Impact of goal congruence on higher education institutions’ performance quality

Purpose In India, national accreditation agencies stipulate that internal quality control in higher education institutions (HEIs) is to be institutionalized through internal quality assurance cells that are responsible for implementing and controlling quality systems. As the concept of goal congruence is central to a control process, this study aims to examine whether goal congruence is observed in such institutions. The impact of the absence of goal congruence on the quality of performance in higher education was also examined. Design/methodology/approach This cross-sectional study measured the impact of goal congruence or the lack thereof on the performance quality of HEIs as defined in the evaluation criteria of the apex accreditation agency, the National Assessment and Accreditation Council. Two hypotheses were tested using t-tests and regression analysis. Focus group discussions were conducted to elicit participants’ suggestions. Findings The results showed a lack of goal congruence between HEIs’ quality goals and their faculty’s personal goals, which adversely impacts the quality of their performance, as indicated by an average disagreement of 81% on a ten-statement scale. Goal congruence as an independent variable explained 63% of the variability in HEIs’ performance quality, and the results were statistically significant, indicating that lack of goal congruence is an important contributor to poor performance among HEIs. Originality/value Accreditation of HEIs is a global practice; hence, the findings of this study and the importance of goal congruence apply not only to India but also to HEIs globally.

Some Solutions for Designing and Organizing A Study Influence Quality Accreditation on the Development of Teacher Training Programs in Vietnam

This study presented the theoretical model applied to the research design with descriptions of the overall sample, survey sample, research location, etc. The main contents of the design and research organization and the results obtained in theory have been applied in practice. The results have fully met the scientific and technical requirements of the research nature of the major Measure and Evaluate in education. At the same time, the results obtained from this article hope to help standardize the toolkit to assess the influence of the accreditation of higher education institutions in general and the pedagogical training program in Vietnam, which is convenient, accurate and objective.

Suggested standards for the quality of higher education for the Colleges of physical education and sports sciences in Iraq from the teachers' point of view

Although there are standards for total quality through the national institutional accreditation of higher education institutions in Iraq, it contains unrealistic vocabulary that tends in its formulation to the constructional narrative, and other points in its standards are all linguistic formulations evidenced by the existence of documented copies of these indicators, Accordingly, the research aimed to build proposed standards for the quality of higher education for the faculties of physical education and sports sciences in Iraq, to achieve this, the national standards were presented to the deans of the faculties of physical education and sports sciences and some experienced and specialized people. A questionnaire was prepared to contain the proposed standards for quality education, and their scientific transactions were verified. Then the degree of agreement of the research sample was identified, who are the teachers of the concerned faculties. The research concluded: - Structure proposed standards for the quality of education for the faculties of physical education and sports sciences in Iraq, which included eight criteria: (educational institution strategy, governance, and administration, financial and material resources, faculty members, students, scientific research, community service, curricula) and a total of (119) indicators. - The viewpoint of the teachers of the faculties of physical education and sports sciences in Iraq towards the proposed standards through their approval of these standards is very much agreed and agreed to a large degree.

Quality Work of Life, Job Satisfaction dan Social Support terhadap Employee Engagement Dosen Perguruan Tinggi Swasta di Surakarta

The government evaluates the feasibility of higher education institutions in the implementation of education to see the quality of education in Indonesia through the accreditation of higher education institutions and their education programs. Accreditation of higher education institutions, especially private universities in Surakarta, is a necessity and an important thing in maintaining the quality of higher education. This study aims to determine the relationship between quality work of life, job satisfaction and social support on employee engagement of private university lecturers in Surakarta. This study uses quantitative methods and descriptive analysis. Sampling in this study is probability sampling with the type of simple random sampling, the number of respondents is 50 lecturers of private universities in Surakarta. The data analysis method used in this study is multiple linear regression analysis with data processing performed with the SPSS 22 for Windows program. The results of this study indicate that the quality of work of life has an effect on employee engagement, job satisfaction has no effect on employee engagement, and social support has an influence on employee engagement.Keywords: quality work of life, job satisfaction, social support, dan employee engagement

Accreditation of medical education in Vietnam: From local to global excellence.

Medical education in Vietnam is going through a period of transformation. The number of medical schools is growing with increased enrollment of the students to meet the workforce needs of the country. Simultaneously, there is a need to ensure the quality of medical graduates and that there are mechanisms in place through relevant regulatory bodies.As part of general framework, accreditation of higher education institutions is already a requirement in Vietnam with individual programs and disciplines to be accredited by the professional organizations within Vietnam or externally where appropriate. However, accreditation of medical education programs is not established as a separate entity. No medical education program in Vietnam has undergone an external evaluation but there are ongoing discussions at various forums to initiate an independent process for medical education programs. There is a consensus among stakeholders that the accreditation of medical education programs will have a potential to drive quality improvement. In this paper, we present a brief overview of the trajectory of accreditation process in Vietnam with recommendations to move forward. The journey ahead will require a coordinated approach from all stakeholders to build an accreditation system, which ensures that quality healthcare, is offered by the workforce in Vietnam.

