Abstract

Social welfare and workfare programs are considered in the context of an optimal income tax model. Both regressively and progressively weighted utilitarian social welfare functions are considered. Optimal program design can entail individuals foregoing productive employment opportunities for progressive social welfare functions. Regressive social welfare functions lead to overemployment.
