ІНФОРМАЦІЙНІ АСПЕКТИ ПОРІВНЯЛЬНОГО АНАЛІЗУ ВИКОРИСТАННЯ КОШТІВ У СФЕРІ ФАХОВОЇ ПЕРЕДВИЩОЇ ОСВІТИ

This article presents a comparative analysis of the financial support of professional non-tertiary education institutions (PNTEIs) managed by the Ministry of Education and Science of Ukraine (MESU) during the armed aggression of the russian federation. To achieve the research objective, the authors systematised and summarised financial and economic reporting data submitted quarterly to the State Scientific Institution "Institute of Educational Analytics". The data was analysed at the level of PNTEIs, regions, and the MESU system as a whole. The public funds for the budget programme "Training of personnel by professional non-tertiary education institutions" are presented at the PNTEI level, regionally, as well as for the MESU system. In the course of the study, the methods of systematic data generalisation; statistical and comparative analysis; graphical and tabular methods, etc. were used. The main indicators, including the number of PNTEIs, students, teaching and research staff, administrative and support staff, labour costs, and scholarships, were analysed in the regional context. The average monthly salary of pedagogical and non-pedagogical employees, as well as the average annual cost of training one student of professional non-tertiary education, is calculated. It is proved that in the conditions of insufficient funding from the state budget, it is necessary to raise funds from other sources with mandatory compliance with the principles of transparency and efficiency of their use. The focus is on developing a comprehensive system to optimise the costs from general and special funds, ensuring high-quality training for specialists in professional non-tertiary education.

ДИНАМІКА КАДРОВОГО ПОТЕНЦІАЛУ СУЧАСНОЇ УКРАЇНСЬКОЇ ЛІНГВОДИДАКТИКИ НА РІВНІ ДОКТОРІВ НАУК

The objective of this article is to investigate the dynamics of the human resources potential of linguodidactic science during Ukraine's independence period in the structure of Doctors of Sciences, with a focus on quantitative and gender-age composition, average age of scientists, and their representation by regions of the country. This analysis aims to identify trends in the evolution of scientific personnel in Ukrainian linguodidactics. The study revealed that the human resources potential of linguodidactic science in the structure of Doctors of Sciences as of March 1, 2024, comprises 44 researchers out of 58 who defended doctoral dissertations during 1985-2023 in the specialty 13.00.02 "Theory and Methodology of Teaching (Ukrainian Language)" in four main directions: 1) in the history of Ukrainian linguodidactics – 2 doctoral studies (3.4%); 2) in the field of preschool and primary linguodidactics – 12 doctoral studies (20.7%); 3) in linguodidactics of basic and specialized secondary education – 19 dissertations (32.8%); 4) in linguodidactics of higher education – 25 dissertations (43.1%). The dynamics of the human resources potential indicate a decrease in the number of Doctors of Sciences actively working. This is caused by a number of factors, including the death of linguodidactic scholars, reaching retirement age, unsatisfactory health conditions, emigration, collaborationism, etc. This leads to the conclusion that the specialty 13.00.02 "Theory and Methodology of Teaching (Ukrainian Language)" is more female-dominated than other scientific specialties. In terms of age structure, Doctors of Sciences of productive age from 41 to 60 years old predominate (61.3%). The overall age range of Doctors of Sciences in Ukrainian linguodidactics engaged in educational and scientific activities varies from 36 to 88 years old. The average age of researchers who defended doctoral dissertations during 2006-2023 decreased by 10 years compared to the average age of scientists who defended doctoral dissertations in 1985-2005.

