Contribution of the veterinary profession to the Australian animal health surveillance system and opportunities for future contributions

Animal health surveillance is crucial for early detection of emergency animal diseases and effective responses. However, surveillance systems are complex and rely on the contributions of many animal health stakeholders. Veterinarians are key stakeholders in this system, given their role and skills in investigating, diagnosing, and reporting notifiable diseases. This study investigated the contribution of the veterinary workforce to the Australian animal health surveillance system and opportunities for future involvement. To achieve the aims of the study, an online cross-sectional survey among the veterinary profession was conducted. Descriptive statistics and regression analyses were used to provide an overview and investigate drivers of attitudes and practices of veterinarians in relation to animal health surveillance. A total of 311 usable responses were obtained, with 191 being from veterinarians who worked in private practice in the previous 12 months. Among private practitioners, 58.6% worked with companion animals, 34.0% were mixed practice veterinarians and 7.3% were equine veterinarians. Over half (56.6%) of all participants considered themselves active participants in the local animal disease management system. The level of confidence in understanding the reporting system and knowing and identifying signs of endemic and exotic diseases was moderate among those working in private practice, with companion animal veterinarians reporting the lowest levels of confidence (p < 0.05). Approximately 40% of veterinarians had taken samples for diagnosis for notifiable diseases in the last year, with just over 20% reporting a notifiable disease. Awareness of and participation in training and surveillance programs for animal diseases by veterinarians was low, with those working in private practice having lower levels of both awareness and participation for most programs. In relation to potential future contribution to the surveillance system, over half of participants reported being interested and available to undertake surveillance work on behalf of the government, with those in mixed practice reporting higher levels of interest (69.6%) compared to those in companion (49.5%) and equine practice (30.8%). However, key challenges identified were related to perceived conflict of interest, and tensions between client needs and government agenda, followed by profitability and suitability of the business. This study provides evidence of a significant existing contribution by the veterinary profession to the surveillance system, and the capacity and willingness to increase this contribution. However, there are gaps in awareness, confidence and participation, as well as financial and veterinary-client relationship challenges that should be considered in any future planning to strengthen the Australian surveillance system.

Human Dimensions in an Animal Disease Reporting System: A Scoping Review Protocol and Pilot Mapping to Behavioral Frameworks

Effective animal disease reporting is critical for early disease detection and control, but it is often hindered by various human behavioral barriers. This review outlines a comprehensive approach to understanding and addressing these barriers in animal owners and producers. The result is a proposed scoping review protocol to find evidence on human behavioral barriers, enablers, and interventions to animal disease reporting and the use of established behavioral frameworks, including the Theoretical Domains Framework (TDF) and Behavior Change Wheel (BCW), to systematically analyze factors affecting disease reporting behavior. This scoping review protocol introduces a novel perspective on animal disease reporting by delving into the human behavioral aspects. By leveraging established frameworks, we aim to provide systematic insights into the influences on animal disease reporting behavior and propose evidence-based interventions. This research has the potential to significantly contribute to the enhancement of global animal health surveillance systems.

The evolution of Kenya's animal health surveillance system and its potential for efficient detection of zoonoses.

Animal health surveillance systems in Kenya have undergone significant changes and faced various challenges throughout the years. In this article, we present a comprehensive overview of the Kenya animal health surveillance system (1944 to 2024), based on a review of archived documents, a scoping literature review, and an examination of past surveillance assessments and evaluation reports. The review of archived documents revealed key historical events that have shaped the surveillance system. These include the establishment of the Directorate of Veterinary Services in 1895, advancements in livestock farming, the implementation of mandatory disease control interventions in 1944, the growth of veterinary services from a section to a ministry in 1954, the disruption caused by the Mau Mau insurrection from 1952 to 1954, which led to the temporary halt of agriculture in certain regions until 1955, the transition of veterinary clinical services from public to private, and the progressive privatization plan for veterinary services starting in 1976. Additionally, we highlight the development of electronic surveillance from 2003 to 2024. The scoping literature review, assessments and evaluation reports uncovered several strengths and weaknesses of the surveillance system. Among the strengths are a robust legislative framework, the adoption of technology in surveillance practices, the existence of a formal intersectoral coordination platform, the implementation of syndromic, sentinel, and community-based surveillance methods, and the presence of a feedback mechanism. On the other hand, the system's weaknesses include the inadequate implementation of strategies and enforcement of laws, the lack of standard case definitions for priority diseases, underutilization of laboratory services, the absence of formal mechanisms for data sharing across sectors, insufficient resources for surveillance and response, limited integration of surveillance and laboratory systems, inadequate involvement of private actors and communities in disease surveillance, and the absence of a direct supervisory role between the national and county veterinary services. To establish an effective early warning system, we propose the integration of surveillance systems and the establishment of formal data sharing mechanisms. Furthermore, we recommend enhancing technological advancements and adopting artificial intelligence in surveillance practices, as well as implementing risk-based surveillance to optimize the allocation of surveillance resources.

