RETURNING TO THE PUBLICATION OF DOCTOR OF JURIDICAL SCIENCES, PROFESSOR M.A. SARSEMBAYEV «THE NEED TO IMPROVE STANDARDS OF ILO CONVENTIONS AND THE KAZAKHSTAN LABOR LAW»

This article analyzes the article by Professor M.A. Sarsembayev on the topic «The need to improve standards of ILO conventions and the Kazakhstan labor law», which was published in the Bulletin of the Institute of Legislation and Legal Information of the Republic of Kazakhstan No. 2 (47) in 2017. In the article Professor M.A. Sarsembayev focuses on the International Labor Organization (ILO) conventions, including the e Convention on Equal treatment and equal opportunities for men and women workers: workers with family responsibilities, adopted in Geneva on the 67-th session of the ILO General Conference on 23 June 1981, the Convention on the Protection of Wages, adopted in Geneva on 32-th session of the General conference of the ILO 1 July 1949, and the ILO Convention on the Minimum Wage Fixing Machinery by 16 June 1928, which are ratified by the Republic of Kazakhstan, with the aim of improving the norms of national labor legislation. The author also identifies shortcomings in these conventions and provides recommendations (translations, new formulations, additional articles, and terms) for their improvement, emphasizing that Kazakhstan, as a party to these conventions, can make proposals for their enhancement through the ILO’s Bureau of Labor Administration. The article also addresses the issue of accession to conventions such as the Convention on Minimum Standards of Social Security (No. 102), the Convention on the Right to Organize and Collective Bargaining in Agriculture (No. 11), the Convention on Compensation for Workmen in Agriculture (No. 12), and the Convention on Medical Care and Sickness Benefits for Workmen in Agriculture (No. 25), considering their significance for the national legal system of Kazakhstan.

Assessment of Materials Management Practices in the Selected Public Service Sectors in the Case of Debre Markos City Administration Bureau

One of the main life bloods for operating every institutional task are materials. As a result, the objective of this study was to assess materials management practices in the selected public service institution in the case of DMSCAB. The researcher employed mixed research approach with a descriptive and explanatory research design to achieve the objective. The data was obtained from primary and secondary sources of data. the primary data was obtained via prepared closed ended questionnaire and interview. The researcher has used various statistical tests to measure whether the entered variables are explaining the dependent variable or not. Among various tests validity and reliability, normality, autocorrelation, and multi collinearity tests have been employed in this study. The main finding of the study indicated that planning activity, specialized or professional expert, integration activity and policy environment was statistically significant at 5% level of significance in explaining the materials management practices and discovered that there is poor materials management practice in their sector. Finally, the researcher concluded that effective materials management practices is still infant. Therefore, the researcher has extended some recommendations to the targeted sectors. Sectors should form a new structure for introducing and recognizing the basic necessity of materials management practices in their operation.

PENERAPAN DOUBLE EXPONENTIAL SMOOTHING UNTUK MEMPREDIKSI JUMLAH PENERIMAAN MAHASISWA BARU

This research aims to find out or predict the number of new students who will register for admission at the UNTRIB Kalabahi campus in 2024. The data collection technique used in this research is secondary data obtained from BAAK (Student Academic Administration Bureau) UNTRIB Kalabahi from 2007 until 2023 there are 17 data. The method used in this research is the Double Exponential Smoothing method from Brown to analyze the number of new students in 2024 based on new student data in 2007-2023 by testing using 9 alpha value parameters, namely 0.1 to 0.9 by looking at the Mean value The smallest Absolute Percentage Error (MAPE). The research results show that the smallest MAPE value is 6.35% with an alpha parameter value of 0.5. The estimated number of new student admissions in the 2024/2025 academic year is 590 people

Analisis Pengaruh Price Discount, Hedonic Shopping Motivation Terhadap Impulse Buying Pada Konsumen Shopee-Id

This research is motivated by the community that is currently dependent on the facilities provided by the internet , with the facilities provided by the internet the community is able to meet everything The desired needs, one of which is online shopping transactions.The purpose of this study was to determine whether there is a significant influence between price discounts and hedonic shopping motivation on impulse purchases in consumers Shoppe_id students FEB PGRI University Semarang class of 2017 /2019. In conducting this research, researchers are guided by previous studies and the research method used is quantitative research with the determination of data sources using non-probability sampling and accidental samling, for the validity of the data researchers took from the Student Administration Bureau which had been processed by researchers using SPSS 26. The results of the analysis in this study stated that the price discount (X1) sig value of 0.035 which means that the price discount have a significant effect on impulse buying (Y), while for hedonic shopping motivation (X2) shows a sig value of 0.000 which means motivasi hedonic shopping has a significant influence on impulse buying (Y).