РЕФЛЕКСИВНЕ ПИСЬМО ЯК ПРАКТИКА ФОРМУВАННЯ ПРОФЕСІЙНОЇ ІДЕНТИЧНОСТІ ЗДОБУВАЧІВ ВИЩОЇ ВІЙСЬКОВОЇ ОСВІТИ

The purpose of this article is to highlight the critical experience of integrating the practice of reflective writing into formal English classes as a means of providing insight into the development of military cadets' professional identities. Materials and Methods. A reflexive thematic analytic approach was used. The study was based on the results of reflective writing of 43 cadets (students) of the Military Institute of Telecommunication and Information Technologies, who are in their fifth year of study. Results and Discussions. Most of the reflections focus on self-perception, which is found in 86% of the works. In their reflective writing, cadets view their development as a growth in personality rather than a growth in skills and abilities. Reflections on taking responsibility are found in 77% of the written works. Self-esteem as a component of professional identity is found in 64% of the works. Reflections on work motivation are found in 16% of the works. Reflections on future prospects are found in 8% of the works. Most reflective writing (83%) is characterized by a superficial descriptive approach; stereotypical and conformist presentation; avoiding describing the dilemma or problem; disregarding emotions; failing to analyse or reflect. The results may indicate 1) a lack of reflective capacity among military personnel; 2) psychological discomfort associated with restrictions on free expression that turn reflective writing into a test of conforming to institutional requirements. Conclusions. It is necessary to create a clearer methodological basis for introducing the practice of reflective writing into the curriculum of military institutions. This is essential to develop reflective skills in military personnel and to find alternative means and tools to facilitate cadets' reflection, at least on their professional identity.

СУЧАСНИЙ СТАН ТА ПЕРСПЕКТИВИ ВДОСКОНАЛЕННЯ СПІВПРАЦІ ЗАКЛАДІВ ВИЩОЇ ОСВІТИ ТА БІЗНЕСУ НА ОСНОВІ ПРЕЛІМІНАРИНГУ

The article discusses the issues and analyses the problems of the relationship between higher education institutions (HEIs) and business. The purpose of the study is to determine an effective strategy for cooperation between educational institutions and enterprises for the development of the Ukrainian economy. Considerable attention is paid to the general principles of interaction, the role and methods of cooperation in higher education in Ukraine and the world, the advantages and prospects of such cooperation. The authors analysed modern methods of cooperation between HEIs and enterprises. The experience of cooperation between educational institutions and enterprises in the USA, Germany, Great Britain, and Ukraine is considered. The importance of the triple helix model and modern pre-qualification technology, which consists of searching for employees among applicants and graduates of HEIs and business schools, is noted, and the advantages that enterprises can receive in the future by introducing such technology into their activities are considered. Modern practical recommendations for effective cooperation between HEIs and enterprises in all fields of activity have been identified. Аn analysis of the costs of applicants for training and the payback period for these costs after employment has been carried out. It has been established which specialties are the most relevant today and how having a higher education affects obtaining the best job offers. It is concluded that today in Ukraine, in order to ensure effective training of highly qualified employees, it is necessary to ensure constant cooperation between HEIs and enterprises. This should involve the exchange of theoretical and practical experience with the involvement of applicants in the work of enterprises not only during practical training but also when teaching professional disciplines.

СУТНІСТЬ СОЦІОКОМУНІКАТИВНОЇ КОМПЕТЕНТНОСТІ МАЙБУТНІХ ФАХІВЦІВ СОЦІАЛЬНОЇ СФЕРИ

Socio-communicative competence is an important component of the professional training of specialists in the social sphere. It involves the formation of abilities and skills in effective interaction, communication, and understanding of other people. The article examines the role of socio-communicative competence for future specialists in the social sphere. It was found that in today's fast-paced world, a highly qualified professional must possess effective communication skills in order to navigate the complexities of human interactions, promote positive social change, and provide ethical and culturally competent services. It is noted that researchers consider this competence as the ability to express oneself clearly, recognize signals in context, and adapt to the needs of the interlocutor. It has been found that it includes building partnerships and solving problems through effective communication. The study analyses the essence of the concept of socio-communicative competence, and considers its components and structure. The need to develop communication skills in students of the social sphere, the ability to establish contact, organise partner interaction, overcome conflicts, develop empathy, and reflection are substantiated; the importance of the formation of this competence in future specialists of the social sphere for the successful implementation of their professional activities is determined. The main structural components of socio-communicative competence are revealed and approaches to the formation of these components in future specialists are indicated. Specific ways and pedagogical conditions for the formation of socio-communicative competence of future specialists in the process of studying humanitarian disciplines, passing practice, and extracurricular work are proposed. It is noted that the formation of socio-communicative competence is an important task in training competitive, professionally mobile specialists in the social sphere.

