Russia and the West Today: European Experts View

The article provides assessments of the current state of relations between Russia and the West by European experts. Complex issues such as the Northern Military District in Ukraine, the situation in the South Caucasus, the Palestinian-Israeli conflict and their consequences for European countries and the global world order are analyzed. The authors talk about the need to prevent outbreaks of a third world war, to overcome bipolar ideological confrontation, and about the values of the future world order. Justice and morality must become the basis of peace, which will lead to the restoration of trust between peoples and states. The need for dialogue with Russia and the inadmissibility of isolating individual countries from participation in international dialogues are argued. The authors are supporters of the principles of a multipolar world, freedom, justice, information objectivity, respect for other cultures and religions, and speak of the inadmissibility of discrimination on national, racial or religious grounds. The article was prepared based on the materials of the international symposium “United Kingdom – EU – Russia – Greater Middle East: Challenges and Prospects”, held in Bratislava (February 27–28, 2024)

Social and Legal Aspects of Mentoring: History and Modernity

The article discusses issues of legal regulation of mentoring in the world of work. The author talks about the history of the issue of legal regulation of mentoring in labor. The article also examines today’s legal regulation of mentoring and offers the author’s definitions of this concept. The author considers the issue of mentoring in connection with the concept of “young worker”. The work notes the ambiguity and diversity of the institution of mentoring, and raises the question of the need to consolidate this legal concept in the current legislation. The article pays attention to the concept of mentoring not only in the Russian Federation, but also in some BRICS countries.

SOME PROBLEMS AND THEIR SOLUTIONS IN THE FULL PROVISION OF JUSTICE IN PROCEDURAL LEGAL NORMS

In this article, the author talks about the importance of expenses in criminal proceedings, their application, and the procedure for recovery of costs. A number of proposals and recommendations have also been developed.

ЭВОЛЮЦИЯ КУЛЬТУРЫ В РОССИИ: ОТ ИСТОРИИ К СОВРЕМЕННОСТИ ЧЕРЕЗ ПРИЗМУ ВСЕОБЩЕГО ДУХА

The article presents an analysis of the development of Russian culture from ancient times to the present day, with a focus on philosophical and cultural concepts, so, based on Hegel's theory of the universal spirit, the author studies how the cultural development of Russia was inspired by the desire for full self-realization through cultural forms. The work examines issues of cultural evolution, for example, what the Soviet philosopher M.S. Kagan reveals that culture is a composite system that has many subsystems and elements, and the theories of sociocultural evolution and dual inheritance view culture as a mechanism of natural selection and social learning. Further, the article analyzes in detail the influence of Byzantine culture on the formation of the Russian cultural and spiritual landscape, highlighting the role of Christianity, icon painting and architectural styles; The period of Europeanization and the search for national identity in the 18th-19th centuries is discussed, including the reforms of Peter I and the influence of great Russian writers and composers on world culture. Changes in the cultural life of the USSR, especially under the influence of ideology and control in the post-war years, and the subsequent development of science and education are also analyzed; it is determined that in the post-Soviet period the main emphasis is on the process of globalization and the search for a new cultural identity, while the author talks about the role of youth in preserving national culture and overcoming cultural isolation.

FEATURES AND PROBLEMS OF PROFESSIONAL VOCAL EDUCATION AND REFORM EXPLORATION IN MODERN CHINA

Vocal music teaching occupies an important place in the music education and teaching system of colleges and universities, and is also one of the core professional courses for music teaching in colleges and universities. Although vocal music teaching in colleges and universities in China has achieved good results, with the development of society, the traditional teaching model in the PRC has been unable to meet the needs of modern development teaching, especially in terms of concept as well as teaching content and method, which is serious hinders the development of modern teaching. Therefore, it is necessary to reform vocal teaching in Chinese universities. This article first briefly analyzes the current situation of vocal teaching in colleges and universities, and then suggests some strategies for reforming teaching that should be aimed at developing professional talents. The author talks about the need to reform modern teaching methods to diversify teaching and offer students flexible and targeted learning based on real situations and personal characteristics of students to meet the needs of social talent development.

A review of the Dutch sociologist Hein de Hass's new book, (How Migration Really Works: A Factful Guide to the Most Divisive Issue in Politics).

