Agricultural reform in Ukraine: the history and present

The purpose of the research is to reveal the process of implementing the agrarian reform in Ukraine as a natural stage of the development of the country's agriculture during the last 100 years. The existing problems in Ukrainian agriculture were considered and it was established that these problems have their roots in the past, in the 20s of the 20th century, when the natural development of agriculture was interrupted, Ukraine became part of the Union of Soviet Socialist Republics (USSR), private ownership of agricultural land and private farms were liquidated, collective and state agricultural enterprises were created instead. The paper analyzes the initial stage of agrarian reform in Ukraine at the end of the 20th and beginning of the 21st centuries after gaining state independence, and it is concluded that agrarian transformations in the country took place quite completely, in comparison with the countries of Eastern Europe. One of the reasons for this state of affairs was the low efficiency of the management of this process on the part of the state authorities responsible for the reform, particularly land reform as a key factor in all agrarian transformations. Only after the beginning of the wide implementation of land reform and reforming of collective agricultural enterprises in the early 2000s, a rapid increase in the volume and efficiency of agricultural production began. The long-term moratorium on the sale and purchase of agricultural land (more than 30 years) was based on political, not economic, reasons. In the analysis of the prospects for the development of domestic agriculture in the period after the agrarian reform, modern comprehensive programs of strategic directions for increasing the efficiency of the industry and rural areas were used, in the development of which the author was involved. These state programs, namely the "Unified comprehensive strategy and action plan for the development of agriculture and rural areas in Ukraine for 2015-2020" and the "National Economic Strategy 2030" conclude with the main task of creating a competitive, export-oriented agriculture and the production of competitive food products in accordance with international safety and quality standards in the context of the European integration of Ukraine. The research methodology is based on the use of publications by Ukrainian and foreign researchers devoted to the analysis of economic transformation in Ukraine and other countries of the former socialist camp, as well as scientific developments by authors, in particular, as a member of teams of international experts and consultants on the development and implementation of agrarian reform in Ukraine. Further directions of research, which were covered in the article, should be aimed at the development of integration processes in the market structure of the European Union, adaptation of the national agrarian policy to the Common EU policy. This is to provide an opportunity to increase the welfare of agricultural workers, the efficiency and productivity of the domestic agrarian industry.

TRANSITION OWNERSHIP RIGHTS LAND OF AGRICULTURAL LAND WITH ABSENTE USING E-KTP IN BANGLI DISTRICT

One of the objectives of land reform is to hold a fair and equitable distribution of the livelihoods of the peasants in the form of land so that with this distribution a fair and equitable distribution of results can be achieved. The purpose of this land reform is realized through the determination of the minimum area and maximum area of agricultural land ownership with certain rights by one family or legal entity. Prohibition of agricultural land ownership in absentee is a prohibition on ownership of agricultural land located outside the area where the owner lives. One of the efforts to prevent absentee land ownership is the existence of an Electronic Identity Card. However, the implementation of the transfer of rights based on the sale and purchase of agricultural land, with the implementation of the E-KTP, was not carried out perfectly. This research aims to examine the implementation of the absentee sale and purchase of agricultural land rights using E-KTP in Bangli Regency. The research method used is empirical legal research and the research locations were held in Bangli Regency, PPAT and the Bangli Regency Land Office. The results of this research showed that the implementation of an E-KTP nationally, still cannot overcome the ownership of agricultural land in Bangli Regency by people who have addresses outside the Bangli Regency sub-district and still carry out the process of changing addresses so as not to cause absentees.

Legal Analysis Of The Authority Of A Notary Related To Making A Binding Deed Of Sale And Purchase (Case Study: Supreme Court Decision Number 685/Pdt.G/2020/PN Mdn)

