Abstract

In the spring of 2020, the pandemic led to quarantine and all educational institutions switched to distance learning, which has caused significant changes in the field of education around the world. It was necessary to build one’s own capacity to provide education and distance learning to protect education and to create opportunities for more individualized approach to teaching and learning not only during future pandemics but also during other shocks, such as natural disasters. This is possible as long as flexible curricula are created that can be taught face-to-face or online. The article analyzes distance education in the world during the pandemic as well as significant changes and implemented measures in the field of education in Ukraine and around the world. The role of public and international organizations in the implementation of quarantine in the conditions of the COVID-19 pandemic, which partially took over the functions of state and local authorities, was emphasized. The closure of schools due to the COVID-19 pandemic has in fact led to a deterioration in learning outcomes, so the effects of distance learning and digital inequality in the world were also analyzed. It is also shown how the COVID-19 pandemic affected access to public services in Ukraine.
