The purpose of this study is to determine and examine the authorities to hold and/or conduct examinations of notaries who commit violations, both in the form of the Notary Code of Ethics and provisions in applicable laws and regulations. The first research result: Supervision carried out by the Notary Supervisory Board to prevent violations of the Notary's position is carried out by holding seminars on notary affairs, holding meetings once a month attended by the Regional Supervisory Board to provide direction to implement the UUJN and Code of Ethics and Notaries are required to continue to increase their insight into notary affairs, and the Regional Supervisory Board visits the Notary's office at least once a year to check the Notary's protocol. Second: there is no difference at all between the Notary Supervisory Board and the Notary's Honorary Council because basically preventive supervision is preventive or mitigating so that violations of the Notary Code of Ethics and the Notary's position authority do not occur. Furthermore, regarding the differences in reports from the public addressed to the Notary Supervisory Board and the Notary Honorary Council, there is no difference at all, so if the public reports to one of these organizations, it is possible, but it will be followed up by the authorized organization because it concerns the sanctions that will be given.

VILLAGE COMMUNITY DEVELOPMENT TOWARDS AN INDEPENDENT AND PROSPEROUS VILLAGE IN PURWOSARI PEMATANG BANDAR VILLAGE

Villages are part of the State bureaucracy which carries out bureaucratization in villages. After independence, the existence of villages was maintained with a total of 73,000 villages and 8,000 sub-districts to date. The village regulations that have been in force are no longer in accordance with current developments, especially regarding issues of the position of traditional legal communities, democratization, progress, and equitable development, giving rise to disparities between regions that can disrupt the integrity of the State. In 2014, the Undang-Undang Nomor 6 Tahun 2014 concerning Villages was issued, which received a reaction from the community, but some parties doubted the ability of this Law to create strong, advanced, and independent villages. Of course, it is interesting to ask, is the material contained in this law capable of creating a strong and independent village? This can be seen from several points of view, namely: The essence and fundamental changes in village development based on the Undang-Undang Nomor 6 Tahun 2014, including from Reconstruction regarding the understanding and nature of villages, balanced authority, and finances, because it is suspected that the The root of the problem is that the difficulty of developing villages has an impact on national development. With the hope that Undang-Undang Nomor 6 Tahun 2014 provides a strategic position and great authority for villages to manage village areas supported by adequate funds so that there is no reason for the village government in the future not to develop the village optimally.

A Systematic Review of Second-Person Knowledge Acquisition in First-Encounter Interactions

The acquisition of second-person knowledge in first encounters is a relatively unexplored area of investigation. In this study, we aim to shed light on this topic by systematically reviewing published research articles that describe the strategies and patterns observed when people seek to gain knowledge about one another in first encounters. Drawing on the framework of second-person knowledge and epistemics in conversation, we extracted relevant findings from the selected studies and explained the patterns of interactions in different interactional settings. Our findings showed that there are differences in the way second-person knowledge is acquired in both institutional and mundane settings. In institutional settings, the process is often asymmetrical and initiated by the party with institutional power to achieve institutional goals. Participants’ professional roles and expertise are emphasized through the display of their epistemic stance and status. Although the party with a lower authority position mostly provides information within their personal experience domain, there are attempts to gain knowledge about their conversational partner using certain conversational strategies. Whereas in mundane settings, second-person knowledge exchange is reciprocal between conversational partners, and this knowledge serves as both a topic and a facilitator for the continuation of conversations. Sometimes, speakers trespass on their partners’ epistemic territories to show an inclination toward creating a common ground. The findings of this review provide a better understanding of how people gain, disclose, withhold, and display knowledge about one another during the first encounter, which is an important communication event in everyday interaction.