Psoralen mediates BMSCs osteogenic differentiation via cross-talk between Wnt/β-catenin and BMP/smad signaling pathways

Background: To explore the mechanism of psoralen mediated Wnt/β-catenin and bone morphogenetic protein (BMP) signaling pathway to induce osteogenesis of BMSC. Methods: Bone marrow mesenchymal stem cells (BMSCs) were treated with psoralen to detect its osteogenic differentiation. In addition, lentivirus and siRNA were used to construct cell models of β-catenin or BMP2 overexpression and knockdown, separately. They may help to clarify the role of β-catenin and BMP2 crosstalk in osteogenic differentiation of BMSCs. What’s more, C57BL/6 mice were selected to be treated psoralen with psoralen to further verify the osteogenic effect. Results: Various in vitro studies on BMSCs showed that psoralen could promote the osteogenic differentiation of BMSCs. Overexpression of β-catenin could promote the expression of BMP2 in BMSCs, and psoralen can enhance the effect of bone differentiation. Knockdown β-catenin decreased the expression of BMP2 and inhibited psoralen in promoting bone differentiation. In addition, it was found that the effect of psoralen on β-catenin level did not change significantly after overexpression or knockdown of BMP2, but the effect of psoralen on promoting bone differentiation was inhibited by knockdown of BMP2. In mice, psoralen intervention regulated the crosstalk of Wnt/β-catenin and BMP signaling pathway to reached to promote osteogenic differentiation of bone tissue. Conclusions: Psoralen can activate β-catenin signaling pathway and up-regulate the expression of BMP signaling pathway to increase the cross talk between β-catenin and BMP, to eventually reach to promote osteogenic differentiation of BMSCs. Analysis Of Work Discipline In Improving Employee Performance At The General Administration Bureau, Finance And Resources Of Makassar Muhammadiyah University

This research is a type of qualitative research with the aim of finding out how work discipline improves employee performance at the General Administration, Finance and Resources Bureau of Muhammadiyah University of Makassar. The type of data used is descriptive qualitative with data collection through observation and interviews. Research results that can be written show that a high level of discipline influences better performance, higher productivity and more consistent target achievement. Factors such as punctual attendance and completing tasks according to schedule are important indicators of the level of work discipline. On the other hand, lack of discipline can result in decreased performance and instability in achieving targets.

Study on the reform dilemma and reform path of administrative examination and approval bureau

The transformation of government functions is the key to comprehensively deepening the reform in China, and the reform of the administrative examination and approval Bureau has played an important role in the process of implementing the "separation of audit management". This kind of reform can effectively promote the construction of our country service-oriented government, has the important rule of law significance. As a new thing, the Administrative examination and approval Bureau, which originally served as a service center, has faced a series of difficulties in the process of promoting reform, including the fuzzy scope of examination and approval items, the lack of professional quality of examination and approval personnel, difficulties in departmental coordination, the unclear division of examination and approval and supervision, and the lack of effective supervision. There are many reasons behind these difficulties, such as conflict of interest, unitary reform mode, restriction of administrative management system and lack of consensus on the direction of reform. In order to overcome these difficulties, a series of measures can be taken, such as promoting local legislation, improving the professionalism of examination and approval personnel, promoting information sharing, and strengthening internal and external supervision, so as to better promote the reform of administrative examination and approval bureaus.

