Failure Mode and Effects Analysis of Accessibility in Frigid Zone Campus Buildings

With the progress of China’s economy, there is an increasing focus on accessibility systems. Enhancements to accessibility infrastructure are being implemented in all types of structures, with a particular focus on educational institutions such as college campuses. This research was carried out to examine the campus accessibility system of Northeastern University’s Nanhu and Hunnan Campuses in Shenyang City, China, using failure mode and effects analysis (FMEA) as a methodology and using incorporating fuzzy control, which overcomes the limitations of traditional FMEA. Fuzzy-FMEA integrates the fuzzy linguistic assessment to assist the analysis process, in contrast to standard analysis which mainly relies on subjective judgment. Through calculations, it is known that ramps, barrier-free toilets, and barrier-free entrances are the items with the highest failure modes. The construction of the campus accessible environment needs to prioritize solving the problems of these facilities. The research results also found that there is a lack of research specifications for accessible environments in China’s cold regions, and universal specifications are not fully suitable. The accessibility of the new campus was improved and management was improved, reflecting the school’s increased awareness of accessible environment construction in recent years. However, there are still many common problems in the old and new campuses, proving that they are not aware of the importance and urgency of improving these problems. In addition, the construction of barrier-free facilities in the administrative office buildings where management and faculty are located on both campuses is generally in good condition. The accessible design of dormitories and canteens commonly used by students is often ignored. Moreover, the rough detailing in many buildings prevents these facilities from being used properly. These are the challenges faced by the Northeastern University in building an accessible environment.

The Overview of Safety Sign Supporting Road Area PT Angkasa Pura I Syamsudin Noor Banjarbaru Airport in 2022

Abstract
 Safety signs are useful equipment to help protect the safety and health of workers and visitors while in the work environment. Safety signs can be useful for providing attention or warning of an alert attitude towards dangers that are invisible to the eye or warning of caution against actions that are not allowed. The purpose of this study is to find out how the description of the safety sign in the supporting road area of PT. Angkasa Pura I Syamsudin Noor Banjarbaru Airport. The type of research used is a descriptive research method. The method of data collection is carried out by direct observation with the Unit Safety Management System and Occopational Safety Health (SMS & OSH) and for the presentation of data, which is carried out using tables and accompanied by explanations. The results of this study show that in the parking area there are no signs for exit directions. In the front area of the administrative office building and in the mosque area, there are no signs for entry and exit signs. Meanwhile, in the cargo building area, the access road to get in and out of the box car is only one lane. It is recommended that the unit concerned should check further regarding safety signs and signs located in the supporting road area of Syamsudin Noor Airport. The relevant unit should be able to propose safety signs and related signs proposed by researchers for the safety and comfort of airport visitors in the area around the supporting road of Syamsudin Noor Banjarbaru Airport.

Kesawan Region: The Old City of Medan From the Past to the 21st Century As Historical Tourism

Medan City is the capital of North Sumatra Province which of course is on the island of Sumatra. The city of Medan as the third largest metropolitan capital in Indonesia also has a long history that started from a village whose initial opening was the size of a field opened by Guru Patimpus Pelawi who came from the Karo ethnicity who until now is known as the founder of the city of Medan. And in subsequent developments this city was dominated by ethnic Malays since the founding of the Deli Sultanate by Gocah Pahlawan who came from the Aceh Sultanate which made Medan until now still known as Tanah Deli or Medan Deli and at a time not much different, a person from the Colonial nation (Dutch ) named Jacob Nienhyus around the 1860s established plantations especially for tobacco commodities which almost covered the city of Medan so that in the term Medan Putri was known or the producer of Deli Tobacco which was famous to foreign countries at that time. With the area of the plantation, of course, workers were needed, so Nienhyus brought in a large number of coolies from ethnic Chinese and of course the coolies needed a place to live. Until then the Kesawan area that we know today was formerly a Malay village which was then a result of the large influx of Chinese letnics making this area subsequently dominated by ethnic Chinese who then built houses in the form of shops and started businesses by trading and several administrative office buildings Colonialism also exists in the area as we can see to this day, both the buildings that still function as housing complexes and the remains of the ruins of the building's foundations. And until now this area has become one of the historic iconic locations in the city of Medan, especially at night decorated with various street lights that illuminate this area to just relax and even become a background in documentation for selfies to become a culinary center.

