This article discusses the Islamic education administration management system, because administration has a very important role in achieving the goals of educational institutions. The success of education is not only determined by the vision and mission that has been formulated by the educational institution, but this success is determined by the ability and appropriateness of the administration in its management of education. The method used in this research is descriptive qualitative through a literature review approach (library research). Data sources in this research are reports, news, articles and other documents relevant to the topic of discussion. The data collection technique involves searching for various data sources such as books, journals, and research that has been carried out. In this research, researchers collected data using books, journals, and research on Islamic education administration management. The data analysis technique in this research uses the content analysis method (Content Analysis) through inductive and deductive approaches. The technique in this research aims to analyze the meanings contained in all ideas related to management systems in Islamic education administration.

Research on the Rule of Law Construction and Institutional Safeguards in University Administrative Management

With the deepening construction of the rule of law in China, universities, as key institutions for talent cultivation and social development, have placed increasing importance on rule of law construction and institutional safeguards in their administrative management. However, many universities currently face issues such as weak awareness of the rule of law, poor implementation of systems, and inadequate supervision mechanisms in administrative management. This paper aims to explore the paths for rule of law construction and the institutional safeguard mechanisms within university administrative management, analyzing the current state of rule of law construction, the challenges faced, and the role and implementation paths of institutional safeguards. By studying the synergistic development of rule of law construction and institutional safeguards, this paper proposes strategies such as improving the legal system in universities, strengthening legal education, enhancing legal supervision, and optimizing administrative management systems. The goal is to provide rule of law protection for university administrative management and promote its healthy and orderly development. The study demonstrates that rule of law construction and institutional safeguards complement and interact with each other, and only through their organic integration can the modernization and rule of law of university administrative management be advanced.

Promoting coordinated spatial governance of mega-cities in China via spatial organization of metropolitan areas

Super large-sized cities and very large-sized cities (“mega-cities” for short) have become the backbone of China's socio-economic development, but they also face outstanding challenges of "urban diseases" due to their high concentration. In comparison to their foreign counterparts, China's mega-cities possess unique characteristics such as rapid growth, high population density, and large numbers of residents. They naturally have the attributes of metropolitan areas due to an administrative management system of an urban system within city territory. Promoting coordinated spatial governance of mega-cities via spatial organization of metropolitan areas not only helps mega-cities better allocate resources at a larger scope and helps expedite the transformation of development patterns, but is also crucial for better implementing new-type urbanization strategies. In response to the issues in China’s previous research and practices related to mega-cities and metropolitan areas, leveraging the “Critical Technology for Spatial Optimization of Metropolitan Areas of City Clusters” of the national key R&D plan in the “14th Five-year Plan” period, we have employed a scientific approach that combines data and models to propose spatial governance strategies. These strategies encompass both the overall metropolitan area level and the cross-border regional level. Our primary focus lies in optimizing the spatial layout of the “three domains” – ecological space, production space, and living space, facilitating functional dispersal, enhancing spatial patterns, adjusting land use structures and spatial resource allocation, coordinating rail transit and the organization of functions along transit lines, and innovating service management for improvement of administrative efficiency. Through the implementation of these diverse measures, we aim to establish a comprehensive composite collaborative system.

This paper explores the evolving landscape of lease administration, prompted by shifts in labour markets, growing complexities of financial reporting for lease agreements and the emergence of robust lease management technology. Lease administration emerges as a critical business function, with a focus on managing lease data, ensuring accurate rent payments and navigating compliance and landlord relationships, while providing realtime reporting capability for business stakeholders. In addition, lease administrators transition from labour-intensive manual processes to a more analytical and technical approach. Given the altered environment in lease management requirements, tools and skill sets, now is an ideal juncture for companies to assess their current lease administration operating model, and the paper introduces a perfect assessment tool. The Lease Administration Framework, a proactive lease administration management system, highlights strategies and decisions for managing a company’s real estate portfolio while considering the use of in-house teams and outsourced service providers. The paper advocates for a tailored approach to be aligned with organisational needs, while emphasising the importance of evaluating talent, technology and risk tolerance in the decision-making process. By following the framework, corporate real estate (CRE) leaders can ensure financial prudence, gain the agility to allocate resources strategically, invest in growth initiatives and weather economic uncertainties.