In his new book (How Migration Really Works), that divided into three parts and contains 22 chapters, based on research and data de Haas debunks 22 myths about migration and reveals the truth. The first myth that de Haas focuses on is: (Migration is at an all-time high). The second myth the author talks about is that (borders cannot be controlled). He continues and in Myth 11: (Mass migration has produced mass segregation) de Haas discusses the myth and argues that "segregation is not alarmingly high". In Myth 16: (Borders are closing down) and Myth 21: (Border restrictions reduce immigration) he tries to debunk these myths based on research and data. (Climate change will lead to mass migration) is the last of the myths that he deals with in his book.

Active Response for Sustainable Tourism

As sustainable development has become a new paradigm around the world, interest in sustainable tourism is also increasing in the tourism sector. Despite the visualization of sustainable tourism development projects, there is criticism that there is a lack of sustainable tourism development cases that are distinctly differentiated from existing tourism development and are not linked to environmental damage or regional revitalization. Major sustainability in sustainable tourism can be seen as ‘environmental sustainability, socio-cultural sustainability, and economic sustainability’. The author talks about the fact that elements do not exist individually but are interconnected to interact and influence, and introduces the ‘normative theory’ as a supporting theory. Based on the normative theory, the author proposes four things in this article: Environmental Improvement Measures for Ecotourism Destinations, Environmental Management Mileage System for Local Residents, Environmental Management Responsibility System for Tourism Businesses and Promoting International Standards through Environmental Education. In achieving sustainable tourism development, it is imperative to not only refine development methodologies but also establish robust implementation systems. Stakeholders must operate within the ecological limits prescribed by environmental capacity, ensuring a harmonious balance between tourism growth and environmental preservation.

On the need to use baby boxes in Russia and other countries

The subject of this study is the normative legal provisions of the application and functioning of baby boxes on the territory of various states. The object is the social and legal justification of the need in the modern world for the use of baby boxes in the context of the implementation of the constitutional principle of the child's right to life. Article 3 of the Universal Declaration of Human Rights enshrines the inalienable and inalienable right of every human being to life, and, of course, this requirement fully applies to every child. Moreover, the principle has been proclaimed at the international legal level, according to which the child is the exclusive object of protection by any state in the world and society: for example, in part 2 of Article 25 of the Universal Declaration of Human Rights it is enshrined that infancy and childhood give the right to special care and care. The methodological basis of this study is represented by a set of such methods of scientific cognition of objective legal reality, applied during preparation and writing, as: comparative analysis, as well as the formal legal method. In addition, the methods of scientific cognition of objective legal reality used by the author also include the logical method, system-structural analysis, and the method of legal modeling. The author analyzes the main social and legal reasons for the emergence and spread of the practice of using baby boxes in a number of foreign countries and in certain regions of Russia. Ambiguous points of view on the need for legal regulation and practice of using baby boxes in Russia are also presented today at the doctrinal level: some authors talk about the expediency and effectiveness of their use, others note their uselessness and insecurity, pointing to the existence of other mechanisms for voluntary parental abandonment of newborn children established by law. In the course of the analysis, the author presents the reasons for the need to introduce the practice of using baby boxes both in the Russian Federation and in other countries, and as a result, this entails the need for legislative regulation of the relations in question.

Towards a global regulation of the football industry

The author talks about the evolution of the football system from the perspectives of the markets, sport, and its centrality in a state's economy and internationally. The paper analyzes its exponential growth, which makes a financial change and improvement to respond to important competition costs and, in general, economic operations increase with the realization of a global regulatory harmonization. In fact, there is the implementation of a rules system that want to strengthen the transparency in these operations. Also, the author finds to examine the new regulation effective from 2023 and related sanctions. Another thematic here are multi-club ownerships (MCO), which are always more central and frequent; as the "sui generis" role of the sports agent and the development of the illegal practice of third-party ownership.

Online bubbles and echo chambers as social systems

PurposeThe aim of the text is to reflect on the formation of the so-called digital echo chambers or filter bubbles, which are environments formed around particular topics whose objective is to promote a given political-ideological position. The argument the author puts forward is that echo chambers are social systems of interaction created to deal with the process of informational overload brought about by the consolidation of digital media in people’s daily lives.Design/methodology/approachThe author used Niklas Luhmann’s theory of social systems to explain what the author is calling social systems of interaction. Furthermore, the author made clarifications about: (1) the current debate regarding echo chambers; (2) what is the concept of “information” that the author is using to formulate the proposition and (3) what is the specificity that digital media bring when the author talks about informational overload and about the formation of echo chambers.FindingsThe author concluded that echo chambers can be seen as digital interaction systems, but the concept of “interaction” must be adapted. The author also concluded that echo chambers help society to deal with the phenomenon of informational overload.Originality/valueThere are few works which try to make a detailed analysis of echo chambers from a Luhmannian perspective. With the propositions presented in this text, along with other writings of the own, the author gives an important step in that direction by introducing the topic in the social systems researchers community.