Sick building syndrome and office space design in Cairo, Egypt

Sick building syndrome is a group of symptoms relatively common among office workers; such symptoms could have an impact on the worker's productivity. The aim of this research is to provide a better understanding of the relation between design elements, indoor environmental quality and sick building syndrome within office spaces in Cairo, Egypt. Results show that a healthy environment leads to higher level of office productivity. Several design elements were chosen to be analysed according to previous studies, and their relation to the indoor environmental quality was noted. The prevalence of these elements on sick building syndrome was studied. An empirical comparative study has been conducted within two administrative office buildings at Cairo campus of the ‘Arab Academy for Science Technology & Maritime Transport' in Egypt. Data collection was done by a self-administrated questionnaire. The questionnaire includes personal background, work design elements, socio-demographic elements and symptoms of sick building syndrome. Headache and fatigue were the most prevalent symptoms in both buildings. This study revealed that office comfort is the most important factor affecting office occupants and should be taken seriously when designing office spaces for better working environment free of sick building syndrome.

Establishing Indoor Thermal Comfort Range for Office Buildings in Jos Nigeria Using the Adaptive Psychrometric Chart

A psychrometric chart is a web-based graphical user interface that allows for the prediction of thermal comfort and the visualization of comfort boundaries within predefined atmospheric qualities. Based on ASHRAE 55 adaptive method, this chart was used to analyse 10 administrative office buildings, with occupant-controlled natural conditioned spaces, located within Jos urban conurbation in Nigeria. This tool revealed that with an outdoor temperature of 32.0°C, indoor thermal comfort range for 80% and 90% acceptability corresponds to 24.2°C to 31.2°C and 25.2°C to 30.2°C respectively. It also established a neutral operative temperature of 29.0°C on the Adaptive Psychrometric Chart. The neutral operative temperature of 29.0°C is at slight variance with other research indicating a Neutral Temperature of 29.4°C. However, this established neutral temperatures fall within 80% and 90% of acceptability thermal comfort range. This authenticates the validity of Psychometric Chart and the Neutral Temperature Analysis techniques as viable tools in thermal comfort studies in this research environment and conditions. This also indicates that most of the office buildings examined can operate fairly effectively without mechanical ventilation thereby providing savings in energy use and ensuring environmental sustainability.

Survey Based Evaluation of Indoor Environment in an Administrative Military Facility

Military facilities feature distinctive requirements with regards to building technical and structural design, material use and indoor environmental conditions (IEC), as these buildings serve specific purpose and the personnel occupying the premises may wear uniform or protective clothing (administrative staff, special forces, training personnel etc.), that can greatly affect their satisfaction level with thermal comfort and productivity.
 In order to acquire data on the actual indoor environment conditions and obtain a feedback from the occupying personnel on their satisfaction level with the IEC in an administrative military building situated in a special purpose military compound, a series of IAQ measurements (temperature, humidity, CO2 level) and a survey on indoor air quality and thermal comfort was conducted in different premises of the administrative office building. A total of 73 respondents occupying the building participated in the survey.
 The results of the conducted survey revealed that there is a high degree of dissatisfaction with the IEC in military buildings, that is attributed to inadequate ventilation and overtemperature. That matched the collected indoor environmental quality (IEQ) data, forming a direct relationship between the poor energy efficiency and low satisfaction rate with IEC.
 The study reiterates the need to address the poor current technical state of unclassified building stock, emphasizes the call for developing clear regulatory requirements for newly-constructed unclassified buildings and thorough feasibility assessment for renovation projects. 

Epidemiological investigation on a cluster epidemic of COVID-19 in a collective workplace in Tianjin

Objective: To investigate and analysis the epidemiological characteristics of a cluster epidemic of COIVD-19 in a collective workplace in Tianjin, evduate the prevention and control measures based on limited evidence and experience in early period of COVID-19 epidemic. Methods: Descriptive research method was used to describe the distribution and other epidemiological characteristics of the cluster cases of COVID-19. Results: Since the onset of the first index case on January 15, ten confirmed COVID-19 cases had occurred in the workplace, and the epidemic had spread from the workplace to 4 families, infecting 7 family members. The median age of 17 cases was 55 (19-79) years. All the 10 employee cases were males, and in the family cases, 3 were males and 4 were females. Of the employee cases, 8 worked in CW workshop and 2 worked in administrative office building. The median exposure-onset interval of all the cases was 4 days, and the median exposure-onset interval was 4.5 days in the employee cases and 4 days in the family cases. The median onset-medical care seeking interval was 4 days in the non-isolated cases, 2.5 days in the cases with home isolation after onset, and 0.5 day in the cases with home isolation before onset. Conclusions: The clustering of COVID-19 cases was observed in this workplace in Tianjin, which affected 4 families. In the early stage of the epidemic, accurate and rapid blocking and control measures can completely prevent the large-scale spread of COVID-19.

