Abstract

When taxpayers are uncertain of true taxable income, they must decide whether to resolve their uncertainty by seeking tax advice, and then decide how much taxable income to report. Since tax advisors must sign their advisees' tax returns, the audit policy can depend on whether tax advice was sought. In the optimal audit policy, some taxpayers will not resolve their uncertainty, and the optimal policy yields higher net revenue with uncertainty than without.
