Abstract

The concept of compulsory competitive tendering (CCT) was extended to the management of sport and recreation facilities by the Local Government Act, 1988 (Competition in Sports and Leisure Facilities) Order. CCT documentation has led to close scrutiny of employment practices and encouraged senior management to consider ways of reducing premium-related overtime and shift work. This paper argues that a particular approach to strategic human resource management, within the context of flexible working, can make a significant impact upon employee performance in leisure services. A major innovation, which is consistent with the nature of recreation supply and demand, has been the introduction of annualized hours contracts for some staff. This work evaluates the role of these contracts in the management of sport and recreation in East Dunbartonshire Council.
