Abstract

Chapter 5 analyzes the rights of women in times of emergency, reviewing as an example the 2020-2021 COVID-19 pandemic and its deep effects on the exercise of the rights of women. The Chapter discusses state obligations identified by both universal and regional bodies which are applicable in times of crisis, including the principles of legality, necessity, proportionality, and non-discrimination. The COVID-19 pandemic is presented as a major and unforeseeable event which produced a global crisis of magnitude in which all of the human rights of women were put to the test and challenged in some way. The COVID-19 pandemic may also constitute a major turning point for the exercise and full respect of the rights of women. The Chapter also discusses the role of women as leaders in times of emergency, and contemporary obstacles to their effective participation in public and political life, including political violence.
