Abstract

Yehoshafat Harkabi is currently a professor of international relations at the Hebrew University in Jerusalem. A leading Israeli expert on the Middle East, Harkabi was for years the head of Israeli Defense Forces intelligence. His best-known publication was the first Hebrew translation of the Palestinian National Covenant. His analysis of the Covenant-that there was no basis for talking to or making agreements with the Palestinian leadership-influenced generations of students, officer candidates, and public opinion makers. In his most recent book, Fateful Decisions, however, he argues that general circumstances as well as the Palestinian position have changed and that it is time for Israel to talk to the PLO. Professor Harkabi was interviewed for the Journal on 2 February 1987 by Salim Tamari, professor of sociology at Birzeit University.
