and teachers use the media in school. Teachers hope the attention of local governments need to be improved again.</p>

The purpose of this study is to determine: (1) how the role of the Department of Agriculture in Empowering Horticulture Farmers in Biak Numfor District, (2) constraints faced by farmers in horticulture farming in Dofyo Wafor Village, North Biak District, Biak Numfor District, Papua Province. This research was conducted for 3 months starting from March until May 2017. This research uses qualitative research approach. Primary data were collected by interviews and field observations. Respondents were selected by purposive sampling method as many as 30 respondents selected from 3 farmer groups in the village of Dofyo Wafor. Secondary data collection is obtained from the literature derived from related agencies such as: Animal Husbandry and Food Crop Farming Biak Numfor District. Central Bureau of Statistics of Biak Numfor Regency. Technical Service Unit of Agricultural Extension Institute of Biak Utara District and Dofyo Wafor Village Office. Data analysis used is qualitative analysis. The research found that (1) Government in empowering horticulture farm in Biak Numfor Regency. Particularly in Dofyo Wafor Village, through the Livestock and Food Crops Office of Biak Numfor District has empowered farmers, empowerment carried out in the form of counseling, seed breeder supervisors, providing superior seed support, irrigation irrigation facilities, technological advancement, assistance in land management, and assistance in farmer institutions; (2) The existing obstacles are pest and disease attack on agricultural crops, limited knowledge, skills and capital of farmers, and also the bargaining position of agricultural products that are still low.
