Abstract
This report considers who is involved in urban revitalization, why some neighborhoods are more quickly revived than others, and whether participation by longtime residents in renovation of historic areas is feasible. Surveys of two preservation districts in Indianapolis revealed that recent in-migrants are in a stronger position than longtime residents to influence the revitalization process. Although incumbent homeowners are willing to join restoration activity, they often lack information and money, are less self-conscious as preservationists, and are less organized to shape the process in their own interest.
