Aviation Safety Management System Arrangements to Realize Security and Safety at Halim Perdana Kusuma Airport

Regulation of aviation safety management system to realize security and safety at Halim Perdana Kusuma Airport. This thesis raises the issue of aviation safety arrangements based on international rules at the airport in relation to the application of safety management systems and the implementation of these rules in accordance with Law Number 1 of 2009 concerning Aviation and its implementing regulations, especially at Halim Perdana Kusuma Airport. The safety and security of national aviation regulated in the Aviation Law includes guidelines that are in accordance with ICAO provisions regarding the State Safety Program. ICAO standards require Indonesia as a member state to develop a National Aviation Safety and Security Program to achieve an Acceptable Level of Safety (AIoS) and a safety management system for aviation service providers. Furthermore, researchers conduct legal analysis of primary legal materials and secondary legal materials related to the problems studied. The type of research that the author uses is an empirical juridical research method conducted by means of field research through interviews and examining library materials or secondary data. In the discussion of this research, it is known that aviation safety arrangements based on international rules at the airport in relation to the application of the Safety Management System are regulated based on the provisions of ICAO Annex 14 which has introduced the application of the Safety Management System in the operation of the Airport, and the provisions of ICAO Annex 19 concerning Safety Management, the framework of the Safety Management System in its implementation is in accordance with Law Number 1 of 2009 concerning Aviation as a guideline in implementing aviation security and safety arrangements at Halim Perdana Kusuma Airport.

The issues of optimizing management approaches for effective implementation of road traffic safety management systems in enterprises are considered. The authors examine internal and external factors affecting road safety and explore methods to enhance management approaches to ensure a high level of safety. Special attention is paid to process and risk-oriented approaches, as well as the importance of interaction with stakeholders. It is noted that a successful safety management strategy involves integrating safety into all areas of enterprise activities and continuously monitoring the system. Research confirms that adopting such a risk-oriented approach significantly enhances the effectiveness of road safety management systems. Reduction of risks and improvement of safety are the outcomes of implementing this strategy, enabling enterprises to more efficiently control and manage potential road hazards. Future research plans include focusing on developing new methods to assess the effectiveness of safety management systems, aimed at further improving the functionality and reliability of such systems. Additionally, there are plans to conduct a detailed study on the impact of innovative technologies on the functioning of road safety systems, to implement the most effective technical solutions. There are also plans to expand the application of safety management systems across various types of enterprises to ensure an optimal level of safety for a wide spectrum of road users. This may include not only transportation companies but also construction, logistics, and other industries involved in the transportation of goods and services. Taking into account the prospects of further research, it is expected that they will contribute to further improving road safety and ensuring stability for all road users, which is a crucial step in providing safety and comfort on highways.

Evaluation of Mining Safety Management System Implementation in PT. ANTAM UBPN Sultra

occupational safety and health in the mining sector, is an important aspect in mining business activities because it has a high risk of occupational accidents or occupational diseases. This research aims to examine the success rate of SMKP that has been implemented by companies at PT. ANTAM. This type of research is a survey with a quantitative approach. The research sample consisted of representatives from 26 work units with a total of 613 employees. Data were collected using field observations, questionnaires, and guided interviews. Data were analyzed using quantitative descriptive with percentages. The results of internal audit and questionnaire as a whole, it was found that the success of implementing SMKP was 89%. Evaluation Results of the Application of Safety Management Systems at PT. ANTAM has been implemented in line with the regulation of the Minister of Energy and Mineral Resources Decree Number 26 of 2018.

A Review of Research Topics of Safety Management Systems

Safety management systems(SMSs) is a systematic safety management method, which is widely used and researched all over the world. This article reviews the current literature of safety management systems, summarizes and analyzes eight important research topics at the theoretical level, practical level, and standard level, including analysis of the connotation and extension, effectiveness analysis, integration of a safety management system and other systems, steps and content of construction, evaluation, comparison and selection of standards. Furthermore, based on the above analysis results and the current status of the application of safety management systems in China, two recommendations on important research directions are proposed. The research indicates that in order to improve the application effect of safety management systems in Chinese enterprises, we should concentrate on the basic theoretical research. Three questions need to be answered urgently at this stage: “What is a safety management system (SMS)?”, “Why does it fail?” and “How to improve?”.

This study aimed to analyze the effect of the implementation of Safety Management System (SMS) and the use of information system on the Flight Safety in the Indonesian Air Navigation Services Organization both partially and simultaneously. The research uses quantitative methods, and the data are analyzed using linear regression, simple correlation both partially and simultaneously and path analysis. The result shows; implementation of Safety Management System (X1) as measured by the Flight Safety (Y) has a positive and significant contribution on the level of Flight Safety. The amount of the application contribution of Safety Management System that directly contributes to the Flight Safety is 35.4%, so the research hypothesis which states that the Safety Management System application directly impacts significantly on Aviation Safety is accepted; the use of Information Systems (X2) as measured by the Flight Safety (Y) has a positive and significant contribution on the level of Flight Safety. The use of information systems contributions that directly contributes to aviation safety is 38.4%, so the hypothesis which states that the use of information system directly affects significantly the flight safety is acceptable; the total effect of simultaneous application of Safety Management System (X1) and the use of Information Systems (X2) contribute significantly to the Flight Safety (Y) as much as 66.3%. The remaining 33.7% is the influence of the other factors such as refresher and development training for air navigation personnel, aviation navigation equipment renewal and observation flight

