Short- and long-term food insecurity and policy responses in pandemics: Panel data evidence from COVID-19 in low- and middle-income countries

We leverage unique panel household phone survey data collected by the World Food Programme (WFP) several months before and 3 years into the COVID-19 pandemic in nine low-and middle-income countries to examine whether the COVID-19 period was associated with increases in food insecurity. We also combine this data with data from the Oxford COVID-19 response tracker to examine how lockdown policies and economic support policies to households have affected food consumption.Our household level panel models show that the COVID-19 period was associated with increases in the proportion of people with insufficient food consumption in seven countries (Niger, Mali, Burkina Faso, Mozambique, Guatemala, Syria, and Yemen) but not in the other two (Cameroon and El-Salvador). Three years into the pandemic, most of the countries have not recovered from the initial negative impacts that were observed within the first year. The use of coping strategies, such as relying on less preferred food or borrowing to buy food, increased in countries where there was an increase in the proportion of people with insufficient food. Country fixed effect models show that strictness of lockdowns was associated with reductions in food consumption while economic support for COVID-19 to households was associated with improvements in food consumption. We conclude that food security has not recovered 3 years after the onset of COVID-19 and that lockdown policies and other associated generalized effects of the pandemic may be key drivers of food insecurity during pandemics. Household own coping strategies may not be sufficient to protect households from deterioration in food insecurity, but economic support interventions, such as cash transfers, may minimize these deteriorations.

LANDSCAPE IMPACT ASSESSMENT OF SDG2 DEVELOPMENT PROJECTS USING REMOTE SENSING AND UNSUPERVISED CONTROL SITE SELECTION

Abstract. As part of its objective to achieve Zero Hunger under SDG2 the United Nations World Food Programme, in partnership with Governments, NGOs and other UN agencies, supports food insecure communities to increase natural resource availability and improve their management. This is done mostly through the building and rehabilitation of soil and water conservation assets (e.g., small dams, weirs, landscape restoration) and structures that increase productivity (e.g., vegetable gardens, irrigation canals). To adequately monitor these activities around the globe simultaneously, remote sensing was found to be an adequate tool. This study introduces the use of high-resolution satellite imagery, and more specifically NDVI derived from the Landsat series to verify and quantify the impact of such development projects. In total 121 projects in 10 countries and six different climate zones were analyzed using a pre- and post-implementation comparison and a Before-After Control Impact (BACI) study considering randomly selected control sites. Both approaches were found to show robust results throughout the different countries, project types and climate zones. 67% of all projects showed significant improvements in vegetation conditions during the wet seasons only three years after the implementation. Using the proposed workflow based on Python scripting and cloud computing of satellite data, fast and robust analyses can be achieved, while assuring constant data quality.

First foods in a packaged world: Results from the COMMIT consortium to protect young child diets in Southeast Asia

AbstractAlthough commercially produced complementary foods (CPCFs) are increasingly sold throughout Southeast Asia, concerns have been raised about CPCFs nutritional quality, labelling practices and the strength and scope of national CPCF regulations. The Consortium for Improving Complementary Foods in Southeast Asia (COMMIT), composed of UN agencies and civil society organizations, was formed to assess the nutrient gap in the diets of young children and the consumer, product and policy landscapes for CPCFs in seven Southeast Asian countries. Results from a nutrient gap assessment indicate that the diets of children aged 6–23 months are suboptimal and deficient in micronutrients. A consumer survey revealed that caretakers commonly use CPCFs, are conscious of the importance of nutrition and are influenced by label claims. Results from a CPCF benchmarking showed that many products sold in Southeast Asia contained added sugar or sweeteners, had a high total sugar and/or high sodium content and that no CPCF product adhered to all recommended labelling practices. Further, a legal review of national binding legal measures relevant to CPCFs showed minimal alignment with available global guidance. Urgent actions are necessary to strengthen national regulations related to CPCF nutrient composition and labelling practices. To speed progress, COMMIT developed a compendium of existing standards and global guidance to help countries align their national regulations with CPCF composition, labelling and production recommendations. Advocacy to garner public support for new or improved CPCF regulations, as well as strong government monitoring and enforcement of regulations, is crucial to support efforts to safeguard and improve the diets of older infants and young children in Southeast Asia.

Effectiveness of locally produced ready-to-use supplementary foods on the prevention of stunting in children aged 6-23 months: a community-based trial from Pakistan.

