Abstract
Internal sovereignty is primarily conceived in the context of legislative power. It concerns the competence to normalize the relations within the state. The important competence of the sovereign is not only the legislative competence, but the authority to interpret the law as well. According to the English philosopher, Thomas Hobbes, it is an indispensable complement of sovereign power within the state. Also today it is not possibly to present the problem of internal sovereignty without taking into account the problem of interpretation of the law. In the article it is presented multiplicity of actors interpreting the law in the modern democratic state, which leads to the conclusion that the internal sovereignty is exercised by two sovereigns: the political community and the law.
