How to manage the ecosystem services effectively and fairly?

Ecosystem services (ES) are the bridge between social system and ecosystem, and effective management of ecosystem services is the basis of sustainable development. According to the objectives of ecosystem service management, this study constructed an ecosystem service management framework based on trade-off theory, and proposed the “Driving force regulation” toolkit and “Compensation scheme construction” toolkit to try to improve the efficiency and fairness of ecosystem service management. And take Zhejiang Huzhou Mulberry-dyke & Fish-pond System (MDFP) as the practical object of the framework. The results showed that: (1) When the thickness of the pond sludge is 10 cm, increasing the frequency of covering pond sludge to mulberry-dyke (CSMD) can effectively improve the supply of soil nutrient retention services in MDFP, but it will reduce the provision services. (2) When the pond sludge thickness is 10 cm, the frequency of CSMD is the driving force of the supply-supply trade-offs between soil nutrient retention services and provision services. Increasing the frequency of CSMD to once a year can effectively manage trade-offs between ES supplies and thereby improve stakeholders’ group benefits. (3) The benefits obtained by various stakeholders from the management of ES supply-supply trade-offs are uneven. Entrepreneurs, environmentalists and tourists need to pay compensation in the ratio of 6:6:1, while farmers and government agencies receive compensation in the ratio of 3:2. This research shows that the ecosystem service management framework based on trade-off theory optimizes ES supply according to the ES preferences of stakeholders, and determines the proportion of compensation paid (received) by private winners (private losers) based on differences in changes of individual benefits, thereby effectively improving the “efficiency” and “fairness” of ES management.

Local development and entrepreneurship: legal, economic and managerial determinants. A multidisciplinary approach

ObjectivesEntrepreneurship is defined as a process in which not only business is a participant, but also local governments and social organizations (more broadly, the public and social sectors). In the management process, entrepreneurship is manifested, for example, by choosing the right strategy, creating flexible structures, promoting innovation, avoiding excessive administration and choosing the right forms of control.Material and methodsThe research methods used in the work are: comparative analysis, functional analysis, questionnaire, interviews with municipal managers through a direct conversation with the respondent, a dynamic research method and statistical methods of data analysis. The research was conducted using many quantitative and qualitative methods.ResultsThe commune management process is active and aims to create prospects for the development of these units. Therefore, this process should be based on a strategic approach understood as an orderly set of activities, from the identification and assessment of potential opportunities and threats to the environment and the determination of the strengths and weaknesses of a local government unit.ConclusionsThe basic unit of local government: 1. The commune's mission is to use the commune's resources and potential on the basis of sustainable development, in order to raise the standard of living of the inhabitants and effective management. 2. The mission of the commune is to provide people with jobs and income allowing for the necessary standard of living for the society. 3. The commune's mission is to use the commune's development potential to create conditions for the development of entrepreneurship and to constantly improve the living conditions of its inhabitants.

THE IMPACT OF SUSTAINABLE DEVELOPMENT ON NEW CONCEPT OF MODERNISATION OF RESIDENTIAL BUILDINGS

Modernization of multi-apartment buildings is one of the steps towards achieving the goals of Sustainable Development of cities and communities. It is not only energy efficient, but also inclusive and spatial solutions. New concept has been introduced such as "Sustainable modernization" is a harmonious and balanced process that combines coordinated changes in today's and future needs, and "Sustainable modernization of residential buildings" is a complete set of actions for the regeneration of buildings and residential areas, including the regeneration of communal communications and nodes. Because only energy efficiency of buildings is not enough for the achievement of the goals of sustainable cities and communities, considering the fulfillment of all the tasks set. The goal is to make cities and human settlements inclusive, safe, resilient and sustainable. Regeneration today is the modernization of multi-apartment buildings to achieve energy efficiency to conserve and reduce the use of energy resources, which helps reduce utility costs and carbon emissions. But it does not satisfy the task of inclusive and planning decisions as Sustainable Urban Development. Panel mass housing construction heritage makes up a significant part of the country's housing stock in post-Soviet countries. These buildings were built according to standards that do not meet modern requirements and energy inefficient. New concept of regeneration on the basis of sustainable development is proposed as the modernization of residential buildings considering the wishes and needs of co-owners, inclusive and sustainable planning. That is, the architectural and planning decision includes the need for the house and the surrounding area for inclusive and reconstruction taking into account the social needs of the residential quarter.