Финансирование высшего образования как фактор развития человеческого капитала

The subject of the research is the sources of financing of higher education in Russia and abroad. The purpose of the work is to consider the specifics of the development and financing of the regional education system in the Russian Federation. As a result of the study, insufficient financing of the higher education system was established in comparison with the leading countries of the world, and trends were revealed to reduce expenditures on higher education from the state budget and insufficient stimulation of the development of endowment funds in Russia, which in foreign countries, especially in the USA, are among the largest investors in the higher education system. Based on the study of approaches to assessing the effectiveness of investing in higher education, the main features of the development of the regional education system in Russia are identified: competition of universities for state funding; the creation of one or two leading universities in the regions, leading to the monopolization of regional higher education markets; as a rule, the salary level of scientific and pedagogical workers in the regions is significantly lower than in the capital, despite the fact that the level of training of graduates in a number of specialties and the competitiveness of certain areas of scientific research may be higher; incorrect accounting of sectoral and regional training needs in the distribution of admission control figures to universities; rapid growth of publications with real scientific value in the journals of the Scopus and Web of Science databases due to competition between universities for research funding. Conclusions are drawn about the need to increase the efficiency of financial investments in regional education systems in order to achieve National development goals by making a number of adjustments to the indicators determining the quality of education that will be used for accreditation of higher education institutions for educational programs of higher education, the introduction of a new indicator of the effectiveness of regional education systems "The share of graduates employed in the field of small, medium, individual entrepreneurship, including the self - employed, in the total number of employed graduates".

The integration of Ukraine into the European educational space sets the country in front of the need for the development of international cooperation in the field of higher education, which determines the need for educational programs recognition offered by Ukrainian universities by foreign accreditation agencies and higher education quality assurance agencies. That is why, at present, the importance of international accreditations as a tool for external independent assessment of the quality of education is growing. This article is dedicated to the analysis of the conducting international accreditations experience in higher education institutions of Ukraine. The considered results of the international accreditation of educational programs as a procedure for establishing the accordance of the implemented educational programs quality or the activities of the higher education institution with international requirements and standards determined by one or another foreign organization. The concepts of accreditation and international accreditation are analyzed. The role of the Government in forming the prestige of Ukrainian higher education at the international level is assessed. Since 2019, a new national system of accreditation of higher education institutions was created in Ukraine. At the same time, international accreditation of educational programs acquires great importance, which gives a new competitive status to higher education in Ukraine and confirm of full compliance of the content and quality of education with European educational standards. It was found out which foreign accreditation agencies for quality assurance of higher education carried out the certification of educational programs in Ukrainian higher education institutions, and the experience of each of them was described. So, it was found that these were higher education quality assurance organizations of Germany, Lithuania, Latvia, Croatia, Great Britain and Kazakhstan. They conducted international accreditation of more than ten Ukrainian universities of state and private ownership forms and recognized their educational programs with international quality certificates. The leader in the number of such certificates in Ukraine is the Alfred Nobel University, which has already twice successfully passed the procedure of international accreditation of all bachelor's and master's educational programs. And three institutions of higher education received international institutional accreditation certificates, which allows the university the right to self-accreditation of educational programs and increases its rating and attractiveness among Ukrainians and foreigners.

Excellent Accreditation Design in High School

The purpose of this study is to analyze the strategy for achieving superior accreditation of higher education institutions (excluding study programs). The research design used is a descriptive-quantitative study. The research was conducted at Bina Bangsa University during the institutional accreditation field assessment (AL) on August 13-14, 2021. Data analysis used nine criteria for university accreditation assessment assessed by BAN-PT. The results of the study found that the design of superior accreditation in higher education can be done by: 1) compiling a Self Evaluation Report (LED) that is congruent with the Higher Education Performance Report (LKPT) without any discrepancies with each other, 2) universities need to form institutions and carry out quality assurance seriously, 3) maximize the value of each item of accreditation fromCriteria A, B, C1--C9, and criteria D; 4) trying as much as possible to fulfill all the physical evidence needed to meet each of the existing criteria, 5) trying to provide answers to assessors during interview sessions both to the Foundation, Chancellor, middle leaders, lecturers, students, employees, alumni, cooperation partners and users .The novelty of the research is shown from the superior accreditation design related to the difficulty in meeting the accreditation criteria for colleges and study programs. This study suggests that every university should continue to make improvements in order to obtain superior accreditation by implementing good design.

