PENGUATAN PERENCANAAN PEMBANGUNAN DESA KUIN KECIL, KECAMATAN ALUH-ALUH, KABUPATEN BANJAR KALIMANTAN SELATAN TAHUN ANGGARAN 2021

The village is the smallest form of regional autonomy that is able to realize village independence with a set of village government tools such as village funds for village empowerment and progress. In the implementation of strengthening the development of Kuin Kecil village, Aluh-Aluh District, Banjar Regency, a village meeting was held on the use of village fund allocations. Community service is carried out by the method of presentation and discussion followed by questions and answers regarding village funds that will be used for village progress. Community service carried out can bridge the village meeting in the allocation of funds for development according to village development priorities. The allocation of village funds is intended for the administration of village government and community empowerment. Even though there were disagreements between the participants, the deliberations found points of agreement on what areas could be prioritized to be submitted as village assistance funds for the 2021 fiscal year, along with how to make a RT-level budget proposal before it was decided to become a budget at the next village meeting.

Village (Gampong) Owned Enterprises with Local Wisdom Between Opportunities and Threats in The Area Of COVID-19 Pandemic (Research at The Government Environment of Lhokseumawe City)

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.

PENGARUH DANA DESA TERHADAP DISPARITAS PEMBANGUNAN ANTAR KABUPATEN DI PROVINSI BENGKULU

The problem of development disparity between districts and cities in Bengkulu Province, as indicated by the relatively high and fluctuating Gini Index figures, meanwhile village funds received by the district government always increase from year to year. Therefore this study aims to find out how much influence village funds have on development disparities between districts in Bengkulu province. This study uses secondary data, obtained from the Central Statistics Bureau and the Ministry of Finance. The research sample was all districts in Bengkulu Province, except Bengkulu City because they did not receive village fund, and analysis techniques using the Panel Data regression model. The appropriate model is Fixed Effect, but the regression coefficient is very small but it has a role in reducing development inequality (Gini Index). The small effect is because the village fund provided are still very small and the formulation of the distribution of village funds is not pro to the poor population. Many other factors affect development inequality such as: differences in endowment factors, demographic conditions, lack of smooth mobility of goods and services, concentration of regional economic activities, allocation of development funds between regions.

HISTORICAL LEGACY AND POLICY EFFECTIVENESS: THE LONG‐TERM INFLUENCE OF PREUNIFICATION BORDERS IN ITALY

ABSTRACTThis paper investigates the interplay between cultural traditions and policy effectiveness. It explores the differential impact of a large development program (Cassa per il Mezzogiorno), implemented for four decades, starting in the 1950s, to stimulate convergence between Italy's south and the more developed north, on municipalities with different histories. Namely, we consider a sample of municipalities located on either side of the historical border of the Kingdom of the Two Sicilies, whose legacy is considered, from Putnam onwards, to be a prime‐facie cause of Southern Italy's underdevelopment. Having been part of the Kingdom of the Two Sicilies is associated with a negative impact of development policies, but only when the allocation of development funds through the Cassa per il Mezzogiorno suffered from low quality of governance and was driven by political considerations rather than by efficiency ones.

Small area estimation of general parameters with application to poverty indicators: A hierarchical Bayes approach

Poverty maps are used to aid important political decisions such as allocation of development funds by governments and international organizations. Those decisions should be based on the most accurate poverty figures. However, often reliable poverty figures are not available at fine geographical levels or for particular risk population subgroups due to the sample size limitation of current national surveys. These surveys cannot cover adequately all the desired areas or population subgroups and, therefore, models relating the different areas are needed to 'borrow strength" from area to area. In particular, the Spanish Survey on Income and Living Conditions (SILC) produces national poverty estimates but cannot provide poverty estimates by Spanish provinces due to the poor precision of direct estimates, which use only the province specific data. It also raises the ethical question of whether poverty is more severe for women than for men in a given province. We develop a hierarchical Bayes (HB) approach for poverty mapping in Spanish provinces by gender that overcomes the small province sample size problem of the SILC. The proposed approach has a wide scope of application because it can be used to estimate general nonlinear parameters. We use a Bayesian version of the nested error regression model in which Markov chain Monte Carlo procedures and the convergence monitoring therein are avoided. A simulation study reveals good frequentist properties of the HB approach. The resulting poverty maps indicate that poverty, both in frequency and intensity, is localized mostly in the southern and western provinces and it is more acute for women than for men in most of the provinces.

Income measurement and comparisons

The purpose of this paper is to provide a way for better measuring a country's global income when official statistics fail to account for the existence of a thriving underground, or black economy. Another purpose of this research is to discuss adequate ways to perform international comparisons of income, and income per head, and to correct for depreciation. Besides the general interest of this problem, there are two more specific reasons behind this work. First, the allocation of development funds by international agencies (for example, the structural funds in the European monetary system) are conditioned on this measure. Second, the measurement of unemployment may be totally distorted by failing to account for the hidden economy.

A goal compatibility model for technology transfers

In this paper, we present a minimization approach to goal incompatibility in technology transfers especially to less developed countries. The proposed model is based on a need-capability assessment for alternative technologies for transfer, and then, minimizing the distance between need and capability to achieve goal compatibility. By transferring technologies with minimum deviation between an LDC's needs and capabilities, appropriate technologies could be transferred. A fuzzy theory is used in this mode to avoid errors which are often made in using subjective judgment. An input-output matrix and budgetary constraints are integrated into the model to determine the allocation of development funds to alternative technologies. A LINDO software is used to solve the problem.

North-South relations and the question of aid

The use of revenue sharing concepts in determining development goals for the state of Alabama

This paper summarizes a study for the State of Alabama which develops and tests seven alternative plans for the allocation of public grants among four different divisions of governments. This study suggests that the Alabama Development Office and Appalachia Regional Commission monies be combined and distributed jointly under one plan in order to optimize the allocation of development funds among governmental units relative to specific goals. The plan would not follow current policies of being project oriented but would distribute funds directly to governmental units on the basis of economic and/or sociological factors.

The allocation of development funds: An analytic approach

AbstractThe administrative problem of fund allocation among the several projects constituting the development program is considered from an analytic‐economic viewpoint. The concept of operational potential is introduced and used in establishing a measure of effectiveness for the development program, the “development contribution function.” The problem then resolves to the maximization of a mathematical expression. An example is worked out to demonstrate the method and the utility of the results, Certain characteristics of the solution which are of general applicability are discussed. The functional relationships among the groups concerned with development is considered; the contribution of each groupis definedin the form of equation parameters, The importance of well designed development administrative machinery, particularly relating to the integration of the operational and the technical elements, becomes immediately apparent.