Satellite target detection algorithm for high-pressure dense channel based on deep learning

In order to improve the detection accuracy of high-voltage dense channel satellite image, a satellite target detection algorithm based on deep learning is proposed. The convolution neural network is selected to extract the feature map of high-voltage dense channel satellite image, and the extracted feature map is input into the optimized deformation convolution neural network. The value of each sampling point and the corresponding position authority of block convolution kernel are weighted by using the regular region sampling feature map. The feature map output by the convolution operation of pooling layer is used to obtain the depth features of the same dimension. The depth feature is input into the full connection layer to obtain the full connection feature of candidate target area, and the target detection in high-voltage dense channel satellite image is realized. The experimental results show that the target detection accuracy of the method is higher than 99% and the false alarm rate and false alarm rate are lower than 1.4%.

Disrupting Faculty-on-Faculty Bullying in Academic Medicine: An Innovative Workshop.

Bullying, a severe form of mistreatment, occurs when an individual in an authority position intentionally imposes negative persistent behaviors on a target. In academic medicine, bullying is used to impede the target's professional growth. While there is abundant literature on how to disrupt other forms of mistreatment, the literature related to bullying among academic medical faculty members is scarce. We developed an interactive workshop on disrupting faculty-on-faculty bullying in academic medicine, with a focus on gender-based bullying, following Kern's model of curriculum development. The workshop consisted of three didactics on the scope of bullying in academic medicine: identifying bullying behaviors, learning strategies to mitigate bullying, and understanding what constitutes comprehensive antibullying policies. The workshop also included three small-group activities to reinforce learned concepts. Eighty-seven faculty attended one of three workshops held over a 6-month period. We received 24 completed evaluations for a 28% rate of return. Most participants rated workshop activities as being well taught and of great value. Many respondents commented that after participating in the workshop, they realized they had likely experienced or witnessed bullying in their careers and that mitigating bullying required effort at multiple levels (individual, institutional, national). This workshop fills a need in academic medicine through addressing how faculty members and institutions can help themselves and others to disrupt bullying. We will continue to disseminate this workshop at national conferences and at individual institutions. This resource will allow other educators to offer the workshop at their home institutions.

The Impacts of Conservatism, Social Dominance, and Rape Myth Acceptance on Blame Attribution in Ambiguous Rape Scenarios.

Participants (N = 496) reviewed an ambiguous rape scenario involving a "perpetrator," either in a high or low authority position, and a "victim," who had or had not consumed alcohol. They indicated whether they viewed what happened as rape, and rated the perceived responsibility of the individuals involved. They also completed Conservatism and Rape Myth Acceptance (RMA) scales. Most believed the scenario to constitute rape. Perpetrator responsibility ratings were highest in the high-authority condition, and victims were assigned greater responsibility when they had consumed alcohol. Those who scored higher on the Conservatism/RMA scale attributed less responsibility to the perpetrator and more responsibility to the victim across all conditions.

A View from the Top (Dog): Intersections of Incarceration, Motherhood, and Trauma on Foxtel’s Wentworth

In this essay, we extend conversations around motherhood depictions in popular culture to women inmates on television. Specifically, we explore intersections of incarceration, motherhood, trauma, and power on Foxtel’s Wentworth (2013–2021) through the character of Bea Smith. We investigate her journey to Top Dog status—analyzing how these intersections propel her to that highest authority position in prison, while also unpacking why they contribute to her losing that coveted position. We argue that Bea’s trauma morphs her into what D’Amore calls a “vigilante feminist,” who uses violence to protect herself and others. However, Wentworth shows the complicated nature of how trauma operates with motherhood as it intersects with incarceration and power in that Bea’s journey is not a straight one. Instead, Bea shifts away from the role of vigilante feminist at times, opting in favor of using violence for pure revenge.

