Abstract
On page 1 we refer to a crackdown by Yugoslav police on an unofficial meeting in a Belgrade flat on 20 April 1984 when people came to hear a talk on the nationalities problem by Milovan Djilas. The incident developed into a major issue. There is a widespread feeling that it may signal a sharp change in Yugoslav policy towards criticism, a policy which used to be (despite the number of cases similar to one described in Momcilo Selic's article) rather tolerant. On 23 May, Helsinki Watch (a US citizens' committee which monitors the Helsinki accords) published the following report.