ОСВІТНІ ІНДИКАТОРИ РІВНЯ ЗАБЕЗПЕЧЕНОСТІ ВЧИТЕЛЯМИ ОСВІТНЬОЇ ГАЛУЗІ ПІД ЧАС ТРАНСФОРМАЦІЙНИХ ПРОЦЕСІВ: МІЖНАРОДНИЙ І ВІТЧИЗНЯНИЙ КОНТЕКСТИ

The article analyses the ongoing transformation processes in the education sector, both internationally and domestically, within the context of the European educational space. It has been determined that these processes are based on the key competencies that teachers should develop in their students. These competencies include literacy, multilingualism, scientific and engineering skills, digital and technological competencies, interpersonal skills, the ability to acquire new knowledge, active citizenship, entrepreneurship, and cultural awareness. The sources of educational indicators are considered, including PISA studies, Eurostat, OECD educational indicators, and national educational indicator systems. This article examines the implementation of the New Ukrainian School (NUS) reform in relation to teacher provision. It discusses the PISA study, which provides data on the quality of education by assessing pupils' ability to apply the knowledge, competencies, and skills acquired in educational institutions in everyday life. The results of this international comparative study can inform governments' educational policies and management decisions based on evidence-based statistics. The authors analysed the implementation of the NUS reform in the educational sector, focusing on domestic transformations. The aim of the reform is to provide teachers with the necessary tools to improve their professional level, self-motivation, and develop new competences. The study compared OECD indicators with national education indicators, including teachers leaving the profession, pupil-teacher ratio, and class size.

АНАЛІЗ МОЖЛИВОСТЕЙ УПРОВАДЖЕННЯ МІКРОКВАЛІФІКАЦІЇ В УКРАЇНІ ТА ІНШИХ ЄВРОПЕЙСЬКИХ КРАЇНАХ

This paper presents the pan-European requirements for micro-credentials, that is, the formalisation of learning outcomes obtained by a person after short-term training. The main goal of the research was to explore the state of implementation and prospects for the development of micro-credentials in the professional education systems of various participating countries of the "Beyond Europe with micro-credentials" project. The main research tool was a detailed questionnaire, which allowed to collect and analyse data on existing programmes and initiatives in Serbia, Montenegro, the Republic of North Macedonia, Georgia, Armenia, and Ukraine. The results of the study testify to the presence of common trends in the development of micro-credentials, such as growing popularity of micro-credentials among employers and students of education; focus on the development of flexible and adaptive programmes that meet the needs of the labour market; use of the latest technologies in teaching and assessment. At the same time, the analysis revealed certain problems and challenges that need to be solved, in particular, the lack of a strong regulatory framework for regulating micro-credentials; insufficient financing of relevant programmes; low awareness of micro-credentials among the population and employers. Threats to the introduction of micro-credentials include the following: competition from traditional education, rapid technological changes, economic instability, non-recognition of educational documents, threat to legislative regulation, regulatory obstacles, and technological barriers. Conclusions were made about the prospects for the development of micro-credentials in the vocational education and training systems of the studied countries, as well as the need for joint efforts of governments, educational institutions, businesses, and other interested parties for the development and promotion of micro-qualifications. Based on the results of the analysis, the following is recommended, in particular: create a favourable environment for the introduction of micro-qualifications; invest in education and innovation; develop partnerships with international organisations, educational institutions, and the labour market; implement technologies and develop digital literacy; constantly update programmes of micro-qualifications.