Cui prodest? Why local governance came to a deadlock in Hungary

Abstract More than thirty years after Hungary’s transition to democracy and the change of territorial governance model, the time is now right to assess the outcome. This paper is primarily an assessment, concluding that the deadlock of the Hungarian local government system can be explained not only by the centralisation efforts of the governing and opposition political elites or the continuous decline of the budgetary position, but also by the indifference of local society. The fact is that the Hungarian local governments were not protected from being squeezed out of a significant part of public services, from a narrowing of their room to manoeuvre and from their authority position being weakened, by the general constitutional provisions introduced in 1990. An important proposition of this paper is that (local) society, although still more trusting of local governments than the central government according to various surveys, has not been able to become an ‘ally’ of local governments. The question rightly posed in the title of the paper is, whose interest is the local government system, who finds the values of self ‑governance important? The paper seeks (based mainly on academic literature and on its own and secondary analyses) the reasons/changes that have led to the stalemate of Hungarian local governments despite their initially strong mandate.

Nameless strangers, similar others: the affordances of a young people's anonymous online forum for health information practices

PurposeThe study examines how the technical features and associated social practices of an anonymous, text-based online forum intended for young people make it a unique platform for acquiring and sharing health information among peers.Design/methodology/approachThe features and content of a young people's section of a popular Finnish discussion forum were examined with a focus on health-related threads. Observational notes and thread content were analysed with a focus on the forum's affordances for health information practices.FindingsThe findings indicate that the forum's affordances including anonymity, persistence, searchability, cohesion and tolerance enabled the pooling of peer experiences, opinions and experience-based advice on health, rather than sharing factual information or embracing reciprocal discussion. As such, instead of competing for a cognitive authority position with medical authorities or offering emotional support like tight online support communities, the anonymous forum served as a platform for young people to gain information on others' experiences and opinions on sensitive, mundane and disnormative health issues and for reflecting their own lived experiences to those of others.Originality/valueThe study is original in its approach to examining the affordances of an online platform for health information practices. It helps in understanding young people's ways of using different resources to meet their diverse health information needs and the value of gaining access to experiential health information.

Analisis Kebijakan Demokratisasi sebagai Instrumen Kekuasaan dalam Politik Luar Negeri Amerika Serikat

Democratization is US policy which campaign democrazy as the norms and values through realist and liberal strategy in foreign politic. This research is aimed to know the interest behind the democratization policy and US authority position globally. This reasearch used national interests concept, foreign policy and foreign politic by applying descriptive analysis method. The result of this research showed that nations thus considered to have violated the democrazy principles are a thread to washington intererst occurrence. Democratization as instrument is proven beneficially to US to intervence by economic and military politic to determine democracy standard which affected toward US impact and authority in various country significantly.

Official Corruption - in Especially Abuse of Position or Official Authority in Kosovo

Abuse of official position or authority is the commission of an illegal act committed in an official capacity that violates the performance of official duties. Officials who abuse their power are often corrupt. Misappropriation, abuse of trust, and fraud can take many forms. If carried out by an official, it often constitutes corruption. Abuse of power consists of using an official's authority to resolve issues that conflict with the interests of the service. Usually, for such "services," an official receives a certain reward for himself or another person. Abuse of duty means using powers related to the position held contrary to the interests of the service. In our country, as well as in other countries of the world, the phenomenon of abuse of office and corruption continues to be one of the main concerns, for which we need a strategy and laws aimed at preventing and combating this phenomenon. Our whole society is a victim when public officials violate the trust given to them.

Religious symbol on determining the beginning and end of Ramadan in Indonesia

The fasting and Eid al-Fitr celebration has a strong public dimension for their traditional characteristics in Islamic communal celebrations. This study used field research from interviews with the two largest mass organisations in Indonesia, Nahdlatul Ulama (NU) and Muhammadiyah, and the statements of mass media. This research shows that contestation of religious symbols is not something that needs to be debated but it should broaden the understanding of the differences that must be respected in order to build brotherhood not, division. Contestation of religious symbols between the hisab [astronomical calculations] and the ru’yat[sighting a new crescent moon] is a competition between religious organisations, to strengthen their position, social legitimacy and religious authority in the public sphere. The government has to take the initiative to compromise the policy between the two Islamic organisations to reach a methodological agreement in order to minimise social tensions.Contribution: This article proposed that understanding the ru’yat and hisab as a symbol of contestation becomes an attribute of religious organisations and part of organisational behaviour and culture.