RESEARCHES OF RUSSIAN MILITARY ORIENTALISTS ABOUT THE POPULATION OF AFGHANISTAN IN THE SECOND HALF OF THE 19TH CENTURY

In this article it is explained that the Russian military orientalists recorded in their reports valuable information about the geographical location of Afghanistan, its political and administrative management system, as well as detailed information about the various peoples and tribes living in the country, the population of the regions, and their topographical location in their reports. The information of the Russian researchers about the ethnic composition of the Afghan population and their characteristics will later serve as a source for many studies. Most importantly, these data were collected and analyzed by Russian orientalists directly, without any tools, during their trips to the country.

IMPLEMENTASI PENGGUNAAN APLIKASI SIMANIS DALAM PENGELOLAAN ARSIP DI KANTOR DESA NGREJO KECAMATAN BAKUNG KABUPATEN BLITAR

Today, the application of information technology is an important requirement in a government organization, this is to facilitate archive management in bringing order to the document assets of an organization. One of them is the Ngrejo Village Government Office which has implemented the SIMANIS application in supporting the management of organizational records. The purpose of this study is to find out how the implementation of the SIMANIS application (Village Information and Administration Management System) at the Ngrejo Blitar Village Office is in archive management and what obstacles are faced by the manager. The research method is descriptive qualitative with data sources obtained through observation, interviews, and documentation. The informants in this study were the Head of Ngrejo Village, the head of planning as the officer responsible for managing the archives, and the administrative and general heads as officers who assisted in managing the archives. The data analysis technique uses data reduction, data presentation, and conclusion drawing. The results of this study indicate that archive management at the Ngrejo Village Office has implemented information technology, namely the SIMANIS application which aims to improve officer performance, improve services, and maintain archive security. The obstacles faced in implementing the SIMANIS application are unstable internet networks because SIMANIS is basically a web-based archive management application. For this reason, the Ngrejo Village government should improve the quality of the internet network so that when officers input archive data it can run smoothly.

Evaluation of the implementation of the rational use of laboratory tests in the clinical chemistry laboratory

Abstract Objectives The ‘Rational Laboratory Use Project’ (RLUP) was launched in 2018 by the Department of Examination and Diagnosis Services under the General Directorate of Health Services of the Republic of Turkey’s Ministry of Health. In this study, we aimed to determine the rate of implementation of RLUP in medical biochemistry laboratories, and to contribute to new regulations by collecting the information and opinions of the laboratory experts participating the survey. Methods Thirty questions were uploaded to an online survey tool (SurveyMonkey®, San Mateo, ABD). The first five were descriptive for laboratories. Among the remaining 25 questions, one is open-ended and addresses the various topics encompassed by the project’s scope. Results The questionnaire was completed by 202 medical biochemistry specialists, of whom 82.12 % reported that they did not implement autoverification. 55.65 % defined consultations in Hospital Management Information System (HIMS), but; 70.49 % were not using it actively. 57.69 % of the participants answered, “I agree” to the statement “I think RLUP is feasible”. It was observed that the specialists tried to implement rational laboratory practices partially depending on their laboratory capacity, hospital administration and Laboratory Information Management System (LIMS). Conclusions Increasing clinicians’ awareness could increase the success of this project, which might provide more effective diagnosis and treatment for the patient. In our view, actively involving stakeholders of the information management system, which is not under the direct control of laboratory professionals, in the RLUP will accelerate the development of the project.

Examination of the Current Situation and Governance Suggestions of Chinese Domestic Enclave

Enclave is a special administrative area with unique governance value. The existing enclaves include administrative function dominant enclaves, base function dominant enclaves, population history dominant enclaves, and other types. Essentially, enclaves are the phenomenon of territorial changes caused by changes in personal jurisdiction, which have different causes in different periods. Improving the governance of enclaves requires clarifying the personal jurisdiction of enclaves, focusing on the development of residents, and promoting the improvement of enclave administrative management system in a typified and gradual manner. According to the inherent requirements of enclave governance, it is necessary to improve the jurisdiction system of enclaves, enhance the evaluation of enclave governance, and expand participation in enclave governance.

The use of doping control data to administer sex-based eligibility regulations: an analysis of how the World Anti-Doping Agency and international sport federations violate data protection laws

The World Anti-Doping Agency (WADA)’s World Anti-Doping Code (WADC) provides that anti-doping organizations, such as international sport federations (IFs), may use data from a doping control test to monitor compliance with sex-based eligibility regulations that regulate the serum testosterone levels of transgender and intersex athletes. This contemplated use of doping control data has been incorporated into the regulations of several IFs and is facilitated by WADA’s Anti-Doping Administration Management System (ADAMS)—a web-based database managed by WADA in Canada that contains analytical results from doping control tests and is accessible by anti-doping organizations. WADA’s collection, use and disclosure of personal information through ADAMS is subject to Canada’s Personal Information Protection and Electronic Documents Act (PIPEDA). This paper examines WADA’s non-compliance with PIPEDA when it discloses doping control data in ADAMS to an IF for the purpose of the IF’s administration of sex-based eligibility regulations, and how a complaint about WADA’s data disclosures might be handled by Canada’s Privacy Commissioner. The paper also examines the application of the European Union’s General Data Protection Regulation to IFs that seek to use doping control data stored in or outside of ADAMS to administer sex-based eligibility regulations. The paper concludes with the perspective that data protection laws can be used to challenge the implementation of sex-based eligibility regulations, alongside other human rights-based legal strategies.