Undernutrition is a major public health problem in developing countries. Around 40·2 % of children are stunted in Pakistan. This longitudinal study aimed to assess the effectiveness of locally produced ready-to-use supplementary foods in the prevention of stunting by detecting change in of children in intervention v. control arm against the 2006 WHO growth reference. A community-based non-randomised cluster-controlled trial was conducted from January 2018 to December 2020 in the district of Kurram, Khyber Pakhtunkhwa, Pakistan. A total of 80 clusters (each cluster comprising ≈ 250-300 households) were defined in the catchment population of twelve health facilities. Children aged 6-18 months were recruited n 1680. The intervention included a daily ration of 50 g - locally produced ready-to-use-supplementary food (Wawa-Mum). The main outcome of this study was a change in length for age z-score (LAZ) v. WHO growth standards. Comparison between the interventions was by t test and ANOVA. Cox proportional hazard models were used to assess the association between stunting occurrence and the utilisation of locally produced supplement. Out of the total 1680, fifty-one out of the total 1680, 51·1 out of the total 1680 and 51·1 % (n 859) were male. Mean age 13·9 months (sd + 859) were male. Mean age 13·9 months (sd + -4·4). At baseline, 36·9 % (n 618) were stunted. In the intervention group, mean LAZ score significantly increased from -1·13(2·2 sd) at baseline to -0·93(1·8 sd) at 6-month follow-up (P value 0·01) compared with the control group. The incidence rate of stunting in the intervention arm was 1·3 v. 3·4 per person year in the control arm. The control group had a significantly increased likelihood of stunting (Hazard Ratio (HR) 1·7, 95 % CI 1·46, 2·05, P value < 0·001) v. the intervention group. Locally produced ready-to-use supplementary food is an effective intervention for reducing stunting in children below 2 years of age. This can be provided as part of a malnutrition prevention package to overcome the alarming rates of stunting in Pakistan.

Community Clustering of Food Insecurity and Malnutrition Associated With Systemic Drivers in Chad.

Chad suffers from protracted hunger, facing high food insecurity (Integrated Food Security Phase Classification 3 and above), and acute malnutrition levels that surpass the emergency threshold (15% global acute malnutrition) yearly. The Food Security Sector, with European Union support, leads an inclusive effort to increase synergy between humanitarian, development, and peace-building actors to understand and address drivers of hunger. To understand the spatial distribution of child wasting and household food insecurity and systemic drivers (conflict, livelihoods, vegetation, cultural norms) as well as better understand the relationship between child wasting and household food insecurity in Kanem and Bahr el Ghazal (BeG) region, Chad, with the goal of improving nexus programming and targeting. A cross-sectional randomized cluster survey was conducted in August 2021 in Kanem and BeG across 86 villages, reaching 7002 households and 6136 children. Data were collected on child anthropometry, household food security, and livelihoods. Using mixed methods, primary data were triangulated with secondary geospatial data on vegetation index and conflicts as well as qualitative interviews with local actors. Analysis was conducted using comparison tests, linear and logistic crude, and adjusted models, as well as looking at the design effect as a measure of clustering of outcomes at the community level. The geospatial distribution of hunger indicators shows child wasting and food insecurity are highly clustered. However, communities with a high prevalence of child wasting were not those with the highest levels of food insecurity, indicating different pathways. Clustering of food insecurity and child wasting is due to basic drivers of conflict, health, and seasonal access to natural resources. The high levels of food insecurity and child wasting are each concentrated in specific survey clusters and are not necessarily connected. They result from different causal pathways at the community level linked to the systemic drivers of the rule of access to natural resources, environmental seasonality, and livelihoods. This suggests a greater need for an integrated humanitarian, development, and peace-building interventions to address the persistent high prevalence of food insecurity and child wasting. It also suggests that these community-level and systemic drivers require greater consideration from the start in research design and data collection.

High Non-affordability of Diets and Malnutrition in Africa's Drylands: Systems Analysis to Guide Action.

Africa's drylands have unique food environments and persistently high rates of wasting and stunting. This article documents findings and experiences from Fill the Nutrient Gap (FNG) processes conducted in 7 Sub-Saharan African countries that include drylands. This study advocates for a comprehensive consideration of the specific food environments of drylands using a novel analytical framework and shares findings and best practices for improving food and nutrition security in these contexts. Three analyses are combined. Analysis 1 re-analyzes cost and non-affordability of nutrient-adequate diets indicators from FNGs by reclassifying areas as drylands and non-drylands. Analysis 2 uses malnutrition estimates in drylands and non-drylands and examines associations with non-affordability of nutrient-adequate diets. Analysis 3 synthesizes evidence from FNG processes to document how those indicators were used to engage stakeholders and inform nutrition policy and practice in drylands. The nutrient-adequate diet of a 5-person household was 2.60 USD (41%) more expensive in drylands. A nutrient-adequate diet was not affordable to 71% of households in drylands, compared to 55% in non-drylands. Wasting and stunting prevalence and non-affordability of nutrient-adequate diets were simultaneously high in drylands. The article presents new evidence that contributes to elucidate specific characteristics of the food environment of Africa's drylands and suggests a framework to improve on those factors systematically. The FNG is innovative in combining an analytical framework with multistakeholder review and dialogue, as well as modeling of possible strategies, to build consensus on possible transformation pathways to improve diets in drylands.