Disharmony of Regional Head Couples (Study of Local Leadership in Central Branch 2005-2019 Period)

This study provides an overview of the disharmony of the regional head pairs starting from the administrative formation of Central Bangka Regency to its third period. This study applies the conflict theory proposed by Ralf Dahrendorf who explains that the conflict of interest of each elite can be categorized as a struggle of position by the group that owns the authority position. The disharmony of the regional head pairs of Central Bangka is included in the authoritative conflict model that causes the occurrence of latent conflict between both of them to compete for position structure. This study used a descriptive qualitative method with the primary data obtained from the interview results with the informants including related officials, board members, civil servants, and the regional head pairs. The results of this study portray that the obtained data provide an overview regarding the conflict potential that results in the limited access for the vice-regents to perform government duties that have been regulated by law. Therefore, public and personal interests can no longer be distinguished since both interests are related to the matter of competition or race for the local election. In other words, the regents have another underlying interest to limit the vice-regents’ access to perform the government duties. Meanwhile, the last period has a different case regarding the authority role of the vice-regent to run the government since the regent concentrates individually more on his duties.

Analisis terhadap Dualitas Peraturan Menteri dalam Sistem Peraturan Perundang-Undangan di Indonesia

This article examines the duality of ministerial regulations in Indonesian regulation system based on their making authority sources according to Law No. 12 Year 2011 concerning Regulation Making Rules (UU P3). The approach methods used in this research are conceptual approach and statute approach. This article concludes there are two ministerial regulations which recognized as regulations by UU P3 that should be distinguished. Ministerial regulation which was made by higher regulations order (delegated legislation) could be categorized as an implementing rule (verordnung). Whereas, ministerial regulation which was made based on ministery position authority (inherent aat het bestuur) could be categorized as a beleidsregel, standing as policy rules. Though, the two of them were recognized as regulations, however, they have different design, background and character, thus, their substance, binding power, hierarchy position and review mechanism, were not the same. Therefore, ministerial regulation which was beleidsregel could not be applied as the same as implementing regulation (verordnung).

Research on Basketball Goal Recognition Based on Image Processing and Improved Algorithm

This paper studies the basketball goal recognition method based on image processing and improved algorithm to improve the accuracy of automatic recognition of basketball goal. The infrared spectrum image acquisition system is used to collect the basketball goal image. After the image is denoised by using the adaptive filtering algorithm, the wavelet analysis method is used to extract the features of basketball goal signal, which are input into the optimized deformable convolution neural network. Through the weighted sum of the values of each sampling point and the corresponding position authority of the block convolution core, the results are output as convolution operation. Combined with the depth feature of the same dimension, the full connection feature of the candidate target area is obtained to realize the basketball goal recognition. The experimental results show the following: the method can effectively identify basketball goals and the recognition error rate is low; the average accuracy of the automatic recognition results of basketball goals is as high as 98.4%; under the influence of different degrees of noise, the method is less affected by noise and has strong anti-interference ability.

Developing "Code of Ethics for Medical Professionals, Medical Council of Islamic Republic of Iran".

The medical profession has always been an inspiration for human societies throughout its diverse history. This position and historical authority in the field of ethics has had a different and higher status, in such a way that many of the norms of general ethics and professional ethics, especially principles, such as trust, confidentiality and respect for human dignity, have been developed by medical professionals. Developing guidelines of general and professional ethics is one of the inherent duties of the Medical Council of the Islamic Republic of Iran (IRIMC) as a professional organization. In this regard, the Supreme Council of IRIMC has approved the "Code of Ethics for Medical Professionals" and, in accordance with its legal authority, has annexed it to the disciplinary regulations of IRIMC. A draft document, the result of extensive literature review, was discussed in 27 expert panel meetings and after receiving and endorsing the stakeholders' point of view, was approved by the IRIMC Supreme Council. The first edition of "Code of Ethics for Medical Professionals, Medical Council of Islamic Republic of Iran" was developed on July 6, 2017 by the Supreme Council of IRIMC. The guideline was set to take effect one year after its enactment. The first edition was revised and completed and final edition was adopted on August 9, 2018 by IRIMC in 13 chapters and 140 articles (original full text is available in the Supplementary file 1). According to the approved decision by the Supreme Council of IRIMC on May 10, 2018, the final edition takes effect as of October 7, 2018.

