The future of drug treatment services in today’s digital society (web society) depends, among other things, on the interoperability between health care information systems and other information systems linked to social control agencies, police forces and the judiciary. Agreements and partnerships between such different institutional actors should be strengthened, with regard to both old addictions (to psychoactive substances), and ones (regarding Internet, gambling, and so on). Possible areas of interoperability and related problems should be analyzed. We focus on four points: a) the impact models and tools of tele-e-Health in prison; b) the intertwining between e-government and new digital privacy rules with regard to addictions; c) the operational networks of inter-institutional cooperation (e.g. the recovery paths for addicted subjects reported to the judiciary); d) a federal model of tele-cooperation in prison as example of interoperability between institutions.

Data Model Development for Fire Related Extreme Events: An Activity Theory Approach

Post-analyses of major extreme events reveal that information sharing is critical for effective emergency response. The lack of consistent data standards for current emergency management practice, however, hinders efficient critical information flow among incident responders. In this paper, we adopt a third-generation activity theory guided approach to develop a data model that can be used in the response to fire-related extreme events. This data model prescribes the core data standards to reduce information interoperability barriers. The model is validated through a three-step approach including a request for comment (RFC) process, case application, and prototype system test. This study contributes to the literature in the area of interoperability and data modeling; it also informs practice in emergency response system design.

Computational Work with Very Large Text Collections

This essay will address the challenges and possibilities presented to the Text Encoding Initiative, particularly in the area of interoperability, by the very large text collections (on the order of millions of volumes) being made available for computational work in environments where the texts can be reprocessed into new representations, in order to be manipulated with analytical tools. It will also consider TEI’s potential role in the design of these environments, these representations, and these tools. The argument of the piece is that interoperability is a process as well as a state, that it requires mechanisms that would sustain it, and that TEI is one of those mechanisms.

A framework proposal for seamless interoperability in a collaborative networked environment

The advances in information and communication technologies and economic factors impelled organizations to engage in new forms of collaboration, such as collaborative networks. They require adequate frameworks, architectures, tools and platforms to support interoperability among heterogeneous and geographically distributed organizations. Despite the high number of research projects in this area, existing tools and infrastructures, this objective has not been totally achieved. The aim of this research work is to advance the research in the area of interoperability in collaborative networks. A conceptual framework towards seamless interoperability in a collaborative–competitive economic networked environment is described, which comprises six elements: (1) a messaging service; (2) a collaboration profile/agreement definition and management service; (3) five clusters of collaborative activities; (4) a centralized repository; (5) a set of business documents and a set of contracting documents; (6) a performance assessment service. The functionality of the conceptual framework proposed is illustrated with a real implementation case targeting the footwear industry. The proposed conceptual framework is then compared with relevant e-business frameworks.

Interoperability of identity and identity management systems

Interoperability in Identity and Identity Management Systems is a mounting concern for European policymakers, governments and administrators. Plans are being discussed, for example, with respect to European eIDs. However, interoperability seems to be too focused on technical aspects at a time when privacy concerns are emerging as a major stumbling block. How can Europe achieve a more balanced approach? This article discusses the results of the current FIDIS research in the area of interoperability.

Seamless mobility across IMS and legacy circuit networks

The growing desire of network providers to introduce support for voice over IP (VoIP) has created interesting challenges in the area of interoperability with existing wireless circuit networks. The 3rd Generation Partnership Project (3GPP) and the 3rd Generation Partnership Project 2 (3GPP2) standards have defined the IP Multimedia Subsystem (IMS) as the platform for convergence. By definition, IMS is access agnostic; it provides services and features through a common core network, regardless of the means of transport. However, the IMS standards are just beginning to address the challenges associated with interworking with existing cellular circuit networks. Achieving seamless mobility involves supporting both roaming and handoff between networks. This paper discusses the issues involved in providing seamless mobility for subscribers across the packet and circuit domains and proposes network-based solutions.

The Role of XML Within the WebCom Metacomputing Platform

Implementation details of the Nectere distributed computing platform are presented, focusing in particular on the benefits gained through the use of XML for exoressing, executing and pickling computations. The operation of various Nectere features implemented with the aid of XML are examined, including communication between Nectere servers, specifying computations, code distribution, and exception handling. The area of interoperability with common middleware protocols is also explored.

Surrounded by standards, there is a simpler view

Large numbers of information technology standards are being developed by a multitude of standards-developing organizations. This article offers a summary view of the complex myriad of U.S. national, regional, and international standards bodies. Also, a classification of standards is suggested which breaks down the large spectrum of standards into functional areas of interoperability. © 1992 John Wiley & Sons, Inc.
