Marketing research on the accessibility of services for people with disabilities in territorial communities of Ukraine

Research of accessibility to inclusive medicine through the prism of marketing analysis

Part of the results of the research conducted by the authors with the aim of identifying the needs of persons with disabilities in relation to medical services are presented. The analysis of scientific works revealed a lack of research on the current state of accessibility of medical services for persons with special needs at the regional level. The purpose of the article was to identify the level of availability of medical services for persons with special needs at the regional level and to develop the recommendations based on the results of the study. The following methods were used: analysis of secondary information; survey using a questionnaire; statistical method; method of comparative analysis; synthesis; generalization; observation (analysis of information posted on the websites and official pages in social networks of the subjects under study); grouping. The analysis of the information obtained during the observation and survey revealed that the highest level of accessibility of buildings for persons with special needs in the studied UTC is characteristic of medical institutions (0.9), the lowest level of accessibility - educational institutions of UTC (0.5). In the course of the observation, it was found that the majority of dispensaries in the investigated territorial communities are equipped with accessible toilets (mostly, urban territorial communities), the ramps and stairs meet the requirements, and there are informational signs. At the same time, the issues of providing parking spaces, sufficient space in the corridors for the unhindered movement of people with limited mobility, sufficient width of the doorways to specialist offices, the presence of a call button and signs in Braille, sound notification for people with hearing and vision problems, the serviceability of elevators in more than single-story medical facilities. Half of the interviewed persons with special needs living in the studied UTC believe that the availability of quality medical care for persons with disabilities is equal in their community and is provided in a timely manner, so there is still potential for improving both medical services and their accessibility. In order to improve the accessibility of services for people with disabilities, the respondents indicated the importance of having accessible transport in the community and expanding the range of medical services for people with disabilities. Further research will be devoted to the analysis of the accessibility of educational institutions of territorial communities for persons with special needs.

meeting their needs is the social services. Individuals with psycho-social disabilities still experience social exclusion and a lack of services. The prevailing system of social services in Lithuania is more general, and less focused on the individual needs of a person with a disability. In order to ensure the functioning of a person with a psycho-social disability in public life, changes in the provision of social services are necessary. An important aspect is inter-institutional cooperation at all levels. In Lithuania, local government is responsible for the provision of social services. In this article, we analyse the accessibility of social services for people with psycho-social disabilities based on a case study. The results of the research reveal the availability and functioning of help for people with psycho-social disabilities in community life. The practical significance of the study is useful for improving the accessibility of services for people with psycho-social disabilities in the context of social inclusion in the community.

Inclusive communication as a tool for the formation of inclusive culture: terminological analysis

The article focuses on the need to expand and clarify the inclusive glossary. The concepts of «inclusion», «inclusive communication», «inclusive culture» are characterized on the basis of the analysis of the basic normative documents (Convention on the Rights of Persons with Disabilities, The Salamanca statement and framework for action on special needs education). The correlation between inclusive communication and inclusive culture is substantiated. It is emphasized that it is by means of inclusive communication that an inclusive culture is formed. The main approaches to the interpretation of inclusive communication are outlined. The goals and objectives of inclusive communication, its features are analyzed. It is noted that inclusive communication is first of all effective communication, which is human-centered, based on respect, recognition of the value of each person and allows everyone to contribute to the development of society, to feel part of it; іnclusive communication expands the population's access to various services (social, educational, medical, etc.), helps people in communities to lead an autonomous lifestyle, helps government agencies to avoid discrimination. The basic principles of inclusive communication are highlighted (equal importance of information and physical accessibility of various services for people in need of communication support; variety of types of communication support that requires a differentiated and individual approach; two-way communication process; flexible communication; еhe effectiveness of inclusive communication depends on reaching as many people as possible with different communication support needs; the best result is provided by gradual rather than radical changes). Emphasis is placed on the fact that non-inclusive communication can cause a number of negative manifestations, causing people to feel discriminated against, prejudiced, socially excluded, anomalous, marginalized, alienated, unnecessary, condemned, restricted in their rights and opportunities.