Assessment of Animal Health Surveillance Data Quality Audit. The Case Study in Meta District, Oromia Regional State, Ethiopia.

Data quality audits help ensure that the data collected through animal health surveillance systems is accurate and reliable. This is essential for making informed decisions about disease control and prevention strategies. It’s also important to monitor, determine and describe the monthly data quality audit and related gaps as well as to generate recommendations. The monthly data quality audit was conducted in the Oromia regional state in Meta woreda from June 2023 to July 2023, Ethiopia. From the total 78 DOVAR format which are expected to be sent every month in the past six years and six month until these month included, only 65 reports were found in the woreda office. These available reports were assessed against the key data quality indicators. There were only 7.7 % (5/65) five outbreaks (Two Lump Skin Disease, One Peste des Petits Ruminants, one New Castle Disease and one Ovine Pasteurellosis. The rest of the reports (92.3%) are zero reports. It was reported that through the usual informal way to the woreda and the woreda veterinarians conducted field investigation. Out of sixty five reviewed reports 3.1% (2/65) have missing data while 50.8% (33/65) have a problem of accuracy. On the other hand 13.85% (9/65) of reports have a problem of timeliness. The surveillance data of the woreda have the problem of completeness, accuracy and timeliness. The woreda doesn't make an effort to identify missing data, errors and the timeliness of the reports. The lack of clear objectives for data collection and inadequate training in local veterinary clinics further hinders collaboration and results in poor data on DOVARS reports.

Engaging an Interdisciplinary Team to Map the Current and Future Distribution of the Asian Longhorned Tick ( Haemaphysalis longicornis ) in North America: A One Health Approach to Risk Mapping and the Added Value of Citizen Science

Summary The Asian longhorned tick (ALHT) ( Haemaphysalis longicornis Neumann, 1901) is a vector for many pathogenic micro-organisms of veterinary and public health importance. The ALHT is native to east Asia but was accidentally introduced into New Zealand and Australia in the early 1990s/late 1880s, respectively. It is now well established in these countries and it is a competent vector for Theileria orientalis Ikeda, which can cause significant livestock morbidity and mortality. Recently, this tick was introduced into North America. It was first formally detected on sheep in New Jersey in 2017, although it is now thought that it may have been present in the USA since 2010 but was initially misidentified as the morphologically similar rabbit tick H. leporispalustris (Packard, 1869). As of August 2022, this tick has been reported in 17 US eastern states. In this case study, we illustrate how we engaged an interdisciplinary team to examine the habitat suitability for the ALHT across North America under current and future climatic conditions. Using a transdisciplinary approach, we also considered potential routes of entry into Canada from the north-eastern states of the USA. Using published and current surveillance data, we generated habitat suitability models to predict the most likely areas in North America for the geographic expansion of the ALHT. Following discussions with climate change experts and entomologists, models were also developed to examine future habitat suitability under selected climate change scenarios. Interviews with experts and government colleagues suggest that likely routes of entry into Canada include cross-border movement of infested terrestrial wildlife and livestock, dog importations and the movement of migratory birds. Enhanced tick surveillance, including the use of citizen science, is required to gain a better understanding of how this tick might spread in the future. The logo of T C C dash 3 W. Coverage and Representativeness of Passive Surveillance Components for Cattle and Swine in The Netherlands