Impact of Digital Government on Digital Transformation of Enterprises from the Perspective of Urban Economic Sustainable Development

Enterprise digital transformation stands as a pivotal driving force for urban economic sustainable development. Investigating the role of digital government policies in fostering urban economic growth through enterprise digital transformation is essential for guiding governments in a more targeted pursuit of urban development policies. Utilizing the establishment of the urban big data administration bureau as a quasi-natural event and leveraging data on A-share listed companies from 2012 to 2022, this study scrutinizes whether the construction of digital government effectively stimulates enterprise digital transformation and, consequently, promotes urban economic development. Benchmark regression results unequivocally demonstrate that digital government policies significantly propel enterprise digital transformation. Mechanism analysis elucidates that digital government facilitates enterprise digital transformation by enhancing the urban business environment and mitigating the influence of information search costs. Heterogeneity analysis underscores the influence of factors such as the city’s area location, administrative level, and economic development level on policy effects. Notably, the impact of digital government policies is more pronounced in central and western cities, provincial capitals, and cities with lower economic development. Economic consequence analysis reveals that digital government policies play a crucial role in fostering urban economic sustainable development by fostering the digital transformation of enterprises.

The Important Role of Organizational Commitment, Competency and Work Capability in Improving Employee Performance

This research aims to explore and analyze the relationship between organizational commitment, competence and work ability on employee performance at the Surabaya City Government Administration Bureau. With a quantitative and explanatory approach, data was collected through observations, questionnaires and documentation from 57 employees. Although the number collected was slightly reduced to 50 responses which could be analyzed using SPSS software. The results of the analysis show that there is a significant relationship between organizational commitment and increased employee performance. However, although competency and work ability have an impact on performance, the relationship is not significant. The implications of this research underline the importance of organizational commitment in improving employee performance in the government sector. By understanding that organizational commitment has a strong impact, management can focus more on strategies to strengthen employee commitment to increase efficiency and effectiveness in the Surabaya City Government Administration Bureau.

This research aims to determine the implementation of Employee Performance Management in the Administrative Bureau of the Regional Secretariat of the Riau Islands Province. This research uses qualitative methods by collecting data in the form of observations and interviews. Data analysis used used descriptive analysis and triangulation. The results of this research show that the planning and staffing section of the Leadership Administration Bureau has implemented performance management for employees in carrying out their work. The planning process can be seen from the preparation and determination of employee performance targets. In the implementation of performance, it has also been carried out in accordance with their respective main tasks and functions. Communication and coordination are effective in implementing activities so that results are obtained as expected.

The Influence of Leadership Attitudes on Employee Work Discipline in the Economic and Development Administration Bureau of the Regional Secretariat of South Sulawesi Province

The quality of human resources is very important in an agency, the resources in question are employees, to maintain this quality you need a leader who has quality behavior. Direction for the work carried out by employees in an agency must be given by a competent leader to create good work discipline for the employees. This research aims to determine the description of leadership attitudes, the description of employee work discipline, and the influence of leadership attitudes on employee work discipline. This research is quantitative research with a symmetric associative design that uses descriptive and inferential statistical science tools. The population of this study was all 55 employees and 48 people based on the Krejcie table using a random sampling technique. The data collection techniques used were questionnaires and documentation. The data analysis techniques used are descriptive and inferential statistical analysis. The test results show that the leadership's attitude is in the very good category and employee work discipline is in the very good category. In the product-moment correlation test, the relationship between variables is strong and there is an influence between the two variables. Based on the results of simple linear regression analysis, it was concluded that there was a positive and significant influence on leadership attitudes on employee work discipline in the Bureau of Economics and Development Administration of the Regional Secretariat of South Sulawesi Province

ANALYSIS OF FACTORS INFLUENCING THE PERFORMANCE OF STATE CIVIL SERVANTS IN THE ADMINISTRATIVE BUREAU OF THE REGIONAL SECRETARIAT LEADERS OF NORTH SUMATRA PROVINCE