Baseline adjustment methodology in a shared water savings contract during severe water restrictions – a case study in the Western Cape, South Africa

A novel method for baseline adjustment in a shared water savings contract under serious drought conditions was presented in a companion paper. The newly developed baseline adjustment method was subsequently applied to a case study, as discussed in this manuscript. The case study involved application of the method to 24 relatively complex sites, spread over the Western Cape Province in South Africa. The sites included, for example, military bases, naval dockyards, an airforce base, prison facilities, large multi-storey blocks of flats and administrative office buildings. Baseline adjustment became essential mid-contract during the serious water restrictions in Cape Town at the time. The restrictions were linked to the ‘Day Zero’ scenario in 2018 when water supply would potentially run out, and resulted in water savings at baseline sites that were ascribed to external factors. The study incorporated a comprehensive review of the approved baseline reports with site visits to 12 of the properties. The baseline adjustment method provided a robust means to obtain adjustments for sites with relatively limited data. The minimum data requirement was a record of monthly water consumption per site. The adjustments varied between 0% and 64% of the original baseline value for the different sites in the study sample. The relatively higher adjustments were linked to sites where outdoor irrigation and pool water use was prevalent during the baseline-setting period, but was banned during the drought. Zero adjustments were found for sites with exceptionally high leakage flows that had subsequently been repaired; leaks dwarfed actual use in these cases. The results for all 24 sites were accepted by the contracting parties as being reasonable and fair.

Design of Intelligent Comprehensive Security System for Existing Office Building

This project is an overall renovation of the existing government administrative office buildings. In order to realize the overall management of office and security, the owner requires that the security monitoring center and the intelligent management center should be placed in one center, and there should be related interfaces. In addition, cooperation between different brands is often encountered in the project operation, and a set of intelligent weak current systems need to be built, which leads to the integration and integration of management platforms becoming a difficult problem. The owner hopes to obtain a very smooth resource interaction environment. Each access subsystem is regarded as the management module of the platform. Only by realizing the unified management of the platform, the coordinated operation of each access subsystem and the organic combination of the whole system can the real expectations of the owner be met.

The most effective indoor environmental quality factors related to worker satisfaction and performance: a case of the administrative office building at Ferdowsi University of Mashhad

The influence of the office environment on employees has attracted inter-disciplinary research attention. This study investigates the differences in worker satisfaction and self-estimated job performance regarding indoor environmental quality (IEQ) parameters in personal workspaces between three office types (enclosed private office, enclosed shared office and cubicle with high partitions). A standard survey conducted by the Centre for the Built Environment (CBE) has been used to collect and analyse data from 175 workers in Ferdowsi University’s administrative office building. The CBE survey classifies IEQ parameters into seven main categories. Regardless of office type, there was a positive correlation between satisfaction and self-reported performance in all IEQ factors except cleanliness and maintenance; which means the increase in satisfaction would enhance the self-reported performance. Based on principal component analysis, the cleanliness and maintenance factor was the most effective in the enclosed private office and enclosed shared office.

Reflections on a retrofit: Organizational commitment, perceived productivity and controllability in a building lighting project in the United States

The luminous environment affects how office workers perceive their work setting. However, research on how the lighting commissioning process associates with psychosocial variables relevant to office settings is lacking. This case study explored the extent to which employees working on a recently retrofitted floor of an administrative office building believed they could control the new lighting system. It also measured their levels of perceived productivity and affective organizational commitment to examine correlations between these variables and levels of satisfaction with the lighting commissioning process. Satisfaction with the commissioning process did not significantly correlate with perceived productivity, controllability, affective organizational commitment, or the average number of productive work hours reported after the retrofit. However, perceived productivity significantly and positively associated with perceived controllability and affective organizational commitment. Also, controllability and affective organizational commitment both significantly correlated with the number of productive work hours perceived. Results support interdisciplinary studies emphasizing the importance of lighting controllability in improving employees’ perceived performance and satisfaction at work. Results also offer practical suggestions concerning the commissioning process used in the case study.

Developing thermal comfort model through regional budget expenditure analysis towards low energy consumption in public building facility (case object: government building in north and south of Jakarta)

Building efficiency policy has implemented Indonesia. However, energy consumption in building sector remains significantly increased. Jakarta Government relied on AC in providing a comfortable condition for its service it consumed 57% of its total energy consumption. Current available energy monitoring method based on the expensive electrical device, so a new method using regional budget expenditure is developed in this research. This study established: Field study (6 buildings), regional budget expenditure analysis (313 buildings) on thermal comfort and building energy in 112 administrative office building equipped with Natural air ventilated (NV) and Air Conditioned (AC) and 224 building occupants/building manager were taking part in this research. Quantitative method used in this research with variables: thermal comfort (Air temperature, Relative humidity, radiant temperature, Air velocity, and personal clothing index) with Fanger’s Predicted Mean Vote (PMV) method calculation. Another variable used in this research is government standard for Building Energy Consumption Index (IKE) through regional government budget analysis. During an early stage, the budget analysis shows 6 out of 112 office buildings energy consumption (electricity) categorised as ‘extravagant.’ Field study higher IKE caused by too cold temperature setting, underperformed Air Conditioning System, building envelope and ventilation or ‘inappropriate’ building orientation (facing east-west).