Common aims of animal health surveillance systems are the timely detection of emerging diseases and health status monitoring. This study aimed to evaluate the coverage and representativeness of passive surveillance components for cattle and swine in the Netherlands from 2015-2019. The passive surveillance components consisted of a telephone helpdesk for veterinary advice and diagnostic and postmortem facilities. Spatial analysis showed heterogeneity (range in RR = 0.26-5.37) of participation across the Netherlands. Generalized linear mixed models showed that distance to the diagnostic facility and farm density were associated with the number of contacts of farmers with the helpdesk and postmortem examination. The contact rate of veterinary practices was associated with their number of clients, ranging in RR from 0.39 to 1.59. We concluded that the evaluation indicated differences in coverage of the passive surveillance components across regions, farms and veterinary practices. Due to the absence of emerging infections in the study period, we were unable to estimate the consequences of the observed differences for the early detection of disease. Nevertheless, regions and veterinary practices with low participation in passive surveillance might be a risk for early detection, and consequently, further understanding of the motivation to participate in passive surveillance components is needed.

Australian veterinarians' perspectives on the contribution of the veterinary workforce to the Australian animal health surveillance system.

This study investigated the involvement of private veterinarians in surveillance activities and the veterinary workforce's contribution to the Australian animal health surveillance system. The perception that there is overall a decreased engagement by veterinarians in surveillance outcomes at a time when there is increased need for bolstering of surveillance systems was investigated. Three key questions were considered: (1) What is the current contribution of private veterinarians to the Australian surveillance system? (2) What is the veterinary professions capacity to assume a more prominent role in surveillance? (3) What is the interest and ability of the veterinary profession in Australia to undertake this surveillance role now and into the future? Semi-structured telephone interviews were conducted with 17 private veterinarians with data analyzed qualitatively to identify key themes. Results demonstrate that private veterinarians are aware of their responsibilities and are engaged in surveillance activities at both formal and informal levels. The key challenges associated with current and future contributions were related to workload, remuneration, conflicts of interest and clarity over how responsibility for surveillance is shared amongst those involved in the system. The study has demonstrated that even amongst an engaged population, barriers do need to be addressed if private veterinarians are to be tasked with increasing their involvement in animal health surveillance activities.

Comparative assessment of the human and animal health surveillance systems in Tanzania: Opportunities for an integrated one health surveillance platform

ABSTRACT Globally, there have been calls for an integrated zoonotic disease surveillance system. This study aimed to assess human and animal health surveillance systems to identify opportunities for One Health surveillance platform in Tanzania. A desk review of policies, acts and strategies addressing disease surveillance that support inter-sectoral collaboration was conducted. A semi-structured questionnaire was administered to key informants from the two sectors. Databases with potential relevance for surveillance were assessed. One Health-focused policies, acts, strategic plans and guidelines emphasising inter-sectoral collaboration strengthening were in place. Stable systems for collecting surveillance data with trained staff to implement surveillance activities at all levels in both sectors were available. While the human surveillance system was a mix of paper-based and web-based, the animal health system was mainly paper-based. The laboratory information system existed in both sectors, though not integrated with the epidemiological surveillance systems. Both the animal and human surveillance systems had low sensitivity to alert outbreaks. The findings indicate that individual, organisational, and infrastructure opportunities that support the integration of surveillance systems from multiple sectors exist. Challenges related to data sharing and quality need to be addressed for the effective implementation of the platform.

An Update on the Surveillance of Livestock Diseases and Antimicrobial Use in Sierra Leone in 2021-An Operational Research Study.

In Sierra Leone, in 2020, a study by the Livestock and Veterinary Services Division (Ministry of Agriculture and Forestry) on the surveillance system of animal diseases and antimicrobial use found poor reporting. Of the expected weekly districts reports, <1% were received and only three of the 15 districts had submitted reports occasionally between 2016 and 2019. Following this, staff-capacity-building on reporting was undertaken. In 2021, we reassessed the improvement in reporting and used the reports to describe livestock diseases and antimicrobials utilized in their treatment. Between March and October 2021, 88% of expected weekly reports from all 15 districts were received. There were minor deficiencies in completeness and consistency in the terminology used for reporting animal disease and antimicrobials. Available reports showed that 25% of the livestock had an infectious disease, and a quarter of the sick animals had received an antimicrobial drug. Most animals received antimicrobials belonging to World Organization for Animal Health’s “veterinary critically important” category (77%) and World Health Organization’s “critically” (17%) and “highly important” (60%) categories for human health. These indicate a significant improvement in the animal health surveillance system and highlight the need for enhanced antimicrobial stewardship to prevent misuse of antimicrobials that are significant in animal and human health.