ВПЛИВ АСОРТИМЕНТУ ОСВІТНІХ ОНЛАЙН-ПЛАТФОРМ НА ПОВЕДІНКУ СПОЖИВАЧА

Changes in the conditions of activities in the educational market in Ukraine, particularly the analysis of the assortment and demand for educational services, are the focus of this article. It was revealed that the range of educational services actually did not become an object of scientific research in the domestic discourse from the standpoint of modern marketing. The aim of the research was to identify key aspects of the course assortment offered by various educational platforms and to determine the main trends in demand among the target audience. Comparative analysis methods were employed, evaluating the quantity of free and paid courses on popular platforms such as Prometheus, VUM online, EdEra, Diya.Osvita, Projector, and others. Special attention was given to the number of marketing courses as an important indicator of the popularity of this specialisation. The analysis results indicate a diversity in the assortment of courses, where each educational platform has its own strategy regarding the type and ratio of free and paid courses, as well as specialisation features. The statistical analysis of the popularity of different directions in online education in Ukraine provides an objective picture of the most demanded areas, such as distance language learning, academic preparation, and professional development. It is substantiated that the strategies of assortment management and the provision of various, high-quality educational services are key to further development and increasing the competitiveness of educational platforms in Ukraine. The study identifies directions for the development of educational platforms to diversify the assortment, taking into account demand and user specificity. It emphasizes the need to actively monitor trends and provide quality educational services to meet the diverse needs of the target audience in the rapidly changing online environment.

ФОРМУВАННЯ ПРОФЕСІЙНОЇ КОМПЕТЕНТНОСТІ У СТУДЕНТІВ СПЕЦІАЛЬНОСТІ "МАРКЕТИНГ"

During professional training, future marketers study the demand for goods and services and analyse the economic activity of enterprises to maintain their competitiveness. They must possess a sufficient level of professional competence, which includes developing the company's business process planning technology. This research presents the results of a pedagogical experiment on the formation of professional competence of future marketers during professional training using the information system "BAS. Retail". The study was conducted at the State University of Trade and Economics. The authors describe a technology for training future marketers using an information system that includes a complex of conceptual, diagnostic-corrective, substantive, technological, and effective components. The hypothesis of the study is that marketers need knowledge and skills to solve financial and economic tasks successfully. This will enable them to analyse and correct their professional activities consciously. The research was conducted using the methods of theoretical generalization and modelling, as well as ascertaining and formative experiments. The object of the study is the process of developing the professional competence of future marketers during professional training in higher education institutions. The subject of the study is the technology of training future marketers during professional training using an information system. A model for developing the professional competence of future marketers during their training has been created. The concept of "professional competence of future marketers" has been clarified, and a training technology for future marketers has been developed for the first time using the information system "BAS. Retail". The practical significance of the conducted research lies in the development and implementation of the author's methodical recommendations for conducting practical classes in the discipline "Information systems in retail". The effectiveness of the developed teaching technology was confirmed according to the results of the pedagogical experiment, and the prospects for further research were determined.

Personnel evaluation occupies a dominant place in the personnel management system. The focus on strengthening the reasonableness of managerial personnel decisions actualizes the issue of using a methodological toolkit for choosing effective and efficient methods of evaluating the personnel of a higher education institution. A well-designed personnel evaluation system performs a number of functions, which include influencing the motivation of employees, increasing productivity and quality of work, planning professional development and career, improving qualification characteristics, and making personnel decisions about remuneration, promotion and dismissal. The purpose of the research is to determine the methodical basis of personnel evaluation in the aspect of professional development in higher education institutions and to develop a step-by-step process for evaluating employees in these institutions. In particular, the existing approaches to the interpretation of the concept of �personnel evaluation� are characterized and the author�s approach to the interpretation of this concept is described. The article also provides the goals of personnel evaluation, defines the functions of employee evaluation, and characterizes its principles. The greatest attention in the article is paid to the author�s approach to the process of assessment of professional and personal qualities of employees of higher education institutions, consisting of six consecutive stages. The prospect of further scientific research in this area is the development of an effective system of motivational methods to encourage staff in higher education institutions to work efficiently and productively.
