YENİ KENT YOKSULLUĞU, ATIK TOPLAYICILARI VE TEMSİL SORUNSALI: KATIK DERGİSİ ÜZERİNE BİR İNCELEME

Abstract

OZ Yeni yoksulluk olarak kavramsallastirilan surecle birlikte Turkiye'de kent yoksullugu sureklilik tasimaya baslamis ve yeni yoksullar yoksullugun yarattigi yoksunlukla birlikte toplumsal surecten dislanmistir. Calismada, Turkiye'de kent yoksullugu baglaminda atik toplayicilarin yasadiklari sorunlar, kendi deneyimleme bicimlerinden hareketle ele alinmis ve geri donusum iscileri tarafindan cikarilan Katik dergisi, yoksulluk ve temsil iliskisi cercevesinde degerlendirilmistir. Calismada yoksulluk, somut kriterleri referans alan ve asgari temel ihtiyaclara ulasilabilirlikle olculen salt ekonomik bir yaklasimla degil; toplumsal, kulturel, mekansal, siyasal dislanmisliklari da kapsayan daha genis bir baglamda ele alinmistir. Ana akim medyada yoksulluk, genellikle sucluluk ve sucla ozdeslestirilerek, toplumsal ve politik baglamindan kopartilarak, bireysel bir soruna indirgenerek ve/veya sadece niceliksel olcutler kullanilarak sunulur ve temsil edilir. Geri donusum iscileri tarafindan cikarilan Katik dergisi araciligiyla yoksul madunlar, seslerine kamusallik kazandirir ve kendi kendilerini temsil edebilme imkanina kavusur. Ancak madunun kendini temsil etmesi durumu sorunsuz bir surec degildir. Calismada temsilin imkani ve imkansizligi arasindaki gerilimli iliskiye isaret edilmistir. Anahtar Kelimeler: Katik dergisi, Atik Toplayicilar, Yoksulluk NEW URBAN POVERTY, SCAVENGERS AND THE PROBLEM OF REPRESENTATION: AN ANALYZE OF THE MAGAZINE KATIK ABSTRACT The representation of poverty to be established with the external gaze is one of the main problems of the studies on poverty and representation. Along with the time course of the conceptualization of new-poverty, urban poverty has become permanent in Turkey. In this process, due to their deprivation which is caused by poverty and seems to be perceived as deficiency, new poor are excluded from society. The aim of the present study is to examine the problems of the scavengers established upon the way they experience these problems and to analyze the magazine named Katik which is prepared by scavengers in terms of the relation of poverty and representation. In this study poverty is searched by the means of social, cultural, enviromental and political exclusion. It is not seen just as an economical approach that's based on concrete criteria and evaluated by attaining the essential needs. Mainstream media relates poverty to crime, disregarding the context sees the problem as an individualistic matter and/or presents it only quantitatively. In the magazine, Scavengers' problems, association struggles, life stories, letters and poems written by them are published. Through the magazine, scavengers who are deprived of the representation right challenge their invisibility. The importance of the magazine is that it allows poor subalterns talking of themselves and it is an area that they are represented by themselves. In this way they reach out to public and find the opportunity to represent themselves. But the representation is not unproblematic. In the study the conflicts ot the relationship between possibility and impossibility of representation are indicated. Keywords: Katik, Scavenger, Poverty