This study raised the issue of the deed of binding sale and purchase of land handed down to the heirs of the buyer but the certificate and deed that has been approved by the notary was lost and a few years later there are parties who recognize that the object of land owned by the buyer has changed hands without the knowledge of the first buyer. The case is contained in the Supreme Court Decision No. 685/Pdt.G / 2020 / PN Mdn. The problem arises starting from Jan Willem Roeloffs as Plaintiff I and Pieter Roeloffs as plaintiff II intends to take care of the deeds he has related to the purchase of agricultural land covering an area of 2891 m2 located in Jaranguda Village, Simpang Empat District, Karo Regency, which his late parents did by borrowing the name of an Indonesian citizen, namely on behalf of Betty Boru Saragih as described in title certificate No. 88 dated November 7, 1995 and in the binding sale and purchase by the second party who has completed the payment of the purchase price to the First party of Rp. 10.000.000, - (ten million rupiah) by using deed of sale and purchase No. 6 dated January 12, 2001 as proof of receipt of payment by the First party. However, on September 16, 2006, the plaintiffs ' father died so that the obligation to take care of the Certificate of property rights number 88 dated November 7, 1995 an Betty Boru Saragih fell on the plaintiffs. On February 3, 2007. the plaintiffs asked the notary on behalf of Haji Marwansyah Nasution to take care of and reverse the name of property rights Certificate Number 88 dated November 7, 1995 on behalf of Betty to be on behalf of the plaintiffs by submitting the original document in 2012, there is someone who claims to be the owner of property rights Certificate Number 88 dated November 7, 1995 an Betty Boru Saragih based on The Binding Of Sale and Purchase With Tigor Manurung described in The Binding Of Sale and purchase with the right to repurchase number 228 dated September 23, 2011 made before notary Martua Simanjuntak SH. With these events, The plaintiffs objected and were aggrieved because according to the plaintiffs the original documents submitted to notary Haji Marwansyah Nasution had been abused by the Haji Marwansyah Nasution and Notary Martua Simanjuntak SH by issuing power of Attorney No. 68 dated November 30, 2010 from Betty Boru Saragih to Tigor Manurung made before Notairs Haji Marwansyah Nasution which was used as the basis for the sale and purchase of Tigor belongs to no. 88 dated November 7, 1995 as a result of the actions of Notary Haji Marwansyah Nasution and his team along with Notary Martua Simanjuntak who reversed the name of the Certificate of property rights No. 88 dated November 7, 1995 an Betty Boru Saragih became an Hotman Simanjuntak without the consent and without the knowledge of the plaintiffs who had the original land certificate, the plaintiffs filed a lawsuit against the defendants as stated in Supreme Court decision number 685/Pdt.G / 2020 / PN Mdn. In the decision, the panel of judges granted the plaintiff's claim I and II in part and sentenced the defendant to pay forced money (dwangsom) after this decision has permanent legal force.

The Act on the organization of agrarian system of 11 April 2003 introduced a special scheme for the purchase of agricultural land. The legislator’s initiative was designed to ensure that agricultural land would be extensively used for agriculture. The law has been amended several times since its entry into force. The most important changes were made in 2016, when the obligation of 10-year management and the prohibition on the sale and acquisition of agricultural property were introduced. Another amendment of 2019 shortened the above period to five years. The aim of this Act, containing some controversial provisions, is to lay down the basis of the agrarian system in Poland. In practice, it sets out a number of stringent requirements that the purchaser of agricultural property must comply with. As a result, trade in agricultural land is severely restricted.

WAYS OF OPTIMIZING LAND RELATIONS OF AGRICULTURAL ENTERPRISES

Purpose. The purpose of the article is to highlight the ways of optimizing land relations of agricultural enterprises in view of the transformational processes taking place in the context of the formation of the land market. Methodology of research. Legislative and other normative legal acts, scientific works of domestic and foreign scientists on issues related to the problems of organization and optimization of land relations of agricultural enterprises became the theoretical and methodological basis of the research. The following general scientific and special methods were used to solve the tasks: abstract and logical - during the formation of theoretical generalizations, assumptions, and the formation of conclusions; analysis and synthesis - when evaluating the organization of land relations of agricultural enterprises, substantiating the conditions for the purchase of agricultural land by their participants; comparative analysis – when comparing the domestic and foreign experience of organizing land relations; analytical groupings - when justifying the differentiation of the concentration of land in the same hands depending on zonal features. Findings. The organization of land relations in economic entities with different forms of ownership and organizational and legal form of economic management is considered. The main problems of effective land use of agricultural enterprises have been identified. The expediency of mortgage lending and the functioning of the land bank are revealed. The expediency of differentiating the concentration of land in the same hands depending on the zonal features of one or another region is substantiated. On the basis of the identified features, the conditions for the purchase of agricultural land are characterized by the participants of the appointment of agricultural enterprises. The minimum and maximum threshold of lease terms is specified based on foreign experience and Ukrainian realities. It is proposed to differentiate the amount of rent depending on the size of the enterprise and the term of use of the land plot. The main aspects of state policy in the field of improving land relations are defined and outlined. Originality. A systematic approach was used to substantiate the improvement of land relations of agricultural enterprises in order to increase the efficiency of their management. Practical value. The obtained results of the research are the basis for solving practical problems regarding the determination of conditions for the purchase of agricultural land by agricultural enterprises, the establishment of rent and lease terms. Analysis of Latvian Land Fund Transactions With Agricultural Land