Introduction. The article reveals the issues of the organization of the service of the Buddhist clergy on the Don in the second half of the 19th century, implemented during the reform of the administrative and territorial administration of the Kalmyk nomad. In this sense, this article is a continuation of the article published in the previous year in the 3rd issue of the scientific journal “Mongolian Studies”. The purpose of the article is to show the socially useful activities of the Buddhist clergy, its introduction into the administrative management system of the Don Army region, its role in the development of education, the complete, final transition of the Don Kalmyks to a settled life and management. Results. A major reform of the land system in the Kalmyk nomad and the service of the Buddhist clergy with a change in the status of its main hierarch occurred in the 1870s. The Buddhist clergy experienced its consequences during the war and social upheavals together with its people.

System Design for Internship Administration and Pocket Money at PT Pertamina Geothermal Energy

Research Aims: This research aims to design an adequate administration and pocket money internship management system at PT Pertamina Geothermal Energy (PGE). Improvisation will be carried out to prevent human error and increase the processing speed of the internship’s pocket money system. Design/methodology/approach: This research is classified as applied research and was carried out using a Business Process Improvement approach. The procedures include need analysis, planning & design, development, and conclusion. The method used to collect data is by interviewing the Human Capital as the user. Secondary documents and activity forms are obtained through documentation. Research Findings: The system design is based on the concept of Business Process Modelling Notation (BPMN) using Bizagi Modeler. Validation tests by material experts and IT experts are carried out to ensure that the designs have a certain quality and are relevant. The design evaluation system is carried out by involving the Human Capital and Developer Consultant. The level of efficiency can be achieved if the business process model has been designed adequately, and delays in payment can be reduced. Theoretical Contribution/Originality: This research confirms that the problem solved is limited to system design. This article is the result of service to the community of the Postgraduate Islamic Education Management Masters Study Program in Iaian Palangka Raya regarding providing material and assistance regarding school administration management at the Darussalam Ampah Islamic boarding school in Central Kalimantan. The problems faced by schools are related to the management of school administration, including the management of correspondence and school administration services for religious teachers and female students. The administrative assistance activities that will be carried out are collaborative between lecturers and students of the IAIN Palangka Raya Postgraduate Islamic Education Management Masters study program, which is very relevant and important. The aim of this activity is to provide assistance to school administration in the form of correspondence management and school administration services. This activity received a positive and enthusiastic response from the leadership of the Islamic boarding school, the head of administration and all the ustadz and religious teachers who taught there. Community Service for the MPI Master's Program obtained the results of the discussion, namely that there is still a lot that needs to be improved in the administrative management system of the Darussalam Ampah Islamic boarding school in terms of managing correspondence and TU services. Service activities like this can be carried out regularly either in the same location or in different locations targeting people who really need services in terms of administrative management. Innovation of Administrative Management System of Universities Based on Cloud Computing

Abstract In the traditional administrative management mode of higher education institutions, different departments work separately, and it is difficult to realize the sharing of information. This paper follows the hierarchical design of J2EE multilayer architecture to build an administrative management platform for colleges and universities. Through cloud computing technology college management information through Hibernate mapping to the object table to achieve data storage and sharing. Simulated annealing algorithms and genetic algorithms are introduced into the system to realize the optimal scheduling of administrative tasks and promote the overall collaborative efficiency of the task process. Finally, the workflow analysis is carried out on the practical cases of administrative management in colleges and universities, and the optimal scheduling of administrative tasks t 1 ~ t 9 in colleges and universities is completed. The results show that the platform 400Vuser under the integrated response time of 2.833 seconds less than the expected 3 seconds, the maximum number of concurrency in the maximum response time constraints can reach 4500 or so, to meet the performance requirements of university administrative management. And task t 1 ~ t 9 completes the optimal scheduling in the experiment, saving a total of 2 resource types. This system is of great practical significance in improving the efficiency of administrative offices in universities, reducing human errors and saving labor costs.