ИССЛЕДОВАНИЕ ОТНОШЕНИЯ К СЕМЬЕ И РОДИТЕЛЬСТВУ СРЕДИ СТУДЕНТОВ КОЛЛЕДЖА

The article highlights the ongoing changes in value orientations in society and the possible consequences of this phenomenon. The author examines the concept of value from the point of view of psychology, talks about the role of these concepts for the individual. The arguments on the recognition of the family as a personal value are given. There is a discussion about the spread of various forms of cohabitation as a norm of behavior in today's society. The importance of studying the place of family and parenthood in the minds of modern students is noted. The article highlights the analysis of the results of research work on determining the attitude to family and parenthood of modern students of a provincial college. To achieve this goal, the study uses an anonymous survey using elements of a methodology for determining the value orientations of a person and an author's questionnaire. The composition and the presence of intergenerational ties in the families of the respondents are analyzed. The views of representatives of two age categories – adolescent and youth - are compared, and attention is also paid to differences in the opinions of respondents related to gender. The author examines the distribution of students' value orientations in order of importance. A graphical interpretation of the respondents' ranking of values is provided. The author suggests comparing the results obtained with the results of studies of a similar orientation presented by other authors. In the course of summarizing the data obtained, it is concluded that there is a need for pedagogical influence on college students to form an attitude towards family as a value, especially among students belonging to the adolescent age category. In conclusion, the author talks about the possibility of applying the results obtained in psychological and pedagogical practice.

Archeography and Family Honour: The Circumstances Surrounding the Publication of the Autobiographical Notes of the Pryluku Сolonel Hryhorii Galagan by Oleksandr Lazarevskyi

The article is about the publication by Oleksandr Lazarevskyi, a prominent historian and archeographer, of the autobiographical notes of the Pryluky Colonel Hryhorii Hnatovych Galagan, written around 1771, which he found in the Galagan family archive in Sokyryntsy and printed in 1883. Comparison of the published text with the original, which is now kept in the Manuscript Institute of the National Library of Ukraine named after Volodymyr Vernadskyi, showed that this document was not printed in its entirety. Lazarevskyi’s publication lacks places where the author talks about his “dishonour”. Using the diary notes of Hryhoriy Pavlovich Galagan, who owned the archive, where the manuscript was stored, made it possible to find out the reasons for the incompleteness of the publication. Lazarevskyi was forced to remove all references to “dishonour” at the request of Hryhorii Galagan. This was caused by concern for the impeccable reputation of his ancestors, conditioned by the ideas about noble honour and dignity, which played an important role in the system of socio-cultural coordinates of the stratum of society to which the owner of the document belonged. Impeccable family honour was an important part of the symbolic capital, on the basis of which the Ukrainian local nobility tried to maintain authority in local public life in the conditions of the gradual disintegration of traditional society and the onset of the era of modernity, in which class and national structures replaced the pre-modern hierarchy. The case study of the publication of Hryhorii Galagan’s autobiographical notes shows what subjective motives influenced the publication of materials from the private archives of the Ukrainian local nobility at the end of the 19th century and helps to better understand the socio-cultural context in which the Ukrainian archeography developed.

In the introductory article, the author talks about the emergence of the idea of addressing the topic of anthropology of uncertainty on the pages of the journal and discusses the phenomenon of uncertainty, suggesting - from the standpoint of anthropology - to proceed from the fact that this phenomenon in the life of mankind is a kind of norm, which significantly changes the optics of anthropological research, raises a number of research questions that remain out of the sight of anthropologists, and also presents the articles included in this collection. The author declares no conflict of interests.