Upgrading informal areas through sustainable urban development principles

Informal areas are considered one of the biggest urban problems worldwide; it was estimated in 2018 that 29% of the world’s urban population lived in informal areas (The world bank, Population living in slums, 2022). This research aimed to identify a set of criteria and principles that are the basis for sustainable development in informal areas to achieve a better quality of life for the community. After conducting a literature review of the sustainable development principles, indices, and sustainable development interventions within informal areas, the research links them to set informal areas’ sustainable development principles. Then, by relying on the experts’ questionnaires and their analysis through SPSS, the researchers utilized the experts’ input to define each principle’s relative weight. Additionally, the research applied the extracted principles to the Boulaq El Dakrour case study to assess the sustainability of previous developments undertaken in the area with community participation.

Use of Magnetic Flux Leakage to Diagnose Damage to a Lift Guide Rails System with Reference to the Sustainability Aspect

The scientific objective of the conducted experimental research was to find an answer as to whether the application of magnetic flux leakage would be an effective tool for assessing the technical condition of lift guide rails in which the loss of thickness of the guide part is damage resulting from the brake whose operation destructively affects the surface shown. In particular, the scientific objective was to investigate the potential of this method in the context of quantitative assessment of the degree of damage featuring small increments in depth at the level of tenths of a millimetre. The conducted research was also aimed at determining the correlation of the effect of damage type with the nature of the signal recorded. The article presents the results of our own research, obtained from experiments on the use of magnetic flux leakage (MFL) to diagnose damage occurring on lift guide rails. During operation, lift guide rails are exposed to contact with the friction elements of brakes, resulting in the violation of their surfaces. Damage to the working surfaces of guide rails increases the vibration of the device, noise and wear of other components of the lift, such as guide rails. Currently, diagnostics of lift guide rails are not carried out, and their replacement depends on their technical condition. However, from an economic point of view, there are situations wherein their condition allows their use without their replacement with new ones. This was the main factor that guided the authors; we used a diagnostic head of our own design for the tests. The obtained measurement results showed that magnetic flux leakage can be used with great success to diagnose damage to guide rails. The results obtained in the laboratory shall be further developed in the form of research on correlating the signals obtained from magnetic sensors and the size of the damage, which shall eventually allow for a final quantitative assessment of guide rails regarding their technical condition. The conducted research fits into the scope of sustainable development by reducing the need for the consumption of electric energy and the emission of harmful substances into the atmosphere in the overall production balance. This will be made possible by implementing the developed head in industrial practice in the context of assessing the need to replace guide rails with new ones. The economic and environmental efficiency that is the basis of sustainable development in the context of lifts can be achieved at the modernisation stage by repeated (further) use of as many components as possible. An example of this is the guide rail system, the reuse of which is possible after a prior assessment of its wear and tear.

Methods of Regeneration of Damaged Historical Buildings

The article is devoted to the classification of regeneration methods of buildings damaged by factors of aging, emergency situations and military events. Regeneration is becoming more urgent due to the destruction of a large number of historical quarters by military aggression. Different methods inherent in the regeneration of destroyed neighborhoods are classified, namely restoration, reconstruction and various options for new construction. The methods are illustrated with examples of their use mainly based on the experience of regeneration of Kyiv Podol district and other historical areas of Ukraine, as well as foreign ones. In the complex regeneration of neighborhoods, the preservation of architectural monuments, the restoration of the most valuable and preserved objects of the historical background building, the reconstruction of a certain part of the built objects that have value due to their facade solutions, new construction with the reproduction of the traditional character of the environment in various forms. At the moment, the new construction takes on the solution of modern urban planning and functional requirements for city centers as much as possible, and also serves as a hub of ideas for engineering reconstruction of the entire quarter, is the basis of sustainable development. Defined methods of ensuring the diversity of facade sweeps, which corresponds to the nature of background buildings and forms effective scenarios for pedestrian spaces.