Canadian Collaboration to Identify a Minimum Dataset for Antimicrobial Use Surveillance for Policy and Intervention Development across Food Animal Sectors.

Surveillance of antimicrobial use (AMU) and antimicrobial resistance (AMR) is a core component of the 2017 Pan-Canadian Framework for Action. There are existing AMU and AMR surveillance systems in Canada, but some stakeholders are interested in developing their own AMU monitoring/surveillance systems. It was recognized that the establishment of core (minimum) AMU data elements, as is necessary for policy or intervention development, would inform the development of practical and sustainable AMU surveillance capacity across food animal sectors in Canada. The Canadian Animal Health Surveillance System (CAHSS) AMU Network was established as a multisectoral working group to explore the possibility of harmonizing data inputs and outputs. There was a consensus that a minimum AMU dataset for AMU surveillance (MDS-AMU-surv) should be developed to guide interested parties in initiating AMU data collection. This multisectoral collaboration is an example of how consultative consensus building across relevant sectors can contribute to the development of harmonized approaches to AMU data collection and reporting and ultimately improve AMU stewardship. The MDS-AMU-surv could be used as a starting point for the progressive development or strengthening of AMU surveillance programs, and the collaborative work could serve as a model for addressing AMR and other shared threats at the human–animal–environment interface.

Mechanisms and Contextual Factors Affecting the Implementation of Animal Health Surveillance in Tanzania: A Process Evaluation.

A strong animal health surveillance system is an essential determinant of the health of animal and human population. To ensure its functionality and performance, it needs to be evaluated regularly. Therefore, a process evaluation was conducted in this study to assess animal health surveillance processes, mechanisms and the contextual factors which facilitate or hinder uptake, implementation and sustainability of the system in Tanzania. A mixed-method study design was used to evaluate the national animal health surveillance system guided by a framework for process evaluation of complex interventions developed by Moore and others. The system was assessed against standard guidelines and procedures using the following attributes: fidelity, adherence, exposure, satisfaction, participation rate, recruitment and context. Quantitative and qualitative data were collected using a cross-sectional survey, key informant interviews, document review, site visits and non-participant observation. Data from questionnaires were downloaded, cleaned and analyzed in Microsoft™ Excel. Qualitative data were analyzed following deductive thematic and content analysis methods. Fidelity attribute showed that case identification is mainly based on clinical signs due to limited laboratory services for confirmation. Data collection was not well-coordinated and there were multiple disparate reporting channels. Adherence in terms of the proportion of reports submitted per month was only 61% of the target. District-level animal health officials spent an average of 60% of their weekly time on surveillance-related activities, but only 12% of them were satisfied with the surveillance system. Their dissatisfaction was caused by large area coverage with little to no facilitation, poor communication, and lack of a supporting system. The cost of surveillance data was found to be 1.4 times higher than the annual surveillance budget. The timeliness of the system ranged between 0 and 153 days from the observation date (median = 2 days, mean = 6 days). The study pointed out some deviations in animal health surveillance processes from the standard guidelines and their implication on the system's performance. The system could be improved by developing a user-friendly unified reporting system, the active involvement of subnational level animal health officials, optimization of data sources and an increase in the horizon of the financing mechanism.

Leveraging Sub-national Collaboration and Influence for Improving Animal Health Surveillance and Response: A Stakeholder Mapping in Tanzania.