Данилов В. ОСОБЛИВОСТІ ВИСВІТЛЕННЯ ПАЛЕСТИНО-ІЗРАЇЛЬСЬКОГО КОНФЛІКТУ У СВІТОВИХ ЗМІ

The article attempts to identify the peculiarities of the coverage of the Palestinian-Israeli conflict in the world media. The research was based on publications from the websites of three media outlets - «The Washington Post», «The Guardian» and «Al Jazeera». The author talks about the difficulties that journalists may face when covering armed conflicts. Firstly, it is the threats to the physical and mental health of the journalist. Secondly, it is the difficulty of abstracting from one's own preferences in the conflict. Thirdly, it is difficulty in determining the status of the parties to the conflict. The author notes that in the Palestinian-Israeli conflict there are difficulties in determining the status of Hamas, since not all countries in the world consider the group to be terrorists. The article examines the views on the conflict of two high-quality private newspapers - «The Washington Post» and «The Guardian». The intrigue of the position of quality publications is that they are located in the United States and Europe, i.e., they should hypothetically support Israel against the collective Arab world. In fact, both media outlets have maintained a high level of quality and have covered the conflict in a balanced manner. Moreover, the newspapers' coverage is somewhat critical of the Jewish state. While «The Washington Post's» criticism is more of a guess, the Guardian's journalists express it quite frankly and emotionally. When expressing its attitude, an American newspaper must take into account the views of the powerful Jewish diaspora in the United States. As for the Guardian, the newspaper criticizes Israel from the liberal anti-war position of the British and European elite. The state-owned Qatari television company Al Jazeera has long been criticized for its bias and rather open communication with individuals whose activities are considered terrorist by some parts of the world. The intrigue with the Qatari media's coverage of the conflict is whether they will at least try to pretend to be objective to a global audience. In practice, the Arab media's website is falling into outright anti-Israeli and anti-American propaganda. It uses a selection of «correct» sources of information, mockery and manipulation of facts. The author of the article assumes that media workers are well aware of their target audience, which is quite effectively influenced by such publications.

The phenomenon of creative self-reflection and the problem of creating a biography of the writer

The article deals with the consideration of numerous cases of the writer's self-reflection when creating his scientific biography, about the dialogical links of biography with the epoch. The creative life of an artist can develop both thanks to and despite the influence of time, or even independently of it. Attention is paid to the problem of the gradual formation of the writer, the creative person's awareness of his own mission, his socio-cultural destiny. There is an important question about the incentive motives for choosing a profession, which include a fateful meeting with a great artist, and the burden of accumulated life impressions, and the experienced psychological trauma. The importance of the writer's diverse reception of someone else's aesthetic experience is great. The attitude to this experience can be expressed as a triad: influence, repulsion, mutual enrichment. The article discusses the dual role of the creative crisis (the annoying lack of a theme, the feeling of exhaustion and frustration, the impoverishment of creative means), which can be considered not only as a failure, but also as a rare chance of a probable productive renewal. The examples of such radical renewal in the creative life of V.P. Kataev, Yu.V. Trifonov, V.F. Tendryakov in the 1960-1970s are given. In addition, the article takes into account the phenomenon of the literary generation, belonging to which can become a school for the writer and help him to determine the vector of further development, the problems of creativity, the choice of artistic language, creative manner. The author talks about the special importance of cultural generation and the own individual creative code developed by the writer, which the writer will pass on to future literary generations.

PurposeThis article explores the emergence of organizational digital transformation in the rapidly advancing technological era. It discusses the origins, driving forces, strategies, challenges and broader implications.Design/methodology/approachThe article employs a scoping review methodology that synthesizes knowledge from the existing literature, research, case studies and other relevant sources.FindingsThe findings underscore the pivotal role that organizational digital transformation plays in an era of relentless technological advancement. Leadership, organizational culture and technological enablers are identified as crucial drivers of innovation and competitiveness within organizations. The article also emphasizes ethics as a crucial element of digital transformation, focusing in particular on concerns about data privacy and the morality of artificial intelligence. Additionally, the author talks about anticipated future trends that are anticipated to influence the future of digital transformation, such as the growing influence of artificial intelligence, the trend toward hyper-personalization and the emergence of quantum computing.Research limitations/implicationsThe assessment has failed to provide recommendations for the actual implementation because it has mainly concentrated on conceptual and strategic aspects. Furthermore, it does not clearly define the criteria for choosing real-world examples, which limits the representation of the different industries, size ranges of organizations and outcomes associated with digital transformation.Practical implicationsThe article stresses the significance of paying attention to the forces driving digital transformation while navigating ethical and societal concerns. In addition to highlighting the importance of anticipating future trends for strategic planning in the rapidly changing digital landscape, it emphasizes the advantages as incentives for organizations to invest in digital initiatives.Social implicationsThe investigation demonstrates how technology contributes to progress while posing complex ethical and change management issues. In light of increased connectivity, data analytics and artificial intelligence, it highlights the crucial need for societal adaptability and highlights the crucial role that cooperative human–machine coexistence plays in responsible development and transformative societal evolution.Originality/valueThe article stands out because it examines organizational digital transformation in-depth while considering its historical roots, ethical implications and future prospects. It is a priceless contribution to the field because real-world case studies and a scoping review provide a distinctive viewpoint and a comprehensive view of the effects of digital transformation on organizations and society.