Legal Requirements and Procedures for the Establishment and Sustainability of the Educational Space of Georgian Universities

Georgia’s involvement in the Bologna process has completely changed and redefined the orientation of its development and, therefore, its strategic goals. Initially, the Law of Georgia on Higher Education was drafted (adopted December 21, 2004) which regulates the process of carrying out educational and scientific-research activities by higher education institutions in Georgia, and the principles and procedures of administering and financing higher education; it also defines the procedures for establishment, reorganization of the activities and for the liquidation of all the higher education institutions, as well as principles of the authorization and accreditation of higher education institutions. The given law has set minimum standards and requirements for the establishment of higher education institutions in the education system of Georgia. On the whole, the changes made and defined in the Law on Higher Education has laid the foundation for the authorization and accreditation of higher education institutions as an essential requirement for their existence and sustainability in the common European educational area.

АУДИТ ЭФФЕКТИВНОСТИ В СФЕРЕ ОБРАЗОВАНИЯ

In the modern era, priority among the means used in management and affecting the quality of services provided in the field of education in developed countries is given to professional standards created by employer associations, qualification requirements for graduates of educational institutions, which are formed by industry associations and professional associations, monitoring of educational institutions and educational programs carried out by rating agencies, public accreditation of higher education institutions, which Delivered by expert agencies. The category of these tools includes an audit of efficiency in the field of education as an integral part of the quality management mechanism of higher education, which allows you to combine an external assessment of its quality. This determines the relevance of the topic of the present study. The authors express the opinion that in modern Russia there are practically no scientific studies on the interaction of existing performance audit systems with the financial control system, as well as the review of control functions contained in each type of accounting. The lack of theoretical development restrains the development of individual control systems. It is concluded that a high level of material and technical support for the activities of educational institutions and the introduction of the latest achievements of science and technology can be achieved through adequate funding and its effective use. Also, the authors concluded that the auditor owns, uses and manages significantly larger instruments than those mobilized in the process of conducting a financial audit. Therefore, an audit of effectiveness should become an integral part of the state audit, should cover everything that the legislation of the country refers to the conduct of education.

Experience of projecting an educational program in journalism at Odesa national polytechnic university

The purpose of the scientific research is to highlight the experience of projecting and defining the goals of the educational program in journalism at Odesa National polytechnic university. It was emphasized that the process of projecting educational programs is the basis for the activities in each higher education institution. The accreditation of higher education institutions is one of the stimulating factors in determining the ability of the institution to conduct educational activities. In the work a review of the methodological framework and basic methodical recommendations was done, which were taken into account by the working group while developing the program; then a brief overview of the history of the program, launched at the university in 2017, is provided; the main attention is paid to the coverage of the projecting process, which includes the main points: determining the need for an educational program, formulating educational goals taking into consideration the mission and strategy of the university, the concept of its innovative development; highlighting the originality (features) of the program, clarifying the interests of the subjects of the educational process, especially the student and academic communities, and external stakeholders; disclosure of trends in the development of the specialty and the labor market, taking into account sectoral and regional contexts, as well as the experience of similar domestic and foreign programs; selection of educational components and corresponding forms and methods of teaching, forms of assessment, appropriate logistical and informational resources, which in general ensures the achievement of learning outcomes defined by the Standard of Higher Education.
 It is proved that a successfully designed program guarantees the acquisition of the necessary competencies and practical skills by the students and thus is the evidence for the development of the educational process on the principles of flexibility, adaptability and innovation. The work opens up prospects for the future, in particular to cover the experience of teaching and learning in the educational program.

Expanding the Application of EFQM model for Institutional Accreditation of Educational Organizations

Relevance of this article topic consists in the necessity to find some alternative to the existing practice of using of the 2015 Standards and Guidelines for Quality Assurance in the EHEA (ESG-15) for accreditation of educational organizations in Kazakhstan.
 This study purpose is to develop the ways of expanding the European Foundation for Quality Management (EFQM) use for institutional accreditation of universities. Methods: comparativ analysis, formalization method. Results: 1) the genesis, functions and levels of educational organizations’ accreditation in Kazakhstan are described; 2) existence of the link between EFQM and ESG-15 is proved, however, EFQM is more adapted to institutional accreditation of higher education institutions; and 3) it is shown if formalized data are used to prescribe the scores when filling in the RADAR matrix, then filling in the RADAR matrix will be easier, and subjectivity will decrease, and accuracy will increase.

