Abstract

Testimony submitted in opposition to S.B. 281, the Colorado Citizen Protection Against Sanctuary Policies Act. The testimony addresses numerous flaws in the bill, including: (1) the abdication of local authority to federal policymakers; (2) the bill's reliance on a myth of immigrant criminality; (3) the bill's explicit incorporation of the federal declined detainer outcome report, a discredited propaganda tool of the Trump administration; (4) the bill's defiance of established law on immigration detainers; and (5) the bill's attempt, through funding cuts, to impose policy decisions on localities through impermissible coercion.
