Abstract

ABSTRACT What types of bodies are involved in running elections? From independent electoral commissions and government departments, to legislatures, executive, and judicial bodies, electoral management involves a wide variety of actors. This paper classifies the main actors responsible for six key electoral management tasks: voter registration, boundary delimitation, campaign finance reporting, the voting process, and dispute resolution, according to seven major types of political bodies. It demonstrates that a diversity of bodies are involved in running elections in most countries. It therefore sheds light on our understanding of the independence, centralisation, and networks of electoral management, advocating for a broader understanding of the variety of bodies that may be involved in running elections.