This study aims to determine how much influence Individual Factors, Psychological Factors, and Organizational Factors have on the Performance of State Civil Apparatuses in the Administrative Bureau of the North Sumatra Regional Secretariat. The population used in this study is the State Civil Apparatus in the Administrative Bureau of the North Sumatra Regional Secretariat, which totaled 50 people, the sample is taken with the whole of the total population tau with a saturated sample. The analysis technique uses multiple linear regression analysis, and hypothetical tests t test, f test, and determination test. The results of the calculation results obtained by the calculation results obtained by the Fcount value of 25,533 with a significance of 0.000, while the Ftable at the 95% confidence interval or α = 0.05 is 2.723. By comparing the value of Fcount with Ftable, then Fcount (25,533) is greater than Ftable (2,723). The decision was that H0 was rejected and Ha was accepted, meaning that simultaneously the individual factor variables (X1), psychological factors (X2) and organizational factors (X3) had a very significant (high significant) effect on the performance of the employees of the North Sumatra Province Secretariat Leadership Administration Bureau. Meanwhile the coefficient of determination obtained with a value of 69.0% changes in the dependent variable (Performance of Employees of the North Sumatra Province Secretariat Leadership Bureau) can be explained by changes in Individual (X1), Psychological (X2) and Organizational (X3) Factors ). Meanwhile, the remaining 31% is explained by other factors outside the three variables described above, such as work experience, work ability, benefits, and leadership style.

Interpretation of 14th Five-Year Plan for National Eye Health (2021-2025)

Eye health is an essential component of physical and mental health, concerning the whole life cycle and all age groups, which is a major public health and social issue related to people's livelihood. With 2020 being the final year of the 13th Five-Year National Eye Health Plan(2016-2020) and the VISION 2020 initiative, under the support of the Bureau of Medical Administration under the National Health Commission, the White Paper on Eye Health in China was prepared, aiming to comprehensively introduce the achievements of eye health in China, as well as the work experience and challenges in the development of eye health. Under the guidance of the "Healthy China 2030" and with the aim to further promote the high-quality development of eye health during the 14th Five-Year Plan period and further improve people's eye health, the National Health Commission formulated the 14th Five-Year National Eye Health Plan (2021-2025). This paper focuses on the interpretation of the core content of the Plan, aiming to better implement the plan and achieve the goals.

PENGARUH KUALITAS PRODUK, GAYA HIDUP, DAN KUALITAS PELAYANAN TERHADAP KEPUTUSAN PEMBELIAN E-COMMERCE TIK-TOK SHOP (Studi Pada Mahasiswa Program Studi Manajemen UNIBA Surakarta)

The purpose of this study was to determine the effect of product quality, lifestyle, and service quality on purchasing decisions for e-commerce tick-tock shops in students of the UNIBA Surakarta management study program. Researchers used a descriptive quantitative approach. This research was conducted in Surakarta City. The chosen location is at the Surakarta Batik Islamic University. The time for research was adjusted to the search for information data needed by researchers for 3 months during March 2023 - May 2023. The population in this study was the total number of students in the Management Study Program at the Islamic University of Batik Surakarta, namely 584 students obtained from BAAK (Bureau of Academic and Student Administration). Because the population is more than 100 students, in this case the researcher took a sample of 20% of the total population, namely 584 students, so the calculation is 20/100 x 584 = 116. So, the number of respondents to be studied is 116 students. The author uses a purposive sampling technique. The results of this study indicate that based on the t test, the results of product quality, lifestyle, and service quality have a positive and significant effect on purchasing decisions for e-commerce tick-tock shops for students of the UNIBA Surakarta management study program. Based on the F test, it shows that product quality, lifestyle, and service quality have a simultaneous and significant effect on purchasing decisions for e-commerce tick-tock shops for students of the UNIBA Surakarta management study program.Keywords: Product Quality, Lifestyle, Quality of Service Purchasing Decisions.

GOVERNMENT COMMUNICATION STRATEGIES IN PUBLICIZING POLICIES, PROGRAMS, ACTIVITIES AND REGIONAL DEVELOPMENT ACHIEVEMENTS IN THE DIGITAL ERA (Case Study in The Leadership Administration Bureau of The Regional Secretariat of The Northern Sulawesi Province)