Development of higher engineering education in Russia in the context of Bologna process

The process of reforming higher education in Russian Federation continues. One of the main areas of these reforms is an introduction of principles of Bologna process into Russian higher education system. It was launched after Russia ratified the Bologna Declaration in 2003. Since the beginning of reforms and up to now there have not been lingering disputes about feasibility of introducing the principles of Bologna Agreement into higher education. The article deals with the history of reforms on the example of higher education in land management in Russia. Dynamics of indicators of higher education institutions which carry out training under programs in the field of land management and cadastre have been studied. Introduction of federal state educational standards associated with introduction and/ or updating of current education within Bologna process in 2020 has been considered. Updating (introduction of FGOS 3++ standard) will be implemented in all directions of bachelor degree. First of all it is guided to consideration of requirements of professional standards. The process of development of the Institute of State Accreditation of higher education institutions of Russia, its current status and problems faced by higher education institutions during accreditation process have been studied.

International criteria for assessment of accreditation of educational activities

The article gives a comparative and analytical review of the national systems of accreditation of educational programs according to European, Asia-Pacific and Russian standards of quality assurance in higher education. The emphasis is on the structuring of the main provisions and features of foreign and domestic accreditation systems in the field of education. The main universal blocks of educational activity assessed at accreditation are identified: management of educational process, resources and provision of educational activity, competence and qualification model of a graduate. In accordance with the principles of international and national standards, the requirements to the accreditation procedures of educational activity are set out in the main (universal) diagnostic blocks. For the evaluation of educational activity during the accreditation of higher education institutions the criteria of achievements are given. It is noted that the most important criterion of quality of education at accreditation is the evaluation of educational achievements of students. Difficulties of evaluation of educational results and ensuring their comparability at the international level for understanding the quality of training of specialists in different educational systems are noted. The lack of reliable evaluation tools creates certain difficulties in accreditation. The most problematic is the development and application of evaluation materials with planned activities to identify the levels of competence of students and graduates.

Викладено окремі аспекти сучасної системи лісівничої освіти в контексті світових трендів. Метою огляду є узагальнення інформації з питань реформування лісівничої освіти вищої школи України. Перспективними напрямами її є подальша екологізація знань для реалізації парадигми сталого розвитку, а також послідовне впровадження системи профільних навичок і знань компетентності, креативності, синтезу формальної та неформальної освіти від компетентнісної до ціннісної системи навчання. Необхідні подальші напрацювання у системі лісівничої освіти задля впровадження сучасних технологій навчання, зокрема з фундаментальних лісівничих наук, та запровадження мобільної платформи лісівничих дисциплін, аналогічної Prometheus. Доцільно опрацювати більш модифіковані програми формальної і неформальної освіти задля підсилення універсальності вищої лісової освіти, в якій поєднуються біологічна, інвайроментальна, технічна та економічна складові. Позитивний досвід реформування вищої лісівничої та екологічної освіти в європейських країнах базувався на вдосконаленні організації, структуруванні, фінансуванні, акредитації вищих навчальних закладів, упровадженні нових форм навчання та надання можливості академічної мобільності студентам і викладачам.

Concepts of quality in independent accreditation in Kyrgyzstan

PurposeThe purpose of this paper is to explore the concept, criteria and definitions of quality of higher education from the perspectives of the leadership of three new independent accreditation agencies in Kyrgyzstan.Design/methodology/approachThe author employed interpretative qualitative research design. The data for this study were collected through semi-structured interviews with the leadership of three independent accreditation agencies and through review and the qualitative analyses of new policies on accreditation of higher education institutions, new accreditation standards and criteria. A priori codes by using categories were defined in advance and emergent codes based on data driven were used for data analyses.FindingsThe research findings support the author’s argument that the new independent accreditation processes will not assure quality because first, the agencies are not independent of the Ministry of Education and Science; second, the current standards do not provide evidence of quality; and third, the institutions do not have what in Europe is called a “quality culture” – ongoing, continuous efforts toward quality.Originality/valueThis is first scholarly work looking at independent accreditation process at its beginning stage. The results of an article can have influence on further development of accreditation system and improvement of accreditation standards.