Impact of food-related conflicts on self-reported food insecurity

Food security is recognized as an inherent human right, enshrined within the principles of the Agenda 2030. The Global Report of Food Crises 2022 points out 193 million people facing severe food insecurity across 53 countries, posing challenges to decision-makers and institutions. Among the many causes of food crises, violent conflict, economic shocks, and environmental pressures are the most influential. In this work, we focus primarily on the conflict-related domain. Finding a stable relationship between conflict and food insecurity is complex for several reasons: first, the relationship is mutually reinforcing; second, the full impact of conflict on food insecurity may take time to have an effect; and third, conflict itself is a multidimensional phenomenon and can include multiple types of violent events. This research set out to comparatively assess the impact of different types of violence on self-reported food insecurity in three prominent food crisis contexts: Burkina Faso, Syria, and Yemen. A measure of food-related classifying events was developed using a rules-based approach. The analysis showed that this approach can effectively code and classify food-related conflict in diverse contexts. By refining the search string, it becomes possible to capture food-related conflict in various food systems. Our findings point out that the new-build measure of food-related conflict is more strongly correlated to subsequent self-reported insufficient food consumption than other forms of violence. The results demonstrate that this relationship is robust across a range of data collection windows and across discrete time periods of analysis. In summary, the research suggests that focusing on the use of food and food systems as tactics in conflict can be highly valuable for understanding and addressing food insecurity.

Water quality, WASH, and gender: differential impacts on health and well-being in Abeokuta City, Nigeria.

It is often assumed that humans experience the effect of poor water quality like multiple health and socioeconomic impacts in the same way. But these impacts are not gender neutral due to inequalities caused by physiological composition, age marginalization, and socioeconomic conditions, among others. A mixed method, comprising water quality assessment, a survey of 456 individuals, and medical record collection, was applied to examine the differential impacts of water quality and WASH practices in Abeokuta City, Nigeria. The assessment shows that without point-of-use water treatment, the water sources in the area are not safe for potable purposes, as the waters are hard in the sequence of borehole > surface water > hand-dug well > sachet water, with elevated levels of calcium (> 75 mg/L) and not free from microbial contamination. Among the area population segments, men and boys (relative to women and girls) may be more susceptible (55%) to the compounding health effects associated with the hardness and high calcium concentration in water. Girls are the most affected by the associated impacts of water collection. Men and boys are more vulnerable to the consequences of poor hygiene, while women are more susceptible to the health effects of toilet cleaning and the sharing of sanitation facilities, among others. We conclude that there are differential impacts of unsafe water, WASH services, and practices on human health. Gendered statistics through sex-disaggregated data is crucial to unmasking the differential impacts, which are neither gender neutral nor evenly distributed between women and men, and boys and girls.

COVID-19 lockdowns and associated shocks: Lessons from farming households’ resilience to food and nutrition insecurity in Cameroon

The COVID-19 pandemic posed multifaceted threats to global economies. The lockdowns were exogenous threats to economic activities. This study uses the case of farming households in Cameroon to explore the association between households’ resilience and food and nutrition insecurity during the COVID-19 pandemic. Focus group discussions (FDGs) were conducted to identify the different COVID-19-related shocks and the response strategies implemented by farming households. Information from the FGDs was then exploited to design survey questionnaires. A multistage random sampling procedure identified 249 farming households for an in-depth study. Through econometric modelling techniques, we reveal that COVID-19 shocks adversely affected farming households’ food and nutrition security and reduced households’ resilience capacity. However, existing adaptive capacity and access to basic services significantly contributed to farming households’ resilience. Female-headed and semi-urban farming households were more resilient than male-headed and rural households to COVID-19 shocks. We recommend that policies and interventions that target the enhancement of farming households’ adaptive capacity and improving their access to basic services would be essential for preparedness, response, and swift recovery from unanticipated systemic shocks such as COVID-19.
