DISTRIBUTION OF LOGISTICS ASSISTANCE FOR FLOOD VICTIMS IN PASANGKAYU REGENCY

Disaster logistics assistance is an important element of disaster management efforts. Logistics distribution in disaster situations always faces complex challenges in distributing aid to victims affected by disasters. This research aims to provide an overview of how the distribution of logistical assistance to flood victims in Pasangkayu Regency and identify the inhibiting factors in the implementation of logistical assistance, and efforts that can be made by BPBD Pasangkayu Regency in overcoming these obstacles. This research uses a Qualitative Descriptive design with an Inductive approach. The data collection techniques used include observation, interviews, and documentation. The results showed that the logistics assistance distribution program had been carried out quite effectively, although there were still several factors that influenced the obstruction of the distribution, including limited human resources and lack of facilities and infrastructure in logistics distribution which resulted in not optimal distribution of logistics assistance in Pasangkayu Regency. The practical implication of this research is the importance of increasing the capacity of human resources, procuring adequate facilities and infrastructure, and better cross-sector coordination to ensure logistics distribution can run optimally and on time in emergency situations. EFFECTIVENESS OF THE BANDUNG COMMAND CENTER NTPD 112 SERVICE PROGRAM (SINGLE NUMBER FOR EMERGENCY CALLS) AT BANDUNG CITY COMMUNICATION AND INFORMATION SERVICE

The use of a single Emergency Call Number 112 which is used as a call center method to report emergencies that occur in the city of Bandung is still less effective. This is based on the fact that there are still many prank calls and ghost calls coming to NTPD 112. This research aims to determine the effectiveness of the Bandung Command Center NTPD 112 service program in emergency calls in Bandung City. Where this research applies effectiveness theory based on the views of M Ricard Steers (1985: 8) who believes that measuring effectiveness can be done through 4 (four) barometers: organizational characteristics, environmental characteristics, worker characteristics, policy characteristics and management practices. The method applied in this research is descriptive with a qualitative approach. Based on the research results, it can be concluded that the Bandung Command Center NTPD 112 service program which is linked to four criteria, namely organizational characteristics, environment, workers and characteristics of management policies and practices, is considered not fully effective. The main problems include double jobs in the Dispatcher division, poor coordination with agencies, low performance ties, the lack of achievement of strategic goals and a lack of innovation which resulted in the number of invalid calls in 2024 for the January-July period being 12,129 incoming calls. DYNAMIC CAPABILITY APPROACH IN EFFORTS TO PROTECT THE ENVIRONMENT FROM WASTE IN INDONESIA

Pengelolaan sampah di Indonesia menghadapi tantangan besar, seperti peningkatan volume sampah, keterbatasan infrastruktur, rendahnya kesadaran masyarakat, dan keterbatasan pendanaan daerah. Penelitian ini bertujuan untuk mengevaluasi solusi strategis melalui Program Local Service Delivery Project (LSDP), sebuah inisiatif inovatif yang dirancang untuk memperbaiki pengelolaan sampah secara berkelanjutan. Penelitian menggunakan metode kajian literatur dengan analisis kualitatif model Miles dan Huberman, mencakup reduksi data, penyajian, dan verifikasi temuan. Program LSDP didasarkan pada teori Dynamic Capability yang melibatkan proses sensing, seizing, dan transforming. Hasil penelitian menunjukkan bahwa LSDP dapat meningkatkan kapasitas kelembagaan dan finansial pemerintah daerah melalui hibah berbasis kinerja, partisipasi masyarakat, dan penguatan regulasi. Program ini diharapkan mengurangi emisi gas rumah kaca hingga 23,9 MtCO2e dalam 20 tahun, mengurangi timbulan sampah sebesar 27,1%, dan menciptakan hingga 10.500 lapangan kerja baru. LSDP menawarkan pendekatan komprehensif untuk mengatasi krisis pengelolaan sampah di Indonesia dengan memperkuat tata kelola dari hulu ke hilir, serta mendorong sinergi antara pemerintah, masyarakat, dan sektor swasta. Program ini memberikan model yang dapat direplikasi untuk mendukung keberlanjutan lingkungan menuju visi Indonesia Emas 2045

EVALUATION OF FLOOD DISASTER PREPAREDNESS IMPLEMENTATION IN BANDUNG REGENCY

Flood disasters are a challenge for every region, including Bandung Regency. The Bandung Regency Regional Disaster Management Agency (BPBD) seeks to reduce the risk of flood disasters through prevention and preparedness. The purpose of this study was to determine the Evaluation of the Implementation of Flood Disaster preparedness in Bandung Regency using William N Dunn’s policy evaluation theory with the parameters of Effectiveness, Efficiency, Adequacy, Equity, Responsiveness and Accuracy. The research method used is descpritive qualitative with an inductive approach. Based on the research results, it is known that the implementation of flood disaster preparedness in Bandung Regency in terms of Effectiveness, Efficiency, Adequacy, Equity, Responsiveness and Accuracy can be said to be good with supporting and inhibiting factors. The supporting is Regional Heads in implementing disaster management as evidenced by the availability of a disaster management Task Force and the implementation of effective coordination in reducing disaster risks. Inhibiting factors are: Limited facilities and infrastructure; Lack of human resources, and Limited budget for socialization of maps of disaster prone areas. The suggestions that the author can give are: Increasing the quality and quantity of human resources, maintaining available facilities and infrastructure; and Increasing the dissemination of disaster information by utilizing social media. ANALISIS PENGARUSUTAMAAN GENDER DALAM PEMBANGUNAN DAERAH