Analysis of the Impact of Agricultural Production Type and Traffic on Nitrogen Oxide Emissions

The protection of air from pollution is one of the basic principles of sustainable development, and this article analyzes the joint impact of various types of agricultural production and traffic on nitrogen oxide (NOx) emissions. The goal of this research is the development of a new methodology for assessing the combined impact of different types of agricultural production, traffic load, and traffic flow structure on the emission of nitrogen oxides. For the analysis of the joint impact of traffic and agricultural production, a new impact assessment methodology was developed, which is based on two selected impact prediction models. The following two models were used to predict the impact: the BioGrace model and the microsimulation model VISSIM. The developed methodology was applied to a case study in real field conditions. The results showed that the difference in the emission of NOx gases, depending on the type of agricultural production, indicates a reduction in NOx emissions in the walnut–winter-wheat system by 30%, compared to the production of winter wheat in an open field. The statistical analysis showed that there is no statistically significant difference between NOx emissions for different vehicle arrival scenarios for the same traffic load. The results of the joint impact show that the lowest NOx emission was found in walnut orchards and counted traffic. In this example, the difference between the one-hour emission load of three different agricultural types of production and traffic is not large; however, in the cumulative load, it can lead to significant differences. Emphasizing the importance of adopting new agricultural practices and the impact of traffic and the share of freight and heavy goods vehicles in agricultural production, we position them as a proactive and sustainable response to the critical ecological and agricultural challenges highlighted in European and Croatian policy.

Counterinsurgency Operations in the Second District of Sorsogon: Basis for Sustainable Development

Throughout history, insurgency has been a persistent phenomenon, its origins stemming from various factors such as political, economic, social, and ethnic grievances that drive certain factions or individuals to take up arms in resistance. This study determined the status of COIN operations in terms of Legal basis, Manpower, Financial resources, Logistical resources, and Accomplishments from 2021 to 2023. Likewise, this evaluates the COIN operations of the unit along with the conduct of Internal Security operations, Intelligence operations, and Police Community Affairs and development to determine challenges that were encountered by the personnel. The respondents of the study are the PNP personnel, barangay officials, and former rebels. The counterinsurgency framework presents a comprehensive and strategic approach to addressing insurgency threats, with the potential to significantly enhance the conduct of counterinsurgency operations. The findings underscore both the acknowledged strengths and identified areas for enhancement within police operations, as reported by respondents from the PNP. This shows a widespread acknowledgment of the pivotal role of the ISO in upholding internal security and addressing insurgent challenges. It signifies a mutual understanding among diverse stakeholders, encompassing barangay officials, former rebels, and law enforcement personnel, regarding the necessity of proactive strategies to prevent, interrupt, and counter-insurgency operations within impacted localities. Overall, the proposed framework offers a promising strategy for countering insurgency threats and advancing the goals of peace, stability, and security in affected regions.

Predication of the post mining land use based on random forest and DBSCAN.

Mine reclamation is one of the most important stages of the mining activities in line with the basic principles of sustainable development. In this study, different post-mining land uses are evaluated in the Hongliulin mining area, which is located in Shen mu country of China. 145 soil samples were collected in the May,2021 by using the soil auger, and the sampling depths were 0-20 cm. The sampling points contains 45 to be reclaimed samples and 100 existing classification land use types. 14 environmental factors including soil organic matter (SOM), total nitrogen (TN), available phosphate (AP), available potassium (AK), K, Slope steepness, curvatures, aspect, length, Topographic Wetness Index (TWI), NDVI and elevation were extracted and calculated based on laboratory test and digital elevation map. The random forest classier showed a great prediction capability, with only 1 miss-classified sample in the validation data-set, the accuracy of the classification model was 95%. The content of TN of C1 is 5 times more than C2 and 4 times more than C3. Also, the K value of C1 column is maximum and over 0.4, which means the soil particle is relatively smaller and the soil texture of it is sandy loam. In terms of the 45 to be reclaimed samples, 15 samples were classified into C1, 23 samples were classified into C2, 5 samples were classified into C3, 2 samples were classified into C4. The value of K and content of soil nutrients of the samples classified to be C1 column(C1-C) is maximum. The soybean and murphy were suggested based on the soil nutrients index and with the mining disturbance on cluster 2 of C1, the ground subsidence filling as well as soil nutrients increased strategy should be applied. The result may contribute to the land use planning and idle land utilization strategy.