Animal health surveillance plays a vital role in ensuring public health, animal welfare, and sustainable food production by monitoring disease trends, early detecting (new) hazards, facilitating disease control and infection, and providing data for risk analysis. Good stakeholder collaboration across the sector can lead to better communication, better science and decision-making and more effective surveillance and response. An understanding of relevant stakeholders, their interests and their power can facilitate such collaboration. While information on key stakeholders in animal health surveillance is available at the national level in Tanzania, it is missing at the subnational level. The study aimed to explore the existing stakeholders' collaborations and influences at the subnational level through stakeholder mapping and to determine potential leverage points for improving the national animal health surveillance system. A qualitative design was used, involving consultative workshops with government animal health practitioners in Sumbawanga, Sikonge and Kilombero districts of Tanzania from December 2020 to January 2021. Data were collected using an adapted USAID stakeholder collaboration mapping tool with the following steps: (i) Define the objective (ii) Identify all stakeholders (iii) Take stock of the current relationships (iv) Determine resource-based influence (v) Determine non-resource based influence and (vi) Review and revise the collaboration map. Forty-five stakeholders were identified in all three districts and grouped into four categories: private sector and non-government organizations (n = 16), government (n = 16), community (n = 9) and political leaders (n = 4). Animal health practitioners had a stronger relationship with community stakeholders as compared to other categories. The results also showed that most of the stakeholders have non-resource-based influence compared to resource-based influence. The private sector and non-government organizations have a relatively higher number of resource-based influential stakeholders, while political leaders have more non-resource-based influence. The mapping exercise demonstrated that the system could benefit from community mobilization and sensitization, resource mobilization and expanding the horizon of surveillance data sources. Some of the leverage points include integration of surveillance activities into animal health services, clear operational processes, constant engagement, coordination and incentivization of stakeholders. The diversity in the identified stakeholders across the districts suggests that collaborations are contextual and socially constructed.

Stakeholder mapping in animal health surveillance: A comparative assessment of networks in intensive dairy cattle and extensive sheep production in Australia

The capacity to rapidly identify and respond to suspicion of animal disease is fundamental to protecting the integrity of the Australian livestock industry. An incursion of a nationally significant endemic, emerging or exotic animal disease could be disruptive and economically damaging for the industry, broader community and national economy. To counter this potential threat, a surveillance system that includes general and targeted activities exists at a jurisdictional and national level. Such a system requires a collaborative effort from all involved to work towards a common goal, reflecting the notion of shared responsibility. As in all systems, the animal health surveillance system can be enhanced or constrained by the relationships of the players involved. This study focusses on two livestock industries, dairy cattle and sheep, exploring the interrelationships between all stakeholders, and their role within the Australian animal health surveillance system. A stakeholder mapping exercise was undertaken, including a depiction of the perceived level of stakeholder interest and influence on producers’ animal health surveillance practices and/or the surveillance system. Results from these activities were expanded upon through interviews. The findings reveal complex networks and a system that is, at times, constrained by institutional and individual barriers such as communication between and within stakeholders, and uncertainty about the consequences of reporting a suspected emergency disease. Whilst these challenges have the potential to negatively impact the robustness of the animal disease surveillance system, the study also provides clear evidence of strong and effective relationships amongst many of the key individuals and organisations.

Towards an integrated animal health surveillance system in Tanzania: making better use of existing and potential data sources for early warning surveillance

BackgroundEffective animal health surveillance systems require reliable, high-quality, and timely data for decision making. In Tanzania, the animal health surveillance system has been relying on a few data sources, which suffer from delays in reporting, underreporting, and high cost of data collection and transmission. The integration of data from multiple sources can enhance early detection and response to animal diseases and facilitate the early control of outbreaks. This study aimed to identify and assess existing and potential data sources for the animal health surveillance system in Tanzania and how they can be better used for early warning surveillance. The study used a mixed-method design to identify and assess data sources. Data were collected through document reviews, internet search, cross-sectional survey, key informant interviews, site visits, and non-participant observation. The assessment was done using pre-defined criteria.ResultsA total of 13 data sources were identified and assessed. Most surveillance data came from livestock farmers, slaughter facilities, and livestock markets; while animal dip sites were the least used sources. Commercial farms and veterinary shops, electronic surveillance tools like AfyaData and Event Mobile Application (EMA-i) and information systems such as the Tanzania National Livestock Identification and Traceability System (TANLITS) and Agricultural Routine Data System (ARDS) show potential to generate relevant data for the national animal health surveillance system. The common variables found across most sources were: the name of the place (12/13), animal type/species (12/13), syndromes (10/13) and number of affected animals (8/13). The majority of the sources had good surveillance data contents and were accessible with medium to maximum spatial coverage. However, there was significant variation in terms of data frequency, accuracy and cost. There were limited integration and coordination of data flow from the identified sources with minimum to non-existing automated data entry and transmission.ConclusionThe study demonstrated how the available data sources have great potential for early warning surveillance in Tanzania. Both existing and potential data sources had complementary strengths and weaknesses; a multi-source surveillance system would be best placed to harness these different strengths.