In order to promote the preservation of agricultural land and the sustainable use of its areas for the needs of agricultural production, on 1 July 2015, the Latvian Land Fund established by the state started operating in Latvia. The Land Fund was established to promote the preservation and use of agricultural land for agricultural purposes in Latvia in the amount of not less than 2 million hectares, involving approximately 0.4 million hectares of agricultural land not previously actively used in active agricultural production. The operation of the Land Fund is regulated by the Law on Privatization of Land in Rural Areas and the regulations of the Cabinet of Ministers on transactions with agricultural land. Development Finance Institution ALTUM has been approved as the land fund manager. The Latvian land fund consists of accumulated agricultural land, which is further leased, sold or changed. The main activities of the Land Fund are the purchase of agricultural land, the lease of agricultural land and the sale or exchange of land. The Land Fund buys property from existing owners who are no longer able or for any other reason unable or unwilling to continue to use agricultural land for agricultural activities themselves. The Land Fund is looking for a buyer or manager for the purchased property. For unleased and unsold properties, the fund organizes management - mowing, and bush removal with the aim of keeping agricultural land in good condition, cleaning up agricultural land and returning it to agricultural circulation. The aim of the study is to analyze the Latvian Land Fund's transactions with agricultural land since the establishment of the Land Fund.

Remittances flows to farm households in rural Punjab: an empirical analysis

ABSTRACT This study, based on primary data, highlights various facets of overseas remittances received by rural farm households of Punjab. Importantly, higher proportion of sampled farm households had received overseas remittances on regular basis. Per-household and per capita amount of remittances realized was substantial. All size class of land holders had received remittances with no unique relationship to size of holding. The remittances, in overall, had contributed substantially to income of households. The pattern of utilization of remittances showed their diverse uses. The level of remittances depends upon 'years of stay of first emigrant in destination country', 'education of first emigrant from family', and 'number of persons abroad from family'. However, remittances had practically bypassed agriculture sector as large number of sampled households has completely leased out their agricultural land and very small proportion of received remittances was used for purchase of agricultural land and machinery.

Market Turnover of Agricultural Land in Ukraine: Monitoring and Analysis

The main objective of the land reform in Ukraine, which was launched 22 years ago, is to involve agricultural land in full, efficient, and transparent economic (market) turnover. During different stages of transformations in land relations, in scientific, political, and social circles, the issue of market turnover of agricultural land was particularly acute and always caused many disputes about precisely what the market turnover of land should be. With the introduction (from July 2021) of the market turnover of agricultural land, questions about its functioning not only remained, but, on the contrary, additional tasks were added: which model of market turnover Ukraine has chosen; what are the results of the functioning of the market turnover of agricultural land; whether the model of market turnover of agricultural land corresponds to the European integration direction of Ukraine’s development, etc. This study is focused on highlighting such issues, clearly revealing the essence of the subject through the analysis of statistical data, which in turn forms the relevance of the results presented. The purpose of the study is to cover and analyse the outcomes of the market turnover of agricultural land in Ukraine and to identify the existing issues. The purpose of the study is a comprehensive examination of the results of purchase and sale transactions of ownership rights to agricultural land plots concluded in Ukraine during 07/01/2021 – 07/01/2022 to determine the main trends in the results. The methods of analysis of the given subject were general scientific, including structural and functional (description and explanation of pricing and functioning of the market turnover of agricultural land); comparison (identification of discrepancies in the data of land value and the basis of its calculation on the basis of collected statistical data on the results of the market turnover of land), abstract and logical (generalisation and formulation of conclusions). Based on the findings, the results of the functioning of the market turnover of agricultural land were analysed, the causes of overstatement of land value were identified and the main price trends were established. The value of agricultural land is calculated by applying the median, the results are compared with the calculations of the average value. It is argued that the state authorities’ data on the value of agricultural land is calculated incorrectly. The number and structure of concluded contracts for the sale and purchase of agricultural land in the context of regions are investigated. The value indicators of agricultural land depending on the location, purpose and type of land are highlighted. The main difficulties in the functioning of the market turnover of agricultural land have been identified. Prospects for further research are to find solutions to the existing problems of market turnover of agricultural land by applying the findings of the study.

