THE IMPACT OF APPLYING INTERNATIONAL ACCOUNTING STANDARDS IN PUBLIC SECTOR ON QUALITY OF FINANCIAL REPORTS GOVERNMENTAL INSTITUTIONS (AFIELD STUDY ON GOVERNMENTAL INSTITUTIONS IN GEZIRA STATE – SUDAN)

This paper aimed to know the impact of applying international accounting standards in the sector. the year on the quality of financial reports and professional performance, and knowledge of the obstacles to the application of standards International accounting governmentinstitutions. The researcher used the analytical method Descriptive in the field study procedures by collecting information from its sources Primary and secondary data were collected by distributing a questionnaire specially prepared for this purpose. Purpose and distributed to the study population consisting of government institutions in Gezira State and the researcher used the statistical package for social sciences (spss) program. for analyzing the data of the study and testing satisfaction, and the researcher reached a group of results There is a degree of conceptual awareness in government institutions towards standards International accounting. There are also advantages in applying international accounting standards in institutions The most important of which is raising the efficiency of the accounting system and achieving the quality of accounting information Likewise, international accounting standards are applied in Governmental Institutions, and the application of International accounting standards on the quality of financial reports in government institutions. Its application leads to access to good financial reports and the delivery of financial reports that enable. Users are able to make rational decisions and the emergence of financial reports that are characterized by clarity and simplicity. And make the information contained in the financial reports more appropriate to the needs of users Likewise, there is an impact in the application of international accounting standards on the promotion of professional performance in Governmental institutions represented in the application of international accounting standards lead to promotion Professional performance within the institution and keep the accounting profession abreast of developments towards it and protect it practitioner. There is also a weakness in trade unions and associations that set standards Accountability in some countries and the lack of conviction of the responsible authorities in the application of accounting standards. The study concluded a group of Recommendations, the most important of which is increasing the level of familiarity with international accounting standards by increasing Number of courses in the field of international accounting standards and work on developing the accounting profession In Sudan Governmental institutions‏ ,by activating the role of professional associations Responsible for the accounting profession. And the authorities concerned with the profession of accounting and auditing Work to remove obstacles that limit the application of international accounting standards.

Pengaruh penerapan standar akuntansi pemerintahan, kinerja keuangan, opini audit, dan pencegahan fraud terhadap kualitas laporan keuangan pemerintah daerah

The purpose of this study was to examine the effect of the influence of the application of Government Accounting Standards, Financial Performance, Audit Opinion, And Fraud Prevention on The Quality of Local Government Financial Reports. This research is a quantitative study. The population used is the audited financial statements of district/city government throughout Central Javwa in 2018-2020. This study uses secondary data sourced from the website of each local government. Purposive sampling is the method used in this study to obtain 105 samples of observational data from 35 districts/cities government throughout Central Java. In this study, the data analysis technique used is logistic regression analysis. This study shows the results that the application of Accounting Standards and Audit Opinions has a positive and significant effect on The Quality of Local Government Financial Reports. Meanwhile, Financial Performance have no positive and significant effect on The Quality of Local Government Financial Reports and Fraud Prevention have no negative and significant effect on The Quality of Local Government Financial Reports.

DIFFERENCES IN APPLICATION OF ACCOUNTING STANDARDS – CURRENT ASPECTS

Accounting standards and variance in their application is one of the current topics in economic research. Standardization in accounting represents the accepted organization of financial reporting and being aware of it contributes to making effective business decisions. The purpose of the study is to present the applicable accounting standards for publicly traded companies and for enterprises which do not issue securities, from a global standpoint in general, and for Bulgaria in particular. The results are based on data about the monitored jurisdictions of the International Financial Reporting Standards Foundation and Bulgaria. The research methodology is based on the methods of analysis and synthesis, comparison and generalization, study of literature and empirical data. The assertions are that the applicable accounting standards have a theoretical nature of working principles, rules, and approaches to financial reporting, and that basic accounting standards are elementary components of methodological accounting tools. It has been established that publicly traded companies apply the International Financial Reporting Standards (IFRS) in almost 75% of the states worldwide, while enterprises which do not issue securities adopt IFRS for small and medium-sized enterprises or national accounting standards as a basis for accounting, which constitutes grounds to conclude, that the differences in accounting across the world are not large, and that it is appropriate to perceive the applicable accounting standards as a macroeconomic characteristic. In Bulgaria, the standardization and legal regulation of accounting are in accordance with internationally accepted regulations and established practices of the European Union. The establishment and adoption of global accounting standards is a contribution of accounting to the modern development of mankind.

Harmonizace účetního výkaznictví malých a středních podniků: projekt Spojených národů

V roce 2000 mezivládní pracovní skupina expertů (ustavená při OSN v rámci sekce ISAR) identifikovala množství obtíží, před nimiž stojí malé a střední podniky (MSP/SMEs), když mají aplikovat účetní standardy vydávané různými - ať už národními či nadnárodními - regulátory. Bylo odsouhlaseno započít práce na projektu, jež by uspokojil potřeby účetnictví a finančního výkaznictví této skupiny podniků i jejích uživatelů - tzv. projekt ISAR SMEs. Výzkum potvrdil, že tomuto požadavku nejlépe vyhovuje tříúrovňová struktura. Podniky úrovně 1 mají veřejnou odpovědnost a aplikují proto plné IFRS. Do úrovně 2 spadají podniky, které nejsou spjaty s významným veřejným zájmem; aplikují proto zestručněné IFRS, ale mohou aplikovat i širší rozsah IFRS. Úroveň 3 je určena nejmenším entitám; ty aplikují jednoduché účetnictví na akruální bázi, které je také založeno na principech IFRS, ale s těsným propojením na peněžní transakce. Tyto tři úrovně by měly být přesně vymezeny samotným státem, který se rozhodne aplikovat tento přístup; přitom je nutno vzít v úvahu existující ekonomické, právní a sociální prostředí. Projekt je určen zejména rozvojovým zemím a zemím s transformující se ekonomikou, v nichž není dostatečně rozvinuto tržní prostředí jako podmínka úspěšné aplikace náročnějších standardů.