Emerging and endemic zoonotic diseases: surveillance and diagnostics.

In this paper, the authors: (a) list methods used to diagnose zoonotic diseases in humans and animals; (b) identify between-species differences in diagnostic approaches, providing commentary on the benefits that might arise from simultaneous interpretation of data from human and animal health surveillance systems; and (c) reiterate the importance of using species-specific, validated diagnostic tests for surveillance and disease outbreak investigations. Emerging and endemic zoonotic diseases are likely to provide a continued threat to global health in the short- to medium-term future. A good deal of knowledge about the drivers of infectious disease emergence has been developed based on numerous examples from the recent past. Sharing of diagnostic resources across human and animal health sectors, sharing of human and animal health surveillance data, development of skills in the interpretation of that data and awareness of issues related to the validation and interpretation of diagnostic test data are necessary prerequisites for an effective endemic disease surveillance system. A good understanding of the epidemiological patterns of endemic disease will allow human and animal health professionals be able to more quickly detect the presence of emerging disease threats.

Factors associated with cattle necropsy submissions in Switzerland, and their importance for surveillance

Pathology data have been reported to be important for surveillance, as they are crucial for correctly recognizing and identifying new or re-emerging diseases in animal populations. However, there are no reports in the literature of necropsy data being compared or complemented with other data. In our study, we compared cattle necropsy reports extracted from 3 laboratories with the Swiss fallen stock data and clinical data collected by the association of Swiss Cattle Breeders. The objective was to assess the completeness, validity and representativeness of the necropsy data, as well as evaluate potential factors for necropsy submission and how they can benefit animal health surveillance. Our results showed that, on average, 1% of Swiss cattle that die are submitted for post-mortem examinations. However, different factors influence cattle necropsy submissions, such as the age of the animal, the geographical location and the number of sick and/or dead animals on the farm. There was a median of five animals reported sick and two animals reported dead within 30 days prior to a necropsy submission, providing quantitative evidence of a correlation between on farm morbidity/mortality and post-mortem examination. Our results also showed that necropsy data can help improve the accuracy and completeness of health data for surveillance systems. In this study, we were able to demonstrate the importance of veterinary pathology data for AHS by providing quantitative evidence that necropsied animals are indicative of farms with important disease problems and are therefore critically important for surveillance. Furthermore, thanks to the amount of information provided by combined data sources, the epidemiology (e.g. season, geographic region, risk factors) of potential diseases can be analysed more precisely and help supporting animal health surveillance systems.

Analysis of the Performance of the Animal Health Surveillance System in the Outbreak of Swine Vesicular Disease in the State of Santa Catarina - Brazil

