Abstract
Student Disciplinary Regulations for Higher Education Institutions, which had got into effect upon being published in the Official Gazette no. 18634 on January 13, 1985 (Former Regulations), was annulled by Student Disciplinary Regulations (New Regulations), effective by August 18, 2012, the publication date in Official Gazette no. 28388. Accordingly, New Regulations have been applied to university students’ disciplinary proceedings since August 18, 2012, the effective date. Provisional article 1 of the New Regulations further subject all disciplinary inquiries pending by August 18, 2012, to New Regulations, even if commenced already. This study reviews the essential provisions applicable to disciplinary proceedings under the New Regulations, issued under articles 54 and 65/a-9 of Higher Education Law No. 2547, which also constitutes basis for the Former Regulations; and the review is made in consideration of the mentioned articles and with reference to the differences between the Former Regulations and the New Regulations