Managing the production of agricultural export products in the context of sustainable development

The relevance of the research undertaken in this article is determined by the fact that recently the concept of sustainable development has changed significantly, and from an auxiliary element ensuring the implementation of production processes, it has become a powerful tool for organizing and conducting production activities in agriculture. Grain production management, based on the use of the concept of sustainable development, is the most important direction for optimizing the production system in any developed country. The presented article is devoted to the study of the peculiarities of the organization and management of agricultural production in the transition to sustainable development. The necessity of using the concept of sustainable development as a basic condition for the successful development of environmentally friendly agricultural production is substantiated. The perspective directions of interaction of participants in the agricultural production system during the transition to sustainable development are considered. A system of measures adapted to the conditions of environmental management is proposed, contributing to the successful functioning of agricultural production, taking into account the basic principles of sustainable development.

The article explores the main theoretical aspects of managing sustainable innovative development in the field of waste use. The role of the sphere of drug abuse in national security and in the economic potential of the country has been determined. Features of state regulation in this area were considered. The need is justified and the main directions for improving management in the field of waste use are defined. The essence of the concept of “nadrum” has been studied and the main users of nadrum in Ukraine have been identified. The essence of the concept of “overuse” and the specificity of its application was studied. The main stakeholders in the field of drug abuse have been identified and the need for coordination of their interests has been determined in order to build effective management mechanisms in this area. The essence of development is considered and key aspects that have an impact on the economy are identified, such as: extraction of natural resources; environmental protection; green economy; innovation and technology; investment; international cooperation; use of European standards; transparency and public participation and others. The place of innovation in the development of the sphere of drug abuse has been determined. The essence of sustainable development and its specifics in the field of drug abuse were considered. It is determined that innovation is the basis of sustainable development in the field of drug abuse. Innovations in the field of waste use allow to optimize the use of inks, reducing the costs of their research and development. Features of the sphere of misuse as an object of management were considered. It was noted that in order to be effective, management of sustainable innovative development in the field of waste use must be a systemic and holistic process. The specifics of management of sustainable innovative development in the field of drug use are identified and the main stages of implementation of this process are considered. It is justified the need to introduce the principles of sustainable innovative development in the sphere of non-exploitation to improve the effectiveness of its functioning.

A forest management system based on sustainable development

The article substantiates the necessity of changes in the forest management system on the basis of sustainable development. The implementation of an interdisciplinary approach in the study convincingly demonstrates the increasing importance of the forest in connection with its ecological, economic and social functions at the local, national and global levels. Based on the analysis of scientific sources and official international documents approaches to the definition of the essence of sustainable (sustainable, established) forest management, balanced development of forestry, namely as: 1) harmonious combination of ecological, economic and social functions of the forest ; 2) sustainable development of forest ecosystems and the landscape as a whole; 3) integrated application of measures for the use, reproduction, formation, conservation and protection of forests, taking into account the interests of all stakeholders; 4) rational use of forest resources (capacity). The concept of forest management as a modern model of development of the forest sector of the state economy on the initiative of entrepreneurial and public entities is concretized. Forest management is considered from the perspective of the ecosystem approach. Negative trends in forest management in Russia after the beginning of large-scale administrative reform in the country are analysed. The scheme of the main stages in the development of forest policy is proposed. The scheme of the main stages of forest policy development is proposed. The results of the study can be used by scientific organizations engaged in forecasting the development of sectoral economies, forest companies in the formation of economic relations in forestry. The research can be continued in the direction of assessing the ecosystem services of forests and their inclusion in the system of economic relations.