Pirates and Parrots. On the Pragmatics of Reading

Abstract At times we are told that our habitual way of thinking has become obsolete given the new challenge we are facing. Some of the conceptual resources at our disposal are no longer capable of addressing the challenge at hand. Therefore, they lose their appeal and are rejected. But only in contrast to these intellectual resources does the challenge appear as a challenge. So it seems that we are confronted with a paradox: we need the intellectual resources for their uselessness. For a proper understanding of this paradox and to unravel it, I will distinguish between de dicto and de re readings of philosophical texts. This distinction is borrowed from the neo-pragmatist Robert Brandom. A de dicto reading of a text is concerned with what its author says. A de re reading of a text is concerned with what its author talks about. Unpacking this distinction allows us to evaluate the method of engaging with our stock of conceptual resources as part of scholarly argument.

<p>The article, created on the basis of the “Path of Childhood” program, examines the problems of early comprehensive assistance to children with disabilities and their social adaptation into society, which are currently recognized as extremely relevant in the field of education and healthcare. Also, the authors talk about the existence of a socially significant problem associated with the need for early prevention of developmental disorders in a more expanded form than what is currently used, and also requires other technological solutions than those implemented by health and education authorities. The program described in the article is intended for specialists working with early age children in educational institutions. The presented methods and technologies can be implemented by educational psychologists, special education teachers, and speech therapists. The article also describes the maximum necessary conditions for ensuring work with disabled children, children with disabilities, children who do not attend preschool educational institutions and their families. The program “Path of Childhood” passed an examination to verify the evidence base within the section “Evidence-Based Approach in Psychology and Education” of the Scientific Expert Council of the Federal State Budgetary Educational Institution of Higher Education Moscow State University of Psychology & Education and was awarded a certificate of conformity (registration number “6/17-pr” dated July 25, 2023). Based on the results of the examination, it was found to comply with the standards of programs and technologies with proven effectiveness for the educational and social spheres at the stage of pilot projects and was recommended for inclusion in the register of exemplary correctional-developmental, correctional-rehabilitation and preventive programs for the activities of a teacher-psychologist (psychologist in the field of education) and replication in educational and social institutions.</p>

История и правовое регулирование трудовых мобилизаций в первые годы советской власти (по материалам Нижнего Поволжья)

The article describes organizational and legal fundamentals of performance of labor mobilizations in the Lower Volga region from historical and legal standpoints. Based on archive materials introduced into scholarly discourse for the first time, the author talks about the system of authorities that enforced labor duties of various categories both at the center and locally.

COVID-19 and the Use of Angiotensin II Receptor Blockers in Older Chronic Hypertensive Patients: Systematic Review and Meta-Analysis.

Angiotensin II-converting enzyme inhibitors (ACEIs) and selective angiotensin II receptor antagonists (ARAIIs) are widely used antihypertensive agents. Their use has generated controversy due to their possible influence on the health status of chronic patients infected with COVID-19. The objective of this work is to analyze the influence of COVID-19 on chronic hypertensive patients treated with ACEI and ARAII inhibitors. A systematic review and meta-analysis in the databases Pubmed, Pro-Quest and Scopus were carried out. The systematic review was conducted in accordance with the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines. The search equation descriptors were obtained from the Medical Subject Headings (MeSH) thesaurus. The search equation was: "Older AND hypertension AND (COVID-19 OR coronavirus) AND primary care" and its equivalent in Spanish. Nineteen articles were obtained, with n = 10,806,159 subjects. Several studies describe the COVID-19 association with ACEI or ARAII treatment in hypertension patients as a protective factor, some as a risk factor, and others without a risk association. In the case of ACEI vs. ARAII, the risk described for the former has an odds ratio (OR) of 0.55, and for ARAII, an OR of 0.59. Some authors talk about mortality associated with COVID-19 and ACEI with a half ratio (HR) of 0.97, and also associated ARAIIs with an HR of 0.98. It is recommended to maintain the use of the renin-angiotensin-aldosterone axis in the context of the COVID-19 disease.