Assessing spatial equity in access to service-provisioning hotspots in data-scarce tropical forests regions under external pressure

Equity is an essential element in the implementation of policies related to ecosystem services. With the rapid expansion of commercial land use into tropical forest regions, the urgency and importance to integrate equity issues in space and time in decisions and actions stand without doubt. However, data scarcity in these regions limits the understanding of factors that affect spatial and temporal aspects of equity. This again emphasizes the need of rapid and robust ways to address spatio-temporal patterns of equity that are especially suited for data-scarce regions. This study addresses this gap. We assess the factors that have an influence on spatial equity through an empirical study that compares two sub-regions in the Upper Suriname River Basin. In the first sub-region, some logging and road building occur; the other, however, is more remote and such interventions are not yet developed but merely planned. We collected spatial data for 1995 and 2015 using a participatory GIS survey (n = 493), registering provisioning service hotspots. We then explored spatial equity, according to clan and authority position, by analyzing variation over time and across regions in relation to access capabilities of these users. In the region with roads and logging, spatial equity concerns emerged over time regarding the provision of timber and fish. In the remote region, spatial inequity in access to fish provisioning hotspots of ecosystem services increased while it showed a decreasing trend for timber. In outlining spatial equity concerns, we argue that spatial equity analysis unveils an essential social dimension in the use of the space that is integral in spatial planning processes in data scarce forest regions under external pressures.

Exclusivity of citizens’ initiatives: Fuel for collective action?

ABSTRACT Self-organized citizens’ initiatives are a form of collective action and contribute to society through the production of public goods and services. Traditional collective action theory predicts that such initiatives are near impossible because of the persistent problems of free-riding. Citizens’ initiatives however do exist and function properly, and their numbers seem to be increasing in countries such as the Netherlands. This article argues that free-riding problems can be overcome when some form of exclusivity is arranged in citizens’ initiatives. We assume that citizens’ initiatives use active and/or passive strategies to limit free-riding behaviour. Using three illustrative cases, our research shows that position rules, boundary rules, and authority rules are used in a subtle and often implicit way to differentiate the level of influence and authority between the more and the less committed members, enabling collective action. Such rules, though advantageous, may be paradoxical to the goals of the citizens’ initiatives and can undermine the virtues associated with them.

Reconstruction Of Notary Position Authority and Implementation Of Basic Concepts Of Cyber Notary

E-notary or cyber notary which has become a necessity as a form of adjustment to the development of the times, although its presence is agreed to be impossible to avoid, but it still leaves a pro-cons opinion. Some support and some refuse. Problems that arise related to the validity of the deed made in the cyber notary work system (cyber notary). However the practice of cyber notary in Indonesia today, it will reduce the strength of proof of authentic deed. The decrease is parallel with the text of Article 5 paragraph (4) of the ITE Law which emphasizes that the electronic deed does not have perfect proof of strength like a deed of qualification. Until now the electronic deed is still regarded as a deed under the hand that is equal in value to documents. But the presence of COVID-19, which since March 11, 2020, was determined by WHO as a pandemic, like it or not, forced us to think or review the implementation of the basic concepts of cyber notary. Posts that use the statute approach and the concept are expected to be able to encourage related parties to review the authority of the Notary Position in authorizing the certification of transactions conducted electronically.
