Abstract
This Paper resolves Iraqi problem about the power which end sectarian conflict and show the correct legal system in Iraq comparing with the system of the United States of America. This paper argues that by establishing a federal system of law, Iraq will no longer be a prisoner of its recent past. Federalism is a key feature of modern political structures, especially in pluralistic, multi-ethic states.