Kebijakan pengarusutamaan gender di lingkungan pemerintahan Kabupaten Tapanuli Utara yang diatur dalam Peraturan Bupati Nomor 3 Tahun 2019 Tentang Pengarusutamaan Gender yang dinilai belum sesuai khususnya dalam ruang lingkup fasilitas, sarana, dan prasarana yang menunjang pekerjaan khususnya bagi Perempuan, mengingat presentase Pegawai Negeri Sipil (PNS) perempuan cukup dominan di Tapanuli Utara. Tujuan dari penelitian ini ialah untuk menganalisis sejauh mana pengarusutamaan gender dalam pembangunan daerah di lingkungan pemerintahan Kabupaten Tapanuli Utara. Metode penelitian yang digunakan adalah penelitian kualitatif yang menghasilkan data deskriptif dengan pendekatan induktif, dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Adapun hasil yang diperoleh dalam penelitian ini adalah pelaksanaan kebijakan tersebut sudah berjalan dengan baik, sesuai dengan yang diharapkan sehingga aparatur sipil di lingkungan pemerintah Kabupaten Tapanuli Utara dapat merasakan rasa aman dalam mengekspresikan pekerjaan mereka tanpa dibayangi oleh rasa ketimpangan gender, hal ini ditinjau dari sektor sumber daya manusia, yakni ketersediaan formasi sudah tercukupi dan para pegawai aparatur sipil negara yang menaungi bidang pengarusutamaan gender berasal dari latar belakang pendidikan yang sejalan dengan pengarusutamaan gender, selain itu pemberian pelatihan dan pengangkatan pengetahuan mengenai pengarusutamaan gender menjadi nilai tambah bagi sumber daya manusia yang diharapkan mampu mengimplementasikan kebijakan tersebut di lingkungan pemerintah Kabupaten Tapanuli Utara. Akan tetapi sektor sumber daya non-manusia (prasarana, sarana atau anggaran) sudah terlaksana namun tidak semua indikator berjalan dengan baik, yakni dalam sektor anggaran yang dinilai masih belum cukup. Hal ini berimplikasi terhadap ketersediaan sarana dan prasarana yang belum responsif gender, sehingga menghalang pelaksanaan kebijakan tersebut. INNOVATION IN IMPLEMENTING THE DIGITAL POPULATION IDENTITY (IKD) APPLICATION IN THE POPULATION AND CIVIL REGISTRATION SERVICES SAMBAS DISTRICT

One way to accelerate the digitalization of public services is through digital population identity (IKD) innovation. However, in its implementation, the percentage achievement of Digital Population Identity in Sambas Regency has only reached around seven percent. This is yet to be in accordance with the government's mandate that the national target was 25 percent of the total population in December 2023; even in 2024, it is targeted to be 30 percent. The purpose of the research is to obtain an overview and analyze the innovation of IKD implementation at the Population and Civil Registration Office of Sambas Regency. The research method is quasi-qualitative. Researchers used semi-structured interviews, observation, and documentation. The results showed that the knowledge stage was shown through the socialization carried out by the Sambas Regency Population and Civil Registration Office through social media and ball pickup and the existence of clear procedures related to IKD activation. The persuasion stage is shown through the good attitude and response of the Sambas Regency Disdukcapil apparatus to follow up on IKD innovations. The decision stage is shown through the existence of good internal and external communication. The implementation stage shows that the development of achievements since the beginning of the implementation of IKD has not been significant due to the adjustment factor to its use in the community, especially for people who are elderly and technology illiterate. The confirmation stage is shown through the support of regional leaders in continuing the implementation of IKD innovations. However, there are still obstacles related to internet networks, especially in remote areas. In conclusion, the innovation of implementing the IKD application at the Population and Civil Registration Office of Sambas Regency is implemented quite well, and this is because of the five dimensions used; there are still two dimensions that require improvement, namely the Implementation and Confirmation dimensions.

PERFORMANCE OF THE SOCIAL SERVICE IN REDUCING THE NUMBER OF PEOPLE WITH SOCIAL WELFARE PROBLEMS (PMKS) FOR ABANDONED ELDERLY IN JAMBI CITY, JAMBI PROVINCE

The number of displaced elderly people in Jambi City is still quite high so this research has an urgency to examine the performance of social services in dealing with these problems. The purpose of this study was to determine and analyze the performance of social services in reducing the number of Persons with Social Welfare Problems (PMKS) for neglected elderly in Jambi City, Jambi Province. The purpose of this study is to determine and analyze the performance of the Social Service in reducing the number of Persons with Social Welfare Problems (PMKS) for the Neglected Elderly in Jambi City. The research method employed was qualitative. The results show that the Jambi City Social Service shows varying aspects of productivity, with challenges in HR competence and implementation of training programs, while facilities and infrastructure are considered good. The service quality aspect of the Jambi City Social Service is classified as good, with punctuality and adequate attitude of officers, although there are challenges in the comfort of the place and certainty of costs. The responsiveness aspect of the Jambi City Social Service in meeting community needs is quite good, but there are obstacles to community satisfaction related to the availability of assistance and the fulfillment of complaint reports. The internal supervision of the Jambi City Social Service is considered quite effective with good coordination with various related parties to deal with the Displaced Elderly. In conclusion, the Performance of the Social Service in Reducing the Number of Persons with Social Welfare Problems (PMKS) for the Neglected Elderly in Jambi City, Jambi Province is quite good.