The current legislation on land protection in Slovakia with particular regard to the decision of the Slovak Constitutional Court on unconstitutional provisions of the Act on land acquisition

The accession of the Slovak Republic to the European Union opened a whole new chapter in the country's history and brought dynamic changes to its land transfer legislation. In the Slovak Republic, the moratorium forbidding the purchase of agricultural land by foreigners expired in 2014. Following this period, the European Commission launched a comprehensive examination of the legal status of land acquisitions in the new Member States. The investigation revealed that certain provisions of the Slovak land regulation restricted the EU’s fundamental economic freedoms. Even before this revelation, Act no. 140/2014 Coll. on the acquisition of ownership of agricultural land had been the subject of numerous public debates. Consequently, the Slovak Constitutional Court annulled a significant part of the Act on land acquisition in its decision of November 14, 2018. This article introduces the current legislation on land protection in Slovakia and describes the aforementioned decision of the Constitutional Court of the Slovak Republic in detail.

State and Perspectives of Agricultural Land Acquisitions

Despite being marginal in both general and scientific public, land acquisitions have brought agricultural land in the unprecedented focus of interest. The causes of these changes are the consequence of, inter alia, the growing world population, which undeniably leads to the increased need for agricultural products. Therefore, in this article the most relevant cause of agricultural land acquisitions is considered – growing food demand. The history suggests that the acquisitions of agricultural lands are not a new phenomenon, but rather a new wave of déjà vu. However, what differentiates this wave of acquisitions from previous ones are, inter alia, its causes. The latest wave of agricultural land acquisitions, according to the general understanding, started with the global financial crisis. In these circumstances, the growing demand for land acquisition began, which led developing countries to realize that the purchase of agricultural land, despite its potentially negative effects, could serve as a catalyst for economic development. We drew the conclusion that more than a third of all the cross-border land acquisitions were caused by the growing food demand. The results of the research show that the growth of land acquisitions follows the growth of world population, implying that the demand for agricultural land will not be stagnant for at least three more decades. In other words, land acquisitions undeniably are in continuo. This implies the need that foreign direct investment policies in agriculture, are defined in a way which would maximise the benefits and minimise any potential drawbacks.

Abstract. Introduction. Land reform is a set of measures aimed at solving complex issues of land relations regulation based on rational, efficient and sustainable land use. It guarantees citizens and local communities the right to own land, the formation of a transparent mechanism for the distribution and circulation of land resources, as well as an effective system of state management of land use. Purpose. The aim of the article is to analyze the relevance of the new land reform of Ukraine, the basic requirements for the sale and purchase of agricultural land, study the structure of the land fund of Ukraine, composition and structure of agricultural land, distribution of crops by ownership, analytical assessment of expected results from law enforcement. Results. Since the introduction of land reform in Ukraine, many problematic factors have been identified that slow down the process of concluding agreements for the purchase and sale of agricultural land. In particular, the following problems of land sales were identified: long-term verification of documents, imperfect legislation, refusal of notaries to enter into sales agreements, lack of supply in the land market, shortcomings of credit schemes for land purchase, high cost of credit. Conclusions. As a result of the analysis of land reform in Ukraine, it can be noted that the reform opens new opportunities for landowners, farmers, communities and all Ukrainians who previously did not have the opportunity to acquire and dispose of land. The population is free to dispose of its property, as befits the full owners of a democracy. The reform contributes to the economic development of the regions and the country as a whole

Uma pesquisa sobre o mercado de áreas agrícolas na Turquia

ABSTRACT: The main structural problems related to agricultural enterprises in Turkey are the small scale of the enterprises, the fragmented and multi-shareholding of the enterprise land. However, insufficiencies in infrastructure investments that provide direct access to the parcel and irrigation canal, the increase in the misuse of agricultural lands, constantly shrinking and fragmented lands, migration and land abandonments threaten land management and food security. To solve these problems and create a sustainable land market, Soil Conservation and Land Use Law numbered 5403 was issued in 2005, is of great importance. In this study, the socio-economic characteristics of the farmers who made agricultural land purchases and sales (230 farmers) in September, October and November of 2019 in Konya province and the structural developments after the new land law were examined, and the factors affecting their perspectives on the policies applied on land markets were determined by “Multinominal Logistic Regression” analysis. As a result of the analysis, it was determined that as the age of the farmers selling land increased, their views on the new land law were negatively affected, and the increase in the number of shares of the sellers who had more than one share positively affected their views on the new land law.