STRUCTURAL APPROACH TO THE FORMATION OF THE BANK'S INDUSTRIAL LOAN PORTFOLIO ON THE BASIS OF SUSTAINABLE DEVELOPMENT

In bank-centred economies, banks are the leading financial institutions, and therefore the implementation of the principles of sustainable development through the instruments of "green" and "sustainable" finance depends on them. Given the historical links between banks and industrial capital, and the modern role of banks in the development of industrial enterprises, the question of taking into account the principles of sustainable development in bank lending to industrial enterprises as subjects causing catastrophic damage to the environment becomes particularly relevant. The purpose of the article is to provide a methodological substantiation of the peculiarities of taking into account the principles of sustainable development in the formation of a bank's industrial loan portfolio. To achieve this goal, the following tasks were solved: to clarify the criteria for taking into account the principles of sustainable development in the formation of the bank's industrial loan portfolio; to propose a structural approach to the formation of the bank's industrial loan portfolio on the basis of sustainable development. The methodological basis of the study is a synthesis of theoretical and practical research in the field of green and sustainable finance. Practical implications. The results of the study show that it is expedient to deepen the development of sustainable lending to industrial enterprises, since the concept of sustainable development is broader than green financing and includes all aspects of sustainable development – environmental, economic and social. Value/ Originality. The article clarifies scientific approaches to the definition of the concept of "sustainable development", identifies key principles of sustainable development, reveals financial aspects of implementation of the principles of sustainable development in the socio-economic life of society and substantiates the expediency of introducing the principles of sustainable development in bank lending to industrial enterprises. The criteria for taking into account the principles and goals of sustainable development in the formation of the bank's industrial loan portfolio are clarified and a structural approach to the formation of the industrial loan portfolio on the basis of sustainable development is proposed.

Assessment of the state of fixed assets of enterprises and organizations in the Arctic zone of the Russian Federation as a factor determining its sustainable development

The analysis of the state of fixed assets is important for determining the production capabilities of the organization and strategic prospects of its development. The value of fixed assets determines the production capacity of the company, timely renewal of fixed assets increases their productivity and operational efficiency, while reducing the probability of losses caused by equipment failure as a result of systemic depreciation. Decrease in the rate of fixed assets reproduction leads to decline in production capacity and productivity level, increase in repair costs, decrease in the quality and competitiveness of products, reduction of income. The condition and degree of efficiency of fixed assets use affect the final results of economic activity of organizations of all forms of ownership and organizational and legal forms. The aim of this study is to assess the condition of fixed assets of enterprises and organizations in the territories of the regions included in the Arctic zone of the Russian Federation, since it is their availability and quality that is the basis for sustainable development and determines the available economic and production potential. Economic and statistical and comparative analysis were chosen as research methods. According to the results of the analysis, it was found out that the state of fixed assets in the Russian Federation as a whole is deteriorating, the measures taken to stimulate entrepreneurs to modernize production facilities, although caused some positive changes, but the expected results have not been achieved. The described situation is typical for the whole territory of the country, but it is especially relevant for the Arctic zone, where the realization of large-scale production and infrastructure projects is planned in the near future. To solve this problem will require joint efforts and interest in the result not only from the state, but also from business.

Theoretical and methodological basis of the concept of sustainable development of an enterprise

Methods. The theoretical, scientific and methodological basis is the system approach, which allows to consider an enterprise as a system that functions in a changing external environment and is influenced by external and internal factors that affect the system’s sustainability, and makes the basis for understanding the essence and prerequisites for sustainable and resilient development of an enterprise. The process approach is the basis for developing a structural and logical scheme of the process of enterprise development as an economic system. The methods of analysis and synthesis allowed to identify possible levels of development of economic systems for the study of sustainable development of enterprises. Factor analysis was used to identify the problems associated with ensuring the sustainable development of enterprises in the conditions of Economy 5.0. Results. The article examines the theoretical and methodological foundations of the concept of sustainable development of an enterprise. Different approaches to the definition of the concept of development are distinguished, in particular evolutionary, synergistic, genetic, and conflictological. The essence and features of enterprise development as an economic system are considered. The author’s view on the development process in the form of a structural and logical scheme is proposed. Such components as the state of the economic entity, internal and external determinants, results, sources and causes of development are allocated. The differences between the concepts of stability and sustainability of systems are investigated. The specifics of sustainable development of an enterprise in comparison with sustainable development, which is, in particular, a broader concept with an emphasis on economic, social and environmental aspects, are determined. Conclusions are drawn regarding the multidimensional nature of approaches to understanding enterprise development and the growing role of the concept of sustainable development in the context of Economy 5.0. Novelty. Different approaches to defining the concept of sustainable development are pointed out, in particular, evolutionary, synergistic, genetic, and conflictological. The author’s view on the development process is proposed. Practical value. The results of the study are of theoretical and practical importance for developing the models of innovation-oriented transformation of domestic enterprises on the basis of sustainable development, taking into account global technological trends.

