Global Tourism and COVID-19

The world is facing an unprecedented situation with COVID-19. The normal functioning of economies has been completely interrupted with the lockdowns in place. The consequences of pandemic have been deeply felt across the entire global tourism ecosystem. Travel restrictions that were put in place to reduce the outbreak of coronavirus, affected various sectors of every economy. Since recovery of tourism is crucial for the turnaround of any economy, this study aims to provide an overview of the impact of COVID-19 on global tourism and highlighted the ways that can lead the path of revival of the sector. To make this assessment, the paper studied three associated industries of tourism viz. airlines; hospitality with special focus on the hotel segment; and the MSMEs involved directly in tourism related business. Region-wise analysis reveals that the Asia-Pacific zone has been the worst affected followed by the Middle East. As countries are opening up their borders and encouraging tourism, the sector is facing the challenge of rebuilding the consumer confidence in order to promote future tourism. Hence, the paper also provides an overview of policy decisions taken worldwide which will be crucial for sustenance of the global tourism sector.

South Asia in the 21st Century Global Order: Problems, Promises and Positioning

The world is passing through a crossroad as the multipolarity in the world order is now a distinctive possibility in the 21st Century. In that emergence, the center of global economic gravity is seemingly moving toward the Asia Pacific zone. The USA, the sole superpower in the present order, is increasingly facing challenges from China, Russia and other rising powers like India and Brazil. The success of the EU as an economic and political experiment will determine its role in the future context. This paper tries to assess a place for South Asia as a unit in the 21 century global order and finds a number of persisting problems like poverty, population, corruption, poor quality of education, disruptive political discourse, weak democratic governance, indiscipline, religious and ethnic tensions that impede their future progress. At the same time, the paper sees immense future potentials for South with their growing economies, demographics, diversity, diasporas, IT knowledge, and dynamism. However, the Indo-centric geographic identity of South Asia is both a problem as well as a promise. This paper argues that to reap the benefits of commonality, they need to approach their future collectively and cohesively.

Time and frequency transfer system using GNSS receiver

Global Positioning System (GPS) time and frequency transfer is one of the most useful ways for the comparison of remote clocks, and the comparison results are very important for the calculation of International Atomic Time and UTC (Coordinated Universal Time). For the timing laboratories, it is necessary to calibrate and periodically evaluate their time transfer system to ensure the accuracy and long-term stability of their time and frequency comparison results. Once the calibration is achieved, it can be used as a standard for traceable time and frequency measurements. In this paper, we demonstrate Global Navigation Satellite System receiver calibration campaign between the National Time and Frequency Standard Laboratory of Telecommunication Laboratories in Taiwan and the Measurement Standards Laboratory in New Zealand. Two calibration strategies, receiver calibration and the link calibration, are adopted in this work. The receiver calibration is used for evaluating the performance of the proposed system in domestic traceability network in Taiwan. The link calibration is used for minimizing the total uncertainty budget in calculating UTC. Experimental results indicate that the expanded time and frequency uncertainty of the proposed system (with a coverage factor of k = 2) are less than 25 ns and 1.1 × 10−13, respectively, after 1 day of averaging. The accuracy of GPS time link is reported to be better than 2 ns in long-baseline link (10,000 km) in Asia-Pacific Zone.

Transition from Exclusive to Mutual Interest Approaches in Korean Transnational Emergency Management

Almost all nations have made efforts to deal with disasters. In doing so, they have tried to evaluate their own disaster management. Three nations, in particular, have shown very unique characteristics in their disaster management. These are the United States, Indonesia, and South Korea (hereinafter Korea) in the Asia-Pacific zone. It is time to ask, as a research question, how the evaluation technique of a holistic frame regarding each disaster management issue is applied in these three nations.

TO DERAIL THINKING

This essay engenders its methodology by using the theory and practice of a master Indian avant-garde filmmaker, Kumar Shahani. It crafts a methodological tool as a conceptual lens with which to discuss Shahani's practice in Maya Darpan and Baz Lurhmann's in Australia. Through the yoking together of two divergent cinematic practices within the Asia Pacific zone of contact, this essay does two things: (1) Poses general questions about cinema and the conventions of critical thought and thereby departs from standard, habitual methodologies of Film Studies so as to make contact across disciplines. (2) Demonstrates how the categories of gender and modernity are engendered through cinematic dynamisms. In doing these, film as such is considered an indispensable and irresistible ally of thought, feeling and action.

La Russie entre l'espace européen et l'Asie

Résumé Deux mouvements majeurs marquent l’évolution des relations économiques internationales : mondialisation et régionalisation. Quinze ans après sa transformation, il s’agit de voir quelle est aujourd’hui la place de la Russie dans la nouvelle division internationale du travail. Est ce que ce pays sera membre d’un espace économique pan-européen, où plutôt membre à part entière de l’APEC ? L’adhésion éventuelle de la Russie à la zone Asie-Pacifique ne pourra que satisfaire le courant néo-eurasien auquel se réfère aujourd’hui implicitement ou explicitement l’ensemble de la classe politique russe. Quant au espace européen, après la crise ukrainienne résolue avec l’aide de l’Union européenne, il sera intéressant de voir quelle attitude prendra la Russie face aux nouveaux élargissements de l’Union à l’Est. Making a Nation State: Cultural Identity, Economic Nationalism and Sexuality in Australian History

Far from being a dutiful, sycophantic offspring of Britain, Australia acquired the assurance and self-confidence, from the early stages of the colonial period, to negotiate for its own betterment. This was frequently at the expense of British economic and strategic interests. To become a nation, Australian society gave rise to a distinct and separate state within the British Empire and then, increasingly, in the Asia-Pacific zone. Gradually, Britain became an outsider in Australian political, economic and cultural affairs, and the Australian people rejected or reinvented British institutions and traditions, foreign debt, industrialization, the Depression and Australia at war. This title is a history of Australia's development and changing role that challenges many assumptions. Ranging across a wide spectrum, it presents a subtle and forceful account of national identities shaped by class, gender, ethnicity, religion and political affiliation.