LICENSING AND ACCREDITATION OF HIGHER EDUCATION INSTITUTIONS: POTENTIAL AND EFFICIENCY OF ACTIVITIES

The article summarizes the achievements of Ukrainian scientists and practitioners who have studied the processes of licensing and accreditation of a higher education institution as processes that characterize the potential and effectiveness of the institution’s activities; it is shown that the accreditation procedure is the main procedure in the field of higher education, which, together with the procedure for licensing the educational activity of a higher education institution, forms the basis of the mechanism of regulation of the activity of the institution and quality assurance system of higher education in Ukraine. It is emphasized that the purpose of accreditation is to evaluate the educational program in terms of its compliance with the educational standard, as well as the ability of the educational institution to ensure the achievement of the educational results stipulated in the educational program of the educational program. The stages of development of the licensing and accreditation process during the independence of Ukraine (N. Saphonova) are analyzed; it is concluded that the practice of licensing and accreditation of higher education institutions has developed in Ukraine. Foreign experience of accreditation of higher education institutions is analyzed and a comparison of this procedure in the USA and Ukraine is made. The contents of the methodological recommendations for accreditation of higher education programs in Ukraine, developed by the members of the QUAERE project consortium as a result of the study of accreditation practice in the European Union countries, are revealed. The conclusion was made about the importance of effective management of the processes of licensing and accreditation of a higher education institution, and the importance of state control in the sphere of licensing and accreditation activities was emphasized. The necessity to change the orientation of accreditation procedures from control to monitoring and consulting was proved.

РОЗВИТОК СИСТЕМИ ЗОВНІШНЬОГО ЗАБЕЗПЕЧЕННЯ ЯКОСТІ ВИЩОЇ ОСВІТИ В УКРАЇНІ: МИНУЛЕ, СЬОГОДЕННЯ ТА МАЙБУТНЄ

The article presents the development of the system of external quality assurance of higher education in Ukraine. In particular, the positive and negative tendencies of the formation of the external security system in the post-Soviet period are considered, the situation of the present proceeding from the analysis of the Laws of Ukraine “On Higher Education” 2014 is outlined and "On Education" 2017, as well as the ways and prospects for its further transformation.In the first decade of Ukraine's independence, there has been a decline in the quality of higher education. The education management system of this period was, in fact, a Soviet model adapted to the needs of the transition period. Attempts by the state to further establish an effective institution of state accreditation of higher education institutions for a number of objective reasons (state monopoly on the decision of the conditions of accreditation of higher education institutions, non-competitiveness, opacity and non-accountability of the accreditation mechanism, corruption) revealed its inefficiency. The main trend in the higher education system of the late 1990s and early 2000s was the quantitative growth of higher education institutions, which was accompanied by a decrease in the quality of education and a significant imbalance of graduates' specializations to the needs of the labor market. Obvious losses were suffered by such advantages of Ukrainian education as fundamentality, systematic and practical orientation.The first steps aimed at improving the external quality assurance system of higher education was the Bologna Process, to which Ukraine joined in 2005, committing itself to make appropriate changes to the national education system and to join the work on setting priorities in the process of creating a single European Higher Education Area. The next key round of positive changes and integration processes in the European Union in the higher education system was the adoption of the Law of Ukraine "On Higher Education" of July 1, 2014, in which one of the important innovations was the creation of a National Agency for Quality Assurance in Higher Education and an attempt to legitimize the idea of independent institutions of assessment and quality assurance of education. The Law on Education, adopted on September 5, 2017, provided new opportunities for the development and enhancement of its competitiveness for education seekers, educators and educational institutions. The law has substantially distributed the powers and areas of responsibility of the authorities in education, significantly expanded the public's right to participate in the management and control of the activities of educational institutions and authorities, etc. The strategy of development of civic education for the period up to 2022 aims to form a holistic system of education, to create appropriate conditions for the functioning of the education system, implementation of the system of monitoring the quality of education and assessment of civic competences.The above points to the future positive changes in the creation of an effective system of external quality assurance of higher education aimed at joining the European educational, scientific and professional space.

Designing optimal architecture of recurrent neural network (LSTM) with particle swarm optimization technique specifically for educational dataset

Designing an optimal neural network architecture plays an important role in the performance of a neural network model. In the past few years, various bio-inspired optimization techniques have been applied to find the optimal architecture of a neural network model. In this paper particle swarm optimization (PSO) technique has been applied with recurrent neural network long short-term memory (LSTM) algorithm to find an optimal architecture for feed forward neural network. To optimize the architecture of neural network model Parameters considered are hidden neurons, learning rate and activation function. Fitness function applied for the selection of the optimal combination of the parameters is root mean square error (RMSE). Due to privatization of education number of private institutes and universities are increasing rapidly every year. This increase has resulted in huge number of data (NAAC reports) regarding the assessment and accreditation of higher education institutions. Dataset of 500 educational institutes has been collected from the official site of National Assessment and Accreditation Council (NAAC). Hybrid model of PSO with LSTM algorithm has been applied to the educational dataset. Selection of the optimal architecture is done on the basis of RMSE, Accuracy and other performance parameters.