THE IMPACT OF THE MACROECONOMIC ENVIRONMENT ON BANK LENDING TO INDUSTRIAL ENTERPRISES: THE CASE OF UKRAINE

In today's world, the development of any economy is characterised by numerous financial, socio-economic and political challenges. Ukraine's experience is particularly special, as its macroeconomic environment is undergoing significant shifts and changes due to the unprecedented armed invasion of its sovereign territory by a neighbouring aggressor country. Given the importance of the industrial production sector in the country's economic growth, the problem of additional financial sources for the development of industrial enterprises in the dynamic macroeconomic environment of Ukraine is particularly relevant. Since banks are the dominant link in the financial system of Ukraine, the study of the impact of the macroeconomic environment on bank lending to industrial enterprises is of particular scientific interest. The article is aimed at identifying and analysing the key economic factors of the macroeconomic environment of Ukraine that influenced the state of bank lending to industrial enterprises in 2009-2022, using economic and mathematical modelling methods. Methodology. The study is based on the data that showed the highest correlations between the outcome variable - the volume of bank lending to industrial enterprises (in billion UAH) and the explanatory variables - economic factors of the macroeconomic environment of different groups (general indicators of economic development; indicators of industrial development; indicators of socio-economic development; indicators of the monetary market; indicators of public finance; indicators of the external sector; indicators of the foreign exchange market) for the period 2009-2022. Based on these data, a multiple linear regression model is built and the results are interpreted. Practical implications. The practical results can serve as a basis for further research on ways to improve the risk management of bank lending to industrial enterprises in a dynamic macroeconomic environment; ways to improve the management of problem debts of industrial enterprises; ways to intensify bank lending to industrial enterprises in Ukraine as a prerequisite for post-war economic reconstruction on the basis of sustainable development, etc. Value/Originality. The results of the research provide a deeper understanding of the role of the country's macroeconomic environment, its dynamics and the impact of certain economic factors on the development of bank lending to industrial enterprises as an important source of additional financial resources for industrial enterprises.

The Architecture of Medical and Health Research Buildings and Complexes as The Basis of Sustainable Development

The article deals with the architectural design features of buildings and complexes for medical research. The development of science is a priority for most countries, as it contributes to the overall progress and development of innovative solutions. However, to create a favorable atmosphere for it, several conditions must be met: professional and motivated scientists, special equipment, and, no less importantly, a building (or a complex) whose architecture inspires and promotes innovative scientific activities. The article aims to analyze the progressive worldwide experience in the architectural design of medical research buildings and complexes and, on this basis, to formulate the appropriate design principles. Several methods were used for the research: analysis of scientific publications and conference proceedings, search and analysis of the architecture of medical research buildings and complexes, systematization and analysis of general and individual architectural solutions, identification of patterns and features, final analysis and formation of architectural principles for innovative solutions. The article proposes the main design principles recommended for architectural design, especially for medical research. The most important are the following principles: visual innovation, flexibility, openness of the design structure, maximum use of sunlight, and sustainable development.

A Sustainable Approach to Tourism Development in Rural Areas: The Example of Poland

The research presented in this article concerns the issue of rural tourism, which is associated with significant economic and landscape changes in the countryside. It is important that tourist development in these areas be subject to the principles of sustainable development, which are important for the preservation of the environment in which tourism operates. The research topic is related to two of the most salient features of rural tourism today, environmental sustainability and pro-environmental behavior, which are considered the right ways to achieve sustainability goals. The main research aim presented is to indicate which of the postulates of sustainable development are being implemented and how concerning the functioning and development of rural tourism is on the Polish tourism market. Another goal is to indicate what types of resources in the rural environment are the basis for the preparation of a tourist product; for whom and how these resources are to be used; as well as the participation of the local community in the management of the resources that constitute its own environment, one of the basic principles of sustainable development. The primary method used was a document analysis and an analysis of selected websites presenting rural environmental resources used in this form of tourism. The research identified that sustainable approaches to tourism development in rural areas in Poland are appropriate with respect to the resources available there and to both natural and cultural values. For resources used in a rural environment, emphasis is placed on the protection of both elements. It has been identified that one idea for their protection is sustainable sharing, which assumes rational use to an extent that would not affect the nature of the assets but at the same time could benefit the local community. Both values are used in different ways but, in addition to their purely recreational value, their educational value is equally important each time.
