Abstract

The article analyzes the state’s interest in disenfranchisement that was explained by its importance in the political system of Soviet society as a tool for identifying “class enemies”. The main source of the research on the problems of electoral legislation of the 1920s is the Instructions for the Election of City and Village Councils and the Convocation of Congresses of Councils and its application in practice in the regional context.
