Abstract

This essay, exploring the general question of how quality assurance has changed the relationship between government and higher education, discusses two important issues of governance: what is the proper role of government? and what are the appropriate forms of academic involvement in decisions about quality assurance? It seeks to reaffirm some principles of shared governance in ensuring quality and suggests how these principles could apply to key decision points in quality assurance.