Exploring the developmental need for a paramedic pathway to mental health

The following article discusses an organisational development need of a national ‘Mental Health Pathway’ to enable paramedics to provide the appropriate care for people who present mental health issues. The Department of Health acknowledges the huge modernisation of the ambulance service in England and faster access to people with immediate life-threatening conditions; however, the service is also responding to an increasing number of patients who have an urgent primary care need, which includes mental distress, as opposed to clinical emergency. The Department of Health (2009) policy calls for a ‘new vision’, where the ambulance service could increase efficiency and effectiveness towards patients who are experiencing non life-threatening emergencies. The key aims are to form a programme of advancement to address both improving mental health and accessibility of services for people with poor mental health. The vision of the policy is that by 2020 mental and physical health will have equal priority. The development of a mental health pathway within the ambulance service may help to reduce admissions or re-attendance, while improving care for patients. An evidence-based approach is used to provide a balanced, logical and supported argument within a reflection of practice. This is evaluated against a hypothetical patient’s case study, which reflects common issues faced by paramedics and ambulance technicians. The analytical process considers patient, professional, organisational and multi-disciplinary team perspectives.

Implementing the World Report on Disability in Malaysia: A student-led service to promote knowledge and innovation

The lead article by puts forward pertinent issues facing the speech-language pathology profession raised by the World Report on Disability. This paper continues the discussion by reporting on a capacity building action research study on the development, implementation, and evaluation of a new approach to early intervention speech-language pathology through clinical education in Malaysia. This research evaluated a student-led service in community-based rehabilitation that supplemented existing and more typical institution-based services. A Malaysian community-based rehabilitation project was chosen due to its emphasis on increasing the equitability and accessibility of services for people with disabilities which was a catalyst for this research. Also, expanding awareness-building, education, and training activities about communication disability was important. The intention was to provide students with experience of working in such settings, and facilitate their development as advocates for broadening the scope of practice of speech-language pathology services in Malaysia. This article focuses on the findings pertaining to the collaborative process and the learning experiences of the adult participants. Through reflection on the positive achievements, as well as some failures, it aims to provide deeper understanding of the use of such a model.

A preliminary investigation of services for people with personality disorder in the East Midlands region of England

ABSTRACTAimThis paper presents a preliminary investigation of dedicated and specialist personality disorder services in three counties within the East Midlands in England (Nottinghamshire, Lincolnshire and Derbyshire). We examined (1) the levels of dedicated National Health Service, independent and voluntary service provisions for people with personality disorder in these counties and (2) the psychological and psychosocial treatments on offer.MethodSearches were conducted to identify dedicated and specialist personality disorder services, and senior clinicians within each service were asked to complete a survey about their facility.ResultsOur findings suggest that dedicated and specialist service capacity within this region is inadequate to meet the needs of both offenders and non‐offenders with personality disorder. In addition to this, we found that there is significant disparity in the therapeutic interventions on offer across this region.ConclusionIt is likely that similar observations apply throughout England. This suggests that the configuration and accessibility of services for people with people disorder requires a major review if these services are to meet their intended objectives. Patterns of service use among people with learning disabilities discharged from long-stay hospital care in Northern Ireland

AbstractObjectives: Continuing deinstitutionalisation has led to growing concern about the availability and accessibility of services for people with learning disabilities transferring to community living. This study was undertaken in order to assess the configuration of services in terms of availability and uptake for people with learning disabilities who have left long-stay hospital care and to identify gaps or barriers to service provision within the unique integrated health and social services structure in Northern Ireland.Method: The ‘keyworkers’ of 195 people – most of whom were aged 40-59 years with a diagnosis of moderate intellectual impairment – were interviewed by a researcher one year after discharge using the Service Interview.Results: While a wide range of generic and specialist services was available, ‘packages’ of care consisted largely of public sector services (eg. GPs, chiropodists and social workers) and relied, to some extent, on the type of community accommodation. Although services appeared well co-ordinated in terms of care reviews and keyworker arrangements, 40% of people required more one-to-one support particularly in areas related to integration. However, services were perceived by care staff to be satisfactoryConclusions: The development of community care has been slower in Northern Ireland than elsewhere and a large proportion of resources remain tied up in hospital care. However, existing community-based services appear to be addressing individual needs. Some former patients, though, may have been subject to transinstitutionalisation in the sense that their choice of accommodation was restricted mainly to large private sector homes and work and daytime opportunities were insufficient to facilitate integration. Service planners and providers need to give further consideration to the likely effects of different forms of rehabilitation, reprovision and resettlement and to be aware that the pattern of service provision is likely to be different for the more dependent cohorts of people who leave hospital in the future.