Credit guarantees in Ukraine’s agriculture: a development mechanism based on international practices

The paper deals with the conceptual approaches to the credit guarantee system as an effective mechanism of state support for agriculture. The importance of introducing a credit guarantee system in Ukraine and creating the Fund for Partial Credit Guarantee in Agriculture, a specialized non-banking financial institution, is emphasized. This will help to overcome obstacles to crediting small and medium agricultural enterprises. The authors have analyzed global credit guarantee schemes. The purpose of this paper is to develop proposals for amendments to the Draft Law «On the Fund for Partial Credit Guarantee in Agriculture», in particular a need to provide legal grounds for non-banking financial institutions, the form of business entities, their mission, criteria for agricultural subjects eligible for partial credit guarantees, financing of the relevant institutions and defining the related management bodies, as well as bodies of state regulation and supervision. The problem statement is attributable to the fact that the effectiveness of institutions providing credit guarantees for small and medium enterprises in agriculture plays an important role in the national economies of most countries. The authors have proposed an approximate financial model of the Fund for Partial Credit Guarantee in Agriculture and made the required economic calculations. Thus, with an initial authorized capital of EUR 10 million, the Fund for Partial Credit Guarantee in Agriculture, with 50% coverage, is able to provide guarantees for the purchase of 25 thousand hectares of arable land by small and medium enterprises at an average cost of EUR 820/ha, taking into account the average normative monetary assessment of agricultural land by regions. Consequently, credit enforcement will allow banking institutions not only to balance credit risk, but also to open access to small and medium agricultural enterprises to bank crediting to the extent necessary for the purchase of agricultural land and investments in production.

IMPROVING ACCESS TO FINANCE FOR AGRICULTURAL HOLDINDS AS A FACTOR FOR THE SUSTAINABILITY OF AGRICULTURAL FINANCING IN BULGARIA

The article analyzes the demand for finance and the supply of financial services. The assessment is that access to finance is a significant difficulty for Bulgarian farmers. Bulgarian farmers value their problems with access to finance at least twice as much as those of average European farmers. The main difficulties experienced by Bulgarian farmers and reflected in the demand for finance are determined by their needs for working capital, modernization of agricultural enterprises, and the purchase of agricultural land. The supply of agricultural loans is growing. The state of lending to the agricultural sector in the period after the country's accession to the European Union in 2007 is studied. In recent years, the supply of credit has increased. The main problems in the credit market are the concentration of the banking sector, the high levels of indebtedness, difficulties related to loan collateral. Lending is closely linked to financial support under CAP schemes. The development of financial support in combination with the improvement of the supply of agricultural finance is an important factor for achieving sustainable financing of agriculture in Bulgaria in the coming years. The need to improve the tools for improving the value chain in agriculture is highlighted.

Economic mechanism of land use in European countries in conditions of sustainable development

The article examines the economic mechanism of land use development in European countries, which is an important and integral component of agricultural development. A review of domestic and foreign literary sources shows that scientists have developed innovative approaches to complying with environmental standards and developing a sustainable development strategy for rural areas to ensure rational land use. A comparative characteristic of land use in Ukraine and European countries is given, in particular by comparing the indicators of the total area of all land, agricultural land and arable land, the share of land per person. The author grouped European countries according to the share of land that is in private ownership. Grouping of European countries by the level of the minimum, average and maximum price per hectare of land was carried out. It is summarized that in connection with the opening of the land market in Ukraine, the level of prices for the purchase of agricultural land will tend to increase, which will contribute to the formation of a civilized and transparent land market.