A MULTIFACTORIAL ANALYSIS ON THE ROLE AND EFFECTIVENESS OF SAFETY REPRESENTATIVES IN PETROLEUM INDUSTRIES OF EGYPT

Introduction: The industrial safety management is an open complex giant system with the complex characteristics of multidisciplinary, multi-factor, complexity and multi-scale. One of the important participants in the industrial safety management is the safety representatives (SRs). SRs have an important role in application of safety management systems and there are many factors that may affect the role of SRs at their firms. Aim of the work: to present a multifactorial analysis on the role and effectiveness of safety representatives into workplace health and safety practices in petroleum and petrochemical industries in Egypt. Materials and Methods: Data collection was accomplished utilizing a self-structured predesigned questionnaire sheet of nine domains including 55 questions, mapping the SRs’ and managers’ attitudes towards their own rights, duties and obligations. The questionnaire was distributed to 32 petroleum companies targeting SRs and their managers (186 SRs and 51 managers). Results: revealed a huge gap in opinions and understanding between the two major parties and a lack of consistency between identified problems in the role of safety representatives and proposed measures of improvements in their role and functions. Conclusion: The distance between the two parties in their view on the safety representative’s role and position must be taken seriously, and could itself be a threat to safety. The detected gaps between points of views of SRs and their managers on SRs’ role put emphasis on the requirement of mutual understanding and acceptance of the SRs’ contribution to safety performance which are fundamental for mutual trust and constructive collaboration between the parties.

Measuring Safety Culture to Promote Aviation Safety Culture

Objective: The objective of this research is to study preceding literature on safety culture surveying tools and indicators used in aviation to help the further understanding of aviation safety culture by presenting Korea-Safety Culture Survey Indicator (K-SCSI) as a relevant case. Background: The aviation field puts a great deal of effort in preventive safety management through the application of Safety Management System (SMS), which was co-developed by international aviation such as ICAO and FAA. To successfully operate safety management system, safety culture factors such as the organization members level of consciousness, attitude and faith regarding safety must be put together. However, the aviation field currently lacks programs to promote safety culture and the exact understanding of some safety culture concepts. Method: This research inquired into the definition of safety culture in the aviation field and the surveying tools used to measure it. It then described the development and application process of the Korea-Safety Culture Survey Indicator (K-SCSI) mainly focusing on case studies. Results: In this research are presented safety culture promoting programs that can be applied to subordinate indicators of K-SCSI such as organization commitment, management involvement, rationality of reward system, employee empowerment and reporting system. Conclusion: For a mature safety culture to settle successfully, it is essential that safety culture survey indicators are developed and applied in a way that fits the organizations features. Also, behavior measuring indicators are required to develop a more objective indicator and thus must be standardized. Application: Cases that deal with the development and application of safety culture measuring tools within the aviation field can be studied and applied in other domains to spread safety culture.

Paradigm shift in the regulatory application of safety management systems to offshore facilities

The April 2010 Deepwater Horizon tragedy and release from the Macondo Well resulted in a re-examination of the existing regulatory framework, significant modifications to the structure and function of key regulatory agencies, and the application of new Safety Management System requirements to offshore facilities in United States waters. Late-2010 witnessed the evolution of both prescriptive and performance-based regulations designed to address the direct and underlying causes of this tragedy. The objective of this article is to briefly review these new regulatory requirements and illustrate how they are related to the application of other Safety Management Systems, for both offshore and onshore facilities. The common themes, objectives, and overlaps of specific onshore and offshore Safety Management System elements was examined, and tips on how these overlaps can be used to more effectively (and sensibly) implement these programs is discussed. This article also outlined successful Safety Management System programs that are being applied by various state agencies to onshore and offshore coastal facilities, and derived lessons-learned from these programs that may assist in the implementation of related federal programs. © 2016 American Institute of Chemical Engineers Process Saf Prog 35: 317–329, 2016

Economic Modeling to Improve Estimates of the Benefits of Safety Management Systems

Safety Management Systems (SMS) in aviation have the potential to minimize costs, protect profits, and increase shareholder value. However, a gap exists in SMS research between the acknowledged safety benefits of SMS and the identified economic benefits. In the current competitive marketplace, SMS will need to demonstrate economic viability through modeling before industry leaders are likely to adopt a voluntary process. This paper reviews the literature related to a variety of possible economic models applicable to measuring the benefits of the application and implementation of SMS in aviation organizations. While the ultimate goal is to increase safety, the utilization of a model chosen based on the needs of the organization, could encourage voluntary adoption of SMS before regulations make it mandatory. The model will better inform the adopters of SMS of benefits and the processes themselves so that SMS does not degrade into a focus on following process steps rather than improving safety. Using good models that estimate the benefits of SMS would facilitate decision making as well as support the implementation of SMS.