‘The Congo must have a presence on Belgian soil.‘ The concept of representation in governmental discourses on the architecture of the Ministry of Colonies in Brussels, 1908–1960

While parliament buildings and governor‘s palaces have been studied as embodiments of governmental or colonial power, the architecture of the often more mundane state administrative office buildings has only received scant attention from architectural historians. In this article, we seek to demonstrate that political discourses concerning such buildings can nonetheless reveal important conceptions of colonial power. Rather than focussing on how such power was accommodated in and shaped by state-built architecture overseas, this article draws attention to the representational aspects of colonial governance in a mother country through an analysis of various projects proposed for the Belgian Ministry of Colonies (1908–1960). In the 1930s, when it was still housed in an eighteenth-century neoclassical building in Brussels, the Ministry of Colonies was included in a visionary but unsuccessful civil service reform, which was aimed at a modernisation of the Belgian state bureaucracy and its office buildings. After the Second World War, when colonialism became increasingly criticised in international fora, successive Belgian Ministers of Colonies pleaded for the construction of a new, grandiose ministerial complex, which was supposed to symbolise efficiency, modernity, and—above all —the permanence of the colonial undertaking. Even though important steps were taken to realise this complex, the project was outrun by the global decolonisation process, of which the independence of the Belgian Congo (1960) was an inevitable outcome.

Renewal Patterns of the Administrative Office Buildings

With the commencement of the integration construction of urban and rural areas, Chinese rural structural adjustment is occurring. The government behaviors about merging townships bring a large number of vacant administrative office buildings. This paper aims to study the possibility and rationality about the administrative office building reuse in this context. How to renovate depends on the original building space characteristics and the new space requirements. The construction method includes the repair, replacement and increase. Finally, the example that the administrative office building transformed into the disabled care center in the Luonan County proves the possibility and rationality about the renewal patterns. This kind of renewal patterns will save construction costs, bring economic benefits and a good social effect.

Effects of bedrock type on the indoor radon concentrations at the office buildings in Gyeongju, Korea

This study measured the indoor radon concentrations at 23 administrative office buildings in Gyeongju, Korea, which consists of 23 administrative districts. Using the Korean geological information system, the type of bedrock under the administrative office buildings was identified and classified in 3 major types: granite, sedimentary rock, and sedimentary rock-based fault. The changes in the indoor concentrations at the 23 administrative office buildings were analyzed according to the type of bedrock. As a result, the radon concentration in the areas with the granite bedrock was generally higher than that in the region of two other types of bedrock. In addition, the radon concentration was evaluated according to surface area and construction timing of the building. The indoor radon concentration generally increased with decreasing surface area of the building, particularly in granite distributed areas. For a building aged more than 15 years, the radon concentration in the building in the granite area was much higher. For the building aged 1 or 2 years, the radon concentration was high regardless of the type of the bedrock due to radon emanation from the building material, such as concrete.

SUB‐NATIONAL GOVERNMENT CAPITAL SPENDING IN INDONESIA: LEVEL, STRUCTURE, AND FINANCING

AbstractSub‐national government capital spending is important for both public service delivery and economic development. Currently, Indonesian sub‐national public capital spending appears barely sufficient to cover the annual depreciation of its fixed assets. A substantial proportion of local government investment spending goes to create relatively unproductive assets, such as administrative office buildings. Sub‐national governments finance their capital acquisitions out of gross operating budgets and have thus far not used, to any great extent, either borrowed funds or their significant cash reserves for such purposes. Indonesian sub‐nationals need to spend more on capital than they do now and also need to focus that spending on more useful types of infrastructure. The major constraints to increasing capital spending at the sub‐national level are not related to a dearth of finance, but regulatory rigidities in budget preparation and implementation and, most importantly, a lack of capacity to plan, design and implement investment projects. JT4 engines for terminal energy plant

THE TOTAL ENERGY PLANT located by Trans World Airline at their overhaul base at Kansas City International Airport is unique in that the prime movers for power generation are Pratt & Whitney JT4 flight engines. The plant serves the 1,200,000 sq ft airframe and engine overhaul facility, the new 500,000 sq ft superhangar for servicing 747's and L1011's, the new 500,000 sq ft administrative office building, and the new flight training centre, as well as several other smaller buildings. This is TWA's main overhaul and administrative centre for the airline.
