Abstract

The national and international development agenda looks at education as an important tool for transformation and change. Within education most attention is given to schooling and the wider formal sector of colleges and universities. Much less attention and still less resources go to youth and adult learning, and the non-formal education sector. Lifelong learning systems have yet to be implemented. Chris Duke and Heribert Hinzen describe the major processes, programmes and organizations such as EFA, CONFINTEA, ICAE and discuss them in the context of development issues.
