БАЗОВЫЕ ПРИНЦИПЫ И ЛОГИКО‑ФУНКЦИОНАЛЬНАЯ МОДЕЛЬ МОДЕРАЦИИ ВЗАИМОДЕЙСТВИЯ УЧАСТНИКОВ РЕГИОНАЛЬНОЙ ИННОВАЦИОННОЙ СИСТЕМЫ

The article examines the conditions for the implementation of innovation policy and the instructions of the President of the Russian Federation V.V. Putin to strengthen the implementation of innovation policy. The organizational principles contributing to the effective moderation of interaction between the authorities of the participants in the regional innovation system on the basis of innovation policy are considered. As a result, a set of basic principles was obtained: principles of public administration in terms of scientific and technological development of the region, principles of innovative development of the economy of the subject of the Russian Federation, principles of effective communication, principles of network-centric management, principles of innovation management. Based on the proposed set of basic principles using the PDCA cycle, due to the integration of innovation management into public administration, a two-circuit logical and functional model of moderation of RIS participants based on innovation policy has been formed, which will allow developing flexible organizational measures to moderate the interaction of participants in the innovation system.

Інноваціонно-екологічні аспекти розвитку вітчизняного підприємництва

The aim of the article is to provide a theoretical substantiation of the formation of innovative and ecological aspects of the development of domestic entrepreneurship in conditions of turbulence. The main motives for the introduction of ecological innovations at domestic enterprises are considered, the possibility of creating a new management system on the basis of innovation policy and synergetic space is considered. The ways and mechanisms of increasing innovation and ecological activities are described and methods of implementation are proposed. It is analyzed that the improvement of the innovation management system and the development of the internal business environment involves changes in the sphere of planning, employment of the population of the region, promotion of products, interaction of the authorities, domestic entrepreneurship, as well as knowledge management. Innovations in the field of business management will provide a long-term competitive advantage to specific areas and contribute to their development, taking into account and combining scientific and technological solutions with administration and innovation management. Particular attention is paid to domestic enterprises in the ecological aspect – for the implementation of innovative and ecological activities, business strategies and the search for a balance between profit, ecological protection and social justice. On the basis of the carried out analysis of the ecological aspects of innovation activity, important characteristics of innovative development of domestic enterprises have been allocated and an understanding of this economic category has been provided. Based on the results of the analysis of scientific papers, the main directions of innovative development of enterprise are determined, as well as the main motivational principles in this area are considered. Today, in order to overcome the innovation and ecological crisis, it is important to develop and implement ecologically friendly and cost-effective innovations. Ecological innovations, like other types of innovation, are aimed at making a profit and reducing costs, but their specificity is manifested in social, cultural and ethical contexts.

Innovative processes in agroindustrial production: regional features of management

The current state of development of the agro-industrial complex in Kazakhstan is characterized by insufficient degree of application of innovations that ensure large-scale production in this area. High risks, low level of profitability of the industry and regional peculiarities impede the growth of innovative activity. In this regard, the development of mechanisms and technologies for innovative development management is relevant. The goal is to study the problems of regulation of innovation in agricultural sector, taking into account the specifics of the regions of the republic, to develop proposals and recommendations for its improvement. Results - the authors state that the introduction of new technologies will increase the need for cooperation between farms by increasing the science intensity of the AIC. Currently, the technical and technological indicators of agricultural producers, the efficiency of business processes lag significantly behind the developed countries. It is shown that despite many advanced assessment and analysis models, issues related to the methods and techniques for determining the productivity of agricultural entities require the in-depth study in order to adapt to the constantly changing conditions. Conclusions - one of the main factors in the modernization of agro-industrial production is to increase the volume of the domestic food market and export resources by increasing the quality and competitiveness of the products. State regulation, management and support form the basis of innovation policy at the regional level - a continuous process that contributes to the transformation of technical, technological, organizational ideas and developments into concrete practical solutions in order to transfer agricultural enterprises to a qualitatively new scale of development. For the implementation of national innovation projects, it is necessary to take into account the legal, economic and managerial parameters. Economic entities of the agro-industrial complex should work in close cooperation with scientific institutions; receive advisory information on possible changes in the concept of their production to a more promising and innovative one.

What Do We Mean When We Say That Innovation and Entrepreneurship (Policy) Increase “Welfare”?

:Research on innovation and entrepreneurship policy (IEP) is almost exclusively concerned with the instrumental question of which policy measures are most effective in promoting “productive” entrepreneurial activities. The positive (political economy) and normative (welfare) dimensions are largely neglected. I focus on the latter, asking what could be a plausible normative rationale for innovation policy beyond the simple invocation of “growth” and the related use of orthodox criteria (such as “market failure”). This is a non-trivial issue, given (i) the ambiguous welfare implications of innovation in general, and (ii) the fact that standard notions of welfare cannot be consistently applied in an entrepreneurial, “Schumpeterian” economy. I suggest a dynamic criterion according to which IEP should ensure that individuals are able to engage in effective preference learning over time. This reconstruction of the normative basis of innovation policy helps clarify several contentious issues, among which are the desirability of selfemployment and the role of social security arrangements.

Project Management in Research and Development

Abstract Implementation of R&D projects determines whether the organization is changing and becoming fully competitive. R&D projects are the basis for innovation policy at the macro level - the state - and the micro level - the organization. Management of R&D projects requires not only high level of skills, but knowledge of highly developed tools to support the development of the organization. In managing this type of project, methods such as management competence, talent and knowledge, knowledge of modern information, and communication technology, stand out. In this study the following issues are presented: analysis of decision-making processes of R&D projects, basic modeling methodology of R&D projects, and analysis of communication systems in project management. The final part of the article presents the problems of commercialization of results obtained from R&D projects.
