The paper justifies that a personally oriented educational model is one of the ways of solving a problem of students personality development. The author explains the reasons for the declarative nature of personally oriented education in modern schools: classical foundations of the traditional educational paradigm, transformation of education into service and incorrect understanding of personally oriented education by teachers. The author reveals the role of future teachers orientation on implementation of personally oriented education. The author considers development of personal forms of students moral consciousness as an idea of personally oriented education. Special value of consciousness personal forms is proved. The author shows that specific personal forms of teachers moral consciousness can be presented as personal forms of students moral consciousness. The paper contains the essence of personal forms of students moral consciousness. Such personal forms of moral consciousness as kindness, dignity, mercy, responsibility, etc. are necessary for a student to build value judgments as well as for assessment which is the starting point for the spiritual and practical mastering of the world.

This study tests the impact of real effective exchange rate changes on the Belarusian trade balance. The findings suggest that depreciation has a short-run and long-run positive effect on the trade balance. As in numerous studies examining the short- and long-run relationship between exchange rate changes and the trade balance, the negative immediate impact of exchange rate depreciation can be explained by the lag in the time during which consumers and producers adjust to new buying patterns and by asymmetries between changes in export and import prices. Therefore, a depreciation-based adjustment policy can be considered a reasonable solution to balancing Belarus's foreign trade.

Economic policy advice is often dispensed based on a model of a unified, benevolent government. For some transition economies, this model is inappropriate and can lead to bad advice. The more appropriate model — that of a badly divided government — often leads to very different policy recommendations. We illustrate this point using the example of pre-privatization restructuring of state firms, and discuss its implications for foreign economic assistance.

Random samples of the Moscow' and New York populations were compared in their attitudes towards free markets by administering identical telephone interviews in the two countries in May, 1990. Although the Soviet respondents were somewhat less likely to accept exchange of money as a solution to personal problems, and their attitudes towards business were less warm, we found that the Soviet and American respondents were basically similar in most dimensions. Soviets showed no difference from Americans on their feelings that price increases may be unfair. There appears to be little difference between the Soviets and Americans in their concern with income inequality, in their belief in the importance of providing material incentives for hard work, and in their understanding of the workings of markets.