Territorial features of the land market in rural areas

The qualitative peculiarity of the existing land market in rural areas requires constant assessment of both the mechanisms that control its development and the direction of changes in its segments. Therefore, the purpose of the study was to analyze the territorial features of the development of the agricultural land market in modern conditions of the implementation of the import substitution policy. The research was carried out across the constituent entities of the Russian Federation of the Northwestern Federal District (NWFD) and in more detail on the example of the municipal districts of the Leningrad region using data from Rosstat, Rosreestr, the Ministry of Agriculture of the Russian Federation and other sources. Statistical methods of information processing were used. Based on the analysis of the dynamics of changes in the size of the cultivated areas, it was concluded that there were unfavorable tendencies as to the demand for arable land in the conditions of the Northwestern Federal District. Due to it, the reduction in the area under crops occurs in regions with more favorable conditions for agricultural activities. As the result, the growth in the number of transactions for the sale and purchase of agricultural land in the regions of the Northwestern Federal District is not sustainable. On the example of the municipal districts of the Leningrad region, the features of the primary and secondary market for agricultural land were revealed: the supply of land plots exceeds demand and is localized in the suburban area, such types of land turnover as the purchase and sale and lease of land plots have limited development. Depending on the location and other rental characteristics, the level of land prices, even within the boundaries of one municipal district, varies from 2.5 to 15 times. It has been established that the development of subsystems of market turnover of agricultural land is closely related to the conditions and results of economic activity in rural areas.

Agriculture Loans in Cooperative Banks of the Podlaskie Voivodeship

SummarySubject and purpose of work:Running an agricultural activity requires acquiring funds necessary for its functioning and proper development. The most classic examples of financing agricultural activity include all kinds of bank loans used by farmers for the purchase of agricultural land, construction and modernization of buildings, the purchase of machinery and equipment, as well as the establishment of perennial plantations or the purchase of a herd. The aim of the study is to present the possibilities of financing agricultural activity by cooperative banks in the Podlaskie Voivodeship.Materials and methods:The study used the method of observation and analysis of banking materials. The source of information was the data of cooperative banks, the Agency for Restructuring and Modernization of Agriculture and the Central Statistical Office.Results:Over the centuries, cooperative banks have developed techniques, methods and practices in the field of agricultural lending. They have somehow specialized in this area and offer farmers a full range of commercial loans. They have also actively participated in the redistribution of funds under the implementation of the EU Common Agricultural Policy. for many years. Currently operating farms have access to many forms of financing (the most developed and available in banks, however, are loans) depending on their financial needs or planned investments.Conclusions:Among many forms of foreign capital in agriculture, it is preferential loans that play a significant role as a stimulus to improve farm activities. Granting loans by cooperative banks is one of the basic tasks in their operations. Bank loans play an important role in changes taking place in agriculture. They generally do not violate the principles of market economy and financing rules, provided that the financial and credit policy takes into account the needs and limitations resulting from the current and forecast economic situation of farms.

Multilevel Analysis of the Pressure of Agricultural Land Conversion, Degree of Urbanization and Agricultural Land Prices in Taiwan

In 2000, to efficiently implement land-use policies, the Taiwanese government amended the Agricultural Development Act by easing restrictions on agricultural land purchases. As a result of increasing land development and investment needs, agricultural land prices have surged. This study aims to examine whether agricultural land prices in Pingtung County are affected by land control policy measures, the pressure of agricultural land conversion and the degree of urbanization. A multilevel analysis approach was used to analyze land price differences in townships in Pingtung County. The estimation results derived from the null model indicated significant differences between the mean land price in each administrative division. Specifically, the ratio of agricultural land prices affected by differences in Level 2 township-related factors was 21.8%, while the ratio of those affected by differences in Level 1 land-related factors was 78.2%. An empirical intercepts-and-slopes-as-outcomes regression model demonstrated that Level 2 township-related factors, such as the pressure of agricultural land conversion and the degree of urbanization, had cross-level, direct and positive impacts on agricultural land prices; while Level 1 land-related factors, such as lot size control measures on farmhouse construction and land-use zoning, had positive and significant impacts on agricultural land prices.

Current Issues of Agricultural Land Market in Slovakia

This paper reports on the findings of the study related to the agricultural land purchases in the Slovak Republic from June 1, 2014 till September 30, 2015. The situation is analysed according to the new legislation for the period after the expiration of the moratorium on the purchase of agricultural land by foreigners. We focus on the agricultural land supply and land prices in particular Slovak regions related to the land which has been offered for sale via the Register of Publication of Offers of the Agricultural Land at the web side of the Ministry of Agriculture and Rural Development. Our results show that new legal regulation Act no. 140/2014 Coll. on acquisition of ownership right to agricultural land directly favours certain groups interested in purchasing of land, and limits not only foreigners but also domestic persons interested in purchasing of agricultural land. The land supply prices are higher than the administrative ones in all Slovak regions.