This research aims to analyze the government's communication strategy through the Bureau of Leadership Administration at the Regional Secretariat of North Sulawesi Province in publicizing policies, programs, activities, and regional development achievements in the digital era. The method used in this research is a descriptive qualitative method. The informants used in this study were selected using purposive sampling technique, totaling 11 people. Data collection was carried out through observation, interviews, and documentation. The research focused on planning aspects, objectives, message aspects, and media aspects. Data analysis was conducted by data reduction, data presentation, and drawing conclusions. The findings reveal that the government's communication strategy for publishing policies, programs, activities, and regional development achievements involves a systematic approach. The planning aspect consists of message preparation, design, and publication stages. The strategy primarily targets the community, aiming to provide them with government communication. The message aspect includes conveying information about upcoming and implemented policies, as well as regional development programs, activities, and achievements. The chosen media platform for publishing is Instagram, a popular social media application. In conclusion, the government's communication strategy in publicizing policies, programs, activities, and achievements of regional development in the Bureau of Administration of the Regional Secretariat of North Sulawesi Province is effective, despite relying solely on Instagram as the chosen social media platform. Therefore, it is recommended to utilize other social media platforms such as Facebook, YouTube, and others for broader reach and dissemination.

Use of 18F-FDG PET/MRI as an Initial Staging Procedure for Nasopharyngeal Carcinoma.

Compared with the conventional work-up (CWU) including computed tomography (CT) of the chest and abdomen, MRI of the head and neck, and skeletal scintigraphy, positron emission tomography (PET)/MRI might improve diagnostic accuracy, shorten the work-up time, and reduce false-positive (FP) findings in patients with nasopharyngeal carcinoma (NPC). However, evidence of cost-effectiveness is needed for the adoption of PET/MRI for the initial staging in NPC. To evaluate the cost-effectiveness and clinical value of PET/MRI as an initial staging procedure for NPC. Retrospective cohort cost effectiveness study. Three hundred forty-three patients with a median age of 51 (13-81) years underwent PET/MRI before treatment (the PET/MRI group) and the remaining 677 patients with a median age of 55 (15-95) years only underwent CWU (the CWU group). There were 80 (23.3%) females and 193 (28.5%) females in the PET/MRI and CWU groups, respectively. 3-T integrated PET/MRI system, diffusion-weighted echo-planar imaging (b = 0 and 1000 s/mm2 ) and [18F] fluorodeoxyglucose PET. The primary end point was the FP rate. Costs were determined as issued in 2021 by the Medical Insurance Administration Bureau of Zhejiang, China. Incremental cost effectiveness ratio (ICER) measured cost of using PET/MRI per percent of patients who avoided a FP. A P-value <0.05 was considered statistically significant. For the whole group, the de novo metastatic disease rate was 5.2% (53/1020). A total of 187 patients with FP results were observed. Significantly more patients with FP results were observed in the CWU group compared to the PET/MRI group (25.6% vs. 4.1%). The ICER was $54 for each percent of patients avoiding a FP finding. Compared with CWU, PET/MRI may reduce the FP risk. Furthermore, PET/MRI may be cost-effective as an initial staging procedure for NPC. 3 TECHNICAL EFFICACY: Stage 6.

Perancangan Aplikasi Surat Perintah Perjalanan Dinas Berbasis Web pada Biro Administrasi Pembangunan Provinsi Sumatera Utara

This study aims to process and manage official travel orders (SPPD) from the Web-based Office Travel Order Application System Design at the Bureau of Development Administration of North Sumatra Province based on the Web. In this design, the data used is a Service Travel Order where data collection is by observation, interview, and literature study. After collecting data, it was found that the recording of SPPD was still manual, namely using bookkeeping media. So from these problems, researchers made a Web-based Office Travel Order Application Design using PHP and MySQL programming made with the Sublime Text editor and Bootstrap. Analysis of Activity Program Planning

This study aims to analyze the implementation of activity program planning at the Bureau of General Administration of Planning and Finance (AUPK) Sultan Syarif Kasim Riau State Islamic University and to find out what are the obstacles encountered in implementing the activity planning. This study used a qualitative descriptive method with 14 informants. The results of the study show that in carrying out program planning activities at the AUPK Bureau of UIN Suska Riau when viewed from the point of view of 1). Determining the goals of the planners of activities has a tendency to be misinterpreted or misperceived 2). Formulating the current situation has not been carried out properly where there are several activities that are not in accordance with the strategic plan. (3). Identifying the conveniences and obstacles so far has succeeded in gathering some of the strengths and weaknesses. 4) Develop a series of activities The AUPK Bureau of UIN Suska Riau has made every effort to direct each faculty to be able to select and develop a series of activities to be carried out for 1 fiscal year