Background: The occurrence of vesicular disease associated with Senecavirus A in a pig-producing region of Santa Catarina increased in 2015, reflected by the number of syndromic notifications to the official animal health service. In view of the recurrence of this event in 2018, the objectives of this study were to analyze the official data related to cases of suspected vesicular disease in pigs and to evaluate whether the experience in conducting the investigations of 2015 was incorporated into the years subsequent to 2015. We addressed this goal by analysis of the performance parameters of the state animal health surveillance system.Materials, Methods &amp; Results: Descriptive analyses of data from official investigations of suspected vesicular disease in swine in different regions were carried out, and statistical models were used to: i) test the effect of the year on the age of the investigated injuries; ii) assess whether there was an association between the year and the type of outcome of the official investigation (discarded case or a probable case of vesicular disease, which resulted in the collection of samples for laboratory diagnosis and interdiction of the affected properties); iii) evaluate whether there was an association between the year and the detection of Senecavirus A RNA among the molecular analyses carried out after a case was classified as probable vesicular disease. From 05/22/2015 to 03/28/2019, there were 2093 notifications of suspected vesicular disease in pigs to the official service of Santa Catarina, with 1538 (73.5%) occurring in 2015 and 555 (26.5%) in subsequent years. After 2015, when compared to the base year, the chances of detecting late vesicular lesions (&gt;3 days) were similar (increased 1.11 times, but there was no statistically significant association), in view of a panorama in which 55.29% of cases had the lesions classified as late throughout the analyzed period. The variation in the odds was relatively homogeneous among the regional units (Intraclass Correlation Coefficient [ICC] = 10.9%), but in the São Miguel do Oeste unit, it was significantly lower than the average. It was also lower than the average, in regional units with a high ratio of properties with pigs attended by the official veterinarian. The chances of cases being considered probable increased 32.3 times, but the descriptive analysis of the average interdiction period decreased. The estimated ICC was 34.9%, and in Campos Novos and Caçador, the chances of cases being probable were significantly higher than the average, while in the Canoinhas unit, the chances were significantly lower. The prevalence of cases with molecular detection of Senecavirus A was 78% lower after 2015. Discussion: Despite the increased sensitivity of the surveillance process for suspected vesicular events in the years after 2015, the specificity of the molecular diagnosis of Senecavirus A decreased. This is likely, because there was difficulty in sampling lesions with vesicular fluid and/or when the lesion epithelium had recently been disrupted, conditions most conducive to the identification of viral genetic material. In this context, the western region of the state, the main pig producer, continued to be the most accurate in confirming cases of Senecavirus A. Even with the improvements of laboratory diagnosis and the reduction of the interdiction period, it was important to standardize the differentiation of a late infectious lesion from a traumatic injury, as well as any association with other sample analyses, in order to minimize the disorders linked to the mischaracterization of a manifestation of Senecavirus A, without compromising the syndromic focus of its vesicular character.

Adaptation of Animal and Human Health Surveillance Systems for Vector-Borne Diseases Accompanying Climate Change

Anthropogenic climate change is causing temperature rise in temperate zones resulting in climate conditions more similar to subtropical zones. As a result, rising temperatures increase the range of disease-carrying insects to new areas outside of subtropical zones, and increased precipitation causes flooding that is more hospitable for vector breeding. State governments, the federal government, and governmental agencies, like the Animal and Plant Health Inspection Service (APHIS) of USDA and the National Notifiable Disease Surveillance System (NNDSS) of the U.S. Centers for Disease Control and Prevention, lack a coordinated plan for vector-borne disease accompanying climate change. APHIS focuses its surveillance primarily on the effect of illness on agricultural production, while NNDSS focuses on the emergence of pathogens affecting human health. This article provides an analysis of the current framework of surveillance of, and response to, vector-borne infectious diseases, the impacts of climate change on the spread of vector-borne infectious diseases, and recommends changes to federal law to address these threats.

The RISKSUR EVA tool (Survtool): A tool for the integrated evaluation of animal health surveillance systems

Information about infectious diseases at the global level relies on effective, efficient and sustainable national and international surveillance systems. Surveillance systems need to be regularly evaluated to ensure their performance, the quality of the data and information provided, as well as to allocate resources efficiently. Currently available frameworks for evaluation of surveillance systems in animal or human health often treat technical, process and socio-economic aspects separately instead of integrating them. The surveillance evaluation (EVA) tool, a support tool for the evaluation of animal health surveillance systems, was developed to provide guidance for integrated evaluation of animal health surveillance including economic evaluation. The tool was developed by international experts in surveillance and evaluation in an iterative process of development, testing and revision taking into account existing frameworks and guidance, scientific literature and expert opinion. The EVA tool encompasses a web interface for users to develop an evaluation plan, a Wiki classroom to provide theoretical information on all required concepts and a generic evaluation work plan to facilitate implementation and reporting of outputs to decision makers. The tool was tested by planning and conducting epidemiological and economic evaluations of surveillance for classical and African swine fever, bovine virus diarrhoea, avian influenza, and Salmonella Dublin in five European countries. These practical applications highlighted the importance of a comprehensive evaluation approach to improve the quality of the evaluation outputs (economic evaluation; multiple attributes assessment) and demonstrated the usefulness of the guidance provided by the EVA tool. At the same time they showed that comprehensive evaluations might be constrained by practical issues (e.g. confidentiality concerns, data availability) and resource scarcity. In the long term, the EVA tool is expected to increase professional evaluation capacity and help optimising animal health surveillance system efficiency and resource allocation for both public and private actors of the surveillance systems.
