Abstract

The policy analyst must either choose a constituency or create one. This idea is supported with examples of US-Canada trade talks and the farm credit crisis to show how choosing a constituency can give substance to an over-riding general interest. Parts of the tax reform debate and the developing issue of third world debt management show how creating a constituency may be necessary to make good policy happen.
